Abstract

In focusing on the changing dynamics of education governance, this chapter draws on a few key concepts of policy borrowing research, notably the focus on reception and translation of global education policy, and sheds light on the temporal and spatial dimensions of policy transfer. It is not sufficient to simply acknowledge that one and the same global education policies means something different to different actors in different contexts. In addition, to providing a “thick description” of why global education policies are received and how they are translated, a specific strand of policy borrowing research – well represented in this edited volume – examines the global/local nexus and acknowledges that local actors are positioned simultaneously in two spaces: in their own (cultural/local) context and in a broader transnational “educational space.” From a systems theory perspective, the broader educational space is Umwelt (environment) and therefore local actors interact at critical moments with the broader educational space. The policy bilingualism (or in the work of Tavis Jules, the “policy trilingualism” when the local, regional, and global is taken into the account) is a result of policy actors operating simultaneously in two spaces that are populated with two different audiences: local and global actors. The example of bonus payments in Kyrgyzstan, a local adaptation of global teacher accountability reform, is used to explain how the method of comparison is used as an analytical tool to understand the global/local nexus in the policy process.

Abstract

This chapter considers adolescents' migration aspirations in Kyrgyzstan. The discussion is based on the data obtained from 14 semi-structured interviews with adolescents as part of a qualitative study devoted to changes and continuities in biographic projecting across three generations. The study reveals the tendency towards having aspirations to move abroad for studies, work and/or life. Thus, the objective of this chapter is to consider the adolescents' motivation and to trace opportunities and challenges which may promote or hinder the realisation of individuals' migration projects. Special attention is paid to the role of an adolescent's family in this process. Adolescents' aspirations oriented towards future life in foreign countries are analysed with the help of two theoretical concepts – the concept of intergenerational solidarity and the concept of individualisation.

The analysis has shown that in Kyrgyzstan, adolescents' plans concerning going abroad are often framed by their extended families' interests and expectations. Adolescents' migration aspirations become a collective project of every family member for the sake of the family's future well-being. Parental expectation of care and support in their older age is one of the main limitations on adolescents' aspirations to move abroad. Those adolescents whose migration aspirations do not correspond with parental expectations may experience strong ambivalence, when they face the conflict between their individualised biographic projects oriented towards promising global opportunities and intergenerational solidarity norms.

Abstract

Purpose

This paper examines how personal networks influence the internationalization process of Russian multinational corporations.

Design/methodology/approach

We identify and review 78 articles published in five International Business journals that address the role of networking and relationships in firm internationalization. We then use the network perspective to examine how Russian multinationals internationalize.

Findings

Combining the key conclusions of the reviewed studies with insights from the network perspective, and adding insights that we have gained both through first-hand experience and by following the Russian business media, we develop a model that links personal networking and Russian multinationals’ internationalization. We outline four functions that personal networking plays – access to information and knowledge, resource commitment, development of marketing and sales capabilities, and further network expansion.

Originality/value

This paper challenges established views of how firm internationalization occurs. It combines two previously unrelated streams of literature, the network model of internationalization and the role of personal networking within the Russian business environment, and argues that personal networking plays a much larger role in how Russian MNCs internationalize than has the International Business literature has acknowledged.

Abstract

Luxury consumption in the Czech Republic and other post-socialist countries has a shorter history than in the developed Western countries. The historical development of these countries still reflects the differences in buying behaviour. The chapter focusses on luxury travellers' behaviour and consumption patterns in the Czech Republic. In the Czech Republic, where the concept of old luxury has prevailed, it is already possible to observe a gradual shift towards a new luxury travel model. This new luxury model is associated with a high level of comfort and privacy, exclusive location and first-class services and new elements such as travelling, authenticity and sustainability.

