Abstract
Purpose
The role of procurement managers is crucial for diffusing sustainability throughout the supply chain. Whether or not they are willing to pay for sustainability is an important and not yet fully understood question. The authors examine antecedents and consequences of their willingness to pay (WTP) for sustainability.
Design/methodology/approach
The authors develop a multi-level framework to examine the WTP for sustainability in a B2B context. The authors test this multi-level framework with 372 procurement managers from multiple sectors and countries using partial least squares structural equation modeling.
Findings
The authors find that individual values of procurement managers and institutional pressures directly, while ethical organizational culture indirectly influence WTP for sustainability. Functional and cognitive competencies of procurement managers improve the sustainability of procurement, but not WTP for sustainability. Importantly, WTP for sustainability directly influences the performance of the procurement function which in turn is positively associated with increased organizational performance.
Originality/value
The study, examining the interplay between individual, organizational and contextual factors, provides empirical evidence on the pivotal role of procurement managers in diffusing sustainability throughout the supply chain. The findings of the study, on the one hand, contribute to the literature on operations management and sustainability, and on the other hand, guide policy and managerial actions.

Abstract
Purpose
The adoption of social procurement, the emerging practice of using a firm's spending power to generate social value, requires buying firms to navigate conflicts of institutional logics. Adopting an institutional work perspective, this study aims to investigate how buying firms change their existing procurement institutions to adopt and advance social procurement.
Design/methodology/approach
The authors conducted an in-depth case study of a social procurement initiative in the UK. This case study comprised of 16 buying firms that were actively participating in the social procurement initiative at the time of data collection (2020–2021). The data were largely captured through a set of 41 semi-structured interviews.
Findings
Four types of institutional work were observed: reducing institutional conflicts, crossing institutional boundaries, legitimising institutional change and spreading the new institutional logic. These different types of institutional work appeared in a sequential way.
Originality/value
This study contributes to various strands of literature investigating the role of procurement in generating value and benefits within societies, adopting an institutional lens to investigate the buying firms' purposeful actions to change procurement institutions. Secondly, this study complements the existing literature investigating the conflicts of institutional logics by illustrating the ways firms address such institutional conflicts when adopting and advancing social procurement. Finally, this work contributes to the recently emerging research on institutional work that examines the creation and establishment of new institutions by considering the existing procurement institutions in the examination of institutional work.

Abstract
Purpose
This paper aims to develop a framework for implementing the integrated project delivery (IPD) approach during the design process in architecture design firms (ADFs) in Egypt.
Design/methodology/approach
A research methodology consists of literature review, case studies and survey questionnaire was designed to achieve the abovementioned aim. First, literature review was used to identify and categorise the challenges of implementing IPD during the design process. Second, four case studies were analysed to investigate the values delivered to the client or missed due to the use of IPD or traditional procurement approaches, respectively. Finally, a survey questionnaire was carried out with a representative sample of ADFs in Egypt to investigate their perception towards the challenges of IPD implementation in Egypt. Based on the results of the above, the research developed a framework to facilitate the implementation of IPD in ADFs in Egypt.
Findings
Through literature review, the research identified 30 challenges that hamper the implementation of IPD in ADFs. These challenges were categorised due to their nature into five groups, namely, integration, cooperation, commitment and trust challenges, knowledge, experience skills and decision-making challenges, cultural challenges, legal and contractual challenges and technical and financial challenges. Results of data analysis showed that “poor communication and spirit of collaboration between project stakeholders” was ranked the highest influential challenge as IPD is based on collaboration and trust between project participants. In addition, “lack of training and motivation in investing for using IPD” was ranked the lowest influential challenge due to the poor attention paid to training in the construction industry. Moreover, despite the benefits of IPD implementations in many countries worldwide, it is not implemented in the Egyptian context. This necessitated taking action towards developing a framework to facilitate IPD implementation in ADFs in Egypt.
Research limitations/implications
The research focussed on ADFs in Egypt.
Practical implications
Adopting the proposed framework developed through this research will help implementing IPD during the design process in ADFs.
Originality/value
The research identified, categorised and analysed the challenges that obstruct the implementation of IPD in ADFs. The research tackled a topic that received scant attention in construction literature in the Middle East generally and Egypt in particular. In addition, this paper presented a framework to facilitate the implementation of IPD during the design process, which represents a synthesis that is novel and creative in thought and adds value to the knowledge in a manner that has not previously occurred.

