Abstract
Purpose
The purpose of the research is to identify the phases associated with the development of disasters, understand their underlying causes and learn lessons from them.
Design/methodology/approach
Using a grounded theory approach, reports of the tribunal of inquiry into the three fire disasters in the country were used to analyze the data.
Findings
Data demonstrated that these disasters were not sudden cataclysmic events but developed in phases. Pre‐disaster period is found to consist of four phases, namely, operation, incubation period, forewarning and activation. The onset was found to be caused by active errors while the underlying causes are attributed to the latent errors. These latent errors accumulated within the organization during the incubation period. Emergency response was poor due to lack of knowledge on emergency response, inadequate safety and emergency planning and insufficient equipment. Ensuing these disasters, there were establishment of social entity, formulation of new legislations, or amendment of laws and regulations took place in the society.
Research limitations/implications
The disaster developmental and error model proposed was based only on three major fire disasters and future studies could corroborate the model using other types of socio‐technical disasters. the vast majority of incidents could be foreseen early and could have consequently been prevented by proper application of existing experience and dissemination of learning from past events. Understanding of the development and causes of the disasters provides a tool for organizational and institutional diagnosis of vulnerability and risks.
Practical implications
Besides the negative impacts of disasters to the life and properties, they present rare windows of opportunity to learn from past mistakes, make improvements for the future and prepare to avoid future crises or minimize the impacts if they occur.
Originality/value
The paper substantiates and extends the developmental theory of disaster and systemic approach of disaster error. The hindsight gained from these negative events could be utilized by government and enterprises, particularly the safety and emergency managers, to design organizational structures that will help reduce the likelihood of disaster as a nation progresses.

Abstract
Purpose
Can sustainability disclosures be a tool for executing image restoration strategies after corporate manslaughter? This is the question explored in this study of Costa Crociere's sustainability reports after the Concordia disaster.
Design/methodology/approach
Merging traditional textual content analysis with visual analysis and supported by machine learning tools, this is a predominantly qualitative study framed by legitimacy theory, image restoration theory and impression management.
Findings
Costa Crociere's voluntary sustainability reporting is strongly influenced by a mix of text and visual signals that distract readers' attention from the disaster. A “nothing really happened” communication strategy pervades the disclosures, with the only rational motivation being to change perceptions and erase memories of this tragic and avoidable event.
Research limitations/implications
Although the analysis covered multiple sources of corporate information, media coverage was not one of them. A more in-depth exploration of sustainability reporting in the cruise industry, including evidence of similar cases, to test impression management theory would be a worthwhile avenue for future research.
Social implications
While Costa Crociere technically followed the customary guidelines of disclosing human resource impacts, there was almost no acknowledgement of the people involved in the accident. Costa Concierevastly understated their responsibility for the accident, did not apologize, and conveyed very little remorse. The majority of disclosures centred on disaster recovery management.
Originality/value
The authors discuss why and how a company can overcome a legitimacy threat by completely freezing its voluntary sustainability reporting, and the authors show how a company can restore its image by minimizing specific aspects of an accident and shifting attention from the human victims to corporate operations. Incorporating image recognition driven by AI models and combining the results with narrative disclosures contributes an innovative and original analysis technique to the field of impression management. In addition, this research also contributes to our knowledge on the cruise industry – a sector currently under scrutiny for its ethical, social and environmental practices.

In the aftermath of the Eastern Japan Earthquake in 2011, the Sendai Framework for Action introduced a new task called ‘Build Back Better (B3)’. This study discusses this new task and proposes an extended framework which strategically includes a pre-disaster period. This extended framework is named ‘Build Back Better, even Before Disaster (B4)’. The following points are observed:

Abstract
Natural disasters have an enormous impact on the lives and well-being of people in many parts of the world. When a disaster occurs, it causes massive damage to people's livelihoods. Although a household is automatically disrupted after experiencing a natural disaster (floods, earthquakes, mudslides, etc.), the accessibility of food commodities is often the most negatively impacted. Since pre-disaster periods are already challenging in the context of providing sufficient food within poverty-stricken areas, natural disasters leave a trail of vulnerable and disadvantaged people who cannot acquire an adequate amount of nutritious food necessary for survival. The inability to maintain consumption levels exposes households to food insecurities – insecurities experienced particularly by women, who head households. Women are more susceptible to food scarcity and lose the ability to sustain their families’ livelihood due to the loss of seeds, livestock, and food, in general. Natural cataclysms, however, not only hamper access to nutritious food, but also considerably affect women's and children's health conditions. In countries like Tajikistan, there is a small body of research that assesses the impact of hazardous events on women's and children's health and nutrition in the aftermath of disasters. This study seeks to provide insights into the access of balanced diets to families in post-disaster situations and analyzes how disasters impact the health of affected people.