The chapter provides different perspectives on consumption patterns. It points to consumer behaviour in luxury travel in dependence on the selected sociodemographic variables and spatial determinants. It also reveals the luxury-driven travel motivation and preferences on a luxury holiday. The results show that Czech luxury travellers are different in comparison with the traditional European markets. The Czechs fall behind the European luxury travellers, especially regarding the financial possibilities. As far as the Czech luxury traveller profile is concerned, the category of baby boomers with tertiary education and regular income is the most dominant among Czech affluent clients. The satisfaction of the needs for relaxation and the exploration of new destinations are the primary motives for taking luxury holidays. Concerning the regional income inequality, disparities between the capital city of Prague and the rest of the country are observed.

Abstract

Purpose

The purpose of this paper is examine governance and enterprise restructuring in Southeast Europe (SEE) (Western Balkans) transition economies. International organizations classify the following countries in SEE (Western Balkans): Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro and Serbia.

Design/methodology/approach

The European Bank for Reconstruction and Development (EBRD) has governance and enterprise restructuring as a basic indicator of economic transition and defines it as effective corporate governance and corporate control exercised through domestic financial institutions and markets, fostering market‐driven restructuring. The corporate governance is most often defined in terms of the roles, responsibilities, and interactions of top management and the board of directors. Using data of SEE economies, the interrelationships between governance and enterprise restructuring and set of policies that influence the governance patterns will be examined.

Findings

Due to the analysis of the first assumption where a relation was made between governance and enterprise restructuring and imposed set of policies, the results have shown that there are mixed outcomes. The second hypothesis analyzed the importance and progress of corporate governance and enterprise restructuring.

Originality/value

The paper shows that the overall outcome of SEE countries is mixed, as there are significant improvements in some countries and noteworthy lags in others. Indeed, needed considerable improvement is needed in corporate governance, institution‐building controlling agency problems and in imposing already adopted regulation; as well as adopting new ways of enterprise restructuring policies within existing policies of overall transition economy restructuring.

Abstract

Purpose

The purpose of this paper is to explore the impact of societal and cultural factors on the practices and perceptions of school principals in Kazakhstan.

Design/methodology/approach

The paper draws on empirical data collected in Kazakhstan over two years in the course of an international, collaborative, multi-stranded project.

Findings

The findings support the claim that educational policies and practice are deeply embedded in the national culture, which is an evolving mixture of traditional Kazakh, Russian and diverse ethnic, Soviet and paternalistic cultures. These various societal characteristics exemplify various aspects of the tensions between traditional forms of social organisation, the Soviet legacy, and the sort of educational development promoted by Western educational and international organisations, which now plays an important role in Kazakhstan.

Research limitations/implications

The analysis, though limited in scope, has nevertheless yielded insights into important differences and similarities amongst rural and urban schools and explored the effects of societal cultural factors that shape the practices of school leaders on the periphery of the system.

Originality/value

The paper provides an empirically grounded illustration of the way in which societal culture and cultural norms shape the role of school principals, and how schools cope with a top-down policy in Kazakhstan. By contrasting the norms that shape both existing practice and the reform agenda, the paper offers some explanations for how cultural norms represent both strengths and weaknesses when applied to the process of change in a post-Soviet context.

Abstract

Purpose

The purpose of this paper is to address the intensive spread of the English language in Central and Eastern Europe as an aspect of postsocialist transition.

Design/methodology/approach

The paper analyses the discourses and ideologies related to the spread of English in postsocialist Poland, drawing on insights from critical discourse analysis and language ideology. The empirical material discussed comprises newspaper articles dealing with the topic of language policy in Poland, with a focus on the media campaign, “battle for English”.

Findings

The paper finds that the spread of English is facilitated by powerful discourses propagating the knowledge of English together with the ideology of neo‐liberal economic and social transformation. The exploration of the discourses inherent in the story of the “battle for English” enables the links between the linguistic practices applied by individual actors and the ideologies conveyed by the discourses found in mainstream media to be made explicit.

Research limitations/implications

An awareness of the mechanisms of discourse and ideology allows us to question both the drive behind and the social impact of the spread of English in Central and Eastern Europe.

Originality/value

The paper offers a novel theoretical and empirical contribution to the understanding on postsocialist transition.
