Abstract

Purpose

The purpose of this study is to estimate the impact of conflict witnessed in Pakistan on the enrolment rates of boys and girls. Pakistan has the world’s second-highest number of out-of-school children, with an estimated 22.8 million children aged 5–16 years not attending school.

Design/methodology/approach

By merging data on violence with the data on enrolment rates, this paper finds that exposure to violence is correlated with a decline in overall district-level enrolment rates in the short run at primary-level schools and middle-level schools.

Findings

However, for boys, violence is also negatively correlated with enrolment rates at middle-level schools in the medium run. One possible mechanism tested in this paper is the potential substitution of boys into the labour market during a period of conflict.

Originality/value

To the best of the authors’ knowledge, this paper adds to the existing literature in several ways. Firstly, the effect of conflict on the labour market by impacting schooling for boys and girls is examined for the first time in Pakistan. Secondly, the district-level data set on enrolment rates used for this study is novel and has not been used before for this type of analysis. Thirdly, while this study strengthens the evidence that the short run effects of conflict are stronger than the long-run effects, it also confirms the negative effects of conflict do not fade away immediately. Fourthly, this study emphasizes that each conflict is unique in terms of its heterogeneous effects across different cohorts, such as gender, as these effects are dependent on the mechanism through which conflict impacts each individual.

Abstract

Purpose

The purpose of this paper is to explore individual enrolment trajectories to fully understand the actual disparity in secondary education enrolment statuses among the different socio-economic status (SES) groups in a newly emerged nation, Myanmar.

Design/methodology/approach

The differences in enrolment statuses among various SES groups (high, middle and low) were examined based on enrolment trajectory diagrams and individual enrolment patterns using longitudinal data. The analyses utilised a sample of 932 students from government schools in the urban Yangon Region.

Findings

The results revealed that the ideal enrolment trajectory cases (i.e. entering secondary education at Myanmar’s official age and completing all grades without repetition) increased for the highest-SES level, whilst the cases with diverse and complex enrolment trajectories increased for the lower-SES levels. Additionally, over-aged students in the lowest-SES level (boys in particular) were more likely to demonstrate worse enrolment patterns.

Originality/value

By analysing disparities with enrolment trajectories rather than with the cross-sectional parity index, the findings offer clearer and more detailed evidence for the current enrolment status inequalities by SES level in Myanmar. This more complete evidence could allow for an effective accomplishment of worldwide equitable and universal secondary education.

Abstract

Purpose

The purpose of this paper is to examine the status of access to school amongst the indigenous children of India. It looks at the enrolment, gender parity and drop‐out at different levels of school education as well as gender‐wise.

Design/methodology/approach

Sociological factors and the economics of education discourses on the significance of education and reasons for impediments to access are reviewed. The paper uses SES data for the year 2006‐2007 published by the Indian Ministry of Human Resource Development in the year 2008.

Findings

The indigenous children still remain the most deprived group in terms of access to school education and drop‐outs. The girls are the most affected stakeholders. The enrolment and gross enrolment have increased in the last three decades, but it is still very low at the higher levels of schooling. Similarly, the gender gap amongst the indigenous children increases at the higher levels of schooling. The high poverty and opportunity cost of attending schools are the major reasons for low participation.

Research limitations/implications

Although the macro‐level strategies of government reflect an overall increase in enrolment and fall in drop‐out, research is needed to study grass root/micro‐level strategies adopted by NGOs for individual indigenous communities at different locations and their effectiveness.

Originality/value

The effective and equal access to and within indigenous children is an important tool for their socio‐economic development. The paper provides both an aggregated and a disaggregated picture by both gender and state.

Abstract

Purpose

The bedrock of growth in education is at the primary/basic education level, hence there is need to ensure that the populace not only enrolls but complete their education as well as maintain gender balancing. Financial inclusion is essential in achieving financial development which if properly tailored should result in economic growth and development. Education is an important development parameter, therefore, the purpose of this study is to assess if financial inclusiveness enhances primary school enrolment, completion and gender balancing.

Design/methodology/approach

In order to ascertain if financial inclusion (financial penetration, access and usage) enhances primary school education (primary school enrolment and completion) and gender balancing (primary school female-to-male ratio), the study employed the vector error correction modeling (VECM) to capture both short- and long-run dynamics of cointegration equations and also, ascertain how the long-run deviations are deemed corrected in the short run.

Findings

The findings of financial inclusion showed a significant positive effect on primary school enrollment but regarding primary school completion rate and female-to-male ratio, the responses to financial inclusion measures showed a completely negative effect. From the foregoing, it is not just sufficient to enroll school children but that they complete their basic primary education, and equally ensure that the males are not favored over the females so as to achieve gender balance literacy in the country.

Originality/value

The study focuses on how financial inclusion engenders admission, graduation and gender balancing in primary school education as the bedrock to formal education in Nigeria.

Abstract

Purpose

This paper aims to analyse factors that influence child schooling outcomes in India, specifically the role of gender.

Design/methodology/approach

This paper uses data from the nationally representative Indian National Family Health Surveys 1995-1996 and 2005-2006 and estimates Heckman sample selection, cluster fixed-effects and household fixed-effects econometric models. The dependent variables are the child’s enrolment status and conditional on enrolment child’s years of schooling.

Findings

This analysis finds statistically significant evidence of male advantage both in schooling enrolment as well as years of schooling. However, using a cluster fixed-effects model, our analysis finds that within a village, conditional on being enrolled, girls spend more years in school relative to boys. Other results show that parental schooling has a positive and statistically significant impact on child schooling. There is statistically significant wealth effect, community effect and regional disparities between states in India.

