Abstract

Purpose

Implementing blockchain in sustainable development goals (SDGs) and environmental, social and governance (ESG)-aligned infrastructure development involves intricate strategic factors. Despite technological advancements, a significant research gap persists, particularly in emerging economies. This study aims to address the challenges related to SDGs and ESG objectives during infrastructure delivery remain problematic, identifying and evaluating critical strategic factors for successful blockchain implementation.

Design/methodology/approach

This study employs a three-stage methodology. Initially, 13 strategic factors are identified through a literature review and validated by conducting semi-structured interviews with six experts. In the second stage, the data were collected from nine additional experts. In the final stage, the collected data undergoes analysis using interpretive structural modeling (ISM)–cross-impact matrix multiplication applied to classification (MICMAC), aiming to identify and evaluate the independent and dependent powers of strategic factors driving blockchain implementation in infrastructure development for SDGs and ESG objectives.

Findings

The study’s findings highlight three significant independent factors crucial for successfully integrating blockchain technology (BT) into infrastructure development for SDGs and ESG goals: data security (F4), identity management (F8) and supply chain management (F7). The study unravels these factors, hierarchical relationships and dependencies by applying the MICMAC and ISM techniques, emphasizing their interconnectedness.

Originality/value

This study highlights critical strategic factors for successful blockchain integration in SDG and ESG-aligned infrastructure development, offering insights for policymakers and practitioners while emphasizing the importance of training and infrastructure support in advancing sustainable practices.

Abstract

Purpose

Singapore's land transportation is governed by a comprehensive set of rules, regulations, operations and systems to ensure its effectiveness and efficiency. The Land Transport Authority (LTA) is the main agency in charge of road operations. Despite the LTA's best efforts, road related problems still surface every now and then. The purpose of this paper is to investigate how to boost the performance of existing road infrastructure. Using Singapore as a case, the specific research objectives are to: ascertain motorists’ level of satisfaction with the road infrastructure; find out problems faced by motorists when using the road infrastructure; determine factors affecting motorists’ satisfaction with the road infrastructure; and design and test a model to predict motorists’ satisfaction with the road infrastructure.

Design/methodology/approach

A questionnaire survey was conducted on motorists. Through a combination of convenience sampling and snowball sampling, a total of 53 responses were collected. After the survey, interviews were conducted with subject matter experts to understand the current practices and possible solutions to the problems.

Findings

The most significant problem is water ponding on roads. Traffic redirection due to road works and coordination among government agencies in road opening works also did not achieve significantly good ratings. Two practices are found to directly give rise to higher satisfaction with the road infrastructure: road cleanliness; and efficiency in traffic redirection arising from road works.

Research limitations/implications

Motorists were asked to rate on a ten‐point scale. This may give rise to bias because satisfaction and performance are subjective and not easily quantified.

Practical implications

Motorists’ satisfaction level with the road infrastructure is dependent on cleanliness of roads and efficiency of traffic diversion when there are road works. The implication is that the government should arrange for roads to be regularly cleaned and at the same time educate the public to keep roads clean and enforce laws against those who litter. The time for traffic diversion should be minimized by increasing productivity of road works, so that these can be completed quickly.

Originality/value

The road network is a valuable infrastructural asset of a country. Due to its large scale and complexity, managing road operations is no easy feat. Even though Singapore has a comprehensive set of procedures, rules and regulations to manage this asset, problems and complaints continue to surface. This study has identified the major problems plaguing Singapore's road infrastructure. Furthermore, a model to predict motorists’ satisfaction with the road infrastructure was successfully developed and tested. With this knowledge in mind, the LTA can focus on improving these factors to boost performance of road infrastructure through road maintenance and road works.

Abstract

Purpose

Price reliability for complex and highly complicated infrastructure projects is problematic. Traditional project delivery approaches generally fail in achieving targeted end cost reliability. However, integrated project delivery (and particularly Alliancing), develop a far more reliable and robust project delivery plan and outturn time-cost targets. This paper aims to explore why this may be the case.

Design/methodology/approach

This case study investigated the project design, planning, cost/time estimation approach and how risk/uncertainty was dealt with. Five senior project delivery experts from an organisation that delivers multi-billion-dollar infrastructure projects in Australia were interviewed. These five experts collectively had 100+ cross-disciplinary experience years delivering complex infrastructure projects.

