Abstract

Purpose

The media, private citizens and other stakeholders regularly appraise political negotiations, but the character of these negotiations and the reasons for outcomes are little understood. The purpose of this conceptual paper is to discuss this character and explore its implications.

Design/methodology/approach

This is a conceptual paper. The author carried out a literature review and used his experiences in supervising political negotiation simulations.

Findings

The author argues that political negotiations have several specific characteristics that distinguish them from other kinds of negotiations. Political negotiations, for instance, tend to address often rather fuzzy public interests, involve value conflicts or are simultaneously performed “on stage” and “behind the scenes.” These characteristics may matter, as they can provide structural disincentives to negotiators, who might be tempted to focus on selling outcomes rather than on improving them (“saleability-oriented negotiating”). Hence, the author argues that political negotiators and their stakeholders face the challenge that political contexts may foster weak negotiation performances.

Practical implications

The author proposes an approach to political negotiations’ training that takes the findings of this paper into consideration.

Originality/value

This paper is the first, to the best of the author’s knowledge, to provide a detailed characterization of political negotiations and to discuss related implications.

Abstract

Purpose

This paper aims to discuss the factors that cause individuals to commit fraud, especially in the public procurement context. All this time, an empirical review of public procurement fraud has only focused on the macro and micro level, as well as its losses on the country's economy. This paper highlights individuals’ fraudulent behavior from the four elements of the fraud diamond theory, namely, pressure, opportunity, rationalization and capability.

Design/methodology/approach

This paper is a literature review that discusses the fraudulent behavior of bureaucrat as a procurement official in the context of public procurement. This review uses fraud diamond theory as its theoretical framework to explain the attributes to do fraud.

Findings

Public procurement is a high-risk area for fraud (corruption), particularly in the government institution. It cannot be denied that the situation factor (pressure and opportunity) will interact with psychological aspects (rationalization) and individual capability to direct the individuals to commit fraud. This study discusses how existing pressure (motivation) and opportunities are used by individuals who have the capability to rationalize their actions. This literature review also endeavors to shed light on the strategy to prevent, detect and control the causes of fraud.

Practical implications

This paper provides an understanding of regulators, auditors and other employees in recognizing the characteristics and nature of fraud antecedents. This understanding can help prevent various forms of procurement fraud that occur within their organizations. This paper also can be a guideline to assist public sector organizations in designing effective internal control systems to prevent fraud in the process and practice of public procurement.

Social implications

Public procurement has a central role that enables the government to allocate the budget effectively and efficiently. Compliance in implementing procurement rules and procedures will improve the quality of public services.

Originality/value

There exists relatively little study outlining the factors underlying of bureaucrats’ (procurement official) opportunistic behavior on procurement activities. The authors focused on bureaucrats’ behavior because they have unique positions of power and responsibility of the procurement process. On the one hand, they have a crucial role in serving the public and safeguarding public assets. On the other hand, they have the ability to collaborate with politicians and business actors in corrupt procurement practices. Therefore, the discussion on this topic is very relevant and interesting.

Abstract

Purpose

Drawing on the political theory of leadership and the input‐process‐output model the purpose of this paper is to examine the link between leader political skill and team performance by focusing on the mediating role of team communication and the moderating role of team task interdependence.

Design/methodology/approach

The authors collected three waves of data from 80 teams across four business units and employed hierarchical regression modeling and the moderated path analysis approach suggested by Edwards and Lambert to test the moderated mediation model.

Findings

Leader political skill was found to positively influence team performance via promoting the quality of team communication. Moreover, team task interdependence moderates the relationship between leader political skill and team communication, such that the relationship is stronger when team task interdependence is high rather than low.

Research limitations/implications

First, the paper adopts the measuring scales developed in the western organizational context to investigate the relations and phenomena existing in the Chinese organizational context. Future research should adopt the indigenous measuring scales to investigate the relations and phenomena existing in the Chinese organizational context. Second, both political skill and team performance were reported by the team leader, which might lead to common source bias. Future research should allow team members to rate leaders' political skill and the team leaders' supervisors to provide evaluation of team performance.

