Abstract

Purpose

This study provides empirical evidence on the impact of the Panama Canal expansion (PCE) on the economies of Latin American and Caribbean (LAC) countries, particularly in light of the emergence of larger container ships such as neo-Panamax and post-Panamax vessels.

Design/methodology/approach

This study uses the Bayesian structural time Series (BSTS) model to evaluate the economic effects of the PCE on 21 countries within the LAC region. It utilized the World Bank's gross domestic product (GDP) figures between 2000 and 2019 as the primary variable, alongside the human development index (HDI) (X1), container throughput (TEU) (X2) and unemployment rates (UNEMPL) (X3) covariates. This allowed a precise and robust approach to analyzing time series data while accounting for uncertainties and allowing the inclusion of various components and external factors.

Findings

The findings revealed that the PCE has a positive and statistically significant impact on most countries within the Caribbean Transshipment Triangle, ranging from 9.2% in Belize to 46% in Cuba. This suggests that the causal effect of the PCE on regional economies was not confined to any specific type of economy or geographical location within the LAC region. Where the growth rates were statistically insignificant, primarily in some Latin American countries, it coincided with countries that are primarily driven by exports and service industries, where bulk and oil tanker vessels are likely to be the main carriers for exports rather than container vessels.

Originality/value

The practical implications of this research are crucial for various stakeholders in the maritime industry and economic planning. The factors influencing economic growth resulting from investing in maritime activities are vital for decision-makers to create policies that lead to positive outcomes and sustainable development in regions and countries with flourishing maritime industries. The methodology and findings have significant implications for governments, managers, professionals, policy-makers and investors.

Abstract

Purpose

The purpose of this study is to find out the future development of the Panama Canal after opening of the new waterway (third set of locks project), in terms of the change of cargo throughput, further deployment of fleets by the shipping companies and competition for the canal.

Design/methodology/approach

The research of this paper is based on an empiric study by collecting the relevant data from annual report of the Panama Canal Authority, publications related to the same field. Graphs pertaining to toll revenue also are made based on statistical data provided by the Panama Canal Authority.

Findings

The findings show that the opening of the new waterway of the Panama Canal generates more toll revenue for Panama government by allowing mega-vessels to transit, expediting further economic development of the country largely from behind. At the same time, shipping operators also can enjoy earning more revenue by deploying New Panamax vessels transiting the Canal.

Originality/value

Ingenuity in tabling the users of the Panama Canal by incorporating the logo marks of the shipping companies/implication is drawn through empirical analysis to provide the shipping companies and ports authorities concerned with more understanding toward the very significance of the new waterway expansion of the Panama Canal.

Abstract

The environmental consequences of international trade and transport have gained importance as a result of the current climate debate. Products are increasingly being produced in one part of the world, transported to another country and then redistributed to their final country of consumption. Since more than 80% of world trade tonnage measured in metric tons is carried by seagoing vessels, maritime transport will continue to be a core part of most supply chains while rail and road mainly are used for hinterland transport and to and from ports. This chapter presents a methodology for assessing the environmental impact of maritime transport and transport in general, with a specific focus on greenhouse gas emissions. The first section gives an introduction to why Green Maritime Logistics and Sustainability are important topics, while the second offers a framework for measuring greenhouse gas emissions (GHG) for transport systems. The third section presents a model for measuring seaborne transport and its greenhouse gas emissions, and in the fourth section we compare greenhouse gas emissions from different modes of transportation.

Abstract

Purpose

In the face of newly industrialised nations, there is the tendency that there will be a shift or redirect of tourists from old tourism destinations to the newly industrialised ones. While there has been a consistent growth in cruising to the Caribbean, the question is whether the growth in cruise ship calls and increase in cruise passenger arrivals to the Caribbean translate into greater development for the region ' s stakeholders or whether this just creates increased profits for the cruise lines, and whether there will be a shift from the Caribbean to the newly industrialised nation in years to come. This paper seeks to address these issues.

Design/methodology/approach

This research employed mixed methods approach to answer the research question. The nature of the question and data necessary to answer the question led to the choice of qualitative and quantitative techniques.

Findings

The findings from this research will, hopefully, serve as a guide for Caribbean nations to develop a better strategy to cope with the cruise tourism industry; an approach based more along the lines of inter-island collaboration as opposed to competition.

