Abstract

Purpose

The purpose of this paper is to reduce the gap in understanding the complexity of barriers, their modifiers and how these barriers and their modifiers result in malpractices and missed good practices in post-earthquake reconstruction contexts. This paper provides insights to the often asked question: why the lessons learnt from one earthquake event are not actually learnt and many of the mistakes around housing reconstruction are repeated?

Design/methodology/approach

The paper is based on the review of the literature of the top deadliest earthquakes in the developing countries and the two case studies of the 2005 Kashmir and 2015 earthquake in Pakistan.

Findings

Multifarious barriers, their modifiers, malpractices and missed good practices are deeply interwoven, and endemic and include weak financial standing, lack of technical know-how, vulnerable location, social and cultural preference, affordability and availability of materials, over-emphasis on technical restrictions, inefficient policies, lack of clarity in institutional roles, monitoring and training.

Research limitations/implications

The study is desk based.

Practical implications

A better understanding of barriers can help disaster-related organisations to improve the planning and implementation of post-earthquake housing reconstruction.

Social implications

The study contributes to the understanding concerning various social and cultural preferences that negotiate the Build Back Better (BBB) process.

Originality/value

The study offers a distinctive perspective synthesising the literature and the two case studies to sharpen the understanding of the complexity of barriers to BBB.

Abstract

Purpose

How can governments and survivors prepare for and manage natural disasters? Post-disaster reconstruction researchers advocate that community involvement is needed to help survivors recover effectively. This study aims to propose that cooperative goals between government officials and survivors develop guanxi relationships and constructive controversy wherein survivors voice their opinions to aid disaster recovery.

Design/methodology/approach

The authors adopted the critical incident technique (CIT), which has proved especially useful for studying complex issues, as well as site-intensive research for interviews and participant observation. After developing a local reputation and rapport by working in a residential resettlement area for two months, an author used the CIT to ask 118 survivors of the 2008 Sichuan earthquake to describe specific incidents when they interacted with government officials about recovery issues and then to rate survey items that measure independent and dependent variables.

Findings

Results, including structural equation analyses, support the reasoning that cooperative goals between government and survivors facilitate guanxi and constructive controversy, which in turn produced effective disaster recovery, as indicated by survivors’ social support, satisfaction, reduced stress and beliefs that government officials led effectively.

Research limitations/implications

The data are self-reported and subject to biases and may not be accurate.

Practical implications

In addition to developing theoretical understanding, the results can have important practical implications for strengthening relationships and constructive controversy between government and survivors.

Social implications

Results suggest that communities have practical ways to prepare for disasters. Structuring cooperative goals among survivors, encouraging guanxi relationships, and training in constructive controversy should promote effective recovery from natural disasters.

Originality/value

The paper develops theory and research on how leaders can promote community involvement for effective disaster management. The paper proposes that high-quality interpersonal relationships, also referred to guanxi, and the open-minded discussion of opposing ideas, labeled constructive controversy, are major components of effective community involvement. The paper adds to the literature by empirically documenting the utility of the Western-developed theory of cooperation and competition and the concept of constructive controversy for understanding the effectiveness of government leadership for disaster recovery in China.

Abstract

Purpose

This study aims to focus on the development and upgrading of the Hagley Park cricket oval in Christchurch for the 2015 Cricket World Cup and how this hallmark event was used a catalyst to rebrand the city following the 2010 and 2011 earthquakes.

Design/methodology/approach

This paper is based on the findings from research conducted between 2012 and 2016. Data for the analysis were collected from mainstream media, sport organisations websites and government archives. In addition, a two-round series of semi-structured interviews with relevant stakeholders was undertaken in the aftermath of the Cricket World Cup.

Findings

In the case of Christchurch, the earthquakes and the destruction of much of the downtown provided a recovery opportunity, with the 2015 Cricket World Cup used to expedite the development of a new sporting venue in the city centre and rebrand the city to international tourists and sport enthusiasts.

Research limitations/implications

The Hagley Park cricket oval case study provides evidence on the rhetoric of urban competitiveness and the use of hallmark sporting events to reframe urban development in post-disaster contexts.

Originality/value

This research provides further evidence on the logics of disaster capitalism and how cities embark on costly redevelopment projects for sports and events whilst overlooking exacerbating vulnerabilities among the local community.

Abstract

Purpose

The purpose of this paper is to describe the contribution that Crime Prevention through Environmental Design (CPTED) is making to the post-earthquake rebuild of Christchurch, New Zealand. The paper traces the uptake of CPTED in Christchurch pre-earthquake and describes the steps taken to ensure the increasing use of CPTED in the rebuild.

