Abstract

Entrepreneurial approaches to public mass education are not easily developed or managed by public sector institutions. Instead, private sector entities are often responsible for the development and implementation of innovative and entrepreneurial education. Part of the reason may be the resistance to change that isomorphism in mass education engenders, but the involvement of privately-funded, organized, and managed organizations plays a significant role as well. Private sector-driven educational change has become the dominant mode of entrepreneurship in 21st century national educational systems, but there are challenges and obstacles to privately managing public sector institutions such as education and the activities or curricula that comprise its core. To understand this phenomena the promises and challenges for innovation and entrepreneurship are discussed through an institutional framework.

Abstract

This chapter presents a very broad synopsis of the intensification of education governance. It opens by narrating the multifaceted nature of governance and in what way it has developed as the axiom for professed policy problems that national educational systems are experiencing. The chapter chronicles the amplification of education governance and it explicates the metamorphosis and myriad typographies that “governance” has taken in responding to perceived endogenous and exogenous policy problems. It explains how managerialism and neo-corporate reforms sought to destabilize the activities of education governance and the results. In making this argument, it suggests that new public management policy prescriptions in education were part of the earliest form of disruptive innovation in education. It advances that educational managerialism, in hollowing out national educational systems, has generated the perfect breeding ground for the rise of newer modus operandi (or modes, styles, and arrangements) that governs and regulates education systems through the use of different techniques and mechanisms. The second half of the chapter discusses five different modus operandi that are inchoate in the post-managerialist era and highlights that in education, we have progressed beyond the movement from government to governance across national education systems and these systems are now employing additional modes of governance (vertical and horizontal) across different scales. The chapter concludes by drawing on the concept of a “Wicked Problem” (an unsolvable or difficult problematic, that is, fluid, paradoxical, and unfinished) to insinuate that education governance is an example of a wicked problem that has been and continues to be shaped by the ideological contours of endogenous and exogenous policy influences.

Abstract

Purpose

The purpose of this paper is to map, characterize and conceptualize the press discourse of NGO–school interactions within public education in Israel and in England.

Design/methodology/approach

The study is based on a corpus of articles published in key elite and popular daily newspapers in Israel and in England. The data were analyzed through two complementary methodologies, framing analysis (FA) and critical discourse analysis (CDA).

Findings

Significant differences were observed in the way the topic is framed in the articles, in particular between the different types of newspapers. The elite newspapers (Ha’aretz and The Guardian) tended to frame the events in a thematic manner even when they contained episodic discussions, while the popular newspapers (Yedioth Aharonoth and The Times) tended to cover the events episodically with no thematic coverage whatsoever. CDA of news items identified two major themes: financial issues, and problematization vs normalization discourse. Consistent with the FA, CDA revealed differences in the approaches advocated by popular and elite news outlets in covering news concerning NGO–school relations in each of the examined countries.

Originality/value

It is shown how popular newspapers offer the masses that depend on it a narrow and inferior coverage, of the problematic relations formed between NGOs and schools. A discussion of possible implications of the findings is presented, in light of the growing prominence of external entities in public education.

Abstract

Purpose

The paper seeks to apply the theory of the democratic deficit to school‐based management with an emphasis on Australia. This theory was developed to examine managerial restructuring of the Australian Public Service in the 1990s. Given similarities between the use of managerial practices in the public service and government schools, the authors draw on recent literature about school‐based management in Australia and apply the democratic deficit theory to it.

Design/methodology/approach

This paper is conceptual in focus. The authors analyse literature in terms of the three components of the democratic deficit – i.e. the weakening of accountability, the denial of the roles and values of public employees, and the emergence of a “hollow state” – and in relation to the application of this theory to the Australian Public Service.

Findings

A trend towards the three components of the democratic deficit is evident in Australia although, to date, its emergence has not been as extensive as in the UK. The authors argue that the democratic principles on which public schooling in Australia was founded are being eroded by managerial and market practices.

Practical implications

These findings provide policy makers and practitioners with another way of examining managerial and market understandings of school‐based management and its impact on teachers and on students. It offers suggestions to reorient practices away from those that are exclusively managerial‐based towards those that are public‐sector based.

Originality/value

The value of this paper is that it applies the theory of the democratic deficit to current understandings of school‐based management.

Abstract

In the context of globalisation, setting standards for excellence in education is considered necessary to enhance human capital to ensure future global competitiveness of the national economies (Rasmussen & Lingard, 2018). In line with education thus being set up as the basis for the economy, the development of talent has become an important part of the education political agenda in Denmark. This agenda claims that the Danish mass of talent should develop to a high level, and even more students should reach the highest levels of excellence (Ministry of Education, 1997). Accordingly, it labels the next generation of students ‘the mass of talent’.