In recent years, Health Promotion Board (HPB) has made a strategic shift from a traditional health education approach to an eco-systemic approach in health promotion, where the Board engages and harnesses the collective power of the 3 Ps (People, Private, and Public). The procuring of core services is a key enabler to support HPB's focus areas in tobacco control, mental well-being, health screening, obesity prevention, nutrition, dietetic services, chronic disease education, etc. In tandem with the Board's strategic shift, the procurement function has taken on strategic importance and is now functioning as an independent department, reporting to HPB's CEO. Public procurement accounts for a big proportion of public budget outlays, hence, it is important that there be demonstrated Value for Money (VfM) in public purchases. To ensure VfM in public procurement, Botswana introduced a modern public procurement system in early 2001. The system is yet to be subjected to VfM analysis. Using document analysis, this paper explores two main research questions: (i) what are key public procurement challenges in Botswana?; and (ii) how can public procurement in Botswana be improved? It is concluded that the public procurement system in Botswana is not constructed on a VfM basis. It is consequently suggested that there is a need for public procurement reforms and the adoption of various private sector continuous improvement tools such as Lean, Kaizen and Six Sigma.

Abstract
The effectiveness of innovative procurement practices, illustrated at the US federal level by Performance Based Service Contracting and other best value approaches, depends upon changes in the public procurement organizational culture. These changes require agency officials to establish new relationships with contractors, as the challenges of acquiring complex as well as highly customized goods/services is best met through flexibility and negotiation throughout the life of the acquisition. Using procurement approaches that provide maximum flexibility provide challenges to public managers, as choices regarding negotiation include the content as well as the intensity and duration of negotiation sessions. The use of the Invitation to Negotiate (ITN) approach by the State of Florida is one example of an approach that allows flexibility and facilitates different relationships with contractors. Two case studies, from the Departments of Transportation and Management Services illustrate the use of ITN.

Abstract
Purpose
Research has shown the potential contribution of properly managed suppliers to the competitive position of firms. Major strategy schools of thought such as the industry view and the resource-based view have evolved in their perspective about supplier’s contributions, replacing a transactional perspective of supplier management with a more comprehensive view of their role in corporate strategy. This study aims to understand if procurement professionals have evolved in the same direction.
Design/methodology/approach
During a corporate wide assessment for a large consumer product corporation, the author had the opportunity to incorporate a four-statement question aimed at identifying the perception of value creation by different levels of procurement staff. The answers were compared with responses of a reference group that comprised business school students who had never been exposed to professional procurement as a function or skill.
Findings
The results show that buyers, even at senior levels, more clearly identify value as the result of price negotiation, a functional perspective, than as the construction of sustainable competitive advantages, the shareholder perspective. They do not discriminate sufficiently between short-term transactional value transfer and long-term shareholder value capture.
Research limitations/implications
The study was conducted on a sample of 500 people from four continents but limited to a single corporate environment. This study focused on innovation as a source of value and competitive advantages.
Originality/value
The paper shows to corporate deciders the impact of overly cost-focused procurement departments. This study reinforces their need to better balance the objectives assigned to their procurement team. This study outlines the steps necessary to align the cultural competitiveness of procurement to the objectives of the firm, with an extended enterprise scope.

