Abstract

Purpose

Nowadays, under climate change contexts, natural disasters are becoming stronger in intensity and probability. The impacts of natural disasters on people and the environment are also getting worse. The purpose of this study was conducted to provide a method of assessing disaster risks, in particular, floods for human life in Mid Central Vietnam.

Design/methodology/approach

The pre-disaster assessment method was used based on the analysis of hazard factors (Hazard-H), exposure to hazards (Exposure-E) and vulnerability (Vulnerability-V).

Findings

Flood disaster risks in the area are assessed and displayed on spatial maps. The districts in coastal plains of Quang Ngai and Thua Thien Hue provinces have the highest levels of risk. These assessments will play an important role in supporting flood prevention and mitigation in the region.

Originality/value

According to the authors, this is the first study assessing the flood risk in Vietnam on the pre-disaster perspective. The assessment provides a plain point of view on natural disaster impacts that supporting disaster prevention services.

Abstract

Purpose

Tropical storms Urduja and Vinta battered the Philippines in December 2017. Despite advances in disaster risk reduction efforts of the country, the twin December storms caused numerous deaths in the Visayas and Mindanao regions. Analysis of these events shows that alerts raised during the Pre-Disaster Risk Assessment (PDRA) for both storms were largely ineffective because they were too broad and general calling for forced evacuations in too many provinces. Repeated multiple and general warnings that usually do not end up in floods or landslides, desensitize people and result in the cry-wolf effect where communities do not respond with urgency when needed. It was unlike the previous execution of PDRA from 2014 to early 2017 by the National Disaster Risk Reduction and Management Council (NDRRMC), which averted mass loss of lives in many severely impacted areas because of hazard-specific, area-focused and time-bound warnings. PDRA must reinstate specific calls, where mayors of communities are informed by phone hours in advance of imminent danger to prompt and ensure immediate action. Mainstreaming Climate Change Adaptation and Disaster Risk Reduction information using probabilistic (multi-scenario) hazard maps is also necessary for an effective early warning system to elicit appropriate response from the community. The paper aims to discuss these issues.

Design/methodology/approach

Methods of early warning through the PDRA of the National Disaster Mitigation and Management Council (NDRRMC) of the Philippines during tropical storm Urduja and Typhoon Vinta were assessed in this study and compared to the previous PDRA system from 2014 to early 2017.

Findings

It was found out that the numerous casualties were due to inadequate warning issued during the approach of the tropical cyclones. During an impending hazard, warnings must be accurate, reliable, understandable and timely. Despite the availability of maps that identified safe zones for different communities, warnings raised during the PDRA for both tropical cyclones were deemed too general calling for evacuations of whole provinces. As such, not all communities were evacuated in a timely manner because of failure in the key elements of an effective early warning system.

Originality/value

To avoid future disasters from happening, it is recommended that the PDRA reinstate its hazards-specific, area-focused and time-bound warnings. Similarly, to increase the resilience of communities, more work on mainstreaming of Climate Change Adaptation and Disaster Risk and Vulnerability Reduction systems for communities must be done as well. Learning from the lessons of these previous disasters will enable communities, their leaders and every stakeholder, not to repeat the same mistakes in the future.

Abstract

Purpose

This paper aims to examine and compare extant literature on the application of multi-criteria decision-making (MCDM) techniques in humanitarian operations (HOs) and humanitarian supply chains (HSCs). It identifies the status of existing research in the field and suggests a roadmap for academicians to undertake further research in HOs and HSCs using MCDM techniques.

Design/methodology/approach

The paper systematically reviews the research on MCDM applications in HO and HSC domains from 2011 to 2022, as the field gained traction post-2004 Indian Ocean Tsunami phenomena. In the first step, an exhaustive search for journal articles is conducted using 48 keyword searches. To ensure quality, only those articles published in journals featuring in the first quartile of the Scimago Journal Ranking were selected. A total of 103 peer-reviewed articles were selected for the review and then segregated into different categories for analysis.

Findings

The paper highlights insufficient high-quality research in HOs that utilizes MCDM methods. It proposes a roadmap for scholars to enhance the research outcomes by advocating adopting mixed methods. The analysis of various studies revealed a notable absence of contextual reference. A contextual mind map specific to HOs has been developed to assist future research endeavors. This resource can guide researchers in determining the appropriate contextual framework for their studies.

Practical implications

This paper will help practitioners understand the research carried out in the field. The aspiring researchers will identify the gap in the extant research and work on future research directions.