Originality/value

The large sample size and the range of questions available in this data set, allows us to explore the influence of individual, household and village level social, economic and cultural factors on child schooling. The role of gender on child schooling within a village, intrahousehold resource allocation for schooling and regional gender differences in schooling are important issues in India, where education outcomes remain poor for large segments of the population.

Abstract

Purpose

The purpose of this paper is to examine the effects of school attendance on learning and child labour in Ghana.

Design/methodology/approach

The paper uses a nationally representative sample of household and individual data in 2005/06 and 2011/12 for the analysis. Regression discontinuity, the capitation grant in 2005 as exogenous, is used to estimate the impact of school attendance on child labour and learning outcomes.

Findings

The study found that children who were exposed to the capitation grant spent more hours in school and were more likely to enrol in primary school. School attendance was found to increase the likelihood to read and write a standardised test in English. Also, the improvement in children’s school attendance was found to enhance the likelihood of performing a written calculation. The authors could not find any evidence that school attendance affected child labour.

Originality/value

This research is the first causality analysis in sub-Saharan Africa that uses a nationally representative dataset to study the impact of school attendance on child labour and learning outcomes using a regression discontinuity estimator to deal with endogeneity issues.

Abstract

Purpose

Many West African countries face the challenge of growth inclusiveness. The region is also facing challenges of equipping its teeming population with high-quality skills despite many reforms and initiatives introduced in the past. This study, thus, identifies education as a crucial contributory factor to growth inclusiveness in the region. It, therefore, examined the role of education in growth inclusiveness in West Africa between 1990 and 2017.

Design/methodology/approach

The study utilised different proxies to capture quantity and quality dimensions of education. The unit root and ARDL “Bounds” tests were employed at a preliminary stage. Based on the preliminary tests, the study explored autoregressive distributed lags modelling technique to capture the short-run and long-run dynamic effects.

Findings

The empirical results reveal a positive impact of school enrolment measures in most of the countries in both short-run and long-run. Education quality measure exerts positive impact and significant in few countries under consideration.

Practical implications

These countries should give adequate attention to quality when designing education policy to foster their inclusive growth.

Originality/value

This study highlights the critical role of education in the inclusive growth pursuit. Education quantity is important to growth inclusiveness but the quality of education is more fundamental. The quality of education possessed determine to a large extent, what individual can contribute to the productive activities within the economy and accessibility to benefits from economic prosperity.

Abstract

Although global factors undeniably play a role in the adoption of Education for All (EFA) goals in any given country, it would seem that a great majority of studies on EFA tend to overlook the significance of local dynamics. The meaning of schooling is socially constructed, regardless of how the global consensus may wish to structuralize it. The main concern of this chapter, therefore, is to closely analyze the processes by which EFA goals are adopted by the Ethiopian government and how they are implemented at the central and local levels of the government structure. The government's dependence on foreign assistance contributes to the way in which Ethiopian education policy converges with EFA. However, EFA goals are predominantly the concern of policy makers at the international and central government levels, while, over the course of implementation, the administrative judgment of street-level officials inevitably narrows the actual focus of policy. Also, the choices parents make concerning their children's education are not always purely motivated by educational concerns, but are also contingent on economic and/or social factors as well. Ethiopia has achieved a rapid increase in enrolment rates, a development regarded as a sign of true governmental commitment to succeeding in EFA. However, as the author demonstrates in this chapter, a variety of social and systematic factors coalesced to bring about the increase in enrolment, with governmental commitment numbering as just one.

Purpose

The purpose of this paper is to analyze the demand side determinants of schooling of Pakistani urban children and the factors affecting boys and girls' schooling separately.

Design/methodology/approach

This is an empirical study using the non‐linear maximum likelihood probability (probit) function on primary data.

Findings

Besides other variables it has been observed that the poverty remains an important determinant of school participation. Poor households keep their children out of school due to their inability to afford the cost of schooling.

Research limitations/implications

On the basis of this study a socio‐economic policy can be formulated for a developing country like Pakistan.

Practical implications

A development policy can be formulated on the basis of this research for the enhancement of human resource development for a developing and an orthodox economy like Pakistan.

Originality/value

The paper is beneficial to the researchers, policy makers, and social scientists for the enhancement of the level of social welfare through its findings.

Abstract

This chapter is about the modern (Western) educational regime, educational industry paradigm and schooling process, while focussing on statutorily imposed and legally enforced schooling as the main aspect of the hidden curriculum within a globalizing world.

It is about children's productive labour through schooling, whereby children's labour power is consumed, produced and reproduced on behalf of social formations under the capitalist mode of production (CMP).

The claim that a well-educated population is essential for development so that all societies share an interest in having children participate in schooling as much as possible is the central element of the Western education industry paradigm, the global appeal of which is reflected in how compulsory schooling has been embraced almost everywhere in conjunction with being heavily promoted within the ‘international community’ and widely endorsed by researchers, scholars and similar observers.

Contrary to Bowles and Gintis's correspondence principle, the structure of schooling is not an identical to the structure of the workplace in that it entails compulsion, whereby schooling is as efficient and effective as possible in meeting the needs of the CMP.

The CMP benefits from the state having shifted confinement as a mechanism to force people to work onto schooling; or, from compulsory social enclosure, whereby schools increasingly resemble military and prison systems.

Compulsory social enclosure helps to ensure that children's productive capacity – or labour power – is enhanced to the benefit of the CMP, this being the major factor in accounting for its appeal and advance on the world stage, globally.
