Abstract

Purpose

This paper aims to seek to demonstrate that a non-scientific approach to policy design causes policymakers to persist in the development and use of conventional and inefficient “top-down” policies. This paper takes the case of the design of official pro-internationalization policy, intended to promote internationalization through outward investment, to reveal inadequacies and inefficiencies in policy design. Through an analysis of the merits of introducing a “bottom-up” approach, it also aims to show how policy redesign would better yield the desired specific and effective impacts sought by policymakers.

Design/methodology/approach

A framework was developed, comprising a set of real policy measures, two indexes to quantify the alignment between government policies and firms’ strategies and a regression model to test the impact of the misalignment on firm performance. This framework uses primary empirical data.

Findings

The results are obtained through an item-by-item comparison between use and revealed, or perceived, importance of each type of public support and then, through the indexes, which rank the different types of incentives according to their importance and use. Analysis of these suggests that some measures could be more efficient, and that firms with higher levels of foreign market commitment tend to be more aligned with public policy, and benefit from it most, while those firms with a lower degree of internationalization are the least well served by policy support measures.

Originality/value

These results identify systematic weaknesses in policy design and point to the reasons for these weaknesses. The findings suggest that governments tend to craft “top-down” policy, based on high-level presumptions about the nature of all firms’ strategies towards internationalization and international expansion. We propose that these presumptions result from flawed evaluations of policy effectiveness overly influenced by existing foreign investors, to the detriment of the true and intended strategies of the actual target group of the least internationalized firms. It is concluded that to improve both the efficiency and the effectiveness of policy actions, the traditional “top-down” intervention paradigm of policy-making should be complemented by policy designed from the “bottom-up”, making use of reliable information about all firms’ strategies, and taking care to better identify natural target groups of firms according to their existing or potential resources and capabilities.

Abstract

Purpose

The purpose of this paper is to examine the impact of public policies on engendering entrepreneurship and micro, small, and medium enterprises (MSME) development in Nigeria. Gaps in policies and factors that impede entrepreneurship and MSME development are identified and proposals are offered to address the impediments.

Design/methodology/approach

A thorough review of the mainstream literature on entrepreneurship and MSME development is undertaken. This constitutes the reference point for identifying and reviewing specific public policies formulated and programs designed to stimulate entrepreneurial activities and facilitate MSME development. Data were obtained from federal government agencies. This paper contends that for public policies to accomplish their designed objectives of engendering entrepreneurship and MSME development, strategic realignments of various policy dimensions and programs are imperative.

Findings

Misalignments occur when existing public policies in other domains are in conflict with policies to promote entrepreneurship and MSME development. Policy misalignments negate the profit motive of entrepreneurship; stifle business innovation and expansion; and contribute to survivalist mode of entrepreneurship in the country. This thwarts the public policy goals of creating jobs and alleviating poverty.

Practical implications

Government needs to streamline current regulatory requirements and revamp tax policies to encourage entrepreneurs and MSMEs. Improvements in infrastructure (road networks, highways, power supply, and telecommunications) will significantly reduce overhead costs for entrepreneurs and help MSMEs to grow.

Originality/value

The paper demonstrates that without strategic realignments of public policies to ensure consistency and coherency in various dimensions, efforts to promote entrepreneurship and MSME development will not yield positive results. Existing public policies and programs need to be brought into tight realignment with policies and regulations in other domains to galvanize entrepreneurial efforts.

Abstract

Purpose

The study aims to assess the effectiveness of engaging tutors in designing and using ICT integrated lesson activities in strengthening their pedagogical use of ICT competences.

Design/methodology/approach

Survey data from an intervention group of 70 tutors from two teachers colleges (TCs) were used to compare their level of ICT competences and domains of professional practice before and after the intervention. Document analysis, lesson observations and feedback from the learning management system (LMS) were used to describe tutors’ experiences from the intervention.

Findings

There was a statistically significant increase in tutors’ level of pedagogical use of ICT competences and domains of professional practice associated with hands-on practice in designing and implementing the intervention.

Research limitations/implications

The intervention focus on hands-on practice, actual teaching and learning needs, and the use of active learning strategies like flipped classroom and the LMS, were useful means for tutors to make sense of pedagogical use of ICT competences.

Practical implications

The results offer useful insights to teacher education institutions and policymakers on how to prepare professional learning and supportive policies to enhance teaching and learning with ICT for addressing the learning needs of the subject matter.

Originality/value

Creating 16 ICT integrated lesson activities helped tutors to learn pedagogical use of ICT competences by doing. Use of such intervention could be a useful strategy in teacher education institutions to reposition ICT competence development from reproducing technological competences toward developing knowledge creators who could innovate their pedagogical practice with support from mentors, digital learning resources and networks.

