Abstract
Suggests that recent models of programme implementation have attempted to accommodate both “top‐down” and “bottomup” concerns within their framework. Some analysts have argued that future development of implementation analysis requires further consolidation of these models and the range of variables identified as having a significant impact on outcomes. Compares the commonalities and differences between three recent implementation analytical frameworks. Argues that a diversity in approaches strengthens the capacity of implementation analysis to accommodate differences in policy environments. Thus, future implementation would be better served by developing analytical tools which assist practitioners to choose appropriate implementation models for different policy situations.

Abstract
Purpose
This paper aims to identify important factors in green public procurement (GPP) implementation and then to clarify how these factors affect GPP implementation.
Design/methodology/approach
The authors applied the Delphi method first and then conducted a focused and constrained multiple case study at 18 government procurement centers across China.
Findings
The authors identified four clusters of factors for successful GPP implementation: more clear, consistent and operational policy goals; a nation-wide green procurement campaign to enhance social capital and cultural resources; promoting staff’s ethics, professionalism, capacity and knowledge; and establishing checks and balances among organizations involved in the whole purchasing process.
Social implications
GPP can significantly improve environmental protection and sustainable development.
Originality/value
Based on key insights from systems theory and agency theory, the authors emphasize that GPP implementation must take down its own functional silos and adopt a process approach across organizational tiers to synchronize human resource based and inter-organizational capabilities into a unified whole through information sharing, communications and collaboration.

Abstract
Purpose
The paper deals with the question to what extent implementation conditions influence the profile of activation policies in the Czech Republic. In this way, it helps to clarify more general questions: how are broader objectives of these policies specified at the bottom level of implementation and why activation policies differ among countries, although guided by similar general objectives and principles.
Design/methodology/approach
The findings are based on implementation case studies carried out at several local labour offices during the pilot stage and later during the routine stage of implementation of Individual Action Plans (IAPs).
Findings
The paper shows that in the pilot stage of IAPs, the employability approach of enforced activation originated from the top‐down and was adopted at the local level; however, in a fragmented way due to unfavourable implementation conditions (above all poor staffing and a lack of activation programmes). It follows from these very conditions that, in the routine stage, the programme has been dying away, despite being supported by legislation and programme documents. On the other hand, processes of institutional learning have been initiated owing to IAPs and, with the availability of new policy opportunities at the local level (brought about with projects funded from the ESF), policy coalitions and activation policies emerge from the bottom‐up, giving rise to another model: capability approach of inclusion through participation.
Practical implications
The findings are signalling to policy makers the necessity to control the implementation conditions at the national, as well as local level and to take the bottom‐up processes of policy re‐formulation into consideration.
Originality/value
The analysis of the contradictions between the levels of policy‐making and of the volatility of implemented policies emerging from specific implementation conditions represents the original contribution of the study.

The formation and implementation of policies are different issues in theoretical and practical terms. Implementation is more complicated, being concerned with political, financial, administrative and socio‐economic issues. It requires motivation, proper lobbying, and technical, professional and administrative support. A profession can directly and indirectly be a driving force for the implementation of policies. LIS in Pakistan lacks influence, recognition and the coordination to play such a role. It can be developed through socialisation, playing a broader part, developing more commitments with the profession and providing practical support to authorised agencies for policy implementation.

Abstract
Purpose
Increasing the share of small and medium enterprises (SMEs) in public procurement through targeted support policies is often fraught with organisational and institutional challenges as can be seen from the experiences of many developed countries. This has profound implications for emulating such policies in developing countries where administrative capacities may be low for efficient policy management. The purpose of this paper is to widen the canvass of SME procurement policy discourse by exploring a developing country context.
Design/methodology/approach
The study provides qualitative assessment using insights from policy implementation-related theories. Due to limited reporting of target data on SME participation in India, the study conducts analysis based on key informant interviews with 20 public sector enterprises.
Findings
The evidence drawn from India mainly shows uneven performance among the procurers in achieving the SME procurement targets, and reveals serious policy implementation shortcomings. These findings correspond and complement the earlier studies on SME procurement in the developed world. The Indian case additionally reveals barriers which may be common to other developing countries such as the lack of policy-administrative capacity compounded by the prevalence of “efficiency syndrome” on the part of procurers.
Originality/value
By providing an in-depth developing country-specific assessment, the study helps informing assumptions underpinning SME-oriented procurement policies. The study, therefore, fills a gap in the literature on SME-oriented public procurement policy-making and its execution.

