Abstract
Purpose
Policing differs across neighborhoods, but little is known about how context conditions residents’ assessments about police legitimacy. The purpose of this paper is to investigate whether procedural justice and police effectiveness differently contribute to legitimacy judgments depending on the security risk inherent in the context.
Design/methodology/approach
The research applies a series of multi-level regression models using nearly 3,000 surveys of Trinidad and Tobago residents.
Findings
Police legitimacy and the conditions that promote legitimacy vary across neighborhoods. In “good” neighborhoods, individuals draw on police effectiveness and procedural justice to infer legitimacy, but in at-risk neighborhoods, residents’ views derive from effectiveness. Procedural justice does not play a significant role.
Practical implications
One implication for police is that the current emphasis on evidence-based policing strategies, especially in high crime neighborhoods, can provide a mechanism to improve the generally negative views about police legitimacy held by those residents. The findings do not imply, however, that police need not be concerned about procedural justice in at-risk neighborhoods. In fact, as police improve their crime prevention prowess, views about how procedurally just their methods are increase in importance.
Originality/value
Prior research addressing the antecedents of legitimacy has focused on individual demographic and attitudinal predictors. Only two prior studies have begun to investigate whether residents of different contexts may form their views based on different antecedents. This study outlines a theoretical basis for why different bases may be expected and then tests those expectations using rigorous statistical analyses.

Abstract
Purpose
This study seeks to answer (1) how perceived neighborhood collective efficacy and disorder affect residents' cooperation with the police, both directly and indirectly through perceptions of the police and (2) how Arab American ethnicity moderates the linkages between perceived collective efficacy, disorder and cooperation.
Design/methodology/approach
Relying on survey interview data from a probability sample of 414 residents in Dearborn and Dearborn Heights, MI and path model analysis, this study tests an explanatory model of public cooperation with the police that integrates both neighborhood and policing factors.
Findings
Perceived neighborhood disorder undermines residents' desires to cooperate, and this influence is chiefly direct. Meanwhile, although no significant total effect, perception of neighborhood collective efficacy does have a positive effect on cooperation through the mediator of positive assessment of police effectiveness. Further, collective efficacy has a direct, positive effect on cooperation among Arab Americans only. Finally, perceptions of police equal treatment and effectiveness, rather than procedural justice, are significant correlates of public cooperation.
Originality/value
This study contributes to the extremely limited literature on policing and Arab American communities. The findings can deepen the understanding on why and for which groups neighborhood context is related to cooperation with the police. Findings can also add to the knowledge base for designing policies and practices that help secure and promote public support and cooperation in both Arab and non-Arab communities.

Abstract
Purpose
The COVID-19 pandemic provides researchers and practitioners with an opportunity to examine the effect of emergency policing on public trust in the police and augment our understanding. Therefore, the primary purpose of this study was to examine the effect of police enforcement of COVID-19 health measures on public trust in the police in Ghana.
Design/methodology/approach
A multivariate binary logistic regression was utilized to assess the effect of police enforcement of COVID-19 health measures on public trust in the police in Ghana using national representative data.
Findings
Our analysis suggests that emergency policing positively influences public trust in the police in Ghana. Additionally, we observed that police-related issues such as corruption and professionalism, as well as demographic factors of the public, influence trust in the police. These observations are helpful for emergency policing and policy development in Ghana.
Originality/value
This study is unique because it uses national representative data to assess the effect of police enforcement of COVID-19 health measures on public trust in the police in Ghana. Furthermore, this study is among the first or among the few from Ghana and the sub-region to examine the nexus between health emergencies and policing.

It is believed that public sector auditing leads to a more efficient and effective performance of the public sector. This assumption recently has been challenged by adherents of the new public management (NPM). Describes characteristics of NPM such as freeing up controls over and devolving greater responsibility to managers. Answers the question, why should performance auditors be interested in this phenomenon? Discusses the difficulties and challenges that performance auditors are confronted with when they want to contribute to the performance of the public sector. These refer to unintended side‐effects of auditing such as ossification but they also deal with the lack of communication between auditors and auditees. Challenges implicit feedback theory, which underlies work of auditors. Gives suggestions on how to handle some of these challenges.