Abstract

Purpose

Recent findings from a monitor containing around 1.5 million homes in the Dutch non-profit rental sector show that the improvement of the energy performance of the respective homes is mostly carried out in small steps: single measures per dwelling dominate and deep energy renovations are rare. From the way in which housing providers conceive and implement their portfolio and asset management strategies, the purpose of this paper is to explain for the dominance of the small interventions and investigate the argument for a more concentrated allocation of budget resources.

Design/methodology/approach

In total, 12 housing providers with different energy investment policies were selected and interviewed.

Findings

Results show that energy investments, as most other investments, must fit in regular investment schemes and have to follow general decision criteria such as the lifespan of the respective building element and the market position of the respective dwelling. As these schemes are limited in budget and time, the room for a more concentrated allocation of budget resources is small.

Research limitations/implications

The number of organisations interviewed is obviously not statistically representative, but gives a good indication of the investment planning practice in the Dutch non-profit housing sector.

Originality/value

Much has been written about the (slow) progress of the energy performance in the housing sector, but not about the more structural organisational forces behind this progress.

Abstract

Purpose

After the adoption of unconventional monetary policies (UMPs) in advanced economies (AEs) there were many studies of monetary spillovers to asset prices in emerging market economies (EMEs) but the extent of contribution of EMEs and AEs, respectively, in real exchange rate (RER) misalignments has not been addressed. This paper addresses the gap in a cross-country panel set-up with country specific controls.

Design/methodology/approach

Fixed effects, pooled mean group (Pesaran et al., 1999) and common correlated effects (Pesaran, 2006) estimations are used to examine the relationship. Multiway clustering is taken into account to ensure robust statistical inferences.

Findings

Robust evidence is found for significant monetary spillovers over 1998–2017 in the form of RER overvaluation of EMEs against AEs, especially through the portfolio rebalancing channel. EME RER against the US saw significantly more overvaluation in UMP years indicating greater role of the US in monetary spillovers. However, in the long-run monetary neutrality holds. EMEs did pursue mercantilist and precautionary policies that undervalued their RERs. Precautionary undervaluation is more evident with bilateral EME US RER.

Research limitations/implications

It may be useful for large EMEs to monitor the impact of foreign portfolio flows on short-run deviations in RER. Export diversification reduces EME mercantilist motives against the US. That AE monetary policy significantly appreciates EME RER has implications for future policy cooperation between EMEs and AEs.

Originality/value

To the best of the author's knowledge such a comparative analysis between AE and EME policy variables on RER misalignment has not been done previously.

Abstract

Purpose

Assessing and measuring the extent of organization-level policy implementation has received little scholarly attention, especially in the areas of local governments' procurement and environmental protection. To rectify the paucity of research in this area, this paper adopts Leonard-Barton's (1988) conceptualization of the misalignment between the (policy) innovation and the organization and draws on an original survey of local government finance, environment and public works departments in a representative sample of US cities with at least 25,000 residents to develop a strategy for measuring the extent of the implementation of a sustainable procurement policy (SPP) in local governments.

Design/methodology/approach

The authors demonstrate through the construction of a composite index that in order for a SPP to be fully implemented, standards and rules, routines and decision-making criteria need to exist to reconcile any technical, infrastructural and decision-making misalignments between the new policy and an organization's pre-existing norms and routines.

Findings

The authors empirically assess and demonstrate that the paper's proposed composite measure of policy implementation is robust to multiple specifications and measurement reliability and construct validity tests.

Originality/value

Whereas the existing literature from political science and policy science has tended to focus on higher levels of implementation in government through a complex hierarchical system, this paper underscores the importance of the policy implementation at the organizational level. Moreover, the authors contribute methodologically by our development of a strategy to measure the extent of the implementation of a SPP by local governments.

Abstract

Purpose

The purpose of this paper is to compute an aggregate misalignment index using a multiple indicator approach to identify under- or over-valuation of house prices in Malta based on fundamentals.

Design/methodology/approach

A total of six indicators are used that capture households, investors and system-wide factors: the house price-to-Retail Price Index ratio, the price-to-hypothetical borrowing volume ratio, price-to-construction costs ratio, price-to-rent ratio, dwelling investment-to-GDP ratio and the loan bearing capacity. The weights are derived using principal component analysis. The analysis is performed using both the house price indices of the National Statistics Office (NSO) and the Central Bank of Malta (CBM), which are based on contract and advertised prices, respectively.

Findings

House prices in Malta were overvalued by around 20 to 25 per cent in the pre-crisis boom. This disequilibrium started to be corrected following the decline in house prices, with the CBM and NSO house price cycles reaching a trough in 2013 and 2014, respectively. At the trough, house prices were undervalued by around 10 to 15 per cent. Since then, house prices started to recover although the recovery in advertised prices was more pronounced compared to that based on contract prices. In mid-2017, advertised house prices were slightly overvalued, while contract prices still have to reach their equilibrium level. The dynamics from the misalignment index, including its peaks and troughs, are remarkably similar to the range derived from statistical filters.

