Abstract

Purpose

This study aims to explain the primacy that rapid, centralised decision-making gained in higher education institutions during the COVID-19 pandemic, with a particular focus on Australian universities.

Design/methodology/approach

This paper draws on discussions regarding policy problems of an international, purpose-convened on-line policy network involving over 100 registrations from multiple countries. It analyses emerging institutional policy governance texts and documents shared between network participants, applies policy science literature regarding traditional institutional policy-making routines and rapid decision-making, and references media reportage from 2020. The paper traces how higher education institutions rapidly adjusted to pandemic conditions and largely on-line operations.

Findings

The study finds that higher education institutions responded to the COVID-19 crisis by operationalising emergency management plans and introducing rapid, centralised decision-making to transition to remote modes of operation, learning and research under state-imposed emergency conditions. It highlights the need to ensure robust governance models recognising the ascendance of emergency decision-making and small-p policies in such circumstances, notwithstanding longstanding traditions of extended collegial policy-making routines for big-P (institutional) Policy. The pandemic highlighted practice and policy problems subject to rapid reform and forced institutions to clarify the relationship between emergency planning and decision-making, quality and institutional policy.

Practical implications

In covering a range of institutional responses, the study advances the possibility of institutions planning better for unexpected, punctuated policy shifts during an emergency through the incorporation of rapid decision-making in traditionally collegial environments. At the same time, the paper cautions against the normalisation of such processes. The study also highlights key practices and policies that require urgent reconsideration in an emergency. The study is designed as a self-contained and freestanding narrative to inform responses to future emergencies by roundly addressing the particularities of the 2020 phase of the COVID-19 pandemic as it affected higher education.

Originality/value

There is only limited research on policy-making in higher education institutions. This research offers an original contribution on institutional policy-making during a prolonged emergency that deeply changed higher education institution’s governance, operations and outlook. Particularly significant is the synthesis of experiences from a wide range of sector personnel, documenting punctuated policy shifts in policy governance (meta-policy), institutional policy-making routines and quality assurance actions under great pressure. This paper is substantially developed from a paper given at the Association for Tertiary Education Management Institutional Policy Seminar, 26th October 2020.

Abstract

In this article, an analytical framework that can be used by educational administrators to evaluate and modify policy development in curriculum innovation is presented. The framework is applicable to curriculum innovation of varying types and magnitudes, being relevant both to small‐scale innovation at individual schools and tertiary institutions as well as to large‐scale innovation emanating from centralised educational bureaucracies. Three criteria guided the generation of the analytical framework. Firstly, the framework must be sufficiently comprehensive to permit analysis of all the major components in policy development. Secondly, it should be systematic and enable orderly examination of issues and behaviour. Thirdly, it should facilitate objectivity in analysis. In producing the framework, a considerable volume of literature in areas such as administration, politics, decision‐making and policy‐making, educational planning and educational change was scrutinised. On the basis of this literature review, broad and generalised questions were generated so that diverse manifestations of policy development in curriculum innovation can be analysed. The framework derived relates to the four major interacting variables found to be operative in policy development in curriculum innovation, namely, the participants, the decision‐making and policy‐making processes, the innovation and the environment. It is also designed to allow examination of the interaction of the variables.

Abstract

Purpose

With a rapidly growing population of older adults with chronic illness in US prisons, the number of people who die while incarcerated is increasing. Support for patients’ medical decision-making is a cornerstone of quality care for people at the end of life (EOL). This study aims to identify, describe, and analyze existing policies regarding EOL decision-making in U.S. Departments of Corrections.

Design/methodology/approach

This study performed an iterative content analysis on all available EOL decision-making policies in US state departments of corrections and the Federal Bureau of Prisons.

Findings

This study collected and reviewed available policies from 37 of 51 prison systems (73%). Some areas of commonality included the importance of establishing health-care proxies and how to transfer EOL decision documents, although policies differed in terms of which patients can complete advance care planning documents, and who can serve as their surrogate decision-makers.

Practical implications

Many prison systems have an opportunity to enhance their patient medical decision-making policies to bring them in line with community standard quality of care. In addition, this study was unable to locate policies regarding patient decision-making at the EOL in one quarter of US prison systems, suggesting there may be quality-of-care challenges around formalized approaches to documenting patient medical wishes in some of those prison systems.

Originality/value

To the best of the authors’ knowledge, this is the first content analysis of EOL decision-making policies in US prison systems.