Abstract
Purpose
This study aims to assess the following question: “which information processing approach, formalization or centralization, responds to procurement complexity and how does this affect procurement performance in knowledge-intensive procurements?”
Design/methodology/approach
This study draws on a survey of 294 Project Managers with recent experience of knowledge-intensive procurement. It uses AMOS version 21 to perform confirmatory factor analysis and structural modeling to assess the hypotheses.
Findings
The findings suggest that procurement complexity directly encourages formalization and that formalization has significant, positive effects on procurement performance. Centralization, on the other hand, appears not to respond to procurement complexity and has negligible effects on procurement performance.
Research limitations/implications
Drawing on information processing theory, this study highlights the importance of two information management approaches in knowledge-intensive procurement, and that such procurement situations share similarities with new product development and other innovation-rich, team-based activities. Knowledge-intensive procurement situations, therefore, require different information management practices than other types of procurement.
Practical implications
The findings suggest that procurement complexity directly encourages formalization and that formalization has significant, positive effects on procurement performance. Originality/value

Abstract
Purpose
The purpose of this study is to provide a comprehensive bibliometric analysis of publications in the Journal of Public Procurement (JoPP) from 2001 to 2021. The study provides insights into trends in publications, prominent publication themes, influential authors, institutions and countries that have prominently been associated with the journal’s journey.
Design/methodology/approach
The study used a bibliometric and content analysis approach using the VOSviewer software to develop insights into the trends, structures and patterns in publications in the journal. Data for the study was extracted from the Scopus and Google Scholar databases.
Findings
The study established that there has been consistent growth in the number of papers published by the journal within the last two decades. Yearly average publication by the journal stood at 14 papers between 2002 and 2009, with the annual average rising to approximately 18 papers between 2010 and 2021. The trend in publication has been established and identified the influential citations and contributors to the journal. The study has also clustered out the thematic structures in journal’s publications. The prominent and emerging research issues in the public procurement environment needing immediate research attention have been highlighted.
Research limitations/implications
The study is a one-journal bibliometric analysis and subsequently ignores publications on public procurement from other journals.
Social implications
The findings of this study highlight to the research community the contributions of JoPP to the public procurement discourse and present important avenues for future research agenda.
Originality/value
To the best of the authors’ knowledge, this study is the first bibliometric study for the JoPP, providing detailed bibliometric indexes of the 21-year period of the journal’s publications. The study comprehensively analyses the contributions in the JoPP to assess the trend and scope in publications in the field of public procurement and draws attention to emerging concerns and critical issues of neglect requiring research attention in the journal.

Abstract
Purpose
Source location decision making is a contemporary problem facing many businesses as they globalize their supply chains. This paper seeks to empirically determine the influence of culture on the industrial procurement manager's perception of the different characteristics of potential global sourcing locations, with a view to integrating the influence of culture operating at different levels into a global sourcing location decision framework; thereby enhancing managerial insights to the role played by culture in making decisions.
Design/methodology/approach
The paper applies factor analysis and multiple regression on a survey sample of 181 responses gathered from native eastern and western procurement managers. The authors investigate how 12 procurement attributes drawn from the literature relate to each other with respect to low‐cost regions.
Findings
The research results show that procurement managers select regions for low‐cost sourcing based on both specific measures and individual and/or group perceptions of the region, whether these perceptions are correct or not. This paper recommends a novel way to look at culture, as a bias of thought that impacts decision making. The research has clearly shows that cultural orientation impacts geographical perceptions which in turn impact criteria ratings of locations.
Practical implications
The authors have demonstrated that a two‐stage supplier selection decision model is justified as such a model appears to be a practical reality even though not advocated by previous sourcing literature and research. The authors point out the need for both western and eastern managers to be aware of their differences in geographic evaluation, as this could be an effective strategy for minimizing the effects of prejudged reality.
Originality/value
In this research culture is viewed as a fundamental decision‐making construct. Most research on this construct is found in the social psychology literature. Applying these theories to the business discipline of sourcing is both novel and inter‐disciplinary in nature.