Abstract
Purpose
The COVID-19 pandemic placed many challenges on policing, from limiting officers' ability to interact with citizens to enforcing regulations to prevent the spread of the virus. One of those regulations, and the focus of the current study, is mask mandates.
Design/methodology/approach
Using a sample of over 550 US adults recruited on Amazon MTurk, the current study examines factors that may influence citizen attitudes toward the police's role in mask enforcement, with a specific focus on perceptions of the police, political leanings, and views about COVID-19 and mask-wearing.
Findings
The authors find that when respondents believed COVID-19 was serious and a major public health threat, they were more likely to believe the police should enforce masks, regardless of attitudes about the police, political party affiliation or other demographics.
Originality/value
The enforcement of public health mandates, such as mask wearing, often result in arguments related to the infringement of rights and questions about the overall legality of enforcement. This often puts law enforcement in a difficult position regarding how such mandates should be enforced and whether it is the responsibility of the police. Additional policy implications are discussed.

Abstract
Purpose
This paper aims to consider the suitability of Anglo‐American new public management (NPM) practices in the context of public sector reform in Japan.
Design/methodology/approach
The paper examines the two principal alternative approaches that have been taken to public sector reform in the UK and the USA. These comprise in the case of the UK the setting of targets by politicians and the monitoring by quasi‐autonomous non‐governmental organisations of the extent to which these are delivered upon. This is in contrast to the USA, where reform has been founded upon “market‐oriented populism”. Reforms implemented by successive Japanese administrations since the end of the Second World War are considered and the extent to which these manifested a philosophical preference for either approach.
Findings
The research finds that the Anglo‐American (occidental) versions of NPM may not be appropriate in the context of public sector reform in Japan. Attempts to achieve a decentralised and deregulated form of NPM, philosophically rooted in the 1945 Constitution as written by the post‐Second World War Occupying Power, the United States, and mimicked from its Anglo‐American contexts by Japan's political elite may, paradoxically, delay achievement of more culturally accommodating reform of the bureaucracy acceptable to all the country's principal democratic stakeholders.
Practical implications
The need for Japan's public sector reformers to evolve a unique form of NPM which accommodates the cultural and historical traditions of the country instead of mimicking occidental approaches is identified. Specifically, the paper provides policy proposals as to how this alternative to the UK and US models may be developed.
Originality/value
The paper suggests an alternative approach to public sector reform in Japan, which may be suitable for other countries looking to implement NPM but finding the USA and UK policies unsuitable in the context of their own traditions. Accordingly, the paper should be of value to public sector managers and policy makers generally who are looking to innovate upon traditional models of NPM.

Abstract
Purpose
This study examines the mediating role of the fairness of performance appraisal on the association between the extent of use of strategic performance measurement systems (SPMSs) with SPMS effectiveness.
Design/methodology/approach
Data were collected using an online survey distributed to 656 Australian middle and lower level managers.
Findings
The findings reveal that informational fairness mediates the association between SPMSs (link to value drivers and the use of multidimensional performance measures) with performance-related outcomes; procedural fairness mediates the association between SPMSs (link to strategy and the use of multidimensional performance measures) with staff-related outcomes and distributive fairness mediates the association between the use of SPMSs (all three types) with both performance and staff-related outcomes.
Originality/value
The study provides a unique insight into the importance of fairness (the distributive, informational and procedural fairness of the performance appraisal system) in mediating the associations between the extent of use of SPMSs and SPMS effectiveness. The findings contribute to the human resource management (HRM) “black box” literature by providing an insight into the behavioural mechanism through which a specific human resource management practice (i.e. the SPMS) influences organisational performance.