Research limitations/implications

Lack of ample data on cruise tourism in the Caribbean was one of the limitations of the study. Another drawback involved the high level of secrecy which surrounds the industry and the unwillingness of cruise lines and their associates to provide access to operational data, which they regard as confidential.

Originality/value

The Caribbean, particularly Caribbean governments, will benefit from a greater understanding of the power relations among the cruise tourism stakeholder chain and the profile of costs and benefits associated with the industry. Over the years, the Caribbean has relied solely on the economic impact surveys produced by Florida Caribbean Cruise Association (FCCA) and Cruise Lines International Association (CLIA), both of whom represent the cruise lines, in order to make projections and development plans for the industry.

Abstract

Purpose

The purpose of this paper is to explore the extent to which supply side flexibility tactics are deployed by operators in the container liner shipping sector in 2009/200 to restrict supply in a market which is characterised by over‐supply (as well as under demand).

Design/methodology/approach

Taking a case study approach using the Far East‐Europe trade lane, secondary data are reviewed for each type of internal flexibility capability. This is supplemented by a qualitative Delphi‐based research method so that findings are iteratively verified with leading practitioner personnel.

Findings

In 2009, directly after the severe imbalance between demand and supply emerged, liner shipping providing companies were only partially able to exploit the flexibility tactics that were available to them. This improved in 2010 and contributed to an upturn in performance.

Research limitations/implications

Ocean freight logistics provides a vital foundation for contemporary international commerce. However, the viable provision of this service has become significantly more challenging and this research examines why this is the case and what supply side responses are being deployed. Taking a case study approach focussing on 2009/2010 restricts the generalisability of the research that could now be examined on a longer time scale across the whole sector.

Originality/value

This research is novel as there has been no previous research which has looked at the deployment of supply side flexibility tactics in the container liner shipping sector. The findings have considerable bearing on how the industry is run and understood by its providers, customers and regulators.

Abstract

This paper deals with network configurations in liner shipping and inland transportation from a carrier's perspective. The cost efficiency of different possible network configurations in the foreland-hinterland continuum is discussed based on a cost model and on a qualitative analysis. It is demonstrated that the tendency towards cargo concentration in a limited number of ports has led to the redesign of collection and distribution networks in the hinterland. Further cargo bundling in the foreland-hinterland continuum towards even fewer ports and inland centres is only interesting from a cost perspective if considerable economies of scale and density can be realised in the associated hinterland networks. The more cost efficient the network becomes, the less convenient that network could be for the shippers ' needs in terms of frequency and flex ibility. As such, the future configuration of liner shipping networks and inland transport networks will largely depend on the balance of power between carriers and shippers.

Abstract

Purpose

Ports are a significant link in a global supply chain and an economic entity that contributes to the country's economy. India has around 200 ports along its coastline of about 8,000 Km, yet none of them perform at par with many Asian ports. In the Indian port system, cargo throughput and the turnaround time (TAT) of ships calling at ports constitute the most significant performance measures. These performance metrics do not integrate sustainability measures such as emission levels and energy consumed. The draft is a constraint in many ports and ships visit with less than full shipload cargo. The TAT for such vessels may be lower, but the emission per ton of cargo carried is higher compared to a ship with full shipload cargo. Many ports have old or poorly maintained equipment. This state of equipment increases pollution and consumption of energy. In this paper, an attempt has been made to address the issue of undesirable and right outputs simultaneously in an Indian port system. This paper proposes a framework to ensure zero defects in Indian port operations and a port-sustainability-index to measure sustainable services in Indian ports.

Design/methodology/approach

The authors used data envelopment analysis (DEA) to show that all private terminals did not perform efficiently and contradicted the notion of Indian policymakers that privatization will lead to an increase in performance levels. A literature review was carried out to identify the dimensions and factors that affect ports' performance. A case study of a major port in India and expert group discussion was done to ascertain the views of stakeholders on deficiencies in the system. The authors complemented this approach with sentiment analysis of opinions expressed by stakeholders over a while, using SentiStrength analysis software (Thelwell, 2010, 2012). The authors used the combined findings to develop the port-sustainability-index (PSI), identify the research question, and develop an ontology of the port system. The authors use the concepts of ontology-design-pattern (ODP) and logistics-service-map (Glöckner et al., 2014; Glöckner and Ludwig, 2016, 2017), opinion mining (Pang and Lee, 2008) and competency questions (Glöckner and Ludwig, 2017) to develop a port system map followed by the identification of critical elements; and the flows (physical and information flow) that gets disrupted due to defects in the system. The ontology led to the identification of competencies and capabilities a port needs to possess. Based on these identification process competency questions were drawn, and the authors identified the plausible defects that port may encounter. The authors suggested the sustainability metrics for monitoring port performance and policy changes based on the competency questions, defects, and mitigation plans.

