Abstract

Purpose

The growing trend towards closing the political space for civil society in authoritarian regimes has primarily targeted NGOs focused on rights-based advocacy. Drawing on a study of disability NGOs in Russia, this paper seeks to contribute to a better understanding of the advocacy options that nonprofit organizations have even in repressive political contexts. The authors first review the extant literature to identify common actors, types and tactics and then trace what types of advocacy Russian NGOs are engaged in and what tactics they are able to utilize.

Design/methodology/approach

The empirical part of this paper is based on 20 interviews conducted among active participants in disability NGOs in Moscow, St. Petersburg, Perm and Nizhniy Novgorod. Despite not being a representative sample of organizations, the selection of cities and organizations was intended to reflect spatial and structural factors of the field.

Findings

The authors find that NGOs are able to pursue a broad range of advocacy activities despite a generally restrictive legal environment for civil society.

Research limitations/implications

Research on advocacy in authoritarian countries is often focused on NGOs that are primarily engaged in these activities. This has overshadowed the considerable leeway that nonprofit service providers have to engage in advocacy.

Practical implications

Service-providing NGOs should not forsake advocacy activities, even in authoritarian contexts, but can find access points in the political system and should seek to utilize their voice on behalf of their clients.

Social implications

Despite general restrictions, NGOs can still find ways to successfully secure social rights, justice and solidarity, provided they accept the supremacy of the state in social policy and appeal to the state's responsibility for the welfare of its citizens without directly questioning the overall status quo too heavily.

Originality/value

We develop a broad framework for various advocacy forms and activities and apply it to nonprofit service providers.

Abstract

Charities in the United States contribute to the public good by delivering a broad range of services and by promoting civic engagement and social change. Though these dual roles are widely acknowledged, a relatively few studies explore advocacy among service-providing nonprofits. Analyzing a random sample of charities in the San Francisco Bay Area, the authors conceptualize nonprofits as institutionally embedded formal organizations and actors. The authors find that a majority of service providers blend advocacy and service provision. Organizational rationalization constructs nonprofits as goal-oriented actors working to benefit their constituents and society at large, increasing the likelihood that nonprofits will embrace advocacy. Moreover, collaboration embeds nonprofits in networks of mobilization and information for advocacy and facilitates engagement in political and social change activities. By contrast, embeddedness in the market is negatively associated with advocacy. These results reinforce the salient role of service-providing nonprofits in collective civic action and demonstrate how nonprofit embeddedness in multiple institutional influences affects engagement in advocacy.

Abstract

Purpose

The purpose of this exploratory paper is to examine how affiliates of a Japanese Social Welfare Corporation, a national nonprofit organization (NPO) which provides services for social improvement, have utilized electronic techniques for advocacy purposes and explores the factors that identify those organizations which are likely to be most successful at adopting this resource.

Design/methodology/approach

The total number of affiliates investigated was 320, representing the entire country. For these affiliates, advocacy was part of their mission statement. A survey was conducted among representatives of these affiliates.

Findings

Three crucial explanatory factors in differentiating those affiliates that adopt new techniques from those that do not were identified. These are: “perceived time spent on government accountability demands,” “use of professionals,” and “perceived effectiveness.” Furthermore, by showing that time spent by nonprofit affiliates on government accountability demands reduces the time available to them for learning how to implement electronic techniques for advocacy purposes, the empirical results suggest that Japanese NPOs are put under pressure by statutory accountability demands and, consequently, their advocacy practice (as one of the most important mission‐based activities within the nonprofit sector) is being jeopardized.

Practical implications

This research will help state and local government policy makers towards a better understanding of their nonprofits so that statutory accountability demands do not longer obstacle nonprofits to enhance their advocacy functions.

Originality/value

The originality of this study lies primarily in the fact that it was the first time that this type of research has been conducted on Japanese nonprofits.

Abstract

Purpose

Corporations are now taking stands on contemporary and controversial social issues that share no obvious connection to the corporations’ business practices. At the same time, political polarization continues to intensify, which begs the question: Are these corporate stands – referred to as corporate social advocacy (CSA) – and political polarization related to each other, and if so, how? The purpose of this study is to provide a conceptualization of the connections between CSA and political polarization through a series of propositions that can be tested in subsequent research studies. Corporations have influence in society, and the ways in which they communicate on controversial social issues could further intensify or help assuage political polarization. Conversely, political polarization may be causing CSA in the first place, which would put into question the legitimacy and desirability of CSA because of the environment from which CSA is cultivated.

Design/methodology/approach

This study is designed to be conceptual, and the approach is based on theory building.

Findings

The study conceptualizes the relationship between CSA and political polarization to be symbiotic because both are bidirectional causes of each other. Engagement in CSA is also argued to be positively associated with perceptions that corporations contain particular political ideologies, i.e. more “liberal-leaning” or “conservative-leaning.” This study also predicts that – dependent on particular conditions – CSA will also lead to an increase in both boycotts and skepticism.

Practical implications

This study will contribute to scholars’, practitioners’ and consumers’ understanding of the causes and effects of CSA. The way in which political polarization is potentially causing CSA puts into question the legitimacy of corporations engaging in CSA in the first place. If CSA is cultivated in the soil of political polarization, is CSA desirable for corporations? Conversely, the way in which CSA is potentially causing political polarization also puts the legitimacy of CSA into question. If CSA is causing political polarization, is CSA desirable for society?

Social implications

Corporations are an influential part of society, and thus will influence how society views controversial social issues. If the predictions in this study hold, corporations will play an important role in either intensifying or reducing political polarization, and political polarization will also play an important role in how corporations communicate about CSA issues.

