Abstract

This contribution conceptualizes the politicization of MNCs from outside – the processes by which MNCs become confronted with demands for regulation and engage in political contestation with other non-state actors. It compares two global industries, athletic footwear and toys, to show that the dynamics of politicization follow different trajectories, which are only partially to explain with structural differences across industry fields. If politicization leads to increasing political functioning of business or to a depoliticization of criticism depends to a great extend on the agency of business and their capacity to strategically counter mobilization, but also on the difficulties for activist to construct continuing collective action across a diverse range of cultural-institutional settings.

Abstract

Purpose

The purpose of this paper is to examine the politicization of senior civil service (SCS) in Korea from a human resource perspective. To be specific, it is to explore how much the SCS has been politicized after its inception in 2006 and to discover what has strengthened it.

Design/methodology/approach

This paper employs the human resource management perspective with five stages, selection, rotation, education, promotion and compensation, which are related with different weights to four causes of politicization: political desire to control, leadership change, public demands and political interest.

Findings

This paper argues that politicization of SCS in Korea has gradually increased during the last 10 years. It also found that, while selection and promotion is strongly politicized, education and compensation is weakly politicized.

Originality/value

This paper mainly draws increasing politicization after it was introduced. Little prior literature has explored the politicization of SCS in human resource management processes and its causes for Korea.

Abstract

Purpose

This paper aims to trace how emotion shapes the sense that is made of politics and how politicization can remake and re-mark emotion, giving it new meaning in context. This paper brings together theories of politicization and emotional configurations in learning to interrogate the role emotion plays in the learning of social justice activists.

Design/methodology/approach

Drawing on sociocultural learning perspectives, the paper traces politicization processes across the youth climate movement (using video-based interaction analysis) and the animal rights movement (using ethnographic interviews and participant observation).

Findings

Emotional configurations significantly impacted activists’ politicization in terms of what was learned conceptually, the kinds of practices – including emotional practices – that were taken up collectively, the epistemologies that framed social justice work, and the identities that were made salient in collective action. In turn, politicization reshaped how social justice activists made sense of emotion in the course of activist practice.

Social implications

This study is valuable for theorizing social justice learning, so social movement facilitators and educators might design spaces where learning about gender, racialization, colonialism and/or human/more-than-human relations can thrive. By attending to emotional configurations, this study can help facilitate a design that supports and sustains learning for justice.

Originality/value

Emotion remains under-theorized and under-analyzed in the learning sciences, despite indications that emotion enables and constrains particular learning opportunities. This paper proposes new ways of understanding emotion and politicization as co-constitutive processes for learning scientists interested in politics and social justice.

Abstract

Purpose

The purpose of this paper is to examine claims that the removal of tenure in favour of fixed‐term employment contracts has led to some politicization of top‐level appointments in the Samoa public service. The intention is not only to shed light on how politicization is perceived in a small developing society, but also to determine whether such claims are well founded and if so, what the implications are for a small public service like that in Samoa.

Design/methodology/approach

Data are gathered from government documents, literature review and the experience of the author as a former senior public servant in Samoa.

Findings

While the claims cannot be fully endorsed at this stage, it is clear that there was some politicization of senior public service appointments and, importantly, the outcomes in most cases were unfavourable for Samoa's public service.

Originality/value

Politicization of the appointment of Chief Executive Officers (CEOs) in Samoa's public service since the shift to employment contracts in the early 1990s has not previously been reviewed. Apparently the ramifications of politicizing the appointment of CEOs have, in most cases, proved unproductive for the public service and its stakeholders. Hence the Public Service Commission, which is the main advisory body, urgently needs to recommend necessary changes to avert political appointments in the future.

Abstract

We examine personnel policies and careers in public agencies, particularly how wages and promotion standards can partially offset a fundamental contracting problem: the inability of public-sector workers to contract on performance, and the inability of political masters to contract on forbearance from meddling. Despite the dual contracting problem, properly constructed personnel policies can encourage intrinsically motivated public-sector employees to invest in expertise, seek promotion, remain in the public sector, and work hard. To do so requires internal personnel policies that sort “slackers” from “zealots.” Personnel policies that accomplish this task are quite different in agencies where acquired expertise has little value in the private sector, and agencies where acquired expertise commands a premium in the private sector. Even with well-designed personnel policies, an inescapable trade-off between political control and expertise acquisition remains.

