It highlights the importance of thinking about real options, and real solutions to counter the failures of the past and the uncertainties of the future.

Case overview
This case study aims to analyze the manner in which LibanPost transformed itself from a government bureaucracy to a commercial company and how, through diversification, it was transformed from a traditional postal operator to a high-end service provider. In addition, it attempts to examine the stages that have led to LibanPost's success, shedding the light on the major barriers and enablers for its reform.
Expected learning outcomes
The students will be able to examine how a privately owned postal company succeeded in transforming a courier company from a bureaucratic public administration incurring substantial losses to a profitable commercial company, through privatization, and grasp the major success barriers and enablers for LibanPost, while exploring the reasons behind the failure of the foreign–national partnership.

Abstract
Purpose
The aim of this paper is to investigate how a manufacturer's relationship with firms operating in different institutional logics can facilitate or hinder the outcomes of research partnerships.
Design/methodology/approach
The paper tests the study hypotheses based on a survey of 345 Chinese manufacturers.
Findings
Results reveal that a manufacturer's partnerships with private firms and government institutions are both directly related to the manufacturer's innovation performance. However, the effectiveness of the research partnerships depends on the different institutional logics within which these organizations operate.
Research limitations/implications
This study used a binary variable to capture the existence or absence of the partnership types examined implying that this variable does not capture the quantity of R&D relationships the firm is engaged in or the time period of such engagements.
Practical implications
It is important for management to take into account the joint effect of both the firm and its partner's underlying institutional logics in establishing partnership relationships since the juxtaposition of different institutional logics can affect the outcomes of the relationship.
Originality/value
This research draws from institutional theory to contribute to knowledge in the area of innovation by emphasizing the importance of the overarching institutional logic on the effectiveness of different types of innovation‐driven research partnerships.

Abstract
Purpose
The paper aims to integrate relevant “people” into public-private partnerships (PPP) to establish a public–private–people partnership (4P) approach that targets more sustainable and better value for money post-disaster infrastructure projects. This recognises “people” as major stakeholders apart from the public and private sectors. This paper also draws on a parallel study of relationship management (RM) to counteract problems arising from multiple participants and to synergise the public, private and “people” groupings.
Design/methodology/approach
Semi-structured interviews, questionnaire surveys, a case study and a validation exercise through a focus group meeting were adopted to obtain empirical data and develop the 4P framework. Triangulation research strategy combining literature review, interviews and questionnaire survey were adopted in the parallel study of RM.
Findings
It is concluded that 4P has great potential to achieve the targets of enhanced sustainability and value of money in post-disaster scenarios. In addition, “people” can provide the “missing link” in traditional PPP to further cement the partnership and achieve effective and integrated partnership between multiple participants.
Originality/value
This paper adds a new dimension to PPP in proposing the integration of “people” into PPP to address prevalent gaps in identifying overall sustainable value. It also develops a practical 4P framework to guide practitioners who may wish to test it, to whatever extent possible. In parallel, it provides a methodological and theoretical foundation for such public, private and people partnerships in post-disaster infrastructure development.

Abstract
Purpose
This paper aims to address procurement, logistics management, inventory control and distribution of perishable items, i.e. vegetables, fruits, flowers and fishes, during the social isolation period of the Covid-19 era to identify conflicting interests among the channel members; present inventory and information sharing scenario; and reveal organizational dispute and existence of redundant, nonessential and corrupted members in the supply chain.
Design/methodology/approach
This study uses an exploratory investigation to evaluate the relations among the members of the supply chain of perishable food items. In this context, it is designed to investigate the field, observe the members of the existing supply chain from rural and remote places and capture their interviews to accomplish the objectives.
Findings
This study identified that although the supply chain of perishable food items is controlled truly by private parties, from a realistic view, the private–public partnership is essential where the government should play the coordinating role. In this context, continuous interaction, coordination and information sharing among the members to establish an optimum and scalable network and remove any redundant nodal points is a key success factor for managing an efficient supply chain.
Research limitations/implications
Theoretical and managerial implication of this research is enormous. The existence of functional and dysfunctional conflicts in the same supply network and how it can be detrimental to the performance of the members are exposed in this study, which can be an excellent source to be investigated. Practitioners and researchers can gain a greater understanding to identify the root causes of conflicts in the existing structural dynamics, shedding light on organizational interactions, power and group behavior during the Covid-19 era.
Originality/value
From the light of management and inter-organizational conflicts, this is a pioneer study that has detected the redundant channel members, their source of power and how their removal can present an optimum channel with group coherence and synergistic interest.

Abstract
Purpose
The purpose of this paper is to reframe analyses of stadium and arena subsidization policies from perspectives centered upon economic and financial issues toward a perspective focused on broader issues of urban governance and the public purposes of sports facilities. Such assessments would provide a better understanding of whether such use of public resources represents good public policy.
Design/methodology/approach
To demonstrate this, the paper uses an integrated literature review to offer a historical analysis of sport facility development within the context of the broader assumptions that shape public policy and how sports have been used toward achieving particular public goals. This history provides a foundation for an analysis of sports facility development within the current moment as cities require team owners to invest in redevelopment activities in the neighborhoods surrounding sports facilities.
Findings
This paper asserts that focusing on the economic and financial aspects of sports facility development is a perspective that is too narrow. Instead, this paper shows that a more holistic approach, beginning with the dominant mode of urban governance and how its assumptions underlie the public purposes for which stadiums and arenas are used, provides a better explanatory framework and a deeper understanding of the issue in the contemporary moment.
Originality/value
Moving beyond the question of economic efficacy, the public purpose-centered approach of this paper seeks to place subsidization policies into a broader dialog with other priorities toward maximizing the public good among the broadest population.