Practical implications

Owing to its importance to team performance, political skill is one of the critical skills that leaders should make efforts to develop. When companies recruit leaders for work teams, they should put more attention on the political skills of the candidates. Moreover, companies should cultivate a cooperative team climate to facilitate team communication.

Originality/value

Although Ahearn et al. suggested that leader political skill has positive effect on team performance, they did not empirically examine the specific process and mechanism through which the positive effect occurs. This study argues team communication is a critical mechanism that bridges leader political skill and team operations and outcomes as well. The study adopts longitudinal research design and collects multi‐source data to test the authors' model. The study also complements past research by investigating both the mediating and moderating mechanisms in the leader political‐team performance linkage.

Abstract

Purpose

The purpose of this paper is to explore to what extent the economic interdependence can affect the likelihood of conflict between States. Specially, over the past few decades, there has been a huge interest in the relationship between economic interdependence and political conflict. Liberals argue that economic interdependence lowers the possibility of war by increasing the weight of trading over the alternative of aggression; interdependent states would rather trade than invade; realists dismiss the liberal argument, arguing that high interdependence increases rather than decreases the probability of war. In anarchy, states must constantly worry about their security.

Design/methodology/approach

This paper highlights the content and level of economic interdependence between China and the USA since the beginning of China’s economic reform in 1979 and examines the impact of economic interdependence between them on their relationship toward Taiwan since 1995 and the probability of conflict.

Findings

Economic interdependence is proved to significantly decrease the onset of conflict between the two parties. This can be shown by comparing the number of armed conflicts during the pre-interdependence period to the number of armed conflicts after the economic interdependence there was an overage of 0.79 militarized interstate disputes (MIDs)/year, compared to 0.26 MIDs/year following China’s economic reforms; also, the length of the hostilities was longer during the pre-interdependence period (with an average of 11.13 months versus 5.33 months).

Originality/Value

This means that economic interdependence does not completely prevent the outbreak of international conflicts, but it also plays a major role in influencing the conflict in terms of the conflict’s intensity, the use of armed force and the number of conflicts that occur between the economic interdependence states.

Abstract

We argue that the influence of public stakeholders (the state) and private stakeholders (nonstate social or economic stakeholders) on corporate philanthropy is interdependent, in that satisfying the state may increase the degree of scrutiny and pressure exerted by private stakeholders on the firm, particularly in institutional environments that place few checks and balances on the power of the state – thus creating suspicion that political patronage shelters firms’ social and moral wrongdoing. To test this theory, we examine the circumstances under which politically patronized firms engage more (or less) in corporate philanthropy. Utilizing a dataset that encompasses both publically traded and unlisted private firms in China, we find that corporate philanthropy is negatively associated with political patronage among unlisted firms but positively associated with political patronage among listed firms. These results are consistent with the predictions made based on our theoretical arguments. This chapter aims to foster further discussion regarding the interdependence of the influences exerted by different stakeholders on firms.

Abstract

The fast-developing processes of globalization, with increased political and economic interdependence, along with competition; regionalization dynamics revealing more localized ambitions and either constraining or advancing intentions and policies; and Europeanization as a particular dynamic related to the EU role as a global actor, applied to the Polish post-communist transition, constitute our vectors of analysis. This essay aims to address the simultaneously interconnected and heterogeneous responses of Polish post-communist course of change to global and regional processes, including European integration. In this line of research, we search for answers to how the linkages among globalization, regionalization, and Europeanization work in the case of Polish post-communist transition. This will be pursued through an analysis of the democratization course, mainly regarding political, institutional and social aspects, and economic integration. Despite elements of complementarity and resistance in the working relationships among the three concepts, which are highly debatable, we find they have substantial implications on Polish policy-making. These implications include adjustment and bargaining between demands and concessions, resulting in gains and losses, though despite the negative effects associated and acknowledged, the fact of Poland pursuing the course of integration in the EU reveals an equation of cost–benefit, in favor of the EU.