Abstract

Purpose

The biggest challenge in the Indian life insurance industry is mis-selling and unfair business practices. The purpose of this paper is to explore the effect of relational selling behaviour on investor decision making in life insurance market in India. This study also aims to elucidate the mediating role of trust in predicting the purchase of life insurance policies by investors.

Design/methodology/approach

A cross-sectional survey was carried out to collect quantitative data using a validated structured questionnaire. A total of 813 policyholders of life insurance companies operating in Karnataka, South India, were chosen. The data were analysed using the partial least square method of structural equation modeling.

Findings

The process of investors’ life insurance buying decision is directly influenced by interaction intensity, co-operative intentions of agents, sharing of overt and covert policy information, and indirectly through the partial mediation of trust. Also, trust fully mediates the effect of agent disclosure and personal rapport on decision making by investors. The importance‒performance map analysis highlights the pivotal role of overt policy information in investors’ decision making.

Practical implications

The financial mis-selling in India can be curtailed significantly if the insurance companies insist on responsible and relational selling by their sales agents. The companies would also strategically gain by investing in trust-building programs that enhance quality interactions and honest disclosure of overt and covert policy information, unpretentious intention to co-operate in the policy selection, and emphasize emotional connection and personal rapport with customers. These genuine actions and behavioural manifestations would certainly facilitate appropriate decision making by the investors.

Originality/value

There is a paucity of research in India which explicates the role of relational selling behaviour in insurers’ decision making. As such, this article expands the scope of relational marketing research in insurance by assessing the relational determinants of investor decisions as well as the role of trust as the mediator in influencing insurance decision making.

Abstract

Purpose

Heuristics are used in the judgment and decision-making process of bank employees; however, discussions and research on the type or range of judgmental heuristics are very difficult to find throughout the world. In light of this, the purpose of this paper is to empirically analyze what types of heuristics are used in bank employees’ judgment and decision-making processes and the extent to which those types of heuristics prevent rational decision making due to the systematic biases they generate. In particular, this study aims to conduct empirical research based on various scenarios related to the banking industry.

Design/methodology/approach

To examine the heuristics in decision-making circumstances and the level of subsequent biases, the present study narrowed the scope of research to the three main types of heuristics introduced by Tversky and Kahneman (1974), namely, representativeness heuristics, availability heuristics and anchoring and adjustment heuristics. To analyze the bank employees’ decision making, this study specifically investigated the level of decision-making heuristics and the level of bias by focusing on these three types of heuristics. This study targeted bank employees who either sell financial products or are engaged in customer service work at a real/physical bank.

Findings

For representativeness heuristics, this study found bank employees’ judgment of probability was influenced by biases, such as insensitivity to prior probability, insensitivity to sample size, misconception of chance and insensitivity to predictability. Regarding availability heuristics, it found that bank employees judge the probability of events based on the ease of recalling an event instead of the actual frequency of the event, and so they fall prey to systematic biases. Finally, regarding anchoring and adjustment heuristics, this study found that employees fall prey to judgment biases as they judge the probability of conjunctive events and disjunctive events based on anchoring and insufficient adjustment.

Originality/value

Although people who are well-trained in statistics can avoid rudimentary errors, they fall prey to biased judgment at a similar level to those who are not properly trained in statistics when it comes to more complicated and ambiguous issues. It clearly indicates that it is risky to determine that financial experts would be more rational than the general public in making various judgments required in the policy-making process. To conclude, it is imperative to recognize the existence of heuristics-based systematic biases in the judgment and decision-making process and, furthermore, to reinforce the education and training system to improve bank employees’ rational choice and judgment ability.

Distributed performance arrangements are increasingly used by organizations to structure dyadic and team interactions. Unfortunately, distributed teams are no panacea. This chapter reviews some of the advantages and disadvantages associated with the geographical and temporal distribution of team members. An extended discussion of the implications of distributed team performance for individual, team, and organizational decision making is provided, with particular attention paid to selected cultural factors. Best practices and key points are advanced for those stakeholders charged with offsetting the performance decrements in decision making that can result from distribution and culture.

Abstract

Purpose

The aim of this paper is to present the effectiveness of participatory information and communication technology (ICT) tools for urban planning, in particular, supporting bottom-up decision-making in urban management and governance.