Abstract
Purpose
The purpose of this paper is to present the major gaps in the field of planning policy and its implementation regarding climate change and disaster risk reduction (DRR), with special reference to the displacement of people, together with the knowledge needed to increase community resilience. The researched relations are illustrated by the example of Serbia. The Republic of Serbia has been faced with increasingly visible impacts of climate change in recent years – floods, heat waves, droughts and others. During the floods that hit Serbia in 2014, over 30,000 people experienced displacement. These events have triggered numerous efforts, both to repair the incurred damage and to analyze opportunities for prevention.
Design/methodology/approach
This research has used document analysis to investigate contemporary approaches defined by policies, programs and research reports regarding climate change and DRR, with special reference to the displacement of people. An analytical framework has been used to evaluate to what extent the planning policy framework in Serbia addresses these issues in the context of achieving resilient development. Secondary analysis of research data has been used to recognize the gaps and identify needs for increasing community resilience.
Findings
Based on the growing trends in projections of climate change as a result of induced natural disasters for the region in the future and international trends in coping with these issues, this paper argues that it is necessary to improve the implementation of the planning policy framework and the capacities of professionals and citizens, to reduce future displacement and increase community resilience to climate change. The key weaknesses found within DRR and the emergency management system in Serbia were the lack of an appropriate information base of the cadastre of risk zones and the lack of information and coordination of actors on the local to the national level. During the “pre-disaster” period, findings stress a weak partnership and capacity development practice at the local level, as well as between local responsible bodies and regional/national entities in charge of emergency management and DRR. The paper singles out the main preconditions for achieving effective resilient planning, so that such a plan can move “people away from marginal areas” and provide living conditions that are resilient.
Originality/value
This paper provides a comprehensive insight analysis of the relations between climate change and DRR, with special reference to the planning policy. Using the lessons learned from the recent climate-induced disaster with its implications on displacement, the paper identifies needs for strengthening capacities to establish more resilient communities in Serbia. The gaps and needs identified, as well as the recommendations provided, may be of value for neighboring countries as well, who face similar challenges in climate change adaptation and who need to increase disaster risk resilience.

Purpose
The purpose of this paper is to deal with the transportation of a high number of injured people after a disaster in a highly populated large area. Each patient should be delivered to the hospital before the specific deadline to survive. The objective of the study is to maximize the survival rate of patients by proper assignment of existing emergency vehicles to hospitals and efficient generation of vehicle routes.
Design/methodology/approach
The concepts of non-fixed multiple depot pickup and delivery vehicle routing problem (MDPDVRP) is utilized to capture an image of the problem encountered in real life. Due to NP-hardness of the problem, a hybrid genetic algorithm (GA) is proposed as the solution method. The performance of the developed algorithm is investigated through a case study.
Findings
The proposed hybrid model outperforms the traditional GA and also is significantly superior compared to the nearest neighbor assignment. The required time for running the algorithm on a large-scale problem fits well into emergency distribution and the promptness required for humanitarian relief systems.
Originality/value
This paper investigates the efficient assignment of emergency vehicles to patients and their routing in a way that is most appropriate for the problem at hand.

Purpose
In Spring 2015, Texas experienced record-breaking floods, causing deaths, injuries, and widespread property and infrastructure damage. However, little is known about those who encountered access barriers to disaster support in Texas. The purpose of this paper is to examine the unmet disaster-related needs from 2-1-1 calls during evacuation, flooding, and early recovery phases.
Design/methodology/approach
The 2-1-1 Texas Information and Referral Network’s caller database was used to identify real time, non-emergency, unmet disaster-related caller needs longitudinally. The two-month study period included a baseline week before flashflood (05/01/2015) into early recovery (06/30/2015). Caller unmet needs were categorized and graphed by type daily throughout the study period.
Findings
Of the 4,880 disaster-related 2-1-1 calls from Texas’ 254 counties, 1,183 callers needed housing help, compared to 442 utilities, 409 food and 109 medically related assistance. Total calls quickly peaked at 405 calls/day during Memorial Day weekend when Greater Houston flooded. Despite total calls decreasing gradually during recovery, they remained four times higher than baseline. Unmet needs varied by type, especially during early recovery. Housing, food, and medical unmet needs surged when Houston flooded. Although medical calls were lowest volume than other basic needs, demand for medical assistance had a higher threshold throughout early recovery.
Practical implications
Examination of unmet needs over disaster phases identified longitudinal patterns of demand and effectiveness of disaster management efforts.
Originality/value
Using real-time 2-1-1 data to monitor types of unmet demand is valuable to tailor timely and effective disaster support, reduce access barriers, and allocate disaster support services and supplies to the vulnerable communities.

