Case overview

The case deals with strategic purchase decision of a basic raw material used in ketchups. Ketchups represent 15 per cent of annual sales at National Foods. Mohammad Iqbal, Head of Supply Chain at National Foods, is confronted with the decision of buying tomato paste for fiscal year 2007-2008. He needs to decide how much paste to order from National Foods' supplier in China and when. He has the demand forecast for the paste for 2008 available to help him make the decision.

Expected learning outcomes

The case will introduce the students to issues in strategic buying of a basic raw material that is crucial to production. The case is not designed to teach just the basic concept of trade-off between inventory holding and stock out cost. The students should bring these basic concepts of operations with them to understand how these concepts are combined with knowledge of other disciplines to tackle a complex raw material planning issue. Students learn how to plan for the purchase of a perishable yet important raw material for an organization.

Abstract

Purpose

Although noticeable improvements have been made in global health in recent years, the distribution is uneven throughout the world and many developing and low-income countries lack access to required medicine and vaccines. Thus, a model to strategically source vaccines for these nations can contribute a great deal. This paper aims to present an extensive review of strategic sourcing literature, and to identify the criteria and available models in making strategic sourcing decisions. The purpose is to develop a decision making framework for future empirical study of humanitarian aid networks, more specifically, sourcing and distribution of vaccines in developing countries.

Design/methodology/approach

A thorough review of several purchasing and supply chain management (SCM) journals was conducted to identify the strategic criteria in making sourcing decisions, hence “strategic sourcing”. In line with this, a number of sourcing strategies were reviewed to find the relevant strategic criteria. Secondary data from practice were also investigated for special characteristics of vaccine supply chains in humanitarian aid networks. Articles were then scrutinized and results categorized in order to develop a framework for future empirical studies.

Findings

The findings show the historical development of strategic sourcing and the criteria in making strategic sourcing decisions. More recent studies, while taking a look back in history, have revealed a mix of strategies for more flexible models. Quality has been noted to be a strategic criterion for sourcing vaccines and this has caused the supply market to be dispersed on a global scale.

Research limitations/implications

Considering the extensive number of academic publications, due to the focus of this study being sourcing within humanitarian aid networks, a number of academic journals in logistics/SCM/sourcing were reviewed.

Originality/value

A decision making framework is presented for sourcing vaccines within the humanitarian sector. The criteria in making strategic sourcing decisions are further re-evaluated and a base model proposed. The framework will be used for further research on sourcing in the humanitarian aid sector as well as practical implications.

Abstract

Purpose

The future retirement of US Air Force (USAF) legacy weapon systems (WSs) removes their associated funding from within the Air Force Working Capital Fund and their parts from its organic supply chain inventory. The trending outsourcing of product support to contracted logistics support and its potential long-term consequences to the USAF government-owned, government-operated, organic supply chain and the reconstitution capabilities it enables in the USAF’s organic industrial base, suggests the need to assess its risks. Although there is an existing body of research into the risks of outsourcing the USAF’s industrial repair, and federal legislation such as Core 50/50 laws enacted to institutionalize its risk management, there is comparatively little research into the outsourcing risks to the long-term viability of the supply chain on which that repair capability is dependent. The aim of this research is to fill that research gap by assessing and modeling those risks. This research concludes by providing several future research directions that may be evaluated to provide more detail.

Design/methodology/approach

Leveraging a conceptual model derived from research and a multi-criteria analysis framework to assess supply chain risk. Quantifying the predicted impact of retirements on funding and inventories of unique parts. Modeling the potential risk due to WS retirement.

Findings

Results indicated long term enterprise risks to the Air Force’s supply chain correlated to the retirement of WSs and their associated funding and spare parts inventory.

Originality/value

This research provides an in-depth evaluation of the USAF’s supply chain to assess the holistic risk of product support outsourcing and its long-term impacts on viability by using resource-based view and contingency theory as theoretical underpinnings. In addition, insights and implications for defense supply chain managers and decision-makers.

Abstract

Purpose

Managing the green (environmentally sustainable) supply chain is an important issue for industry. This paper aims to provide a framework to understand and appreciate the relationships of various research streams and topics in this field. Utilizing this framework, emergent research directions to advance the field are also presented.

Design/methodology/approach

Published research in peer‐reviewed journals is evaluated using a new framework of nine non‐exclusive, interrelated boundaries and five flows of resources related to green supply chains and supply chain management.

Findings

The research literature can be integrated into these comprehensive multidimensional frameworks, which also provide opportunities as vehicles for future research. Research directions are described utilizing the framework presented in this paper.

Research limitations/implications

This work presents one potential set of frameworks. Insights relating to other potential frameworks are additional areas of investigation and not presented in this study. The literature reviewed in this paper focuses almost exclusively on peer reviewed journals. Emergent research in this area may also appear in books and conference papers. The frameworks provide guidance for various research streams.

Practical implications

The frameworks and review also provide opportunity for managers and organizations to more comprehensively understand issues underlying green supply chain management.

Social implications

Greening supply chains has become a necessity as environmental concerns have remained at the forefront of the debate of global and local social interests.

Originality/value

The comprehensive boundaries and flows framework can be valuable for identifying barriers to study and implementation of the interdisciplinary green supply chain management topic based on recent published literature. They also provide insights into research streams and practice. The research questions provide some further direction for those wishing to investigate this field.

Abstract

Purpose

The purpose of this paper is to present an empirical study of white‐collar crime in business organisations, to create insights into perceptions of potential offenders.

Design/methodology/approach

A survey instrument was developed and submitted electronically to the chief financial officers of the 500 largest business organisations in Norway.

Findings

The study identified financial misconduct by chief executive officers in the company as the crime associated with the most serious consequence for the company. However, a person in a purchasing and procurement function is assumed to be the most likely involved in and vulnerable to white‐collar crime.