Purpose – The chapter aims to understand what kind of policy approach has been more successful in facilitating the involvement of patients and the public in the design and provision of health-care services at the local level and the explanatory factors justifying the implementation outcome.Methodology – By applying Richard Matland's ambiguity/conflict policy implementation model, the chapter analyses the impact of a number of policies introduced after 1997 in the English National Health Service that targeted final users and the local population in decision-making processes.Findings – The evidence shows that policies emphasising the importance of context-specific contingencies can be more effectively implemented when room for interpretation and discretion in selecting the appropriate means for involvement is given. In this way, the overall aims/purposes of health policies can be locally reshaped by allowing the adoption of flexible strategies within the implementation process.Practical implications – A strong leadership at the top of public sector organisations and, in particular, from the board of directors is needed to steer and facilitate a consensus oriented outcome in organisational decision-making processes that aim to incorporate the views and opinions of patients and the public.Social implications – Local initiatives in increasing participation, for specific purposes, are bound to be more successful than a general initiative, expecting comparatively uniform implementation.

Abstract
Purpose
The purpose of the study was to find out the determinants of strategy implementation by the international reproductive health (RH) non-governmental organizations (NGOs) in Kenya for attainment of MDG 5 by 2015. The objectives of the study were to analyse the effects of the determinants of strategy implementation for attainment of the Millennium Development Goal (MDG) 5 by international RH NGOs operating in Kenya. This study was guided by three specific objectives: to analyse the effect of policy regulations on strategy implementation by international RH NGOs in attainment of MDG 5; to determine the effect of management competencies on strategy implementation by international RH NGOs in attainment of MDG 5 and to explore the effect of resource allocation on strategy implementation by international RH NGOs in attainment of MDG 5 by 2015 in Kenya.
Design/methodology/approach
A cross-sectional descriptive study design was carried out from January to March 2012 in Nairobi, Kenya. The study populations comprised of programme staff and RH technical advisors for the international RH NGOs operating in Kenya and headquartered in Nairobi. The sampling design was a census method since all the ten international RH NGOs based in Nairobi were selected. Qualitative and quantitative methods of data collection were used using both closed and open-ended questionnaires. The quantitative data were analysed using SPSS version 20 for both descriptive and inferential analysis. Qualitative data were analysed descriptively. Measures of location and variability were used for analysis and hypothesis tested using Fisher ' s Exact test and regression analysis.
Findings
The research findings showed that policy regulations, management competencies and the resource allocations determine successful implementation of the strategic plans. Inadequate resource allocations have a direct bearing on the implementation of the RH programmes which invariably affects the attainment of the MDG 5 by 2015. The study did not accept the null hypotheses and therefore showed that there is relationship between policy regulations, management competencies and resource allocations and the implementation of strategic management plans by international RH NGOs operating in Kenya.
Originality/value
Although numerous studies acknowledge that strategies frequently fail not because of inadequate strategy formulation, but because of insufficient implementation, strategy implementation has received less research attention than strategy formulation. This paper addresses this gap.

Despite being endowed with rich culture and beautiful historic monuments, tourism performance in India has been low. The aim of the paper is to focus specifically on the role of key institutions, i.e., the Central (Federal) and State governments that drive tourism policy development and implementation in India. As tourism policy development and implementation in India has not been well documented and understood, this paper provides an analysis of these institutions. These institutes are critical due to their role in policy making, budget allocation and project implementation in the tourism domain. This paper also helps in highlighting the key factors behind low international tourist arrivals in India.

Abstract
Purpose
The study examines the instigating factors behind the development of the local content (LC) policy in Ghana and it further investigates the accountability mechanisms that drive the LC policy implementation to promote sustainable development.
Design/methodology/approach
The study reports on a series of interviews with key actors using Institutional Theory and the application of Bovens’ (2010) Global Accountability Framework as a lens for discussion and interpretation of results.
Findings
The results reveal that two forces instigated LC policy enactment. One is external funding pressure from the Norwegian government and the World Bank. The other is the government’s engagement of Civil Society Organisations and other internal stakeholders to justify its activities and missions to signal adherence to impartiality, neutrality, and, to a lesser extent, solidarity. The analysis also reveals tensions in how accountability legitimacy relates to implementation of the LC policy. The study further discovers that while participation, transparency, monitoring, and evaluation are frequently invoked as de jure institutional legitimacy in oil and gas contracts, actual practices follow normative (de facto) institutionalism rather than what the LC policy law provides.
Research limitations/implications
The interview had a relatively small number of participants, which can be argued to affect the study’s validity. Nevertheless, given the data saturation effect and the breadth of the data obtained from the respondents, this study represents a significant advancement in LC policy enactment knowledge, implementation mechanisms and enforcement in an emerging O&G industry.
Practical implications
The findings of this study suggest that future policy development in emerging economies should involve detailed consultations to increase decision-maker knowledge, process transparency and expectations. This will improve implementation and reduce stakeholder tension, conflict and mistrust.
Originality/value
The findings of this study build on earlier investigations into legitimacy, accountability and impression management in and outside the O&G sector. Also, the findings reveal the legitimising tactics used by O&G actors to promote local content sustainable development targets.
