Abstract
The conflict between institutionalism and neoclassicism in the 20th century has been investigated by scholars over the years. Many of them believe that in the postwar period, neoclassicism triumphed while institutionalism largely disappeared. The present chapter takes a very different view. The late 20th century represents a broad synthesis of neoclassical and institutional themes in a methodology we call pragmatic empiricism. That approach combines the mathematical model building and theoretical formalism of neoclassical economics with the institutional economist’s data-driven statistical analysis and concern for developing institutional forms. We use as a case study the history of American locational economics from the 1930s to the present. The mixing of institutional and neoclassical themes is quite evident in the work of three young scholars at Harvard who effectively initiated American locational economics. In the postwar period, we find a series of outstanding, well-published papers that capture the spirit of the “founders.” These papers do use more modeling, but they also focus on major institutional developments. A broader review of locational works is consistent with the pragmatic empiricism label. The history of locational economics supports the claim that institutionalism, far from disappearing, continues to provide fundamental questions and techniques for modern pragmatic empiricism.

Abstract
Purpose
This study aims to identify and evaluate the key strategies to promote the implementation of automation techniques with reference to the Nigerian construction industry.
Design/methodology/approach
Pragmatic philosophical thinking using a mixed-method approach (a combination of qualitative and quantitative) was adopted for this study. The qualitative strand of this research was achieved using a Delphi technique while a well-structured questionnaire conducted among 191 construction professionals was adopted to attain the quantitative strand. Obtained data were analyzed using frequencies, percentages, mean item scores, Kruskal–Wallis H test and exploratory factor analysis (FA).
Findings
Results revealed that the “provision of funding and subsidies for automation techniques” “mandatory automation policies and regulations,” “creating incentives for adoption,” “formulation of programs to promote awareness” and “deploying gamification to boost employee performance” were the top five strategies to promote the adoption of automation techniques. FA revealed four principal clusters, namely, awareness and publicity programs, government regulations and standards, provision of education and training and awards and recognition.
Practical implications
This study provided a solid theoretical and empirical foundation that can be useful to construction industry stakeholders, decision-makers, policymakers and the government in mapping out strategies to promote the incorporation and deployment of automation and robotics in the construction industry.
Originality/value
To the best of the authors’ knowledge, this study is one of the first in developing countries and Nigeria to establish an ordered grouping structure of the strategies to promote the adoption of automation techniques.

Purpose
Artificial intelligence (AI) is one of today’s rising technologies. AI is a commonly used technology in library services that have the potential to revolutionise the best offerings in the information age. With AI in libraries, users can explore the world of knowledge like never before with smart recommendations tailored to their needs. Overall, AI can enhance the library experience of both the users and library professionals with innovation and smart decisions. Hence, there is no doubt that AI and libraries have a close relationship; nonetheless, the usage and understanding of AI in library services continue to raise concerns, especially in the developing countries which this paper addresses. The purpose of this research paper is to review the current prospects and challenges of implementing AI in library services in developing countries. The primary objective of the study is to discern the pivotal predicaments and obstacles these nations face while implementing AI-based solutions and to propose pragmatic solutions.
Design/methodology/approach
The present study adopts a qualitative approach, using content analysis techniques to glean meaningful insights. An extensive review of the extant literature on the subject was conducted, which was meticulously analysed to furnish the findings of this study. The review is limited to English language sources, and searches were conducted using various online academic databases.
Findings
The review reveals that the prospects of implementing AI in library services in developing countries are significant, with potential benefits including improved access to information, increased efficiency and productivity and enhanced user experience. However, the review also identifies several challenges, including the lack of infrastructure and resources, the shortage of skilled personnel, the absence of data privacy regulations, digital divide and the high cost of implementing AI-based solutions.
Practical implications
The review suggests several practical solutions to overcome the challenges faced by developing countries in implementing AI in library services. These include partnerships between libraries and technology firms, investment in infrastructure and resources, training and capacity building for library staff and the development of regulatory frameworks to protect user data.
Originality/value
This research paper provides a comprehensive review of the prospects and challenges of implementing AI in library services in developing countries. The study is original in its focus on the perspectives of developing countries, their problems and obstacles. The study also provides practical recommendations that can be used by library managers, policymakers and technology firms to support the implementation of AI-based solutions in developing countries.

Purpose
The South African construction industry (SACI) is a huge employer of labour as the industry depends mostly on human resources to carry out its activities. However, the industry has also been noted for its poor workforce management and lack of attention to human resource management (HRM) issues. Therefore, this study aims to assess the challenges facing the effective management of the construction workforce in South Africa with a view to improving HRM activities in the industry and improve overall service delivery through an effectively managed workforce.
Design/methodology/approach
A pragmatic philosophical view using a mixed-method research design was adopted. The study’s qualitative strand was achieved through a Delphi, whilst the quantitative strand was achieved through a questionnaire survey. In addition, descriptive and inferential statistics such as mean item score, Kruskal-Wallis H-test, exploratory and confirmatory factor analysis were adopted for data analysis.
Findings
With high reliability, construct validity and model fit indices, the study found that for effective HRM to be attained within construction organisations, careful attention must be given to issues surrounding the nature of the industry, unhealthy working environment, employee-related issues, diversity and working condition in the industry.
Originality/value
Whilst several studies have been conducted on HRM, there is a lack of studies on the major challenges facing effective HRM in the SACI. The findings also offer future research studies a good theoretical platform to build upon.