Findings

Alliancing adopts a radically different approach to project design, time/cost planning and risk assessment and management to traditional project delivery approaches. Key findings explain how the project alliance agreement designs-in processes that maximises team integration and collaboration. Analysis concludes that design thinking is used to craft and shape collaborative behaviours and project governance. Additionally, including project owner and facilities operator representatives in the project team adds valuable insights, expertise and knowledge contributing to planning reliability.

Research limitations/implications

This study is exploratory and focussed on complex infrastructure projects so findings cannot be generalised.

Practical implications

We unpack Alliancing processes that develop the target outturn cost plan, comprising a holistic and realistic plan to design a project to meet expected project outcomes. This case study may serve as an exemplar for complex project delivery.

Social implications

This paper illustrates how Alliancing more effectively delivers best value than traditional procurement approaches through its TOC-TAE processes.

Originality/value

The paper contributes to the scant existing academic literature analysing these processes. Its novel contribution is explaining how Alliancing treats unexpected events that in traditional delivery forms trigger expensive and time-energy-wasting disputation. This case study may serve as an exemplar for complex project delivery.

Abstract

Purpose

Maintaining infrastructures such as roads, bridges, railways and other civil constructions requires long term documentation that ideally should comprise a reliable reflection of the physical structures. However, the Swedish Transport Administration (TRA) states that its documentation is currently inadequate and that new working method are needed. The purpose of this paper is to study how the agency is working to improve their recordkeeping, by taking a closer look at two new positions that now coordinate the delivery of documentation from the building process teams to the agency. What is their role and what challenges do they face with regard to creating, sharing and preserving records with other areas across the TRA? The study’s purpose is also to discuss the concept of the archive in the current environment and how existing archival theory can be applied to long term documentation.

Design/methodology/approach

The study used a case study method, as the aim was to explore and understand recordkeeping practices and theoretical implications, without seeking to generalize the findings outside the Swedish Government. Two positions – the delivering coordinator and the receiving coordinator – were chosen as relevant focuses, due to their function as links between departments in which it was previously indicated that creating and maintaining reliable recordkeeping was difficult and where organizational structure might challenge the traditional archival theory. Documents and reports from the agency were used as research material through documentary analysis and a questionnaire consisting of 10 questions was used to conduct semi-structured interviews with 10 coordinators at the agency.

Findings

Obtaining the correct documentation at the right time and of appropriate quality from contractors and entrepreneurs was difficult, despite detailed contractual rules and regulations identifying what should be delivered. The work of the coordinators was formally connected to the important tasks of creating, sharing and preserving records with other areas within the TRA, but in reality, the coordinators faced several difficulties due to expectations of their professional role, practices in information management between different departments and archives creation at the entire agency. The interviewees therefore had differing perceptions of what was meant by TRA’s “archive”: it was variously perceived as only including the registry; comprising only the records preserved by the archives department or encompassing only those records in the registry or in the agency’s business system/s. Findings indicate that the concepts of multiple provenances and the recordkeeping “single mind” might provide insights to better inform the recordkeeping principles needed to improve the current environment.

Research limitations/implications

The study was limited to the 10 interviewees in 2 roles, although there are more positions involved in handling records. Future studies may solidify or contest the different themes identified in the present paper, through interviews of those additional roles at the agency. This paper uses the Swedish concept of the archive as a point of departure in its analysis.

Originality/value

By increasing the knowledge about positions that are responsible for handling records at an agency, this paper can get a better understanding of how they affect the ultimate creation of archives. This will give Swedish public agencies and other organizations, better results when they are creating strategies to preserve reliable records for the future.

Abstract

Purpose

Funding infrastructural facilities of higher institutions, especially in some developing nations such as Nigeria, that is under-funded, is a challenge in the current era. Private organisations participation in infrastructure development via a proposed expanded corporate social responsibility (ECSR) may enhance infrastructural facilities provision. There is a paucity of literature regarding ECSR, a form of infrastructure tax relief providing infrastructural facilities for higher institutions. Therefore, the study investigated the role of private organisations via a proposed ECSR in the provision of infrastructure and proffer ways to enhance higher institutions' infrastructure development delivery in Nigeria.