Originality/value

To the best of the authors’ knowledge, this is the first literature review on applying MCDM in HOs and HSCs. It summarises the current status and proposes future research directions.

Abstract

Purpose

Due to the unknown location, size and timing of disasters, the rapid response required by humanitarian operations (HO) faces high uncertainty and limited time to raise funds. These harsh realities make HO challenging. This study aims to systematically capture the complex dynamic relationships between operations in humanitarian settings.

Design/methodology/approach

To achieve this goal, the authors undertook a systematic review of the extant academic literature linking HO to system dynamics (SD) simulation.

Findings

The research reviews 88 papers to propose a taxonomy of different topics covered in the literature; a framework represented through a causal loop diagram (CLD) to summarise the taxonomy, offering a view of operational activities and their linkages before and after disasters; and a research agenda for future research avenues.

Practical implications

As the authors provide an adequate representation of reality, the findings can help decision makers understand the problems faced in HO and make more effective decisions.

Originality/value

While other reviews on the application of SD in HO have focused on specific subjects, the current research presents a broad view, summarising the main results of a comprehensive CLD.

Abstract

Purpose

This paper aims to assess climate change-related non-economic loss and damage (NELD) through case studies of Bangladesh and Japan, evaluate how NELD are addressed in these countries and provide the ways forward for further improvement.

Design/methodology/approach

This paper reviewed the literature to examine NELD and looked into currently available methodologies and their limitations. It reviewed governmental disaster reports and plans and interviewed with communities to understand NELD in each country’s context.

Findings

This paper indicates that NELDs are not sufficiently reported in the countries studied. Underestimation of NELD may lead to limited outcomes in disaster risk reduction (DRR) and climate change adaptation (CCA). NELD should be measured and integrated into decision-making, through capacity-building from local to national level.

Research limitations/implications

This paper is based on the literature review and stakeholder consultations in the study countries. The results are specific to these countries. Readers may find them applicable to other country situations.

Practical implications

NELD-related information is directly relevant for preparing countries to achieve their sustainable development, CCA and DRR objectives as suggested by the recent international frameworks such as sustainable development goals (SDGs), Paris Agreement and Sendai Framework for DRR.

Social implications

This paper identifies several NELD indicators related to societal well-being in the study countries and beyond, and addressing them will have positive impact on the society.

Originality/value

Addressing NELD is a recent topic under United Nations Framework Convention on Climate Change, and nothing much has been done on how countries can address NELD in their developmental, CCA and DRR approaches. This paper identifies the importance of integrating NELD into decision-making and the ways forward to researchers, governments and policymakers for addressing NELD.

Abstract

Purpose

This study aims to explore the preparedness and the recovery/rebuilding activities or strategies adopted by the respondents during the phases of natural disaster/crisis in Jammu and Kashmir and Assam, India.

Design/methodology/approach

The qualitative research design was chosen for the study. The interview method was adopted in the present research. The respondents were selected purposefully from the representatives of tourism organizations/destinations management organizations and emergency organizations, i.e. disaster management and hotels experienced by natural disasters, i.e. flood 2014 in Kashmir valley 2019 in Assam states of India.

Findings

Moderate level of preparedness among the tourism organizations, tourism businesses such as hotels leaves implications for them to enhance the disaster or crisis resilient community. The preparedness programs, efficient social media, communications strategies and development of tourist destinations-specific disaster-related crisis management plans were suggested to enhance disaster resilience.

Originality/value

The present study is widely contributing to the theory of the vital concepts of crisis management at tourism destinations. This study suggests the practical implications for and suggestions to the industry practitioners, government agencies and researchers to rebuild the tourist destinations from the disaster/crisis and enhance global resilience.

Purpose

The purpose of this paper is to develop an integrated multi-risk identification procedure for World Cultural Heritage (WCH) sites exposed to seismic events, while considering characteristics of disasters from earthquakes in a multi-hazard context on one side and particular aspects of WCH (e.g. outstanding universal values and associated condition of authenticity and integrity) on the other.

Design/methodology/approach

An interdisciplinary review of current relevant approaches, methods, and practices is conducted through the existing literature of disaster risk management, heritage conservation, and seismology. Furthermore, a document analysis of concrete cases affected by seismic events supports concepts and the procedure.

Findings

This paper results in a methodology of identifying multi-risk of disasters induced by earthquakes. A bow-tie analysis diagram in combination with a risk identification matrix is developed for illustrating a multiple emergency scenario in identifying possible impacts of earthquakes’ primary effects, secondary hazards, and human-threats on tangible and intangible attributes of cultural properties.