Design/methodology/approach

The paper is a case study and discusses the author's experience of working within Christchurch before the earthquake and describes their involvement in the rebuild of Christchurch post-earthquake.

Findings

There has been significant process made in incorporating CPTED into the rebuild of Christchurch. A formal mandate to consider CPTED is included in the Central Christchurch Recovery Plan and a range of other initiatives have been established. These are broadening the uptake of CPTED throughout public and commercial rebuild projects and improving local advisory and practitioner capacity. CPTED is being included earlier in planning and design.

Originality/value

The Christchurch rebuild may be the most extensive application of CPTED yet. It is hoped that Christchurch's experience can be used as a model for other cities to increase their use of CPTED.

Abstract

Purpose

The purpose of this paper is to synthesise critical success factors (CSFs) for advancing post-disaster infrastructure recovery and underpinning recovery authorities in decision making when facing future disasters.

Design/methodology/approach

The seismic recovery after the Canterbury (NZ) earthquake sequence in 2010-2011 was selected as a case study for identifying CSFs for an efficient recovery of infrastructure post-disaster. A combination of research approaches, including archival study, observations and semi-structured interviews were conducted for collecting data and evidences by engaging with participants involved at various tiers in the post-disaster recovery and reconstruction. The CSFs are evaluated and analysed by tracking the decision-making process, examining resultant consequences and foreseeing onwards challenges.

Findings

Six salient CSFs for strengthening infrastructure recovery management after disasters are identified. Furthermore, the study shows how each of these CSFs have been incorporated into the decision-making process in support of the post-disaster recovery and what difficulties encountered in the recovery process when implementing.

Practical implications

The proposed CSFs provide a future reference and guidance to be drawn on by decision makers when project-managing post-disaster recovery operations.

Originality/value

The value of the paper is that it bridges the gap between managerial contexts and technical aspects of post-disaster recovery process in an effort to rapidly and efficiently rebuild municipal infrastructure.

Abstract

Purpose

The politically laden nature of postdisaster recovery calls for more research on its governance, especially at the micro-scale. Apart from engineering-oriented frameworks, researchers need new theoretical underpinnings. This paper aims to review the development of the evolutionary resilience theory and use it as an analytical framework to evaluate the governance of post-earthquake reconstruction planning in China.

Design/methodology/approach

This paper examines how reconstruction planning is governed in the epicenter town of the 2008 Great Sichuan Earthquake, highlighting three key qualities of evolutionary resilience. The authors draw on site investigations, semistructured interviews and analysis of official and unpublished documents from various sources.

Findings

This paper finds that despite the absence of specific resilience statements in reconstruction plans of the time, qualities of evolutionary resilience, including social connectedness, flexibility and innovation, were evident in a hybrid and contradictory reconstruction planning system. In this respect, resilience thinking appears in Chinese planning earlier than generally assumed. This paper suggests that this manifestation of resilience was the result of an instrumental utility in addressing socioeconomic uncertainties in the postdisaster environment and, thus, may not be systematic.

Originality/value

This work enriches the understanding of recovery governance from an evolutionary resilience perspective where existing research is insufficient. It also offers ample practical guidance for similar cases in China and elsewhere.

Abstract

Purpose

The purpose of this paper is to propose a new casualty scheduling optimisation problem and to effectively treat casualties in the early stage of post-earthquake relief.

Design/methodology/approach

Different from previous studies, some new characteristics of this stage are considered, such as the grey uncertainty information of casualty numbers, the injury deterioration and the facility disruption scenarios. Considering these new characteristics, we propose a novel casualty scheduling optimisation model based on grey chance-constrained programming (GCCP). The model is formulated as a 0–1 mixed-integer nonlinear programming (MINP) model. An improved particle swarm optimisation (PSO) algorithm embedded in a grey simulation technique is proposed to solve the model.

Findings

A case study of the Lushan earthquake in China is given to verify the effectiveness of the model and algorithm. The results show that (1) considering the facility disruption in advance can improve the system reliability, (2) the grey simulation technology is more suitable for dealing with the grey uncertain information with a wider fluctuation than the equal-weight whitening method and (3) the authors' proposed PSO is superior to the genetic algorithm and immune algorithm.

Research limitations/implications

The casualty scheduling problem in the emergency recovery stage of post-earthquake relief could be integrated with our study to further enhance the research value of this paper.

Practical implications

Considering the facility disruption in advance is beneficial to treat more patients. Considering the facility disruption in the design stage of the emergency logistics network can improve the reliability of the system.

