Abstract

Purpose

This paper aims to identify and explore the overall frequency and characteristics of policy conflicts, with a focus upon those factors affecting conflict resolutions in South Korea.

Design/methodology/approach

The study uses data from cases of conflict from the Korean Public Policy Conflict Database (KPPCDB) (1948-2014). For the analysis of data, chi-squared test and multinomial logistic regression are used.

Findings

The findings show a total of 2,030 policy conflicts in 1948-2014, most of which were conflicts of interest (47.9 per cent). More than 70 per cent (71.2 per cent) were policy conflicts between the government and the private sector; the field with the most policy conflicts was regional development (21.0 per cent), and 84.1 per cent of all policy conflicts were resolved. The factors that affected conflict resolution by interest were conflicts between the government and private sector, authoritarian government, national regions and capital areas.

Practical implications

This paper suggests reforming the current procedures of conflict management, adopting alternative dispute resolutions, and developing a social-consensus-building process for efficiently resolving conflicts.

Originality/value

This study built a database (KPPCDB) examining 66 years of conflict cases that took place between 1948, the year the Korean Government was established, and 2014. This database covers all cases of policy conflicts that occurred in Korea and provides a comprehensive understanding of the phenomena of policy conflicts and conflict resolution.

Abstract

Purpose

This study aims to analyze reform path for waste management policy implementation. With reference to the Bayesian theory, this study provides a dynamic policy conversion method through various context settings. Furthermore, this study attempts to present an empirical research paradigm.

Design/methodology/approach

Matland’s “ambiguity-conflict model” is applied to explain the problems and reform paths of China’s waste management policy implementation. Integrating structure discovery and bibliometrics into qualitative analysis, this study used search data from literature search engine with specific themes to achieve structure learning of Bayesian network with key factors refined in waste management policy.

Findings

The results show that China’s waste management policy implementation belongs to symbolic implementation with high ambiguity and high conflict. Four basic conversion paths for the waste management policy are proposed, which are classified by length and stability. Then, it is possible to locate the factors, paths and types of policy implementation through involvement analysis with features of each path and each district of policy implementation. Public education holds direct but unstable impact on waste management. Economic incentives hold continuous but gradually diminishing impact. Perceived policy effectiveness plays the crucial role like a central bridge. Resident conditions have a positive impact, which could be enhanced through economic development of China. The impact of subjective norm on waste management is not significant. But subjective norm has the potential breakthrough for solving stagnation of waste classification policy. However, the impacts from each factor may change along with economy growth and technology innovation.

Originality/value

This study uses the “ambiguity-conflict model” to position China’s waste classification policy and suggests that structure discovery methods help understand feasible reform paths for reform policy. The integration of theoretical analysis and quantitative simulation can achieve a comprehensive analysis of problems and solutions in waste management policy implementation of China. Promotion and education, economic incentives, perceived value, behavior control, subjective norm, perceived policy effectiveness, informal waste recycling system and residential conditions are explored as key factors for waste classification policy implementation as a representative in waste management policy. The role of each key factor and features of each conversion paths are integrated to position reform paths in the ambiguity-conflict model. This work helps to explain the stagnation of waste management policy implementation from the perspective of dynamic structure evolution, and some specific suggestions to get out of stagnation are proposed.

Purpose

This paper aims to manage access control tasks to satisfy the user privacy needs of online information resources according to social relations and tags.

Design/methodology/approach

The study proposes a method for access control management in the online social context. The proposed method includes the access control policy management process, metadata of access control policies, the data of ontologies, tags, and social relations, and conflict detection rules.

Findings

Online information sharing and hiding, which needs to consider social relations and mentioned topics, is a unique context and needs a novel access control mechanism. Ontologies are powerful and expressive enough to identify conflicts in access control policies. The paper provides a method using ontologies to control the access control activities based on social relations and tags on web content. The effectiveness of the method's conflict detection rules is validated through several scenarios.

Research limitations/implications

To make the proposed method suitable for widespread usage, further work is required to develop an access control policy specification and conflict detection tool. The proposed method introduces relatively novel usage scenarios, which consider social relationships, and tags compared with existing access control methods for online information sharing.

Practical implications

The proposed access control mechanism can be integrated into existing web sites. Online users can use this method to share information more easily than at present.

Originality/value

The method enables flexible access control in social contexts and handles unavoidable conflicts. It also opens the way to new access control scenarios in online social activities. The method can be used to keep secrets hidden from selected people.

