Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

This chapter bridges cultural and political approaches to determine why elite support for movement claims may be inconsistent across the policy process. I analyze this question empirically through 16 in-depth interviews with government officials in two regions of Peru: Arequipa and Cusco. Regional officials appraised feminist advocacy in two opposing ways. First, they valued feminist advocates’ contributions to policy processes, which enabled them to advance reproductive rights and gender equity initiatives. They also perceived women as a group deserving of these initiatives and framed gender policies in terms of rights and equality. Second, they were critical of feminist advocates’ weaknesses in mobilizing support, which hindered the officials’ own ability to advance reproductive rights and gender equity initiatives. Furthermore, regional officials understood reproductive rights and gender equality to be thwarted by the State’s economic instrumentalism and by Catholic Church’s ultra-conservatism. This research shows how a cultural approach to policy elites’ support for movement claims goes beyond their individual attitudes and calculations to capture their perceptions, frames, and understandings tied to the broader cultural context. This wider conceptualization in turn helps clarify inconsistencies in policy elites’ support for movement claims across the policy process.

Abstract

Purpose – This chapter examines how activism and advocacy have shaped the policy and politics of cycling.

Methodology – Evidence drawn upon includes policy documents and interviews with advocates and activists, some carried out as part of the Economic and Social Research Council Cycling Cultures project. The chapter focuses on the United Kingdom but within a comparative context drawing upon material from The Netherlands and the Republic of Ireland.

Findings – The chapter argues that cycling has always been constructed in relation to social movements and social identities, and so the politics of cycling varies depending on the relationship of cycling to politics more broadly. Understanding this context can contribute to the analysis of policy and infrastructural debates within and between cycling movements.

Research limitations – The research could be strengthened by a comparative focus upon middle- and lower-income countries, where the demographic profile of cyclists is likely to be different leading to distinctively different politics of cycling.

Research implications – The politics of cycling should be considered as crucial in shaping the content and outcomes of cycling policies, particularly in terms of understanding – and redressing – perceived policy failures.

Social implications – The chapter argues that the current political and economic situation is generating distinctive political problems for cycling movements, and this is already beginning to produce new debates and changes in forms of advocacy and activism.

The way in which the international teacher organizations evolved suggests both the advantages and the difficulties of maintaining a coherent and purposeful international organization for education advocacy (the abbreviations and acronyms for all the organizations are spelled out for reference in Appendix A to this chapter; the complex succession of organizations is traced in a table, presented as Appendix B to this chapter). The international teacher organizations began at the outset of the 20th century in Europe.1 The first of these, founded in 1905 and centering on the concerns of primary school teachers, was the International Bureau of Federations of Teachers (IBFT; it became the International Federation of Teachers’ Associations [IFTA] in 1926). The second, founded in 1912, was the International Foundation of Secondary Teachers (known by its French acronym, FIPESO, the Fédération internationale des professeurs de l’enseignement secondaire officielle).

Abstract

In this chapter, I examine stories that foster care youth tell to legislatures, courts, policymakers, and the public to influence policy decisions. The stories told by these children are analogized to victim truth testimony, analyzed as a therapeutic, procedural, and developmental process, and examined as a catalyst for systemic accountability and change. Youth stories take different forms and appear in different media: testimony in legislatures, courts, research surveys or studies; opinion editorials and interviews in newspapers or blog posts; digital stories on YouTube; and artistic expression. Lawyers often serve as conduits for youth storytelling, translating their clients’ stories to the public. Organized advocacy by youth also informs and animates policy development. One recent example fosters youth organizing to promote “normalcy” in child welfare practices in Florida, and in related federal legislation.

Abstract

Private foundations in the United States are powerful actors in contemporary society. Their influence stems in part from their lack of accountability – they operate free from market pressures or finding sources of funding, and they are not subject to formal democratic systems of checks and balances such as elections or mandatory community oversight. In recent decades, foundations have become increasingly influential in shaping public policy governing core social services. In US education policy, for example, the influence of private foundations has reached an unprecedented scope and scale. Although economic and electoral accountability mechanisms are absent, foundations are aware that their elite status is rooted in a wider acceptance of their image as promoters of the public good. They are incentivized to maintain their role as “white hat” actors and, in balancing their policy goals with the desire to avoid social sanctions, the ways in which they exert influence are shaped and limited by institutional processes. Drawing on rare elite interview data and archival analyses from five leading education funders, we observe that foundations seek to sustain their credibility by complying with legal regulations and by drawing on cultural norms of participation and science to legitimize their policy activities.