Design/methodology/approach

The study data were collated via face-to-face interviews and observation of existing buildings. From the six geo-political zones, two higher institutions each were selected for a good representation across Nigeria. Saturation was achieved with 26 participants interviewed. The emerged three main themes were analysed via thematic analysis.

Findings

Findings show inadequate infrastructure development in Nigerian higher institutions. Lack of policy and institutional framework, lax governance, level of transparency, and corruption, emerged as the key issues that may hinder private organisations from participating in public higher institutions infrastructure development delivery in Nigeria via ECSR. Others are lack of autonomy, inadequate planning, high level of impunity, political affiliation, poor management, and access to funding. The study proffers some recommendations based on these findings.

Research limitations/implications

This research is restricted to the role of private organisations via ECSR in infrastructure development (buildings) in Nigeria's public higher institutions. Future study is needed to validate the proposed ECSR framework in developing countries for the provision of buildings for higher institutions in their host communities.

Practical implications

The paper will advance the philosophy of corporate social responsibility to the provision of building facilities in host communities' higher institutions by private companies through tax relief and supported by a proposed Presidential Executive Order.

Originality/value

The proposed ECSR framework can be used to improve building facilities in Nigeria's higher institutions. This may assist and stir up policymakers to explore the proposed model and back up with an established policy such as infrastructure tax relief (ITR) for implementation.

Purpose

Low customer purchasing power and lack of adequate infrastructure are two difficulties that restrict opportunities in any emerging market. This paper seeks to describe how to overcome these hurdles.

Design/methodology/approach

The paper blends two different perspectives on emerging markets: unearthing opportunities at the bottom of the pyramid, and coping with institutional voids, to offer a unified framework and illustrate it with examples.

Findings

In order to fully leverage the opportunities afforded by emerging markets, companies need both product and business‐system innovations. The former is needed to serve customers at price points that they can afford and the latter to reach them in the market and to offer them additional services that have the potential to justify a price premium or at the very least will build brand loyalty.

Research limitations/implications

The proposed strategy has its own risks. But there are potential payoffs as well. Further research is needed to assess these tradeoffs.

Practical applications

The article explains how companies that learn to offer combinations of product and business‐system innovations can dominate the emerging markets they enter.

Purpose

The purpose of this paper is to demonstrate that the national security exception will not allow governments to respond to cyberspace threats within the confines of the world trade organization (WTO) rules.

Design/methodology/approach

This paper is a desktop study of international trade laws with a specific focus on the convergence of cybersecurity measures and the national security exception provisions of the WTO.

Findings

The trends towards cybersecurity measures may mean there will inevitably be an evolution of trade norms. The question is, will the collective of the WTO be a part of the evolution, or merely an observer? In the authors’ view, it is crucial that it is the former.

Originality/value

This study makes three contributions. It provides a literature review and discussion on cybersecurity and the impact on trade. It demonstrates that the national security exception provision will not excuse these measures, and it aims to underscore the importance of the WTO as a community of nations where negotiation on important global issues is possible.

Abstract

This study compares the World Bank 2020 Education Strategy to research conducted a few years ago analyzing the effectiveness of the Bolivian Popular Participation law (1994) through policy study conducted from 2000 to 2004, including fieldwork in Cochabamba, Bolivia, in 2002. The policy research focused on Popular Participation and successive policy initiatives that modified or impacted public services, particularly public education. The fieldwork in Cochabamba focused on civil society and government interactions regarding public education. In studying the governance structures put in place by the Popular Participation law, particularly decentralizing authority and resources to the municipal level and creating mechanisms for civil society participation in governance, parallels to proposed Bank practices for the 2020 Education Strategy can been seen, as well as potential pitfalls. We cannot exam the World Bank 2020 Education Strategy development process in a vacuum – history, environment, and culture must be taken into account, as must the influence of particular stakeholder groups and established norms of behavior at the World Bank. The implementation of Popular Participation was problematic at best, and the response to features of Popular Participation that parallel the 2020 Education Strategy – in particular, the operating principles enumerated on pp. 7–8 of the 2020 Education Strategy Concept Note – have important implications for the proposed Bank strategy.