Abstract

Investigates the differences in protocols between arbitral tribunals and courts, with particular emphasis on US, Greek and English law. Gives examples of each country and its way of using the law in specific circumstances, and shows the variations therein. Sums up that arbitration is much the better way to gok as it avoids delays and expenses, plus the vexation/frustration of normal litigation. Concludes that the US and Greek constitutions and common law tradition in England appear to allow involved parties to choose their own judge, who can thus be an arbitrator. Discusses e‐commerce and speculates on this for the future.

Abstract

Purpose

To investigate the association between country-level differences in childcare enrollment, the presence of affirmative action policy, and female parliamentary representation and individual-level conflict between work and family.

Methodology/approach

This study applies data from the 2002 International Social Survey Program (n = 14,000 + ) for respondents in 29 countries and pairs them with macro-level measures of childcare enrollment, the presence of affirmative action policy, and female parliamentary representation. I estimate the model using hierarchical linear modeling (HLM 7) and also assess cross-level interactions by gender and parental status.

Findings

The models show that female parliamentary representation has a robust negative association with individual-level reports of work–family and family–work conflict. These associations do not vary by gender or parental status. Also, mothers report less family–work conflict in countries with more expansive childcare enrollment, indicating that this welfare policy benefits the intended group.

Research limitations/implications

This research implies that greater female parliamentary representation has widespread benefits to all citizens’, rather than just women’s or mothers’, work–family and family–work conflict. Additional longitudinal research would benefit this area of study.

Practical implications

This research suggests that increasing female parliamentary representation at the country-level may promote work–life balance at the individual-level. It also indicates that public childcare enrollment benefits women through lower family–work conflict which may encourage continuous maternal labor force participation and reduce economic gender inequality.

Originality/value

This chapter builds on an emerging area of work–family research applying multilevel modeling to draw empirical links between individual work–family experiences and macro-level structural variation.

Abstract

Purpose

The purpose of this paper is to analyze the effect of a bundle of work–family policies on employee’s job satisfaction and (affective) organizational commitment, by using work–family enrichment and conflict as explanatory.

Design/methodology/approach

Empirical study is conducted with a sample of 322 employees from 30 Spanish firms that have been granted with the “Flexible Firm Award” or have been certified as “Family Responsible Firms.” Structural equation modeling is used to test hypotheses.

Findings

The results show that the higher the use of work–family policies the more positive effects on work–family enrichment and conflict, and that job satisfaction is positively related to (effective) organizational commitment.

Research limitations/implications

This is a cross-sectional study which may limit the establishment of causal relationships.

Practical implications

Work–family policies may constitute a relevant management tool to balance work and family life by making employees more interested in their jobs, enhancing their well-being and reducing the conflicts between work and family domains. The positive role of work–family enrichment contributes to enhance employees’ job satisfaction and, at the same time, to increase their organizational commitment. Managers should pay attention at how work–family policies are justified because they may influence differently on their outcomes on satisfaction and commitment.

Originality/value

There are two main original contributions of the paper. First, the authors study the joint effect of work–family policies on different dimensions of enrichment and conflict. Second, the authors analyze the relationship between different dimensions of enrichment and conflict on job satisfaction and organizational commitment.

Abstract

Purpose

The purpose of this paper is to examine challenges multinational companies face during the diffusion of their information security policies. Parent companies use these policies as their discourse for legitimization of their practices in subsidiaries, which leads to value conflicts in subsidiaries. The authors postulate that, when properly crafted, information security policies can also be used to reduce the very conflicts they are creating.

Design/methodology/approach

The proposed framework is conceptualized based on the review of literatures on multinational companies, information security policies and value conflict.

Findings

The authors identified three factors that may lead to value conflict in subsidiary companies: cultural distance, institutional distance and stickiness of knowledge. They offer three recommendations based on organizational discourse, ambidexterity and resource allocation to reduce value conflict.

Research limitations/implications

The authors postulate that information security policies are the sources of value conflict in subsidiary companies. Yet, when crafted properly, these policies can also offer solutions to minimize value conflict.

Practical implications

The proposed framework can be used to increase policy diffusion success, minimize value conflict and, in turn, decrease information security risk.

Originality/value

The growing literature on information security policy literature is yet to examine the diffusion of policies within multinational companies. The authors argue that information security policies are the source of, and solution to, value conflict in multinational companies.

