Abstract

Purpose

The study sets out to demonstrate how a lifecycle perspective on complex, public-sector procurement projects can be used for making qualitative assessments of procurement policy and practice and reveal those procurement capabilities that are most impactful for operating effectively.

Design/methodology/approach

Agency theory, institutional theory and the lifecycle analysis technique are combined to abductively develop a framework to identify, analyse and compare complex procurement policies and practices in public sector organisations. Defence is the focal case and is compared with cases in the Nuclear, Local Government and Health sectors.

Findings

The study provides a framework for undertaking a lifecycle analysis to understand the challenges and capabilities of complex, public-sector buyers. Eighteen hierarchically-arranged themes are identified and used in conjunction with agency theory and institutional theory to explain complex procurement policy and practice variation in some of the UK’s highest-profile public buyers. The study findings provide a classification of complex buyers and offer valuable guidance for practitioners and researchers navigating complex procurement contexts.

Originality/value

The lifecycle approach proposed is a new research tool providing a bespoke application of theory by considering each lifecycle phase as an individual but related element that is governed by unique institutional pressures and principal-agent relationships.

Abstract

Purpose

The purpose of this paper is to develop the lifecycle and teleology process theory illustrations by uniting processes and their outcomes based on their being bounded in time.

Design/methodology/approach

The study combines objective and subjective ontological approaches to organisational development and change processes. The narrative data of corporate rebranding among small B2B companies were gathered through a multiple case study and analysed in relation to flow of time. The illustrations of teleology and lifecycle process theory are modified based on empirical data.

Findings

The underlying logic of the lifecycle and teleology illustrations is found to be the same. The historical processes follow the logic of the lifecycle processes and emphasise the outcomes; the lifecycle process theory illustration is modified by adding outcomes. The current processes are in line with the literal description of the teleology. Teleology processes are illustrated using double-headed arrows between all processes.

Research limitations/implications

Employing the objective and subjective ontological view in the same study might be questioned. The modifications to the process theory illustrations are only one view on the issue and the study does not take a stand on how the imagined future processes might be described.

Practical implications

The study helps researchers and managers better understand the lifecycle and teleology process theory and the role of outcomes in process research. The study should encourage researchers and managers to incorporate the role of process outcomes into their future (business) planning more efficiently, and combine different ontological views.

Originality/value

The study is a rare attempt to develop process theory illustrations.

Abstract

Purpose

Enterprise resource planning (ERP) implementation commonly fails to recognize the need to treat it as a business process automation that must be managed and monitored continuously. Moreover, many studies on business process management (BPM) assessment focus on snapshots of different areas of BPM and not on the different stages of the lifecycle. The purpose of this paper is to propose a model that combines the BPM lifecycle, program/project implementation framework, principles of good practice, maturity and critical practices to assess how companies implementing ERP apply different BPM practices, as well as which areas are lacking and why.

Design/methodology/approach

The relevant literature was examined to develop the model for the study. Case studies of three companies in Indonesia were then conducted. The state of BPM implementation in each case was assessed through interviews, document reviews and observations.

Findings

This study found that three leading companies in Indonesia, implementing ERP for more than five years, obtained high scores for BPM implementation. They perform well in terms of process identification, implementation, monitoring and control, but are weak in process discovery and re-design, mainly because they do not optimally use specific tools for process modeling and there is a lack of process governance. The studies also pinpoint potential linkages between competition intensity and the nature of the industry with the need for good BPM.

Research limitations/implications

The model has only been tested in three cases in different industries and therefore the results, while providing good insights, cannot be generalized. More detailed assessment of certain BPM practices is needed. Furthermore, the assessment for each stage of BPM implementation was made at a single time, potentially yielding less detailed results than by assessing each stage of the BPM lifecycle.

Practical implications

The companies implementing ERP began with business process definition, but employ different process governance. The model developed here can be useful for leaders and teams to identify weak areas of practice within the stage of the BPM lifecycle; it can be used as an assessment tool for companies currently conducting BPM projects or programs including ERP implementation. It can also provide a roadmap for companies intending to conduct BPM programs.