Disaster management and humanitarian logistics (HT) play crucial roles in large-scale events such as earthquakes, floods, hurricanes and tsunamis. Well-organized disaster response is crucial for effectively managing medical centres, staff allocation and casualty distribution during emergencies. To address this issue, this study aims to introduce a multi-objective stochastic programming model to enhance disaster preparedness and response, focusing on the critical first 72 h after earthquakes. The purpose is to optimize the allocation of resources, temporary medical centres and medical staff to save lives effectively.
Design/methodology/approach
This study uses stochastic programming-based dynamic modelling and a discrete-time Markov Chain to address uncertainty. The model considers potential road and hospital damage and distance limits and introduces an a-reliability level for untreated casualties. It divides the initial 72 h into four periods to capture earthquake dynamics.
Findings
Using a real case study in Istanbul’s Kartal district, the model’s effectiveness is demonstrated for earthquake scenarios. Key insights include optimal medical centre locations, required capacities, necessary medical staff and casualty allocation strategies, all vital for efficient disaster response within the critical first 72 h.
Originality/value
This study innovates by integrating stochastic programming and dynamic modelling to tackle post-disaster medical response. The use of a Markov Chain for uncertain health conditions and focus on the immediate aftermath of earthquakes offer practical value. By optimizing resource allocation amid uncertainties, the study contributes significantly to disaster management and HT research.

Abstract
Purpose
The purpose of the paper is to inform stakeholders involved in post‐disaster reconstruction how to incorporate Build Back Better (BBB) principles when implementing structural design improvements to achieve efficiency and effectiveness in the rebuilding process.
Design/methodology/approach
Literature review was used to establish BBB principles required for post‐disaster structural changes. The application of these principles was then tested in the Indian Ocean Tsunami reconstruction in Sri Lanka, and the Victorian Bushfires in Australia. Qualitative data were collected in each country by conducting interviews with stakeholders from governmental authorities, and non‐governmental and community‐level organisations who were directly involved in recovery activities along with other documentation. Results were compared to understand how/to what extent BBB principles were applied and their implications, to finally determine the applicability of these principles in different environments.
Findings
Proposed BBB principles for post‐disaster structural changes from literature were grouped under: building codes and regulations, cost and time, and quality. Principles such as multi‐hazard‐based building codes, education and support for communities, long‐term funding and quality assurance through inspections were applicable in both case studies. Experiences in Australia and Sri Lanka also presented a few extra principles to add practicality based on local contextualisation. These included avoiding high‐risk lands using buy‐back/land‐swap schemes, incentives to attract skilled builders, and the use of comfortable temporary accommodation to relieve time pressures.
Research limitations/implications
The study does not look into detail at the administrative, regulative and social systems which contributed towards the inability of the built environment to withstand the respective hazards. A general understanding of these systems was gained and taken into consideration when analysing the results. The findings show that despite the differences found between Australia and Sri Lanka the relevance of the principles for structural improvements remained intact.
Practical implications
The government, engineers and building practitioners involved in reconstruction will benefit from learning from the experiences of others, and understanding how implementing structural changes can be done more successfully by applying BBB principles.
Originality/value
This research takes a unique look at how BBB principles drawn from international experiences can be incorporated when implementing structural changes in post‐disaster rebuilding to further improve the outcome.

Purpose
Several post-disaster housing extension and modification studies have indicated that owner-driven modification behavior relates to socio-economic and livelihood factors. This study aims to clarify housing extension patterns and examine the relationships among spatial characteristics, sociocultural factors, livelihood factors and housing extensions. This research also highlights the implications of post-disaster housing design for indigenous communities.
Design/methodology/approach
An indigenous community case study was conducted using a literature review. Moreover, interview surveys and housing measurements were implemented based on purposive sampling to diversify interviewees’ backgrounds and the extent of housing extensions.
Findings
This study confirms that housing extensions are closely related to the number of household members and their associated functions and cultural and livelihood factors that were ignored during the design stage. Furthermore, the housing extension process was confirmed to match households’ economic recovery. A post-disaster housing implementation framework for the indigenous population is proposed.
Research limitations/implications
This research only targeted one indigenous community with a limited number of interviewees and samples because of the connection with households.
Practical implications
The study’s proposed resilience post-disaster housing framework can be used to develop post-disaster housing design guidelines, which can benefit policymaking. The proposed participatory concept can be further adopted in future disaster risk-reduction programs.
Originality/value
This study uniquely focuses on the pre- and post-disaster housing layout and the livelihood of an indigenous community. It offers valuable insights for post-disaster reconstruction planners and practitioners.