Findings

The authors introduced four KPIs, namely, port-sustainability-index (PSI), load factor (lx and ly), draft ratio (dr), and turnaround-time ratio (TATR). The authors suggested significant policy changes for Indian ports. These included –(1) Introduction of virtual arrival (VA) policy, reducing randomness in the system by pre-scheduling arrivals and activities. (2) Redefining economic life of equipment and machinery in terms of expenditure, income and desired levels of output. (3) Pricing port charges based on stakeholders’ ability and willingness to pay. The port needs to declare its productivity levels and frame their charges accordingly. (4) The ports need to frame an output-oriented privatization policy where it specifies the growth of the port. (5) Framing vessel pricing policy where a vessel may pay tax for the use of non-clean fuel or a get discount for bringing higher parcel load. (6) Levy lower port charges for the shipper for transporting cargo by rail and barges. (7) Introduce a differential pricing system where port levies lower charges for export cargo compared to import load.

Research limitations/implications

The research work can be extended to develop a simulation model to carry out policy experimentations concerning the improvement of performance and carry out sustainable operations. Alternatively, researchers may develop a multi-criteria optimization model to determine the best course of action, keeping the objective function as minimization of PSI value.

Practical implications

This paper provides the means to the Indian ports to remain competitive, lower emission levels and energy consumption, and optimize emission per ton of cargo handled in the port.

Social implications

Society significantly benefits from this study as it recommends ways to minimize pollution that has a significant impact on human lives. Besides, the measures suggested in the paper will lower the cost of exports and imports, enhancing the real income of consumers.

Originality/value

The area of sustainable port operations has previously been under-researched in the Indian context. Authors contribute to the sustainable port operation literature by suggesting a port-sustainability-index, a framework to assess the defects in port operation and development of a port-ontology for further research in the area of a port system.

The Panama Canal expansion is one of the most important public works projects in recent times. Both the awarding of the contract and its execution have been surrounded by intense controversy. The situation came to a head in February 2014 when the contractor halted construction work due to the canal authority’s failure to maintain the economic balance of the contract. This article explains the circumstances surrounding this dispute and analyses the causes and consequences of modifications to the contract. These are classic problems that affect all public procurement systems. The lessons drawn from this extraordinary case are valid for other legal systems

Abstract

The growth of China’s economy during the 1990s has both shaped and reflected changes in the span and function of the country’s shipping connections both within Asia and with the rest of the world. Although sea-land developments within China have been studied, less attention has been paid to the wider global implications stemming from the transformation of the country’s maritime geography during a decade of further market reforms and greater integration into the world economy. Consequently, there is a need to comprehend how China’s state-owned shipping industry has been reorganized during the 1990s to meet the new requirements, with special reference to the country’s liner shipping connections between and within Asia respectively. More purposely, these topics are addressed by examining changes in the organization, approach and set of connections of the state-owned China Ocean Shipping (Group) Company (Cosco) and its post-1993 offshoot COSCO Container Lines Company Ltd (Coscon). This review provides a springboard for a detailed analysis of shifts in both extra- and intra-Asian shipping patterns between 1990 and 2000 and consideration of their strategic implications. Finally, short-sea shipping is defined and the phenomenon’s operational strengths and weaknesses discussed.

Abstract

The Incheon Region has numerous assets that fall within a Pentaport model.' These include the Incheon International Airport, the Port of Incheon, a coastal industrial park, free economic zones, a leisure port, and Songdo new town designed to be the future Silicon Valley of Korea. This paper looks at how Northeast Asia trade flows between China and Korea might be enhanced by application of the Pentaport model in making the Incheon region a North East Asian Hub. It looks also at their trade and logistics systems as well as their water borne commerce. It proposes an integrated transportation system for the Yellow Sea Region being beneficial to the economies of the Northeast Asia. It also stresses that innovative technologies for ships, terminals and cargo handling systems should be introduced to develop a competitive short sea shipping system in the region and cooperation among the regional countries will be essential to achieve the final goal. The potential of methods of container shipping is discussed as it might apply to short sea shipping in the Yellow Sea Region that could greatly facilitate Incheon's situation with respect to the broader region in application of the Pentaport model.