Originality/value

Most of the BPM literature focuses on specific aspects. This study proposes a different perspective by providing a model to assess BPM implementation in each stage of its lifecycle and at the same time considers practical aspects of implementation, principles of good practice, maturity factors and critical practices.

Abstract

Purpose

The purpose of this study is to outline the problems associated with asset information management using the Construction Operations Building Information Exchange (COBie) standard and to analyse the causes of industry failure to successfully adopt the standard. Based on this analysis, the paper will propose a process model, namely, Lifecycle Exchange of Asset Data (LEAD) to manage asset dataflow between all building stakeholders from design to construction and ultimately to the facility management team. This model aims to help the construction supply chain to produce complete and high-quality asset data that supports the operation phase of the built environment.

Design/methodology/approach

A review of relevant studies provided a theoretical background for this study. The authors then collected and analysed COBie data from five live construction projects using building information modelling (BIM) projects from different design and construction companies. The process model is based on an industry placement within Bouygues UK construction company, which was a Tier 1 building contractor in London in the period from December 2016 to December 2018. The researcher used an inductive approach observing current practises in two construction projects to produce “LEAD” model. Then a focus group was conducted with industry experts to discuss and refine the process model.

Findings

Analysis of literature and data collected in the course of this study revealed that although COBie is a BIM Level 2 standard in the UK, there is currently a low success rate in producing complete and accurate COBie data in the UK construction industry. This low rate is because of COBie’s rigid data syntax/structure, complexity and ambiguity of its data exchange process, which suggests that COBie may not be the future of the industry. Based on these findings, the study proposed a process model, namely, “LEAD,” to improve COBie output and also to be used with project-specific information requirements.

Practical implications

To the best of the authors’ knowledge, this paper is one of the first to focus solely on asset data exchange process using COBie standard and highlights the problems the industry faces in this remit. The study is based on industry placement for two years, so the analysis is based on actual and current industry problems. Current industry practices also informed the “LEAD” model, and the model provides a step-by-step guidance in producing and exchanging BIM asset data in all stages of the building lifecycle.

Originality/value

This paper provides a detailed analysis of the most common problems associated with COBie as an asset data exchange standard. Understanding these problems is of high value for industry practitioners to avoid them in projects. The paper also proposed a novel process model that can be used either to improve COBie quality or can be used with any project-specific data requirements.

Abstract

Purpose

This paper has two objectives. The first objective is to examine the important performance indicators of the lifecycle process of public private partnership (PPP) projects. The second objective is to investigate the difference in the perception of the importance of the performance indicators between the public and private sectors.

Design/methodology/approach

To achieve the research objectives, the study used a questionnaire survey. The questionnaire was distributed via postal mail to officers of government departments and private sector companies who may have been involved in PPP projects. A total of 237 completed questionnaires were received, representing a 51.52% response rate. To examine the importance of performance indicators, the descriptive statistical tests of mean, standard deviation and mean score ranking were used. Independent t-tests were conducted to investigate the differences in the perceptions of the importance of performance indicators between the two respondent groups.

Findings

The findings show that all the 16 performance indicators are perceived as important and very important. The top five important performance indicators for a PPP project lifecycle process are “Time management”, “Contractual management”, “Cost management”, “Safety management” and “Effective risk management system”, while “stress or conflicts management” is the least important. In terms of the differences in the perception of the public and private sector groups, the results indicate that four indicators (“environment protection”, “cost management”, “effective risk management system” and “good work environment”), show a significant statistical difference between the perception of the public and the private sector respondents.

Originality/value

This study offers empirical evidence on key performance indicators for a PPP project that are crucial throughout its lifecycle as perceived by two key parties in a PPP contract, i.e. the public and the private sectors.

Abstract

Purpose

This research proposes how Design for Six Sigma (DFSS) provides a complementary approach for business process management (BPM) lifecycle implementation in order to address gaps identified in the current literature.

Design/methodology/approach

The mandatory elements of a method (MEM) framework is used to illustrate DFSS's maturity as a process redesign method. The use of DFSS in a BPM context is described through several action research case examples.