Originality/value

Research focused on CSA is burgeoning, yet limited studies have examined how CSA and political polarization interact. Although there could be positive aspects of corporate involvement in CSA, this study examines some of the potential negative aspects of corporate involvement in CSA. Future research will also be able to test the propositions proposed in this study.

Abstract

Purpose

This paper seeks to examine executive directors' perceptions of the relationship between access to funding and an organization's programmatic and advocacy activities.

Design/methodology/approach

This study is based on data from a national survey of executive directors of non‐profit advocacy organizations in the USA. The organizations were selected because they served minority and disadvantaged groups, and were heavily reliant on public funding.

Findings

The findings indicate that several factors are associated with how organizations balance their programmatic and advocacy activities. They include dependence on public funding, constituencies served, and perception of funders. Despite evidence for institutional pressures to reduce advocacy activities, the results indicate that such activities are sustainable in organizations with a strong individual donor base. In essence, a stable source of grassroots resources can counter institutional pressures to reduce advocacy.

Research limitations/implications

This study focuses on a specific subgroup of advocacy organizations. Although it offers insights into their perceptions, the findings do not necessarily reflect more general perceptions.

Social implications

The findings enhance understanding of impediments to non‐profit advocacy that stem from trends in public funding and regulations related to non‐profit lobbying and advocacy activities. The findings also enhance understanding of the extent to which the influences of the emerging non‐profit industrial complex are offset by traditional grassroots support for non‐profit advocacy.

Originality/value

This paper adds to the body of research on non‐profit decision making in relation to the balance between programmatic and advocacy work. It adds to the understanding of how organizations interface with larger institutions in society and the constraints that institutional ties entail.

Abstract

In Finland the use of public relations (PR) agencies and consultants in political decision making has increased in the last two decades. The development of the Finnish political realm has been similar to that of other Nordic countries where the PR industry has built a strong linkage to the political sphere. The present study analyses how Finnish PR consultants with a political background use and attempt to influence the news media as part of lobbying processes to advance their clients' causes. The chapter is based on 11 interviews with PR consultants that were conducted during November 2018. The main findings indicate that Finnish PR consultants consider the news media and journalists as an important part of lobbying. The media and journalists are considered supportive or alternative forums for advocacy and political debate. PR consultants use the media strategically to establish relationships and networks with journalists, and to advocate long-term political decision making and agendas. Overall, the study indicates that Finnish PR consultants want to be active political interpreters, who together with their clients engage in shaping the political agenda and discourses. This is done by taking advantage of previous political experience and networks, constructing the political agenda for media communication, organising a network of media representatives to influence and finally by framing political messages to the media.

Abstract

Civil society organisations (CSOs) contribute essentially to welfare states and society. In Europe they play a key role in the provision of social services, but also fulfil a large variety of other functions, such as giving voice to unaddressed issues, offering alternative ways of occupational socialisation or facilitating social inclusion (cf. Kramer, 1981; Rose-Ackerman & James, 1986; Kendall, 2003). Current research suggests that the third sectors’ societal roles considerably vary between countries, depending on the welfare state they are embedded in: Starting with a revision of Esping-Andersen's welfare regime typology (1990) and also based on the earlier work of Moore (1966), Salamon and his colleagues developed a typology of four different ‘non-profit regimes’ (Salamon & Anheier, 1998; Salamon, Hems, & Chinnock, 2000a). As key dimensions for this classification, they applied the extent of governmental welfare spending and the size of the third sector (cf. Johnson, 1999). According to this typology of nonprofit regimes, in countries with a large third-sector CSOs mainly fulfil the service function. Countries with a relatively small third sector, so the implicit conclusion, would tend to engage in ‘the expression of political, social, or even recreational interests’ (Salamon & Anheier, 1998, p. 229).

Abstract

Purpose

The young members of Generation Z, who are hyperconnected and addicted to social media, are thought to be particularly sensitive to environmental and social concerns. This study aims to draw on a conceptual model that is based on the stimulus-organism-response paradigm. Exposure to sustainability content on social media is considered to be a stimulus that affects the development of sustainability advocacy among GenZers, who modify their lifestyles. Five hypotheses are developed and tested. The goal is to define the antecedents of sustainability advocacy.

Design/methodology/approach

A Web survey was distributed to 660 Italian members from Generation Z (aged between 14 and 25) to detect the frequencies of exposure to sustainability content on social media, sustainable habits, sustainable consumption behaviours and actions that are related to sustainability advocacy on social media. Correlation and multiple regression analyses were conducted to investigate the relationships between these factors.

Findings

The results show that exposure to sustainability content on social media affects both sustainable habits and sustainable consumption behaviour. These three factors influence the propensity to promote sustainability-related issues on social media and should, therefore, be considered to be antecedents of sustainability advocacy.

Practical implications

The study, which takes the social responsibilities of large companies into account, is conducive to understanding how brands can intervene in the soliciting processes of sustainability advocacy through social media to gain legitimacy and increase brand awareness.

Originality/value

This study is among the first to consider the use of social media for advocating sustainability among Generation Z, thus enriching academic research on this cohort.

Abstract

A handful of models and measures currently exist for the purpose of assessing student capacity for leading social change. Ample research suggests that students of different racial and gender identity groups exhibit various understandings, motivations, and behaviors related to social engagement and transformation, yet few studies take into consideration the potential for diverse students to interpret social-change-related survey scale items differently. Using a critical quantitative approach, this study compares factor loading patterns of the Social Issues Advocacy Scale (SIAS; Nilsson, et al., 2011) across eight race/gender subgroups to test the extent to which the factor structure remains invariant. Findings suggest that intersections of race and gender do influence how scale items cluster together. This study lends support for critical quantitative research designs that examine social phenomena using a specific-group approach, and calls for scholars to consider the cultural validity of scales used to measure capacity for social justice leadership.