Recent intensification of the “politicisation of childhood” has been observed by analysts in numerous social science disciplines, and in a variety of public policy domains. Sociologists of childhood, for example, often attribute this greater politicisation both to shifts in the social construction of “social problems” and visions of children's agency (for example Mayall, 1994; Oakley, 1994, p. 17; Qvortrup, 1994; Livingstone, 2002, p. 13). Others observe this politicisation in changing patterns of defamilialisation and refamilialisation of social care and their implications for patterns of social solidarity (Leira & Saraceno, 2002 or Wincott, 2006, for example). Indeed, the politicisation of childhood – defined as the move from childhood being understood as primarily a family or parental responsibility to it being also a matter of public importance and concern – has emerged as a major theme in debates about “modernising” social policy paradigms (for example, Leira, 2002; Jenson, 2004; Esping-Andersen, Gallie, Hemerijck, & Myles, 2002).

Abstract

This chapter examines one of the most contested issues in Public Administration, namely political–administrative relationships. The first part of the chapter begins with a brief overview of the features of an ideal-type bureaucracy. Next is a literature review of political–administrative relationships. This is followed by an analysis of typologies of political–administrative relationships, with particular reference to developing countries. The second part of the chapter analyses the evolution of political–administrative relationships since the dawn of South African democracy in 1994. It examines the growing politicisation of the public service, the weakening of the powers of public officials vis-a-vis Ministers and the emasculation of the PSC. Data indicate that the government is unable to fill posts at the Senior Management Service (SMS) level and that there are a high number of acting HoDs, an indicator of instability. Finally, it uses Dasandi and Esteve’s typology of political–administrative relationships in developing countries to interpret the South African case.

Abstract

Currently, our understandings of the dynamics behind the effects of politicization on values and on administrative decision-making remain largely muddled and far from complete. The richness of theoretical accounts, amassed over the past eight decades, has yielded only a limited number of empirical examinations. This failure to develop a coherent collection of empirical works can be for the most part attributed to the complexity associated with studying values, particularly to the lack of clear and testable theories and models. This article attempts to address this deficit and to add to our understandings of the association between values and administrative decision-making at the individual level by explicitly testing the Broker-Purist (BP) model (within a sample of public procurement specialists). It is found that the BP model fits the data well, which suggest the framework as a valid and useful perspective for conceptualizing the effects of environmental politicization on administrative decision-making in public procurement specifically, and in public administration in general.

Abstract

Purpose

This exploratory study aims to contribute to theory extension regarding the unique factors that characterize performance evaluation in the public sector.

Methodology/approach

The chapter reviews the Public Sector and the Interpretation literatures and develops a framework that introduces the concept of interpretation asymmetries, and then uses two case studies and a survey applied to both South American and European public managers to illustrate and analyze propositions derived from the framework.

Findings

Public agencies and managers are not assessed by their activities and outcomes but by how the general public may come to interpret and perceive them. Public officers – besides getting their organizations’ job done – struggle to show the truth of their organizations and preserve their organizations’ legitimacy due to the conditions of interpretation asymmetry and the dynamics of politicization prevalent in the public domain.

Research limitations/implications

This study was designed to be exploratory and fundamentally oriented to theory extension. As such, the findings and conclusions are tentative and require further research.

Practical implications

Governments, public officers, politicians, and researchers would benefit from going beyond usual considerations of information asymmetries and start paying attention to, understanding, and managing interpretation asymmetries.

Originality/value

This chapter contributes to the increasing research on the intersection of performance management and the public sector, and provides new concepts that enhance our understanding of the dynamics of assessment in environments prone to politicization. While prior research has been mainly focused on agent’s dysfunctional responses to performance measures, this chapter illustrates functional behaviors through which agents aim to increase the dimensionality and integrity of principals’ interpretations.

Abstract

Neutrality has traditionally been considered a key trait of the civil service in Western democracies. The conception of the neutral bureaucracy is closely linked to the notion of the prominent politics–administration dichotomy of the two spheres of politics and administration, as advocated by Max Weber (1980) and Woodrow Wilson (1887). According to conventional wisdom, the firm and encompassing implementation of the merit principle realises the idea of a neutral bureaucracy. In that respect, neutrality and merit-based recruitments are often considered the opposite of politicisation. Conventionally, a neutral bureaucracy is considered to assure competence and immunity against opportunistic ideas brought in by volatile, sometimes erratic political leadership. Because elected politicians come and go with elections, they cannot ensure that political decisions are carried out based on the ‘best’ available knowledge. In that sense, bureaucrats are conceived as neutral, obedient servants that subordinate their behaviour to the will of political masters, to the law and the common good. However, there is no strict politics–administration dichotomy in contemporary politico-administrative systems. Empirical findings from the late 1970s onwards demonstrated that bureaucrats are by no means as neutral and ‘apolitical’ as assumed, but rather remarkably involved in political processes. This chapter discusses the literature on neutral competence and presents an empirical analysis of Danish and British civil servants’ accounts of neutrality. This chapter concludes by suggesting the concept of competent neutrality and discussing implications for our understanding of bureaucratic neutrality.