This chapter questions the terms of talent applied in global education policies and their enactment into other agendas of concurrent standardisation and diversity. Empirically, the analysis of the wider policy context draws on policy texts at EU, OECD, and national level, in particular a ministerial report from 2011 (Rasmussen & Ydesen, 2020), as well as information materials and ethnographic case study research on a talent programme at upper secondary school level in Denmark (Bomholt & Rasmussen, 2020).

The analysis departs in an ambition to uncover the questions, how do global education policies frame standards for talent in a national context and how does this standardisation interact with the standards produced in the local programme? Therefore, the chapter focuses on the terms of talent applied in policy contexts at different levels of the specific case. For this, it employs the analytical approach of policy technologies (Ball, 2008), which involves viewing talent from the three policy technological perspectives of market, management and performance. They form a generic part of global convergence and work across the public sector as a whole.

It combines the empirical levels of macro and micro by referring to policy text and enactment at the global, national and local school level. The combination means first outlining the historical background for the policies in question and then considering how local actors bring their terms of talent into action at municipal and school level (Ball, Maguire, & Braun, 2012), emphasising the different actor rationalities.

Abstract

In this chapter, increasing education civil society organization (CSO) and coalition participation in education and development policy processes is interpreted from the perspective of network governance theories. In 2015 “deadline” year for the Education for All and the Millennium Development Goals, I consider their significance and influences within the decolonizing and reorienting “policyscapes” that govern the region and/or sub-region that is variously known as Oceania and the Pacific. The chapter is based on continuing research begun in 2007 into education policy processes at multiple discursive and geographical levels of activity, with a focus on the Southeast Asia and the Pacific, and Melanesian sub-regions. A critical educational policy approach is taken, specifically drawn from the application of methods of Critical Discourse Analysis based in critical development and postcolonial theories. These analytical strategies are particularly salient in mapping and understanding how education policy actors, some “new,” have moved toward and through inclusive and protective regionalism(s). These had developed prior to and during the past quarter of a century of significant changes to governments, governing and governance in the Pacific, Oceania, and well beyond.

Abstract

Purpose

The purpose of this chapter is to consider a doctoral dividend in regard to leading, learning and researching.

Methodology

Our methodology is to analyse the chapters here presented and argue for key findings of the doctorate as an educational dividend. The doctorate yields a distinctive dividend in three important ways. First, it provides a strategic approach to purposes, processes and practices embedded in professional learning that is required for a profession committed to self-improving education systems to provide high quality learning opportunities for students in their local and globalized contexts culturally, economically and politically. Second, because it provides a valuable contribution to the knowledge economy and role models the discovery approach to knowledge generation. Third, it enables the profession to develop the knowledge, skills and experience required to engage with what counts for evidence when making decisions.

Findings

The profession can share these ways of thinking and doing with all stakeholders in communities of practice which move beyond students and staff within education systems.

Originality/value

The social implications are that the doctorate enables capacity building for professional, organizational and participant learning communities and networks, thus creating new and effective directions for knowledge creation, transformative learning and an understanding of quality in a local, national and international context.

Abstract

Labor unions play a key role in combating inequality. Recent research focuses on unions' ability to shape “moral economies” that make greater inequality socially inappropriate. But this research largely hypothesizes moral economy pathways for combating inequality, rather than showing them in action. Through a case study of the 2018 teachers' strike wave, we identify mechanisms that allow unions to shape moral economies. Based on analysis of in-depth interviews with key strike leaders, social media discussion groups, and contemporaneous media coverage, we find that the interaction of sustained mass disruption and worker–organizer intervention were the key mechanisms that allowed the teachers and their unions to reshape moral economies. Externally, the strikes created a social and political crisis to which political elites had to respond, while tying the teachers' struggles to broader community issues, galvanizing public support for the strikes. As disruptions escalated, the teachers' experience of collective action created a positive feedback effect, reshaping workers' understanding of what they wanted, what they deserved, and what they could win. The 2018 teachers' strike is analytically useful because it managed to reshape norms and expectations around educational and economic inequality rapidly, on a large scale.

Abstract

Purpose

The purpose of this paper is to present the gap between conceptualizations of social injustices and the desired social transformation that addresses multiple social subsystems and levels on one hand, and social justice leadership that addresses intra-school efforts on the other. The paper aims to expand the conceptualization of social justice leadership and tie it together with concepts of activism and social change.

Design/methodology/approach

The paper adopts a socio-ecological perspective. It reviews works about social justice leadership in education, activism, and social change to present the notion that in light of existing social justice barriers educational leaders should serve as activists in schools and in the community and policy areas.

Findings

The paper presents a macro framework, focussing on individual leaders in the field and on the consolidation of intentions, actions, and outcomes in a manner necessary for using social justice as an effective socio-political agenda in a socio-ecological system.

Originality/value

The paper presents a conceptual framework which can enable practitioners and researchers to better understand social justice efforts.