Abstract
Purpose
This paper aims to advance cooperation and collaboration as solutions to problems in the Nigerian hospitality industry. The issues and challenges plaguing the hospitality industry in Nigeria are discussed in the context of the case company, a small independent restaurant in Lagos.
Design/methodology/approach
Phenomenological research strategies guided the approach to this study. The authors identified a specific problem and gathered information, primarily through one-on-one interviews and a focus group, to learn how individuals within a defined industry experienced the ramifications of the phenomenon.
Findings
The operating environment of the hospitality sector in Nigeria has an effect on the supply of skills and the financial performance of the case restaurant and similar hospitality businesses. To improve overall performance of the industry, private-public partnerships between government agencies, hospitality colleges and hospitality businesses, strategic partnerships between expert hospitality institutions and business schools, cooperation among hospitality business owners and improvement in managerial practices could be strategic moves for an industry operating under heavy institutional hindrances peculiar to Nigeria.
Research limitations/implications
The authors analysed the environmental trickle-down effect that could impact the profits of the restaurant. Organisational qualities such as leadership styles, the psychology of employment and the operations or policies of the company are not viewed in this context. The issues of the restaurant and a few hospitality businesses in Lagos were flagged as a representation for the industry in Nigeria.
Practical implications
Predisposing factors contributing to the attributed negative trickle-down effect on the enabling business environment for the industry, strategic partnerships, attaining high standards for curriculum development at educational institutions and enhanced training, with the goal of assuring creditable skills within the hospitality industry.
Originality/value
This paper is among the first to examine the critical issues, challenges and opportunities facing the hospitality industry in Nigeria.

Abstract
Purpose
This study aims to highlight and validate the importance of strategic procurement and its value to both public and private firms. This study discusses a collaborative private-public partnership (PPP), supply chain advisory committee (SCAC), established during the coronavirus (COVID-19) pandemic to acquire personal protective equipment (PPE) and other critical supplies for a donation center in Toledo, Ohio, USA. This center serves the community and small businesses. This paper discusses the strategies, process and framework that were created to procure the needed items under a short lead time. The process of the partnership and outcomes are transferable and capable of being used by others to benefit society.
Design/methodology/approach
The case study methodology was used to investigate and summarize the actions and events of the SCAC. The case presented was tracked from the initial call to action from a local emergency response organization, Lucas County Emergency Operation Center (EOC), through the first six months of the committee’s work. Data collection was completed through a triangulation of sources.
Findings
The findings of this study reveal that public firms are vulnerable in a crisis. A crisis exposes the inequities in the supply chain and the need for public and private collaboration to use innovative procurement strategies. This study suggests that PPP procurement professionals benefit from working together. Both can learn from the limitations and benefits of collaborating.
Practical implications
This study offers a framework on how PPPs can be established to procure PPE during a crisis. This study has practical implications for private and public firms seeking to collaborate for the good of society.
Social implications
The findings of the study reveal that public firms are vulnerable in a crisis, which exposes the inequities in their supply chains. Private-public partnership (PPP) procurement professionals mutually benefit from working together as both can learn from each whether it is procuring PPE during a crisis or seeking to team up for the good of society. Society benefits when these organizations share solutions to problems rather than compete against one another during a crisis-situation such as a global pandemic. Supplies get to those who need them the most and information flows amongst the organizations to ensure equity in the availability of the supplies.
Originality/value
This study contributes to the growing body of literature that argues that public procurement must be innovative and strategic to contribute to socially responsible solutions. Government regulations require public procurement to use competitive bidding for accountability, cost reduction and to reduce fraud. However, emergency situations require innovative procurement strategies. The use of innovative procurement strategies is typical in private procurement. During a crisis, supplier relationships, lead-time management and shared and transfer of knowledge must be leveraged to acquire critical items in a timely manner. A lack of innovative public procurement strategies constrains the public and small under resourced businesses, rendering them inoperable. This paper provides a case study of an effective PPP during the COVID-19 pandemic. This paper highlights the strategies, process and framework for future research and collaborations.

Purpose
Partnerships between the public and private sectors represent one of the strongest means to detect, deter, disrupt and deny terrorist and other criminal organizations illicit profits and material support required to fuel their evil acts. The purpose of this paper is to discuss and illustrate through case study, the importance of public and private sector partnership in combating terrorist financing and other financial crimes.
Design/methodology/approach
Two case studies are presented demonstrating how the public and private sectors can collaboratively work to target how criminal organizations earn, move and store their illicit profits. Highlighted is US Immigration and Customs Enforcement's (ICE's) outreach and partnership program, Cornerstone. Through working partnerships with US financial, trade, manufacturing and transportation sectors, Cornerstone's goal is to eliminate systemic vulnerabilities that could be exploited by terrorist and other criminal organizations.
Findings
ICE provides the private sector with information on trends, patterns, and “red flag” indicators that are identified during criminal investigations. This information can be used by the private sector to assist in establishment of internal controls and systems designed to protect their institutions from criminal exploitation.
Practical implications
Sharing identified vulnerabilities and information with trusted private sector partners, is the first line of defense against financial crimes, and the cornerstone of private/public partnership.
Originality/value
The paper stresses that all nations must recognize that any criminal act – whether driven by profit or ideology – threatens a nations economic security and integrity. In today's global economy, this impact can have devastating consequences transcending many borders.
