Abstract

Purpose

The purpose of this paper is to suggest that informal practices and institutions of post-Soviet countries differ from informality in other post-socialist regions and, therefore, proposes categorizing it as “post-Soviet informality” – a composite definition that extends beyond the concept of “informal economy” and encompasses, along with economic activities, social and political spheres.

Design/methodology/approach

The arguments of the paper are based on a comprehensive analysis of secondary sources.

Findings

This paper shows that, owing to the effects of antecedent regime’s legacies and the problems of post-communist transition, for the proper analysis of informality in post-Soviet countries it needs to be based on an own concept.

Originality/value

This study, in contrast to the existing literature on informality in post-communist spaces, specifically focuses on the informal sphere of post-Soviet countries, suggesting that the informal institutions and practices thriving across the vast post-Soviet space not only differ from the informal spheres elsewhere in the world, but also from informality in other post-communist regions.

Abstract

Purpose

This paper aims to improve the service discipline’s understanding of the unique challenges and opportunities that services marketers encounter in Central, Eastern and Southeastern Europe (CESEE) and Post-Soviet states. This paper also serves as an introduction to the special section about services marketing perspectives in this region.

Design/methodology/approach

Considering the Post-Soviet reality, the paper is a viewpoint regarding the specific development potential of services marketing in the CESEE region. In addition, the three papers included in the special section use a variety of research methods, participants and service settings.

Findings

First, this paper outlines the positive and negative consequences of the radical changes in the services markets over the past 30 years. Next, all three papers included in the special section explore the distinctive customer perspective of services marketing. Finally, this paper discusses the specific relationship building environment of the Post-Soviet reality and how its unique do-it-yourself background contributes to the existing discussion on consumers’ involvement in the co-creation of value.

Research limitations/implications

The findings from this special section have valuable implications for future research on services marketing in the CESEE markets, although these may not always be generalizable beyond the unique context of the research detailed in each of these papers.

Practical implications

This research, along with the three papers, presents some useful directions for services marketing managers cooperating with the CESEE markets, such as understanding and managing the expectations of their customers or employees.

Originality/value

This paper is one of the first attempts to understand the uniqueness of the under-researched area of services marketing in the CESEE and Post-Soviet States, both from a theoretical and empirical point of view. This also provides previously under-represented authors from the region the opportunity to present their perspective to an international service community.

Abstract

Purpose

The purpose of this paper is to evaluate the extent to which the practice of using personal networks to obtain goods and services or to circumvent formal procedures, known as blat in the Soviet era, persists in post-Soviet societies and whether its character has altered.

Design/methodology/approach

To do this, the prevalence and nature of blat in the education sector in the city of Mykolayiv in Ukraine is analysed using 200 face-to-face structured interviews with a spatially stratified sample of Mykolayiv residents and 30 follow-up semi-structured in-depth interviews.

Findings

The finding is that blat is widely used to gain places in kindergarten, schools and universities. However, unlike Soviet era blat which took the form of non-monetised friendly help in the market-oriented society of post-Soviet Ukraine, both possessing control over access to assets such as education, as well as possessing personal connections to those with control over access to these assets, is increasingly viewed as a commodity to be bought and sold, and illicit informal monetary payments are now commonplace. The result is that nepotism, cronyism, bribery and corruption hinder meritocratic processes.

Research limitations/implications

This paper examines the prevalence and nature of blat in just one sector in one post-Soviet country. An analysis across a wider range of sectors in various post-Soviet societies is now required to develop a more context-bound and nuanced understanding of blat in post-Soviet societies.

Originality/value

This is the first in-depth empirical evaluation of the prevalence and nature of blat in contemporary post-Soviet societies.

Abstract

Purpose

The purpose of this paper is to analyze the perspectives of the People’s Republic of China (PRC) Belt and Road strategy. The challenge in terms of studying the New Silk Road concept comes from the fact of dramatic difference between the declared ambitions of the Chinese state and the elusive character of concrete Chinese involvement, in particular as far as the digital dimension of the strategy is concerned.

Design/methodology/approach

The goal will be achieved by comparing the Chinese expansion in the Post-Soviet Central Asia with nowadays declarations concerning the digital version of the New Silk Road. For China, the Post-Soviet Central Asia was the first frontier approached on the basis of genuinely own integration strategy: the New Silk Road Diplomacy, which later evolved into the New Silk Road concept. An overview of Chinese activity in the region tells a lot about its grand strategy of today.

Findings

To paraphrase T.S. Kuhn, what one sees depends on not only what one is looking at but also what one has learned to notice. The Post-Soviet Central Asia shows the way Beijing thinks about integration. PRC achieved the most by basing on the free rider effect: concentrating on economic expansion, while other Powers provided relative regional security and stability.

Originality/value

The comparison of the beginnings of the New Silk Diplomacy in the 1990s with the plans of the New Digital Road gives a unique angle to grasp the specific features of the Chinese approach to international integration.

Abstract

This paper attempts to analyze the mechanism of land rent distribution under the Soviet and post‐Soviet conditions. The subject is examined from a purely theoretical point of view. The procedure is as follows: first, the socioeconomic meaning of the word “Soviet” is defined. Second, the difference between land rent production and land rent distribution is examined. Finally, Soviet land rent distribution is investigated. Also, changes which the collapse of the Soviet system brought to the process of land rent distribution during the post‐Soviet period are examined. Within this framework, the role of Soviet turnover taxes versus post‐Soviet value‐added taxes is discussed.

