Abstract
On December 26, 2004, a strong earthquake of magnitude 9.0 on the richer scale, hit the Northwest of Sumatra island, Indonesia and caused the Indian Ocean Tsunami. The tsunami struck Aceh and North Sumatra (NAD), caused about 130,000 deaths, 500,000 left homeless, and extensive damage to life, property, and infrastructures. Sumatra is the western tip of island in the Indonesian archipelago. The population of Aceh province is estimated at 4.2 million (2000), or 3% of the Indonesian population and nearly a quarter of the population of Sumatra as a whole. One of the most heavily affected areas is Banda Aceh, which is located at the tip of Sumatra island had a population of 270,000 of which about 25% people lost their lives.

Abstract
The earthquake and tsunami that struck eastern Japan on March 11, 2011, not only caused extensive direct damage to the population but also triggered a nuclear power plant accident that brought the terror and reality of radiation. The restoration of communities in Iwate, Miyagi, and Fukushima Prefectures presents enormous problems. People from the radiation-contaminated areas have faced numerous ordeals since resettlement after the accident. Through personal interviews with victims, this chapter investigates what happened in the regional societies and how community consciousness changed as a result of the combined natural and manmade catastrophes. The study focuses on the restoration of community from social bonds through mutual help networks as a spontaneous social order. As the result of interviewing, some propositions were developed concerning the transformation of mutual help networks. The stronger the outside assistance from volunteers whom the victims came to trust and rely on, the weaker inside communal help becomes. Inventorying and clarifying the particular problems of conflict in stricken communities such as the loss of confidence in neighbors, the possibilities of rebuilding communities are explored, especially indicating how to cope with the social demise of communities that local people had formed and occupied all their lives.

Abstract
Citizen participation has attracted attention in the context of decentralization. In a disaster reconstruction process, a business plan for reconstruction can be modified in line with diversified situations of disaster-affected areas by citizen participation. In Japan, the central government makes a decision about the authority in charge of an overall disaster reconstruction and the budget planning, whereas local governments are in charge of creating and implementing a business plan for reconstruction of each local municipality. Therefore, local governments play an important role in organizing citizen participation to realize the reconstruction that fits reality. It has yet to be shown as decentralization reform and citizen participation system in Japan produce the socio-spatial inequality after the Great East Japan Earthquake. However, it remains to be elucidated how local government and community have to operate the institution about citizen participation during the disaster reconstruction process. I have been doing fieldwork on three tsunami-affected sites in Miyagi Prefecture over past 4 years: Onagawa Town, Higashimatsushima City, and Natori City. I have investigated the social processes of making and implementing a reconstruction plan, and citizen participation. The findings from my fieldwork are as follows: First, citizen participation is based on organizing residents at the community level. Second, traditional community organization (such as neighborhood organization abd industrial associations) contribute to organize residents especially in the emergency phase. Third, as the disaster phase moves, local government and community organization need to change the previous participation frame to ensure residents representation and policy legitimacy.

Abstract
Austrian insights on the limits of central planning, the pervasiveness of knowledge problems, and the importance of the entrepreneur in coordinating social change have yielded substantive contributions to the literature on how individuals and communities respond to both natural and unnatural, or manmade, disasters. Austrian economists have examined the political economy of natural disasters, disaster relief and recovery efforts, the economic effects of extended wars, post-conflict societal reconstitution, and the effectiveness of humanitarian aid. This literature advances two main findings: (1) that centralized governments are likely to be ineffective at providing the goods and services that are necessary for community recovery and (2) that decentralized efforts are better suited to address the needs of society, to discover the best course of action for producing and distributing these goods and services, and to adapt to changing needs, circumstances, and technology. This paper examines the Austrian theories utilized to examine disasters, provides a summary of the recent research on both natural and unnatural disasters, and proposes areas for future research.

It is well recognized that disasters, whether naturally occurring or the result of human invention, affect a region on many levels. Not only are disasters felt within the painful context of human tragedy, loss of life, and physical suffering, but disasters can also destroy the immediate socio-economic fabric of the affected population as well as the ability of a region to sustain itself during the slow process of recovery and reconstruction. As Newton (1997) notes, “disasters are not isolated from the social structure within which they occur; rather, they are social phenomena” (p. 219).

Tourism sites around the world which are often hit by calamities caused by climate change normally affect extremely the regions and economies. Disasters affect directly or indirectly the number of tourist arrival, the hotel industry, tourism receipts, employment, and the overall economy of a region (Naeem, Bhatti, & Khan, 2021). To thrive or adapt in this novel and rapidly changing environment, tourism communities need to be resilient in order to maintain the economic benefits (Wu, Chiu, & Chen, 2019). This requires strategic approach in local tourism development with strong public private partnership and collaboration. Economy, environment, emergency management and response, disaster risk management, community-based participation, post-disaster tourism recovery management, psychological behavior of people, nature-based tourism, dark tourism, responsive consumer behavior, and transportation are the key areas to focus on. Developing resilient and sustainable local tourism communities must be guided by the carefully defined goals and objectives depending on the dynamics and resources of the communities, and anchored of guidelines, pertinent laws and policies implemented by the local, national, and international governing and regulatory bodies.

Abstract
Disasters are increasingly depicted as unique opportunities to ‘build back better’, to make communities more ‘resilient’ and to address pre-existing ‘vulnerabilities’. This has seen international disaster risk reduction (DRR) and recovery frameworks attempt to link short-term relief efforts with long-term development objectives while at the same time ensuring active community participation, local knowledge inclusion and ownership. This chapter looks at how ‘build back better’ – which became institutionalised through the 2015 Sendai Framework for Disaster Risk Reduction – attempts to reconcile normative concepts of ‘better’ with diverse place-based needs, interests and knowledge. Through an analysis of three United Nations DRR frameworks from 1994 to 2015, the chapter tracks how disasters have been constructed as opportunities for development, and asks whether the post-disaster context is the right time for implementing development agendas given the potential for recovery to be co-opted by dominant development ideologies.

This chapter provides the foundation for the book. The objective of this chapter is to outline the theme of the book and to provide the context for the chapters that follow. Disaster recovery is a challenge for governments and for affected communities, families, and individuals. It is a challenge, because recovery from catastrophic disasters can be much more complicated and elusive than what can be addressed by national and international aid organizations given the time and other resources. The short literature review provides the research context, and the overview of the book describes each of the chapters briefly.

The term, ‘mixed methods’ is, of course, very broad. In general, though, it is used to describe an approach which combines more than one type of data or more than one type of analysis and, more often than not, refers to research which draws on both qualitative and quantitative data and analyses. This chapter analyses the methods adopted in a two-year study of Sri Lanka's post-tsunami housing policy, showing how quantitative and qualitative data can be triangulated in a variety of ways, and demonstrating the value of qualitative methods in contributing to understanding of different aspects of policy process and impact.

In creating a response to tropical storms Stan (October, 2005) and Dolly (May, 2008), the Center for International Studies and Cooperation (CECI) began encouraging the Guatemalan residents to get involved with disaster planning. Other international organizations are, also, beginning to finance projects to train the poorest communities in disaster planning but, funding is difficult because, sadly, avoidance does not “sell” as well as post-disaster relief and reconstruction projects.
