Abstract
The role of macro‐level processes in determining the effectiveness or otherwise of micro‐level initiatives is a theme that is developed in this paper. Based on efforts to tackle division between Protestants and Catholics in Northern Ireland through cross‐community contact, the paper will argue that the structural context within which contact occurs has important implications for the extent to which achievements of particular encounters are extrapolated to the wider community.

Abstract
The notion that equity is a prerequisite for economic growth and should be pursued as a policy objective in its own right has gained widespread acceptance in the 1990s at the European and international level. In particular, equity considerations were explicitly introduced into the public policy domain in Northern Ireland in 1991 in the form of a public expenditure priority entitled “Targeting Social Need” (TSN). This article has a number of purposes. First, it outlines the theoretical underpinning of equity as a meaningful policy objective in Northern Ireland and elsewhere. Second, it evaluates the implementation of “Targeting Social Need” in Northern Ireland, a relatively disadvantaged and unequal society. Finally, it concludes by highlighting the less than effective implementation of this equity‐based policy in Northern Ireland to date and suggests how this could be usefully improved.

Abstract
Recent research has demonstrated that small firm performance in Northern Ireland has benefited from the availability of a comprehensive and well‐funded programme of selective financial assistance provided by the Local Enterprise Development Unit (LEDU), the small business agency for the region. Such assistance to small firms was seen to overcome many of the constraints of doing business in a peripheral location such as Northern Ireland. However, one question remains unanswered by that research and that is the precise way in which LEDU financial assistance impacts upon business performance. One interpretation of the research to date could be that the relatively better performance of LEDU‐assisted small firms is due to the fact that they are more likely to be faster growing businesses in the first instance, because either they are self‐selecting in presenting themselves for LEDU assistance or else the LEDU engages in a “creaming” process, which results in the granting of assistance to the more successful firms in Northern Ireland. In order to probe further into the impact of LEDU assistance, it is necessary to examine the differential impact on growth of the wide range of support programmes and initiatives for small firms operated by the small business agency in Northern Ireland. This paper will report the results of the first stage of such an analysis by analysing the business performance of two broad groups of LEDU‐assisted clients who have received different levels of assistance in the 1990s – “Growth” and “Established” clients. The analysis is based on information drawn from a specially created database of approximately 1,600 small firms who were in receipt of LEDU financial assistance in the period 1991‐97. The analysis of the employment and turnover performance of LEDU‐assisted firms revealed that Growth clients grew faster than Established clients in the 1991‐97 period and provides tentative evidence that a more intense and directed package of assistance is clearly associated with faster business growth. The age of Growth firms was much older than Established LEDU clients and, therefore, this differential growth performance cannot be related to a simple life‐cycle explanation. The shift in LEDU policy in the 1990s towards a greater concentration of effort on firms with growth potential would appear to have been successful.

Of course there are many other ways in which the problem of discrimination can be tackled and this article will touch on some of those. However here the principal concern is with the law both as a tool for redressing disadvantage and as a social signal of the seriousness with which inequality is viewed.

Abstract
Inward foreign direct investment (FDI) is regarded as an important means of employment and knowledge creation in many economies. This study investigates the motivations and satisfaction levels associated with FDI in two economies that are increasingly recognising the benefits of inward investment: Northern Ireland and Bahrain. Although different in may respects, these two regions share similar economic and political characteristics and this study compares the perceptions of the managing directors of foreign companies who have chosen to invest in either of the two regions. It reports that many expected findings were borne out by the study but also highlights pertinent findings that were not anticipated and accordingly that may be of interest to government bodies charged with the responsibility of attracting inward investment.

Abstract
This chapter explores the topic of supporting young people to become innovators for societal change in terms of equity and renewal from the perspective of school principals in Northern Ireland, a post-conflict society. We examine how school principals can be empowered in their role in providing this support and the challenges and turbulence that they face in their work. The chapter provides contextual information about education in what is still largely a divided society in Northern Ireland. The principals who were interviewed as part of this research were working within school partnerships as part of ‘shared education’ projects. In Northern Ireland, the Shared Education Act (2016) provides a legislative basis for two or more local schools from different educational sectors to work in partnership to provide an opportunity for sustained shared learning activities with the aim of improving both educational and reconciliation outcomes for young people. The challenges for school leadership of working in partnership in societies emerging from conflict has not been given the attention it deserves in the literature, so this work is significant in that it brings together a focus on school leadership in a ‘shared education’ context, drawing on theories of collaboration and turbulence to examine how principals can best be empowered to be agents of change, so that pupils in Northern Ireland can also become empowered to make society there more equitable and peaceful. While the focus is on Northern Ireland, the learnings from this study will be of wider interest and significance as similar challenges are faced by school leaders internationally.

Abstract
In 2002, a Review of Mental Health and Learning Disability in Northern Ireland was launched, which reported during 2005‐6 and produced a framework for future learning disability and mental health services. This article will address three broad areas: first, it will provide an overview of the current structure of health and social services within Northern Ireland and summarise how these structures are expected to change within the next few years. Second, it will outline the key policy objectives in relation to the health of people with learning disabilities, giving particular attention to individuals among this population who develop mental health problems. Third, it will consider some key challenges that may lie ahead if the recently stated policy objectives are to be realised.

Abstract
Purpose
The move towards a “person-centred” or “personalised” system of adult social care has been at the heart of policy debates in Great Britain. However, policy developments in Northern Ireland are more limited than in other parts of the UK, and less attention has been paid to reforming adult social care. The purpose of this paper is to examine the views and experiences of adult social care users who receive care at home, to explore if and how a person-centred approach might work for older adults in Northern Ireland.
Design/methodology/approach
Using a qualitative approach, semi-structured interviews were carried out with 12 people aged over 70 years who receive social care provision at home.
Findings
The empirical findings show that social care users experienced limited involvement in their care planning process, reflecting a predominantly service-led approach. The importance of care worker continuity and consistency was crucial for all participants, particularly for maintaining discreet routines and promoting personal dignity. However many experienced different care workers which presented challenges caused by the inconsistency of carers.
Research limitations/implications
The majority of participants in the study were women, despite attempts to achieve greater gender diversity. It was also difficult to recruit a range of ethnic groups for the study. It would be important for future studies to include these groups and to ensure their voices are represented in further work in this area. Nonetheless, the findings offer valuable insight into the views of adult social care users and can form a useful basis for future studies.
Originality/value
The findings provide a more nuanced understanding of what people want and expect in social care to generate future policy debates and discussions in planning long-term adult social care provision in Northern Ireland. It also provides important and timely contribution to this area, where there is currently limited research and information available.