Originality/value

(1) The authors propose a new casualty scheduling optimisation problem based on GCCP in the early stage of post-earthquake relief. The proposed problem considers many new characteristics in this stage. To the best of the authors' knowledge, the authors are the first to use the GCCP to study the casualty scheduling problem under the grey information. (2) A MINP model is established to formulate the proposed problem. (3) An improved integer-encoded particle swarm optimisation (PSO) algorithm embedded grey simulation technique is designed in this paper.

Abstract

Purpose

The purpose of this paper is to investigate the formative dimensions of organizational resilience – namely dynamic capabilities (DCs) and social capital – displayed by retail entrepreneurs in the face of natural disasters (i.e. the 2012 Emilia earthquake). The paper evaluates social capital and the various types of DCs that support small entrepreneurs’ resilience during three temporal units of analysis: before the earthquake, during the emergency period, and during the recovery process.

Design/methodology/approach

The study was performed by applying a qualitative approach based on two focus groups and a double set of semi-structured interviews administered to a sample of eight small retail entrepreneurs hit by the 2012 Emilia earthquake. Content analysis was then applied.

Findings

The findings show that DCs and social capital are instrumental to enhancing organizational resilience; moreover the contribution of each category of DCs (reconfiguration, leveraging, sensing and interpreting, learning and knowledge integration) and social capital to entrepreneurs’ resilience changes according to the temporal phase of the natural disaster under analysis.

Research limitations/implications

This study will provide small retailer entrepreneurs and public authorities with useful insights on how DCs and social capital can practically support recovery paths at different times in the occurrence of a natural disaster.

Originality/value

This study contributes to the scientific debate on organizational resilience in disaster management, studying it through the lens of DCs and social capital, and analyzing the role of different types of DCs in developing entrepreneurs’ resilience during the various periods of a natural disaster. Moreover, it contributes by applying the concepts of resilience and DCs to a poorly investigated entrepreneurial context such as the retail one.

Abstract

Purpose

The aim of this paper is to add a new dimension to urban resilience by exploring how representations of disasters, reconstruction and human settlements are made, and how, by shaping plans and programs, they ultimately influence resilience.

Design/methodology/approach

The paper draws on James Scott's notion of “legibility” to ask how different representations simplify complex realities and how they are transformed into plans and programs. The paper first outlines the various broad analytic lens used to examine legibility to portray post‐disaster reconstruction, drawing on international literature and policies. The paper then focuses on post‐earthquake Haiti and analyzes eight reconstruction plans and reviews design proposals submitted for the Building Back Better Communities program to explore how different stakeholders portrayed the disaster, identified the reconstruction challenges and proposed to address human settlements.

Findings

Representations of the disaster, the reconstruction challenge and the housing problem were quite varied. While the plans assumed a very broad view of the reconstruction challenge (one that goes beyond the representations found in the literature), the BBBC program adopted a very narrow view of it (one that the literature condemns for failing to achieve sustainable resilience).

Research limitations/implications

The empirical research is exploratory, suggesting an approach that throws a new light on the analysis of plans and programs for improved resilience.

Practical implications

The study suggests that the representations that decision makers, institutions and organizations make of the world ultimately establish the framework in which resilience is constructed.

Originality/value

The lens of legibility confirms that the expression of different representations makes the world legible in different ways and therefore transforms the way in which resilience can be improved.

Abstract

Purpose

This paper examines the role of government in New Zealand in facilitating the development of resilience in the built environment, with reference to the post-earthquake recovery of Christchurch. A cross-case comparison of the institutional structures and arrangements for disaster risk management (DRM) between Sri Lanka and New Zealand provides a useful basis to consider the broader implications of the findings from both countries. Particular consideration is given to the role of community participation in DRM decisions.

Design/methodology/approach

Malalgoda and Amaratunga (2015) recently published an article on empowering local governments to develop resilience in the built environment in Sri Lanka. This paper provides a response to their discussion in conjunction with a New Zealand case study.

Findings

Despite being one of the most advanced countries in the world with regards to DRM, New Zealand faces significant challenges in implementation, chief amongst which is that local governments have yet to truly prioritize DRM in urban development. While community consultation is embedded in the legislative framework, requirements for consultation were somewhat misjudged by the local government in Christchurch’s recovery. A lesson to be learnt from Christchurch’s experience is that even if the Sri Lankan authorities follow Malalgoda and Amaratunga’s recommendations for greater devolution of powers to local government, there will be tensions if community expectations over consultation are not met.

Originality/value

The cross-case analysis offers a helpful lens through which it is possible to examine DRM. It is useful for informing governments and other stakeholders, helping them to understand the challenges their institutions may face in facilitating DRM and building resilience.