Findings

This research specifies the procedure model (order of development activities), techniques, results, roles and information/meta model (conceptual data model of results) associated with using DFSS to address BPM-related challenges. The action research case examples provided discuss the details of implementing BPM using DFSS to design, implement and test redesigned processes to ensure they fulfill the needs of process participants.

Research limitations/implications

While the case examples discussed were performed in only a few settings, which limits the generalizability of their results, they provide evidence regarding the wide range of domains in which the proposed DFSS-BPM approach can be applied and how the tools are used in different contexts.

Practical implications

This research offers a road map for addressing the challenges practitioners often face with BPM lifecycle implementation.

Originality/value

This research provides the first attempt to integrate DFSS as a complementary method for BPM lifecycle implementation.

Abstract

Purpose

While much research exists on methods and tools to support business processes, little research exists on the interrelationship with cultural and structural aspects. The purpose of this paper is to explore the chronological sequence in which culture and structure are important, as evidenced in 13 non-profit organisations that are changing towards a process-oriented way of working.

Design/methodology/approach

The authors use a positivist case study methodology with pattern-matching to falsify or confirm three theoretical perspectives that claim to explain the phenomena of organisational structure and culture, and their impact on business processes. The competing perspectives are: process lifecycle theories, organisational design theories and cultural and motivational theories.

Findings

The case studies cover six scenarios based on a recurrent sequence of changes and perceived outcome. The (theoretical and empirical) relationships between business processes, a process-oriented culture and a process-oriented structure are then combined in a process capability success model.

Research limitations/implications

Although limited to the non-profit sector, the findings agree that the process lifecycle is insufficient. Cultural and motivational theories prevail over organisational design theories to explain and predict process success.

Practical implications

From the process capability success model, a roadmap for (un)successful business process management (BPM) is derived with best practices and advice on the sequence of process improvements.

Originality/value

While the relevance of culture and structure has been touched in research before, the aspect of chronological sequence and pattern-matching sheds new light on the topic. The case studies performed also help to evidence how important it is to believe in process-oriented developments for organisations that want to apply BPM.

Abstract

Purpose

The purpose of this paper is to present the proposal of a Product Line (PL)-based approach for Business Process Management (BPM) projects that cover the entire BPM lifecycle and proposes integrating it with dynamic techniques still not used together.

Design/methodology/approach

The authors carried out this work using the design science research methodology. The authors assessed the proposed approach using a classification procedure created through a series of specific attributes, which enables a comparison of the proposed integrated approach with related works selected from a systematic literature review.

Findings

The comparative assessment has shown that the proposed approach presents the most comprehensive solution than any other similar one suggested for the same purpose, mainly in terms of the coverage of the entire BPM lifecycle and dynamic techniques.

Research limitations/implications

Due to the high-level conceptual nature of the proposed approach, the authors could not evaluate it also in terms of some controlled experiment or a case study.

Originality/value

The proposed approach aims at improving the management of business processes in organizations in a systematic way using concepts and techniques that exist in other areas, but not widely used together yet, such as BPM, service-oriented computing, and Software PL.

Abstract

Purpose

Business models are increasingly recognized as a concept to support innovation in organizations. The implementation and operation of a new or altered business model involves the (re-)design of an organization's business processes and their successful execution. This study reviews and synthesizes the existing body of literature to guide organizations in systematically moving from a business model design to the implementation and operation of the business model through their underlying business processes.

Design/methodology/approach

A systematic literature review of the methods that bridge business models and business processes is performed. The selected 34 studies are classified according to the method's characteristics and the support in the design, implementation and operation of business models.

Findings

The results of the systematic review provide an overview of existing methods that organizations can adopt when moving from business model design into the implementation and operation of their business model using processes.

Originality/value

This work provides a comprehensive overview and detailed insight into the existing methods that align business models and business processes. It increases the understanding on how these two concepts can be synthesized to support more effective digital innovation in organizations. Based on the review results, knowledge gaps are identified and an agenda for future research bridging the fields of business models and business processes is proposed.