Abstract
Purpose
The purpose of this paper is to identify how the design of a performance appraisal system (PAS) affects the perceived justice of academic employees (AE) about their performance appraisal (PA) and how this is associated with organizational effectiveness in terms of organizational leadership (OL).
Design/methodology/approach
The study subjects are two economic faculties of two Estonian public universities. The data for the study were collected using the PA Survey with a total of 82 AEs, OL Capability Questionnaire with a total of 72 AEs and the organizations' documents to analyze PAS. Assessment and analysis of the data included: the measurement of PAS design; the measurement of perceived justice from PA; the measurement of organizational leadership capability; analysis of the results gained from studying perceived justice from different PAS designs and organizational effectiveness in terms of OL.
Findings
Ultimately, the study reveals that PAS design affects academic employees' perception of distributive justice and organizational external effectiveness in terms of OL but does not affect academic employees' perception of procedural justice and organizational internal effectiveness in terms of OL.
Research limitations/implications
This study suggests that organizational effectiveness depends on perceived justice of employees from the design of PAS. However, the results of this study are valid in the arrangements of academic jobs in universities and in similar or close context of Estonian culture.
Originality/value
This paper demonstrates the role of PAS design in conditions of intellectual job arrangement in universities with its influence on organizational effectiveness in the context of OL.

Abstract
Purpose
While studies about business-to-business (B2B) relationships have mainly addressed buyer–supplier long-term exchanges, focusing on social outcomes such as trust, commitment and cooperation, there is little research that explores the social outcomes which stem from short-term B2B transactions. The purpose of this paper is to explain buyers’ intention to renew a contract after discrete and time-delimited transactions by suggesting a model that complements social exchange theory with theories of fairness. In detail, this study aims to determine how evaluations of economic and social outcomes are complemented by both procedural fairness and distributive fairness.
Design/methodology/approach
The hypotheses are tested in the social couponing industry with a survey of a sample of 199 firms purchasing advertising services from daily deal websites. Data are analyzed using covariance-based structural equation modeling (CB-SEM).
Findings
The findings reveal direct effects of procedural fairness on social outcomes (satisfaction) and distributive fairness on the intention to renew a contract, negative moderating effect of procedural fairness on the relationship between economic outcomes (campaign effectiveness) and social outcomes (satisfaction).
Research limitations/implications
In discrete, time-delimited transactions, high levels of procedural fairness may partially compensate for low levels of economic outcomes and prevent a reduction in social outcomes. Hence, when economic outcomes are influenced largely by external, uncontrollable conditions, the buyer seems to appreciate the supplier’s efforts to behave fairly.
Practical implications
Social outcomes matter even in discrete transactions and considerations of fairness should be integrated in the management of discrete transactions. Sharing economic outcomes fairly is not sufficient to secure the buyer’s intention to renew the contract.
Originality/value
This study proposes and tests a model that complements social exchange theory with theories of fairness and explains contract renewal in discrete, time-delimited transactions, encompassing both economic outcomes and social outcomes.

Purpose
Perceived risk is an intrinsic element of all organizational decision making and business relationships. It is closely interconnected with relationship commitment and strongly affects the buying decisions. Therefore, the organizations that best understand the risks perceived by their customers and hold the means that allow the customers to accommodate these risks, possess a significant competitive edge. The paper aims to discuss these issues.
Design/methodology/approach
This research surveys 165 companies on purchase-related risk perceptions and tests the effects of three risk dimensions on relations commitment, and the effectiveness of procedural control on managing these risks. Moderation effect of buying situation is also tested. Structural equation modelling is used to test the conceptual model on data from Finnish companies.
Findings
The participants in organizational buying experience three types of risks, product performance, personal psychological, and personal financial risks. Higher product performance and personal financial risks are found to decrease the customer’s commitment to the supplier, whilst higher psychological risks have a positive effect on relationship commitment. Procedural control is confirmed as an effective application in managing risks in organizational buying process. Buying situation significantly affects the model.
Originality/value
The present study shows that purchase-related risk perception is a multidimensional construct which consist of both organizational and individual-level aspects. The authors also provide new insights into the effectiveness of procedural control on mitigating organizational risk perceptions in different buying situations.
