Abstract

This article suggests that given the fulfilment of a number of preconditions Public–Private Partnerships (PPPs) may be attractive instruments for countries in Africa seeking to improve the quality and competitiveness of their services base, particularly the so-called infrastructure services. This article builds, in addition to a selective review of the vast literature on PPPs, on first-hand practical experience on the ground and a number of pilot projects. This methodological approach provides a non-exhaustive PPP mapping in Africa, which in turn leads to a discussion of some of the challenges and risks to PPPs in Africa. It also covers a discussion of the recent trends in the approach to improving the enabling environment upon which are based a few policy recommendations, respectively: establishing an institutional framework for PPPs; designing a realistic and efficient strategy for enabling environment improvement; and finally moving from national-level initiatives to intergovernmental initiatives. This article takes the position that a series of pitfalls and shortcomings, many of which are associated with the enabling institutional environment and the governance framework, need to be addressed if PPPs are to deliver their full potential in Africa. It is believed that the national and intergovernmental PPP initiatives could lend significant support to achieving the 2030 Agenda for Sustainable Development in Africa. In addition to the reviewing and discussing primarily the most recent literature on PPPs, the main value addition of our chapter brings to the literature is derived from the presentation of recent PPP cases, which draw directly from the authors own practical experience on the ground.

Abstract

Launched in the early 1990s in the United Kingdom, Public-Private Partnerships (PPPs) induced radical changes in both the public-private boundaries and the production of state-provided services. Such ‘budgetary revolution’ impacted the biggest state spender in capital expenditures, that is, the Ministry of Defence. Today many MoDs are expected to leverage on the British experience and develop their own approach of PPPs to overcome both the ineffectiveness of their defence spending and today’s stalemate in public budgets. This chapter leverages on British experiences over the past two decades to analyse the benefits and limits of PPPs in the realm of defence. Does such contractual arrangement fit defence-related investment? This chapter explores the on-going redefinition of public and private realms in military matters and it puts into relief the key dimensions of PPPs in terms of contractual arrangement.

Abstract

On-going change in relation to the management of public services has led to the development of many initiatives in the control of day-to-day resources as the New Public Management1 (Hood, 1991, 1995) continues its reforms. In this context debates about control of capital expenditure have taken a less visible role despite some earlier and influential comment on the area (Perrin, 1978 for example). Perhaps as the flow of ideas for reform in the management of day-to-day activity have waned, recent attention has turned more systematically to the efficient use of capital resources or infrastructure. This has been accompanied by recognition of the poor state of some of the public sector infrastructure. This chapter is concerned with the implications of the changing approaches to the provision of infrastructure is the U.K. National Health Service (NHS). Its particular focus in the Private Finance Initiative (PFI) and the contractual implications this brings into infrastructure development.

Abstract

The World Bank's new Education Sector Strategy 2020 (2011) points to an important role for private actors in the development of high-quality, high-equity education systems that effectively address poverty alleviation in low and middle-income countries. This chapter asks whether this emphasis on private participation is new, focusing in particular on Bank policies, research, and operations in K-12 education. It also explores some surprising disjunctures between the World Bank Group's official policies promoting privatization and its operational practices. To do so, the chapter draws on a separate research project for which we completed a review of the Bank's current portfolio of projects in K-12 education and a series of interviews with World Bank staff. We also look at the expansion of Bank activities beyond its traditional arms – the International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) lending facilities – by including a brief a review of the educational activities of the International Finance Corporation (IFC), which directly supports the private sector in education.

Abstract

The purpose of this chapter is to analyse Public–Private Partnerships (PPPs) in the developing and emerging economies as a multifaceted challenge from viewpoint of the 10 keys ‘for’ and ‘against’ PPPs: feasibility; planning; optimization; modernization and development; financing; project delivery; project operation; supervision; user satisfaction and accounting issues. The conceptual model and the reasons were formulated by the authors some 10 years ago, based on the literature and case-study reviews. Relevance of those reasons was verified in practice. The knowledge and critical perspective on the above-stated reasons are relevant for the implementation of PPP projects in any national economy – developed, emerging or developing, but it is quintessential for the implementation of PPPs in the economies that are at the early stage of implementation of PPPs. Although for the identification of the above-stated reasons, wide comparative literature and case-studies review was conducted, the reasons were verified in practice in Slovenia only. Slovenia is considered as one of the most advanced transition countries of Central Europe and a developed economy. This chapter can improve public policy, teaching, learning and practice of PPP implementation in developing and emerging economies. The value of this chapter is in the approach which goes beyond the usual defending or renouncing of PPPs. This chapter also clearly identifies the importance of a sincere motive for the implementation of PPPs by the government as a prerequisite for the successful implementation of PPPs.

Abstract

Despite the fact that recent anthropological interest in infrastructure has done much to illuminate the infrastructure asset as an assemblage of actors, technologies and ideas, an interdisciplinary approach is required to unpack how the infrastructure project comes together as an assemblage and to define the role that financial technologies and discourses play in shaping it. Here, an interdisciplinary approach is applied to a novel infrastructure asset, London's Thames Tideway Tunnel, in order to show how multiple actors and visions of the world are brought together to make the infrastructure asset come to fruition. The paper concludes that this interdisciplinary approach to infrastructure can allow us to keep multiple sides of the infrastructure project in sight simultaneously. This includes both the creation of a rhetorical vision and spectacle around the asset, and the underlying financial arrangements that bind it together. If we do so, we can understand how new infrastructural forms utilise particular financial technologies and ideas to change the relationship between the public and the private, and between consumers and providers, and act towards the creation of a new ‘public good’ that normalises private provision.
