Purpose — This chapter considers how transport policy and planning has been developing in Victoria in tandem with the research program described elsewhere in this book. Developments in policy and planning are discussed with particular regard to transport disadvantage and social inclusion.

Methodology — The chapter commences by providing a policy and planning context in terms of the geography and demography of travel needs, the relevant jurisdictional responsibilities in Australia and the policy history. It then describes the evolution of transport policy in the past decade and outlines the way in which the findings of this research are being incorporated into the development of programs and projects to support social inclusion. Additionally, some key policy challenges are outlined, at least some of which may provide fruitful areas for undertaking further research to support the development of future policies and programs.

Findings — The results show that applied research can be a highly successful endeavour, particularly when policy and planning perspectives are integrated into the development of the research design and strong collaboration is an ongoing feature of the research program.

Land policy plays an important role in urban development planning. The value of land use depends on the nature and scale of urban land use. Based on this, in the study and analysis, the adaptation between regional land finance and urban planning and construction was discussed. First of all, the current incoordination between the land policy and the urban planning and construction in the development of urbanization was elaborated, and the status quo of the research was analyzed; then, the coordination of the layout of the urban planning space under the land finance was analyzed; taking a small-town project as an example, the actual planning of towns was concretely analyzed, and the waterfront landscape was planned and designed, the functional utilization of the land was promoted. Regression analysis of adaptation confirmed the success of urban planning and construction.

The focus of this paper is to further improve the implementation safeguard measures of the National Plan for Main Functional Zones of Ocean (NPMFZO) based on the implementation status of the national marine main functional area plan after the promulgation of the existing marine planning implementation safeguard measures, aiming at the problems existing in the implementation of the plan, to help the implementation of the plan more effective.

This paper reviews the historical process of the preparation and implementation of NPMFZO, analyzes the problems existing in the implementation of this plan, and puts forward some measures and suggestions under the background of the new national territory planning system.

This paper explores ways in which Singapore adapts its planning policy and practices to meet the needs of its growing silver population, particularly the relationship between ageing related policies and its urban development strategies.

The research assesses Singapore's urban planning policies for the ageing population against the WHO framework for age-friendly cities using Kampung Admiralty (KA) (a pioneering project of integrated housing cum community for the ageing population) as a case study for the analysis. The methodology adopted includes a post-occupancy evaluation and a walking tour of the selected case study (Kampung Admiralty), and an analysis of Singapore's ageing policies in relation to urban planning governance.

The study examines the role and significance of a multi-agency collaborative governance structure in ageing planning policies with diverse stakeholders in the project. The purpose of this paper is to present developments in designing out crime policy in Western Australia (WA) as a case study example, discussing the innovative designing out crime strategy, a systematic attempt at embedding such ideas within government policy.

This paper reports on the systems approach adopted by the WA Government, which draws together three key themes of designing out crime, namely: the design of the built environment, the ongoing management of the built environment and the use of product design to reduce opportunities for crime. The systems perspective is underpinned by an evidence‐based approach across these three areas.

Many existing international approaches to designing out crime are arguably limited, piecemeal and largely uncoordinated. This strategy represents a comprehensive and holistic policy commitment to designing out crime.

The effectiveness of this strategy is as yet unknown, but it arguably represents a comprehensive approach to embedding designing out crime within public policy frameworks. The future will ultimately judge the success or failure of this policy and key performance indicators are presented as part of the strategy.

It will be challenging to monitor the progress of this vision and whether adequate resources are made available to appropriate agencies to deliver the desired outcomes from the various actions identified within the strategy.

No national or state jurisdiction has attempted to develop designing out crime policy in such a comprehensive manner and WA's designing out crime strategy arguably represents a truly proactive policy framework and a comprehensive vision and plan for action to reduce opportunities for crime in the design, planning, development and maintenance of the built form and in the design of products.

This study aims to examine the underlying statements with regard to strategic directions and action programmes on tourism found in the state-of-the-nation address (SONA) speeches of six Philippine presidents – from 1987 to 2019. The researchers believe that president SONAs are usually reflective of their plans and are strong indicators of their interest, which could particularly influence the Philippine tourism planning and development. Currently, the lack of guidance in the theoretical framework and research discussion in exploring the Philippine tourism policy and development priorities using presidents’ SONA speeches are found wanting. Scenario planning approach was used as a framework.

Scenario planning approach requires inputs from an advisory group to create scenario drivers. As inputs, the presidents’ SONA speeches were used in this study while the researchers assumed the role of scenario thinkers. The speeches were downloaded and imported into a qualitative data software. Through a series of text search with regard to strategic directions and action programmes on tourism, underlying statements were subjected to content analysis to create nodes. The nodes were used as the basis in creating scenario drivers, which became the basis in creating the model. The models underwent the following validation procedures: researcher, concept and literature review.

Based on the data, there are three identified major drivers of the present and future of Philippine tourism; these are tourism policy, tourism development and prospects for the future (temporal element). It also indicates tourism development and temporal element as dominant, with very few on tourism policies. By combining the tourism policy and tourism development, the development of the tourism policy and development confluence model was created. Meanwhile, the addition of the temporal element provided a third scenario driver that led to the creation of the dimensions of tourism policy and development scenarios.

The developed model can be adapted to many contexts that extend even outside of tourism. The public tourism offices, such as the department of tourism and the regional, provincial, city and municipal tourism offices, can use the model to help them prioritise tourism development programmes and lobby for tourism policy creation.

The model will significantly assist decision-makers and policymakers to be conscious in crafting and enacting their tourism plans and programmes. It presents tourism policy and tourism development as scenario drivers that are interrelated; hence, a mutual relationship between the executive and legislative sectors of the government can be expected.

The study positions its originality and value in three areas: scenario planning, tourism future and president’s interest in tourism. In terms of scenario planning, the study was able to present interaction among three scenario drivers compared to most models that only have two. In the area of tourism future studies, this study claims that qualitative historical data can also be used to predict future scenarios. Despite the limited literature examining the tourism interest of the top-level administration, using speeches made by head of state is found plausible to predict the future of Philippine tourism.
