Abstract
The National Intelligence Model, described as a ‘model for policing’, defines a process for setting priorities and a framework in which problem solving can be applied. Its strength is a systematic approach that demands standard products and consistent methods of working, which ensure high levels of ownership and accountability. The problem solving approach can also work within this framework. It provides techniques to assist in analysis and develops the tasking and co‐ordinating mechanism through multi‐agency partnerships, which can deliver more sustainable solutions.

Abstract
Purpose
The strategic intelligence assessment (SIA) plays an important role in contemporary intelligence‐led policing by helping to identify strategic priorities for policing activity, crime reduction and improvements in community safety. Originally defined in the UK's National Intelligence Model, the SIA is produced annually by all local UK police districts as well as other agencies in the UK and internationally that have adopted intelligence‐led principles. The purpose of this paper is to critique the two most common approaches to its production, structuring its content following a “crime‐type” template or an assessment that is based on previous strategic priorities.
Design/methodology/approach
The paper's critique is based on reviewing one hundred SIAs from police forces and Community Safety Partnerships in the UK and through speaking to practitioners on their experiences in using these intelligence products to determine strategic priorities.
Findings
The paper identifies weaknesses in both, arguing that neither tends to generate strategic intelligence products that are fit for the purpose for effective decision making, and in particular in helping to harness support from local government partners to address persistent and causal factors. As an alternative the study introduce a problem‐oriented approach to the production of strategic intelligence, with an assessment made in relation to place (locations and temporal features), offending and offender management, and victimisation and vulnerability.
Originality/value
The paper illustrates that the problem‐oriented approach leads to the production of a SIA that is more cross‐cutting in its analysis of crime and community safety issues, and more naturally leads to the identification of strategic priorities that focus on addressing causal issues.

Abstract
When a problem with underage drinking in the seaside town of Hastings was highlighted by an analysis into public place violent crime, the local community safety partnership ‐ the Safer Hastings Partnership ‐ turned to 175 local young people to ask them directly about their experiences and perceptions of underage drinking and antisocial behaviour. The findings were both enlightening and concerning, but have enabled more effective enforcement activity and have led to local young people themselves using the findings of the consultation to develop educational resources targeted at their peers.

Abstract
Purpose
Intra and inter-organisational learning holds important consequences for official agencies’ capabilities to reduce harm, particularly in the field of safeguarding children. A range of formal learning mechanisms exist but as these can be limited there is a case for expanding the learning opportunities relied upon. The concepts of “red teaming” and “alternative analysis” though relatively well established in other sectors are under-developed, under-used and under-promoted within policing. They offer flexible conceptual and practical resources that aim to challenge established models, thinking and practices. Policing organisations would benefit from institutionalising alternative forms of analysis though this would involve an attitudinal commitment and shift. This paper aims to discuss these issues.
Design/methodology/approach

Findings
Consideration of the red team approach by police and partners offers an alternative approach to effective organisational learning to prevent repeating similar mistakes uncovered by Serious Case Reviews.
Originality/value
This paper will allow practitioners to reflect upon current serious reviews of cases and offers an alternative and effective way of improving partner agencies capabilities to reduce harm.

Abstract
Purpose
Crime in public places is an increasing concern for the police, users of public places and the general public at large. Significantly, users of public transport facilities consistently perceive their risks from crime to be considerably higher, hurting levels of patronage. The aim of this study is to examine concerns for personal safety and measures that could improve sense of personal safety in a Nigerian public transport facility. This study further examines whether respondents’ perceptions determine frequent use of this public place. Explanatory factors are personal safety and place improvements concerns ratings.
Design/methodology/approach
The study adopted a case study. The selection of this was accomplished using carefully defined criteria in previous studies. The research process consists of three steps the on-site assessment, objective insecurity assessment and subjective insecurity survey. Both quantitative and qualitative data were collected. Quantitative data were explored using mean ranking, percentages and correlation, whereas qualitative information was analysed using narrative techniques of reporting. To define the major determinants of the frequent use of this public place, a multiple ordinary least squares regression was constructed for variables in the correlation model.
Findings
Results show that places within the site are not designed to meet crime prevention through environmental design strategies, as 625 crimes were documented with thefts well above other listed crimes. Respondents exhibited a significant level of concern for their safety across all the factors enumerated while the most important improvements concern was enhancements to lighting. Generally, findings suggest that there is still much to be done to improve elements of surveillance, access control, territoriality, image management and activity support on the site. Regression model shows that efforts to enhance perceived safety of users would have major significance on the frequent use of this facility.
Practical implications
Policies on public place developments should be mainly in terms of tackling the environmental design of car parks and the effects of darkness at night time. This should involve improvement of lighting and the installation of CCTV, security camera as well as constant maintenance of bushes, vegetation, plants, trees and other elements of the landscape. Furthermore, the aesthetics of the site has to be attractive to users. The site and its closest surroundings have to be well-maintained and cared for. Besides, place lines and private areas must be defined with plants, pavement treatments, short walls or fences.
Originality/value
Previous studies on safety and security of public transport places, particularly rail facility, have mainly concentrated on the relations between fear of crime, perceived safety and place improvement concerns. To the best of authors’ knowledge, no study till date has explored how they correlate to the patronage of the transport facility, particularly in the sub-Saharan nations. This study contributes to existing literature having revealed perceived personal safety and transport place improvements concerns to be another important dimension of rail transport patronage in the Nigerian context.

Purpose – This paper summarises what is known about the victimisation of immigrants in Australia.
Methodology – A review of the literature.
Findings – Immigrants in Australia appear to be less victimised than natives. However, this may be an unwillingness of report victimisations and/or not defining certain events as victimisations. Immigrants are more likely than natives to perceive their victimisations as racially motivated and they experience higher levels of fear of crime.
Value – This paper provides a succinct look at the experiences of immigrants based upon the findings of victimisation surveys in Australia.

Abstract
The paper describes the application of the simple rotation‐free basic shell triangle (BST) to the non‐linear analysis of shell structures using an explicit dynamic formulation. The derivation of the BST element involving translational degrees of freedom only using a combined finite element–finite volume formulation is briefly presented. Details of the treatment of geometrical and material non linearities for the dynamic solution using an updated Lagrangian description and an hypoelastic constitutive law are given. The efficiency of the BST element for the non linear transient analysis of shells using an explicit dynamic integration scheme is shown in a number of examples of application including problems with frictional contact situations.