Research limitations/implications

This is a survey approach that does not reflect actual crime.

Practical implications

Both control mechanisms and ethics are needed to prevent and detect white‐collar crime.

Social implications

No executive should be left alone to handle business matters that can benefit himself/herself. Rather, the four eyes principle should always be applied.

Originality/value

The paper provides statistical evidence that top‐level executives are involved in financial crime.

Purpose

The purpose of this paper is to assist a manufacturer with a process to measure the level of preferred supplier status (PSS) of its key suppliers along the timeline.

Design/methodology/approach

In measuring the PSS, the prominent preferred supplier enablers (PSEs) were identified and were broadly categorized under manufacturer’s interest component, common interest component and supplier’s characteristic component. These PSEs were further analyzed by using fuzzy analytic hierarchy process, Euclidean distance measurement and grey relation analysis methods. In order to demonstrate the application and utility of the proposed approach, a case study conducted in an Indian automotive component manufacturing company has been presented.

Findings

By applying the proposed methodology in a case company, the PSSs of five of its key suppliers were measured and then the suppliers’ characteristic scores were determined. Based on these scores, a preferential status plot of the suppliers was developed. Through the status plot, the manufacturer was suggested with whom the proposed initiatives can be productive and with whom the manufacturer has to appeal for improvement strategies.

Research limitations/implications

Since the methodology was tried in the Indian manufacturing environment, the emphasis laid on the PSEs and in turn the measurement of PSS may not address the concern at large.

Practical implications

Measuring PSS would not only earn competitive advantages for the manufacturers but also facilitate the evolution of competitive suppliers.

Originality/value

Measuring PSS along the time would assist a manufacturer to effectively manage the preferences given to its suppliers and thereby enhance the supply base contribution in the value addition process.

Abstract

Purpose

The main purpose of this paper is to examine the extant literature of humanitarian supply chain management (HSCM) which specifically use dynamic capabilities (DCs) view. By this means, the objectives of this study are to identify and assess the DCs used in the HSCM context, the factors positively and negatively affecting the DCs and how the DCs affect humanitarian supply chain (HSC) operations. Furthermore, this research aims to give directions for future research in the field of HSCM.

Design/methodology/approach

This study adopts systematic literature review (SLR) approach proposed by Denyer and Tranfield (2009). Based on a SLR, this study synthesizes and compares the evidence, has a specific focus and research questions, has certain inclusion and exclusion criteria and provides evidence-based implications to the researchers and practitioners. This is a method which is replicable, transparent and auditable. The SLR methodology provides scholars and practitioners a basis for comprehending the current situation of relevant topic and taking correct steps in their future actions.

Findings

This SLR deduces that applying DCs view is still in its infancy in the HSCM literature. The result of this SLR reveals that supply chain agility (SCA), supply chain resilience (SCR), reconfiguration/transformation, integration, (short-term) collaboration, sustaining, sensing, seizing and knowledge access DCs have been used in the HSCM literature. In addition, it is determined that only one paper analyzed the influence of DCs on predisaster performance while rest of the papers focused on the postdisaster performance.

Originality/value

The result of the exhaustive literature search indicates that this is the first SLR that specifically analyzes the application of DCs view in the HSCM domain. This investigation determined the DCs used in HSCM and revealed the relations between the dependent and independent variables through the comprehensive model. In this way, this review provides a guidance to researchers in conduct their future investigations and practitioners to carry out supply chain (SC) operations by considering the factors affecting their operations.

Abstract

Purpose

The purpose of this paper is to quantify, evaluate and compare the implementation performance of a supplier development (SD) program using graph theoretic approach (GTA).

Design/methodology/approach

Broadly 13 critical success factors (CSFs) were identified and they were classified into four significant categories (SCs). Featuring these SCs and CSFs under each SC, GTA was proposed for evaluating the implementation performance of SD programs. The analysis was further extended to evaluate the performance of a SD program along the timeline to capture the other influences (if any), eventually compare the results with different performance situations and accordingly set the future targets.

Findings

In order to demonstrate the utility of the proposed approach it was applied to an Indian manufacturing company. The results obtained shown that there has been a significant growth achieved in the implementation performance of a SD program over a period of three years (i.e. 12 quarters) along the chosen SCs and CSFs under each SC. It was also found that still there was a performance gap and scope for improvement in the SD program of the case company.

Practical implications

The proposed approach is aimed at providing a procedure for evaluating the implementation performance of a SD program. This study is an attempt to assist a manufacturer to assess its SD program and accordingly define its course of actions.

Originality/value

Although many issues related to SD have been widely recognized and studied, there are no specific studies available in the literature to assess the implementation performance of SD programs along the timeline. The proposed model has the ability to capture the performance and interdependencies of SCs, CSFs under each SC and also to quantify the implementation performance of a SD program along the timeline.

Purpose

The purpose of this paper is to develop a comprehensive framework that synthesizes approaches and contingency variables to manage the sustainability of multi-tier supply chains and sub-suppliers.

Design/methodology/approach

Using a systematic literature review, the authors analyse 39 studies and relevant theories to develop a comprehensive framework that integrates research efforts so far.

Findings

The authors build a conceptual framework that incorporates four approaches to manage the sustainability of multi-tier supply chains. They also identify several contingency variables (e.g. power, dependency, distance, industry, knowledge resources) and their effect on the proposed approaches.

Research limitations/implications

Based on the framework, six research propositions that advance the theories on multi-tier supply chain management, allow lead firms to develop comprehensive sustainable supply chain strategies and set the ground for future research in the area were developed.

Originality/value

This study provides a novel framework for studying sustainability in multi-tier supply chains that goes beyond the single-tier perspective and incorporates the extended supply chain.