Practical implications

The research aims to provide specialists and practitioners from multiple sectors engaged in pre-disaster risk mitigation and preparedness plan for cultural heritage with a practical risk identification tool. The proposed method, in a multiple hazard context, intends to enhance risk assessment procedure for determining more appropriate risk reduction strategies in the decision-making process.

Originality/value

This paper, through emphasising “earthquake disaster risk” rather than “earthquake risk”, illuminates the significance of quake-followed secondary hazards, potential human-induced hazards and human errors in the risk identification process, due to the fact that while a disaster may begin with a quake, its full scope might be triggered by a combination of the mentioned potential threats.

Purpose

The purpose of this paper is to explore the pathway toward operationalizing resilience in management of transportation infrastructure.

Design/methodology/approach

The research approach includes a comprehensive survey of the State Transportation Agencies (STA) in the USA. The information collected from the survey is analyzed using statistical analysis to explore the determinants of operationalizing resilience in transportation infrastructure management.

Findings

The results reveal that the current practices of STA need improvement in terms of pre-disaster vulnerability and exposure analysis as well as pre-disaster retrofit and betterment efforts. A pathway toward this end is identified with the major components being: funding availability, integration of efforts across different units, use of risk and vulnerability assessment approaches, and use of resilience indices.

Practical/implications

The pathway, along with the other findings, enhances the understanding of the status quo, drivers, and barriers toward operationalizing resilience in transportation infrastructure management. Such an understanding is critical for infrastructure agencies to better adapt and enhance the resilience of their assets in response to various stressors such as the impacts of climate change as well as natural disasters.

Originality/value

The study presented in this paper is the first of its kind to identify the pathway toward operationalizing resilience in transportation infrastructure management.

Abstract

Purpose

Improving the resilience of the construction sector helps countries recover quicker from crises and can assist with improving community resilience and recovery. This study aims to explore ways in which the construction sector might improve its resilience.

Design/methodology/approach

This paper examined past disasters and the role construction plays to understand what and how better construction resilience can be built, and the impact this will have on recovery and reconstruction.

Findings

The findings showed that after a crisis, the construction sector is called upon to manage building and infrastructure recovery and reconstruction. Construction organisations are needed by the community, as they provide physical resources, people, materials, logistics, management and technical expertise and rebuilding. To ensure that recovery and reconstruction programs are successfully implemented, it is necessary for the construction sector to be resilient. To achieve improved resilience in the construction industry, disaster resilience management needs to become mainstreamed into construction processes.

Research limitations/implications

Although larger organisations have some preparation to respond to crises, including having emergency or disaster plans, smaller companies struggle to achieve a reasonable level of resilience. It appears that senior management and key people in construction organisations are familiar with the procedures but that the majority of staff in organisations lack knowledge and skills.

Practical implications

Understanding the role the construction sector plays in disasters and providing directions for improving construction sector resilience will ultimately improve recovery and reconstruction outcomes.

Social Implications

This paper discusses how communities rely on services provided by construction organisations to enable them to recover from emergencies and crises. Pre-disaster construction company resilience impacts on the ability of construction companies to function post-disaster.

Originality/value

This paper focuses on a number of cases and shows where and how the construction sector has worked in disasters and provides a new analysis of the role the industry plays, and the various disaster stages where the industry has maximum impact.

Abstract

Purpose

This paper aims to identify the main performance criteria for Humanitarian Operations (HOs) from the beneficiary perspective and to propose a taxonomy to support the evaluation of stakeholders.

Design/methodology/approach

The research conducts a Systematic Literature Review to identify the main criteria in HOs from the beneficiary's view. Also, we conduct an empirical study based on a survey and a case study to validate the findings in a real-life setting.

Findings

Considering 25 papers, the identified performance criteria were divided into six categories: health, housing, education, socioeconomic factors, care and risk and disaster management. The empirical discussion considered forty-four responses from beneficiaries, and the main criteria complained about were related to socioeconomic factors. In addition, a case study was developed that examines the perspective of the company responsible for the construction of the building to aid in understanding the areas of dissatisfaction noted by the residents.

Practical implications

The research contributes organized criteria to support the performance evaluation of organizations. It offers a structured basis for further discussion among academics and professionals about other performance evaluation topics, such as dashboards and the integration of indicators from different stakeholders.

Originality/value

Literature is scarce in questions of performance evaluation in HOs and the analysis of the beneficiary as the main client. Therefore, the paper contributes to both areas by evaluating HOs from the beneficiary's perspective.
