Abstract

Governments are no strangers to dealing with crises. On the contrary, a central role of any government is to absorb, navigate and mitigate them. However, crises themselves are unpredictable and represent a significant challenge to governments at both the national and local level. Despite such uncertainty, studying how governments in different countries respond to crises offers a great opportunity to learn from the past and to understand the nature of resilience in the face of significant shocks and disruption.

This book charts how local governments in 11 countries, covering Europe, the United States, South America and Australia, responded to the recent crises and austerity period by shedding new light on the role of contextual- and policy-related conditions as well as the internal capacities and conditions that may influence responses and, ultimately, performance.

This chapter sets the scene for the book, by highlighting the relevance of examining financial crises and austerity and the ways in which governments, and more specifically, local governments, are facing the related shocks. In doing so, it proposes a preliminary framework for exploring governmental financial resilience at the local level. In such a framework, financial resilience is seen as the dynamic combination of internal and external dimensions, including the external environment, financial shocks, vulnerability, anticipatory capacity and coping capacity.

Abstract

With growing emphasis being placed on the selection of highly qualified teachers, it is inevitable that policies and practices of teacher selection will become more methodical. This chapter explores systematic practices of selecting preservice teachers by examining local/national policies related to teacher selection in South Korea. The first part of this chapter explains why a conceptual understanding is essential to understanding the Korean educational context. Included is a short explanation of various approaches to improve teacher selection processes and procedures. The work is based on the assumption that effective teachers can be chosen by implementing an effective teacher selection system. The second part outlines the current process of teacher selection in South Korea, along with the issues and challenges surrounding practices related to teacher selection. In South Korea, teaching is still considered a highly desirable profession compared to other countries, as well as to other occupations in South Korea. Hence, a huge number of teacher candidates and preservice teachers must pass through many steps before becoming certified as teachers. They also must take national and district tests. The teacher selection system in South Korea is highly centralized and more complicated than most other countries. In this chapter, the teacher selection system in South Korea is critically analyzed in an effort to identify strengths and weaknesses in national policy and practices related to teacher selection. The final part of the chapter discusses implications based on the analysis of the teacher selection system in South Korea.

Abstract

This study considers the structure of PISA penetration into education policy through a comparative analysis of Japan and Norway. Many studies on PISA’s impact tend to emphasize the character of PISA result as a norm, such as the concept of “governance by comparison.” This study regards PISA as a norm of educational contents and analyzes the structure of PISA penetration into educational contents policy, with respect to the national curriculum. In describing the situations around PISA in the two countries, the background of the acceptance of PISA, the nature of national curriculum in education policy and its character, and the structure of PISA penetration with the focus being on how PISA is integrated into the national curriculum are analyzed through related documents and literatures. As a result of comparative analysis, three common features are found. First of all, PISA penetration occurred in the context of “PISA Shock” since the importance of PISA itself was recognized. Second, the system of management by objectives was included in the educational system and PISA penetrated into that system as objectives. Third, in relation with this second point, PISA as a norm of educational contents was integrated into existing educational goals or subjects. These features are evident only in the comparison of two countries, so a deeper analysis of PISA penetration will be needed in a future study.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

This chapter argues that neoliberal governmentality in immunization relocates the Turkish state's position regarding vaccine and immunization policies. Neoliberalism is often discussed in the context of privatization, performance, and effectiveness separately. However, more attention should be paid to the set of strategies that are employed in public policy processes to manage populations in terms of immunization, while intertwining power with knowledge. Following Foucault's concept of governmentality and taking it further within the context of biopolitics, this chapter focuses on different knowledge practices regarding vaccine and immunization policies in Turkey. In doing so, this case study applies a post-structural analysis to examine vaccine production, vaccine know-how, and immunization policies inscribed in policy documents as a form of knowledge practice. The analysis sheds light on the reflexive transformation of the concept of biopolitics, which is moving from state-oriented knowledge practices toward a neoliberal governmentality of immunization.

Abstract

In this chapter, we present results from an EU-wide survey on public administration reform. Our analysis shows that the 27 public administrations covered still organize their HR services very differently. Divergent structures, traditions, and paths taken do not seem to give rise to an overall shared new model of a European Administrative Space, yet. Different national traditions have a considerable impact on the modernization paths and the organization of HR decision-making structures and account for similarities between more related public administrations. The clusters based on the administrative traditions and on the HR systems proved to be helpful in outlining different patterns, but also revealed several directions for refinement.

Abstract

The inconsistency between the appearance of incoherence and chaos in the US policymaking process bringing about a historic record of legislative achievements in the 1960s and 1970s, on the one hand, and the emergence of hierarchical order bringing about a prolonged period of legislative impotence in the early 2000s, on the other hand, has led legislative scholars to revisit strongly held prior beliefs about legislative organization. Similar reevaluations of the garbage can model that emphasize the potential for conflict-ridden and chaotic organizations to be adaptively rational are ongoing in organizational theory. This paper adapts recent research on organizational design to explore the conditions under which decentralized, chaotic decision making facilitates more desirable legislative outcomes than centralized decision making controlled by a benevolent dictator. The author demonstrates that normative claims about legislative organization – much like normative claims about organizational design – should vary depending on the task environment faced by the legislature. In the face of rugged uncertainty in the mapping from policies to outcomes, decentralized decision making among modestly polarized legislators with fluid participation in decisions facilitates a functional mix of exploitative and exploratory search.