Design/methodology/approach

This work begins with a presentation on the state of the art literature on the existing participatory approaches and their contribution to urban planning and the policymaking process. Furthermore, a case study, namely, the UrbanAPI project, is selected to identify new visualisation and simulation tools applied at different urban scales. These tools are applied in four different European cities – Vienna, Bologna, Vitoria-Gasteiz and Ruse – with the objective to identify the data needs for application development, commonalities in requirements of such participatory tools and their expected impact in policy and decision-making processes.

Findings

The case study presents three planning applications: three-dimensional Virtual Reality at neighbourhood scale, Public Motion Explorer at city-wide scale and Urban Growth Simulation at city-region scale. UrbanAPI applications indicate both active and passive participation secured by applying these tools at different urban scales and hence facilitate evidence-based urban planning decision-making. Structured engagement with the city administrations indicates commonalities in user needs and application requirements creating the potential for the development of generic features in these ICT tools which can be applied to many other cities throughout Europe.

Originality/value

This paper presents new ICT-enabled participatory urban planning tools at different urban scales to support collaborative decision-making and urban policy development. Various technologies are used for the development of these IT tools and applied to the real environment of four European cities.

Abstract

Purpose

The purpose of this study is to examine the decision‐making process in the Greek education system, as an indicator of the design and implementation of educational policy.

Design/methodology/approach

The paper uses a case study approach to identify limitations in educational decision making in Greece. Specifically, it examines the case of the decision‐making process that led to the establishment of All‐Day primary schools in the country.

Findings

The decision to establish All‐Day schools was not based on collaboration among stakeholders. Due to the centralisation of the Greek educational system, important decisions are made at the level of the Ministry of Education. Moreover, it appears that the central educational administration did not follow a specific action programme for the establishment and operation of All‐Day schools.

Practical implications

The findings indicate that policy proposals for educational reform in Greece are controlled by a small group of bureaucrats. This results in a decision‐making process that fails to take into account the interests of different stakeholders and broader societal needs.

Originality/value

This paper attempts to explore the limitations of a centralised education system in relation to decision making and the formulation of educational policy. It takes a critical approach to present practices in an attempt to improve educational decision making in Greece.

Abstract

Purpose

The purpose of this paper is to explore and assess barriers and opportunities for evidence-based management (EBMgt) and decision-making in healthcare systems of the small island developing states (SIDSs) of English-speaking Caribbean.

Design/methodology/approach

The study utilized grounded theory to collect and analyze data on experiences and perceptions of 20 senior managers/leaders from seven Ministries of health in the region. It used semi-structured, in-depth interviews comprising open-ended questions. Data analysis comprised open, focused and theoretical coding.

Findings

EBMgt and decision-making is not a prominent approach taken by top officials of health systems because of internal and external barriers to its use. Indeed the absence of a culture of decision-making based on evidence pervades the public services of Caribbean island states. Notwithstanding, there are opportunities for meaningful application of this management/leadership strategy.

Originality/value

To the author’s knowledge, this is the first assessment of the application of EBMgt to health systems of SIDSs of the Caribbean. This paper is concerned with the approach to decision-making in health systems across island states and lends support to the use of evidence in decision-making and policy development. It provides useful direction for policy makers, and senior managers/leaders of these systems.

Abstract

Purpose

The purpose of this paper is to investigate the role of the special interests of key decision makers in entrepreneurship policy formation at the national level. The core question is: what is the role that special interests play in a situation with significantly improved evidence through a growing number of high-quality international benchmark studies on entrepreneurial performance.

Design/methodology/approach

An ethnographic method is applied to analyse in depth the 2005 decision by the Danish Government to shift from a volume-oriented to a growth-oriented entrepreneurship policy. This decision process is an extreme case since Denmark has world-class evidence of its entrepreneurial performance.

Findings

Even in such a well-investigated country, which since 2000 has had a pioneering role in the development of the Global Entrepreneurship Monitor study and international register-based studies, the special interests of a few top-level politicians and civil servants have significantly influenced the decision to shift the overall policy. These special interests guided the interpretation of the ambiguous evidence provided by these two benchmark studies.

Practical implications

Policy makers are made aware of the need to take a critical view on international benchmark studies, asking what is studied and how and realising that “the truth” about a country’s entrepreneurial performance cannot be found in just one study.

Originality/value

The theoretical value of this paper is its challenge to the widespread rationality view in the entrepreneurship policy field and a deepened understanding of how the pursuit of special interests is related to ambiguous evidence and system-level rationality.