Abstract

Purpose: Researchers and advocates alike have noted that persons with disabilities and older persons are the two groups most marginalized by neoliberal economic policies and therefore could come together as a broad-based movement against the roll back of their rights. Yet, these two groups fail to collaborate, and instead compete against one another for an ever-shrinking pool of benefits. This chapter explores the barriers to their collaboration within the context of structural adjustment in Jamaica.

Methods/Approach: The author engages in a critical analysis of neoliberalism's effect on the advocacy strategies of the disability and older persons' movements in Jamaica based on 32 semi-directed depth interviews, participant observation of numerous events, and a survey of media written by local advocates.

Findings: The disability movement makes claims on behalf of their members by focusing on the potential returns that society will gain by providing the opportunities that will make young persons with disabilities productive employees over their lifetime. The older persons' movement advocates by portraying themselves as “vibrant” and worthy of social investment because of the contributions they make. Both of these arguments for inclusion are also exclusionary. The disability movement excludes older persons as potential contributors and the older persons' movement similarly excludes persons with disabilities.

Implications: The only way neoliberalism will successfully be rolled back and universal rights returned is if the disability movement and older persons' movements build an alliance that is more inclusive, including of one another, by rejecting the language of investment and productivity, and instead focus on rights and inherent dignity.

Abstract

This chapter reviews the history of civil society engagement on drug policy at the UN. Despite the challenging beginnings characterised by small numbers of civil society attendees at the Commission on Narcotic Drugs, coupled with government mistrust, in the last two decades, civil society representatives have made visible progress in advocating for policy reform and changing the terms of the debate.

Efforts by non-governmental organisations (NGOs) in the lead up to, as well as during the 2016 United Nations General Assembly Special Session on Drugs (UNGASS), best illustrate this increase in impact and engagement. Reform-orientated civil society strategised heavily on how to bring ‘comprehensive, diverse, balanced, and inclusive’ representation to the UNGASS and achieved this through the Civil Society Task Force, which was carefully balanced in terms of geographic, gender and ideological diversity, and included nine representatives from affected populations, including people who use drugs, people in recovery from drug use disorders, families, youth, farmers of crops deemed illicit, harm reduction, prevention, access to controlled medicines and criminal justice.

The 2016 UNGASS saw the fruition of greater civil society engagement. Eleven speakers were chosen to speak in the forum showcasing the calibre and diversity of civil society representatives. They made powerful, at times poignant statements and pleas for better, more compassionate treatment of people who use drugs, farmers of crops deemed illicit, as well as respect for human rights, sustainable livelihoods and the need to approach the issue through a public health and human rights lens.

The chapter concludes with the finding that reform-orientated civil society had a significant impact on the UNGASS – both on the gains in the Outcome Document and at the actual event, while noting that the most impactful ways to influence has nonetheless been through reform advocacy efforts outside of the official civil society mechanisms. Civil society engagement remains a serious challenge. International solidarity and global networking remain a central part of the drug policy reform movement’s strategy to advocate for change at the national, regional and global levels.

This paper examines the introduction of neoliberal policies in the mining sector in Armenia and the civil society opposition to those policies and practices. While recognizing that neoliberal policies have global reach, the paper examines how neoliberal policies are locally translated, manifested, and resisted in Armenia and analyzes the factors that shape resistance to neoliberal policies. It argues that the anti-mining activists have created new subjectivities and spaces for activism where they resist and challenge neoliberal policies and practices in the mining sector as well as the heretofore accepted formal practices of civil society advocacy and engagement in policy processes. Although the anti-mining activists have not changed the way mining is practiced in Armenia, they have opened up debates around mining, and neoliberal policies more generally, and created new understandings and practices of civic activism and social mobilization in Armenia.