Purpose
Building on the concepts of learning communities of practice, the paper aims to evaluate their application within degree apprenticeships (DAs) to support pedagogic engagement and inclusive education within a university setting.
Design/methodology/approach
A case study of an existing B2B sales degree apprenticeship reviewed relevant programme documents and evaluated apprentice learner experience through an anonymised online survey.
Findings
The study found that sales apprentices had a reflexive awareness of how learning communities operated within this context and raised some valuable insights about their perceptions of inclusive education. These communities have differing dynamics that value engaging with workplace professionals, peers and university. Apprentices prefer tuition that accommodates their shared interests as employee learners within an occupational role. Issues surrounding inclusive education are seen as integral to the experience of being an apprentice.
Practical implications
Post-Covid engagement could be used to frame more effective social learning for work-integrated practice and programme teams could advocate for a greater integration of DAs within institutional settings.
Originality/value
This research indicates that B2B sales degree apprentices see themselves as operating within distinctive learning communities of practice that support their work-integrated (WIL) studies in higher education. The paper recommends programme teams provide more collaborative engagement within learning communities to support inclusive education goals.

Abstract
In an ever-interconnected world dominated by discourses on the internationalization and marketization of higher education, concerns related to language and employability have been the focus of recent debates. There is, however, a dearth of research investigating how these dimensions relate to one another in recent comparative and international higher education research. By focusing on how issues related to language and employability have been presented in recent higher education research worldwide, this chapter aims to contribute to our understanding of this concern. To achieve this goal, we conducted a scoping literature review using the Web of Science, Scopus, and the Education Resources Information Center (ERIC) databases, considering the years 2011–2020. The findings, perhaps not surprisingly, suggested that language skills are perceived to be valued by both graduates and employers though the discussions predominantly focused on one language, English. The research focus on English for employability in Anglophone contexts is understandable. However, the fact that the trend is observed in contexts where the language is not the primary or official language seems to indicate the influence of internationalization of higher education and global labor markets primarily dominated by English. The literature also suggested that (English) language training in higher education programs needs to move from solely linguistic and qualification-related content areas to a broader sphere of English for communication purposes that cover both specialized disciplinary content and broader generic employability skills. Considering this finding, we suggest that higher education systems and institutions incorporate recent developments in English for occupational purposes in their curriculum. We also recommend that there needs to be a shift from the overwhelmingly English language-dominated discussions to more inclusive research that assesses the impact of other dominant languages on employability-related concerns.

Pragmatism is very relevant to workplace management and performance measurement, yet in the accounting literature, it is a term used loosely and in a colloquial manner. By drawing on a framework based on classical pragmatism, this study aims to examine how a pragmatic perspective is discernible in the form and use of management control (MC) practices.
Design/methodology/approach
This study collects data using a case study of a firm in the green energy construction sector.
Findings
Building on the analytical framework, this study provides evidence that a pragmatic perspective is discernible in both form and use of MC practices, through a clear focus on targets rather than variance analysis, the presence of mutable local MC practices characterised by interaction and problem-solving and the absence of other common MC practices with no clear links to ends-in-view. This study also provides evidence of the potential limitations of a pragmatic perspective including myopia and an exacerbation of the inherent bias in organisations towards exploitation.
Originality/value
This research brings analytical clarity to the study of pragmatism in the accounting literature and insights into how a pragmatic perspective is discernible in the form and use of MC practices. Further, the study shows the potential limitations of a pragmatic perspective for management.

Purpose
The purpose of this paper is to further the understanding of how the regulatory foci of the multinational enterprises (MNE) headquarters and the subsidiary lead to internal legitimacy crises. This paper discusses how pragmatic and moral legitimacy crises affect relational social capital.
Design/methodology/approach
The paper is conceptual.
Findings
This paper highlights the importance of internal legitimacy as well as the motivational orientations of headquarters and subsidiaries for the functioning of MNEs. Internal legitimacy management is crucial for building relational social capital. This study proposes that legitimacy crises are particularly likely to occur in cases of goal incongruence between headquarters and subsidiaries. This study postulates that organizations with a promotion-oriented institutional logic are concerned by the absence of pragmatic legitimacy processes. In contrast, given their aim of protecting the status quo, prevention-oriented institutional logic MNEs are concerned about the absence of moral legitimacy.
Originality/value
To the best of the authors’ knowledge, this paper is the first to explore the relationship between regulatory focus, internal legitimacy and relational social capital.

Cyber risk has significantly increased over the past twenty years. In many organizations, data and operations are managed through a complex technology stack underpinned by an Enterprise Resource Planning (ERP) system such as systemanalyse programmentwicklung (SAP). The ERP environment by itself can be overwhelming for a typical ERP Manager, coupled with increasing cybersecurity issues that arise creating periods of intense time pressure, stress and workload, increasing risk to the organization. This paper aims to identify a pragmatic approach to prioritize vulnerabilities for the ERP Manager.
Design/methodology/approach
Applying attention-based theory, a pragmatic approach is developed to prioritize an organization’s response to the National Institute of Standards and Technology (NIST) National Vulnerability Database (NVD) vulnerabilities using a Classification and Regression Tree (CART).
Findings
The application of classification and regression tree (CART) to the National Institute of Standards and Technology’s National Vulnerability Database identifies prioritization unavailable within the NIST’s categorization.
Practical implications
The ERP Manager is a role between technology, functionality, centralized control and organization data. Without CART, vulnerabilities are left to a reactive approach, subject to overwhelming situations due to intense time pressure, stress and workload.
Originality/value
To the best of the authors’ knowledge, this work is original and has not been published elsewhere, nor is it currently under consideration for publication elsewhere. CART has previously not been applied to the prioritizing cybersecurity vulnerabilities.