Abstract

Purpose

The purpose of this paper is to present a model for a comprehensive and integrated approach to managing interface conflict from the early stages of a dam construction project.

Design/methodology/approach

A case study methodology is adopted. Following comprehensive literature review, qualitative data were gathered from case studies through interviews conducted on the Middle Marsyangdi Hydroelectric Project (MMHEP) dam project in Nepal. Causal loop diagrams on the typical evolution of key indicators of interface conflict were then developed and a simulate‐able model of interface conflict was derived using system dynamic modeling technique. The model was then simulated to derive viable policies for future management of dam construction projects in developing countries.

Findings

The study reveals that interface conflicts at the construction stage of projects are caused mainly by lack of effective Environmental Impact Assessment, public participation and mutual consultation, on timely basis and accurate information from the early stages of projects. The system dynamic model is able to replicate general behavior of evolution of interface conflict in a dam construction project. Furthermore, the study explored three viable policies to avoid and minimize interface conflict in the construction stage of a dam project. The policies were tested and demonstrated to be useful in improving the value of projects to stakeholders. It is demonstrated that a combination of policies is better than adopting a single policy to stakeholder management.

Originality/value

The paper demonstrates the utility of system dynamics as a modeling tool for understanding the dynamics of conflicts on dam construction projects. The model should be helpful to policy makers on large projects, especially those likely to be subject to social and environmental conflict. Policies derived from the model have the potential of being used to assess and take proactive measures to manage conflicts effectively and efficiently from early in a project's life.

Abstract

Purpose

The purpose of the paper is to provide a two‐tier framework for managing semantic‐aware distributed firewall policies to be applied to the devices existing in one administrative domain.

Design/methodology/approach

Special attention is paid to the CIM‐based information model defined as the ontology to be used in this framework and the AI‐based reasoning mechanisms and components used to perform the conflict discovery tasks over the distributed firewall policies.

Findings

Mechanisms presented allow the solving some of the current issues of the network‐centric security model being used in the Internet. The two‐tier framework designed provides semantic‐aware mechanisms to perform conflict detection and automatic enforcement of policy rules in the distributed firewall scenario. This framework is based on the use of a standard information model and a semantic‐aware policy language to formally define (and then process) firewall policies.

Research limitations/implications

Ongoing work is focused on identifying all kind of conflicts and anomalies that may exist in firewall systems; in parallel to this task a semi‐automatic resolver of conflicting policies is currently under design.

Practical implications

Network and security administrators can specify firewall policies and validate them to find syntactic and semantic errors (i.e. policy conflicts). A framework for automated validation and distribution of policies at different levels is included. This ensures that firewall policies produce the desired effects, facilitating the creation and maintenance of firewall rules in one administrative domain.

Originality/value

A practical and novel two‐tier system that provides detection of conflicts in rules existing in a distributed firewall scenario and the automatic and secure deployment of these rules. A packet‐filtering model, which is simple and powerful enough for the conflict discovery and rule analysis processes, has been proposed. Moreover, ontology and rule reasoning are being proposed as techniques for the conflict detection problem in this particular scenario.

Abstract

Capacity building in fragile and post‐conflict situations is specially challenging for policy makers in that it represents a situation that needs to be carefully managed. Understanding the dynamic link between capacity building and conflict requires understanding the nature and determinants of conflicts, their duration, intensity and the modalities for their cessation and post‐conflict reconstruction. This study attempted to do that from systemic or theoretical perspective. A major common theme that runs across the literature is that post‐conflict recovery and sustainable development and the associated capacity building exercise in Africa need to have the following four feature: (1) first a broad development planning framework with a fairly long‐time horizon and an overarching objective of poverty reduction; (2) second, social policy‐making in such countries is expected to be distinct from non‐conflict countries. This signals the need to articulate country specific policies and (3) third, intervention in such states requires a high volume of aid flows and (4) forth it need to be preceded by deeper understanding of African societies by donors. This study by outlining such basic issues from theoretical perspective resorted to an outline of three core areas of capacity building that are needed in post‐conflict and fragile states: capacity building to address immediate needs of post‐conflict states, capacity building to address the core economic and political causes of conflict, as well as, capacity building to address issues of finance and financial sector reconstruction. Each of these aspects is discussed in detail in the study. The study underscores the need to view and understand capacity building exercise as part and parcel of a broad developmental problem which requires broader developmental solutions.