Practical implications

Estimates of house price misalignment have both economic and financial stability implications.

Originality/value

This paper allows for a decomposition of the house price cycle, tailored for the particular characteristics of the Maltese housing market. It also takes into account the relationship between house prices and private sector rents, which in recent years have been buoyed, among other factors, by the high inflow of foreign workers and changing patterns in the tourism industry.

Abstract

Purpose

Hospitals are constantly redeveloping to improve functioning and modernise the delivery of safe and high-quality care. In Australia, it is expected that different stakeholders have the opportunity to contribute to the design and planning of hospital redevelopment projects. The purpose of this study is to examine the potential for misalignment between policy (“work as imagined”) and staff experiences of a hospital redevelopment (“work as done”).

Design/methodology/approach

A case study of a large Australian hospital in a capital city undergoing redevelopment. Forty-six semi-structured interviews were conducted with hospital staff. Staff experiences were identified in corroboration with additional data: key-informant discussions with members of the hospital executive; document analysis (e.g. hospital and government documents) and survey responses about experiences of the hospital redevelopment.

Findings

A disjuncture was identified between policy and the experiences of hospital staff. Over one in every three (36.0%) staff felt uninformed about the redevelopment and 79.4% were not involved in decisions throughout the process of design and redevelopment, which contradicted the procedure laid out in policy for hospital development.

Originality/value

Despite the seemingly “good news story” of allocating billions of dollars to redeveloping and modernising health services in Australia, the experiences of staff on the front lines suggest a lack of consultation. Rectifying these concerns may be integral to avoid fragmentation during the challenging circumstances of hospital redevelopment.

Abstract

Purpose

The monetary policy is an important driver of the real estate sector’s performance. The recent wave of monetary tightening in 2022 in response to the cost-of-living crisis has been associated with the decline in housing prices across the globe. There are two main channels through which the US monetary policy may affect the real estate market in the dollar-pegged countries: the cost of serving mortgages (financing cost) and the exchange rate channel (for example, the appreciation of the US dollar and consequently the local currency). The exchange rate channel, which involves the appreciation of the US dollar and the subsequent effect on the local currency, is particularly significant in the case of Dubai, given how international the housing market in Dubai and might be viewed as a tradable good. Using recent data, the purpose of this study to evaluate the spillover impact of the US monetary policy on the housing market performance in the dollar-pegged countries using Dubai as a case study.

Design/methodology/approach

For this purpose, this study collected unique longitudinal data on the volume of the monthly transactions of residential properties and performs a panel-data analysis using within-variation models. The changes in the interest rate policy in the USA are determined by the domestic inflation in the USA, thereby, representing an exogenous shock in the UAE.

Findings

The results are robust to different specifications and suggest that a strong negative correlation between the interest rate in the USA and the housing sector demand in Dubai. Fiscal policy measures can be taken to mitigate tighter financial conditions in case of policy misalignment.

Originality/value

Few studies have looked at the spillover impact of the global monetary conditions on the real estate market in the GCC region. This study fills this gap by exploring the impact of the US financial conditions on Dubai’s real estate, using panel data analysis.

Abstract

Purpose

The purpose of this paper is to explore how Green (environmental) Human Resource Management (GHRM) policies can elicit green employee behaviours. This study explores the role of sustainability advocates, who are leaders and managers in pursuit of their firm’s environmental agenda, in the design and delivery of GHRM policies, communication, recruitment and selection, environmental training, rewards and incentives.

Design/methodology/approach

In this qualitative study, eighteen semi-structured interviews with sustainability advocates in European firms were conducted and analysed.

Findings

GHRM practices are not in themselves peripheral, intermediate or embedded, but shaped by contextual situations. Sustainability advocates’ intentions do not seem to match GHRM policy design, i.e. they try to elicit value-based behaviours by using self-interest-based approaches, leading to misalignments between the attitudes and behaviours policies attempt to elicit, and the type of behaviours they elicit in practice.

Research limitations/implications

This study explores GHRM practice implementation experienced by leaders and managers. Further research on the role of the HR function and recipients of GHRM is needed.

Practical implications

Practitioners need to be aware that organisational incentives (GHRM policies) that reflect self-interest can lead to self-interest-based behaviour and may be short-lived. A careful consideration of contextual factors will inform the selection of suitable GHRM policies. Environmental training completion rates seem an unsuitable metric for senior management bonuses.

Originality/value

This paper investigates the design and implementation stage of GHRM, leading to an identification of GHRM policies as peripheral, intermediate or embedded. This creates an in-depth knowledge on the efficacy of GHRM policies and their relation to the environment.