Abstract

The goal of this essay is to examine the conflict resolution activities during political diplomacy as a dynamic and interactive process. In an application of Relational Order Theory (Donohue, 1998), this essay employs a model highlighting the instrumental, relational, and identity‐based issues involved in conflict resolution. To illustrate the utility of this model of Relational Process Management, this essay examines the process of diplomacy leading to the Dayton Accords in the areas of the Former Yugoslavia. For years the international community's efforts at intervention in this conflict were quite meager, as ceasefires and peace plans were brokered and dissolved with some regularity. Ultimately, a final coordinated effort by multiple external parties finally brought the combatants to the table in Dayton, Ohio to negotiate a formal agreement. The complex process by which the parties came to the negotiating table provides a rich case study by which to explore the interactive processes of diplomacy. An examination of the events in this case through the lens of instrumental, relational, and identity‐bound issues culminates with lessons learned from this interactionally‐based analysis of international conflict.

Abstract

Since 1980, property cycles have emerged emphatically as a phenomenon of urban development in both developed and developing countries. Among the many things which need to be explained is the continuing high levels of financial investment in property sectors, even well past the time when supply exceeds demand and vacancy rates continue to grow. Various intellectuals have put forward new theories and some situational explanations of the periodic over‐capitalisation in property. The economic adversities are not confined to the property and finance sectors. They extend into the socio‐economic performance of national economies, and in some cases they have international linkages and impacts. Gives exposition and evaluation relating to cyclicity in the USA, the UK, Japan, and some developing countries in Asia. The aim is mainly centred on explanation and theory, extending earlier published work in the authors’ research programmes in property cycles, urban development, and experience in both developing and developed countries. The economic, social, and political significance of property cycles is enormous.

Purpose – To demonstrate that countries must implement policies that produce win-win outcomes for countries engaged in highly contentious issues such as return migration. Specifically, while major metropolitan countries have the right to deport “undesirable” nonnationals, their strategies should factor in a concern for the human rights, given that the receiving countries may not have the specialized resources to reintegrate these individuals.

Methodology – Debate on return migration is situated within the context of complex interdependence, and framed within the development–security paradox to demonstrate deductively via an imputed cost–benefit analysis that the security that countries seek through deportation policies may be undermined if creative mechanisms are not incorporated into the policies.

Findings – Because large influxes of returning migrants challenge the capacity of receiving countries to absorb returnees, maintain socioeconomic stability, and engender growth and development, deportation programs should be undertaken against the capacity of receiving countries to seamlessly reintegrate their citizens, many of whom have been culturally, socially, and economically disconnected from the societies in which they were born. Interventions prior to deportation to provide individuals with skills of training, national identification, and orientation to the countries of their birth can produce win-win outcomes for both the sending and receiving countries.

Practical implications – Policy relevance for political leaders and policy makers in both sending and receiving countries.

Value – Original research holding policy relevance for political leaders and policy makers in sending and receiving countries.

Abstract

Purpose

The authors reinforce the existing literature on the effect of overall globalization on institutional quality (IQ), while incorporating the effects of economic, political and social aspects of globalization, human capital, government expenditure and population growth. To this end, the authors estimate panel data models for a sample of 36 member countries of the Organization of Islamic Cooperation (OIC) during 1984–2016.

Design/methodology/approach

The authors employ the cross-sectional autoregressive distributed lags (CS-ARDL) approach.

Findings

The study’s investigation affirms the presence of an inverted U-shaped (nonlinear) relation between overall globalization and IQ indexes for the sample countries, which suggests no additional room for improvement in IQ. It also underpins the existence of an inverted-U-shaped (nonlinear) relation between political globalization and IQ. In contrast, economic and social globalizations have a U-shaped relation with IQ, implying more scope for improvement.

Research limitations/implications

The findings have key policy implications. First, policy makers should consider a long-run approach for improving IQ and globalization over time. Second, quick reforms in the short run may not improve IQ.

Practical implications

The results suggest that policy makers should approach the globalization process from a long-run perspective as well by designing appropriate strategies to provide a continuous but gradual increase in globalization so as to systematically monitor the threshold limits to IQ from improving globalization

Originality/value

To the best of the authors’ knowledge, this work is the first to empirically investigate the overall role of globalization in promoting IQ under the conditions of short-run heterogeneity and long-run homogeneity. The authors focus on the member countries of the OIC, many of which are ruled by authoritarian regimes and suffer from a poor domestic institutional setting.