Abstract

Purpose

Since the collapse of the USSR, former Soviet republics have embarked on public service modernization, in most instances drawing on internationally dominant new public management (NPM) principles. Are post-Soviet republics ready for these administrative prescriptions? The paper aims to discuss these issues.

Design/methodology/approach

This paper discusses Kazakhstan’s experience with the implementation of NPM through a qualitative case study of the country’s adoption of the European Bologna higher education reforms.

Findings

While implementation of the NPM-inspired Bologna program has produced significant achievements, there are also gaps and shortcomings. These are due to a remnant Soviet administrative practices including strong control by educational ministries, as well as incompatible organizational cultures and a tendency toward superficial formalism in the implementation process.

Research limitations/implications

NPM tends to be introduced in a top-down fashion as a taken-for-granted component of state transformation, without sufficient attention to the capacities, cultures and systems required for effective and accountable performance-driven administrative reform.

Originality/value

Kazakhstan’s experience provides crucial insights into the governance structures, professional cultures and managerial capacities required for successful implementation of NPM in post-Soviet states.

Abstract

Purpose

The purpose of this paper is to investigate the emergence of e-government in post-Soviet countries using Kazakhstan as a case study. Extant research on e-government in developing countries highlights significant benefits including improved public services, reduced corruption, and more open and inclusive government. The paper asserts the presence of an e-government paradox which limits its potential to improve public services.

Design/methodology/approach

Primary data were collected from a number of sources: 6 focus groups with central government agencies, local authorities and civil society organisations; 25 structured and semi-structured interviews; and participant observation.

Findings

The research finds evidence of an e-government paradox in five forms: an emphasis on technological development; transactional services are faster but have displaced attention from core public services; petty corruption has been reduced but grand corruption remains; isomorphic mimicry; and greater participation by citizens has been limited.

Research limitations/implications

The focus of the research is Kazakhstan. Applying the lessons learned to other post-Soviet countries has limitations given their different stages of development since independence.

Practical implications

The key practical implication of this research is that countries can become absorbed by e-government technology without questioning the fundamental business model which underpins how public services are delivered. Ultimately, this impacts on the social value of e-government.

Originality/value

While existing research has examined how e-government has been implemented in developing countries, this paper focusses on Kazakhstan as an authoritarian state with wider implications for post-Soviet countries.

Abstract

Purpose

The purpose of this paper is to explore urban mobilisation patterns in two post-Soviet cities: Vilnius and Moscow. Both cities were subject to similar housing and urban policy during Soviet times, and they have implemented urban development using neoliberal market principles, provoking grassroots opposition from citizens to privatisation and marketisation of their housing environment and local public space. However, the differing conditions of democratic Lithuanian and authoritarian Russian public governance offer different opportunities and set different constraints for neighbourhood mobilisation. The purpose is to contrast local community mobilisations under the two regimes and highlight the differences between and similarities in the activists’ repertoires of actions in two distinct political and economic urban settings.

Design/methodology/approach

The paper employs qualitative methodology using data from semi-structured interviews conducted with community activists and state officials, presented using a comparative case study design.

Findings

Although, citizens’ mobilisations in the two cities are reactions to the neoliberalisation of housing and local public space, they take different forms. In Vilnius they are institutionalised and receive formal support from national and local authorities. Moreover, support from the EU encourages organisational development and provides material and cognitive resources for grassroots urban mobilisations. In contrast, residents’ mobilisations in Moscow are informal and face fierce opposition from local authorities. However, even in an authoritarian setting, grassroots mobilisations evolve using creative strategies to circumvent institutional constraints.

Originality/value

Little attention has been paid to grassroots urban mobilisations in post-Soviet cities. There is also a lack of comparative attempts to show variation in post-Soviet urban activism related to housing and local public space.

Abstract

Purpose

This paper aims to investigate the role of corruption and income inequality in three-dimensional sustainable development in the post-Soviet countries.

Design/methodology/approach

The methodology is based on dynamic panel regression with the fixed effects approach.

Findings

The authors' findings depict that increasing corruption and income inequality undermine sustainable development. Specifically, increasing corruption and income inequality negatively affect sustainable development. Moreover, unemployment and trade liberalization negatively impact sustainable development, whereas foreign direct investments (FDIs) positively affect sustainable development.

Practical implications

Policy implications enclose galvanizing strong institutions and redistributive policy mechanisms that the bottom income groups enjoy in promoting sustainable development to keep away the distressful phase of corruption and income inequality.

Originality/value

This is the first paper on corruption, income inequality and sustainable development in the post-Soviet countries employing a sustainable development index (SDI), which is calculated by considering three factors including economic, social and environmental development.

Abstract

Purpose

This article examines the determinants of social equality in the education and healthcare sectors in the 15 post-Soviet states. Focussing on regime type and civil society organisations (CSOs), it argues that countries where liberal principles of democracy are achieved or have a stronger civil society deliver a more equitable social policy.

Design/methodology/approach

The empirical analysis rests upon a time-series cross-sectional (TSCS) analysis from 1992 to 2019. Data are collected from the Quality of Government (QoG) Dataset 2020 and the Variates of Democracy (V-DEM) Dataset 2020.

Findings

The findings demonstrate that while regime type only partially accounts for social equality, as electoral autocracies do not have more equitable social policy than close regime types and democracy weakly explains equality levels, the strength of CSOs is associated with more equality.

Originality/value

The article challenges dominant approaches that consider electoral democracy to be related to more equal social policy and demonstrates that de-facto free and fair elections do not impinge on social equality, while the strength of liberal and civil liberties and CSOs correlate with more equitable social policy.
