Abstract

Purpose

The purpose of this paper is to critically examine whether the individual values and bias of police officers could be frustrating attempts to achieve black and ethnic minority (BME) representation within the police service, especially at senior levels. It focusses on the micro-individual level, examining perceptions, values and attitudes towards equality and diversity, unconscious bias and the impact of leadership in addressing these issues.

Design/methodology/approach

The paper reviews the literature on values, police culture and leadership. It draws upon data produced from a very small study undertaken within a local police service specialist unit where the author was employed, by means of semi-structured interviews with a selection of staff and senior officers, and values and attitudes surveys. Data were examined from a national survey of BME officers and Human Resources Leads, conducted by the College of Policing’s BME Progression 2018 Programme. Finally, unconscious bias test data of samples of police officers, including senior leaders and HR professionals were examined.

Findings

The interview data show that equality and diversity are perceived to be largely embedded by organisational members. This is contradicted by the data from the values and attitudes survey which show that equality is not fully embedded in the culture, and the data from BME officers survey supports this. Leader role models and behaviours were found to play a crucial role in embedding these values, along with training. The findings also demonstrated a higher level of unconscious bias among senior officers and HR professionals, responsible for recruitment and selection, than police employees in general.

Research limitations/implications

This exploratory research is concerned with policing in England and Wales. The very small sample limits inferences possible in the findings but is highly relevant to current and future policing.

Practical implications

The paper highlights some potential barriers to achieving a representative police service at an individual rather than organisational level and makes a number of recommendations on the role of leaders now, and crucially in the future, to fully embed equality and diversity into police culture to address under-representation, a phenomenon which has plagued the police service throughout its entire history.

Originality/value

There appears to be a dearth of studies examining the issue of under-representation at the micro-individual level within British police organisations. The current, exploratory research study seeks to contribute to closing this gap.

Abstract

Purpose

The aim of this paper is to investigate the extent to which espoused values among police managers in the Norwegian police force are compatible with those of a learning organization.

Design/methodology/approach

A questionnaire was developed and administered to police managers in two police districts in Norway. A set of values was developed to measure police culture and their significant correlation with those of a learning organization. All values were believed to represent cultural dimensions of potential importance to law enforcement performance.

Findings

It was found that police managers espoused values of informality and empowerment rather than authority and hierarchical order. These values are the only police values that are found to be significantly correlated with those of a learning organization. Moreover, these findings contradict the previous literature within policing, which describes a police culture of hierarchy, authority and closeness. Also, these values only represent two of the eight values that were found to be crucial for becoming a learning organization.

Research limitations/implications

There is a need for police managers to both espouse and enact values in accordance of those of a learning organization, but this study only investigates espoused values. Hence, further research is needed to investigate the possibilities for the Norwegian police force to become a learning organization.

Originality/value

The paper provides empirical research to generate insights into espoused values of the Norwegian police force and identifies those values that are crucial for their possibilities of becoming a learning organization.

Abstract

This paper reports the results of a 1992 City of Tacoma, Washington study of police values which was designed to test similar research conducted by Milton Rokeach in 1971. Our data support the hypothesis that individual value systems are more important than occupational socialization in understanding police selection and behavior. Value patterns not only were consistent over time, but also reflected a pattern of conservative beliefs. This work suggests that any attempt to reform or improve police community relations must begin with the restructuring of recruiting practices and the re‐socialization of police practitioners.

Explains Inglehart’s theory that in advanced industrial societies, individual values have moved from materialism to a greater emphasis on freedom, self‐expression and the quality of life, or “postmaterialism”, and observes that postmaterialists want to work with people they like and to do interesting work rather than have a high salary or job security. Applies Inglehart’s theory of societal value change to assess a police organizational reform. Conducts a survey of the Washington State Police. Finds that command staff show the highest profession of postmaterialist values and troopers show the lowest. Believes leadership turnover is more likely than conversion to new values to bring about management commitment to community policing.

Abstract

This paper examines the value orientation of American police officers in a major municipal police department. Relying primarily on survey data, the aim of this paper is to utilize Milton Rokeach’s theory of human values to investigate the following three issues: What are the value orientations of police officers today? Have such value orientations among police officers changed over time? Is there a consensus on values among officers? The primary findings of this paper strongly suggest that value orientations among American police officers have remained relatively stable over recent decades. Moreover, there is a high degree of consensus on value priorities among police officers across years of service, level of education and gender.

Abstract

Purpose

The purpose of this paper is to outline the development and implementation of the “values‐driven competency‐based performance management system” (VDCBPMS) and report the findings of a study that aims to examine the effect of the new PMS on officers of the Hong Kong Police Force.

Design/methodology/approach

The research focuses on the officers’ perceptions and attitudes resulting from the intervention and hypothesizes that the new system will increase their organisational commitment and job satisfaction, job‐effort and value alignment with the Force, as well as overall performance of the Force through enhanced performance of individual officers. The study employs a staff survey and interviews with a cross section of officers in different ranks to examine the impact on them of VDCBPMS.

Findings

The research findings reveal evidence to support all the hypotheses and their implications for management are outlined.

Research limitations/implications

The research is not a done in a “before‐and‐after” fashion due to inherent limitations and the findings cannot be isolated from other clandestine management initiatives for examination due to practical limitations.

Practical implications

The research findings provide food for thought for the management to consider how best to improve the performance of officers in the Force.

Social implications

The research findings suggest ways to improve policing in Hong Kong, which ultimately will benefit the society of Hong Kong at large.

Originality/value

This research fills a void in the literature of competency‐based PMS by introducing the “values” dimension to the notion, and contributes to the study of public policy implementation by illustrating how a novice system is developed and introduced in a policing context.

Abstract

Purpose

Many authors describe police culture as a relevant determinant of officers' health, policing behavior and reaction to change. Investigation of such relationships requires an appropriate instrument for measuring police culture.

Design/methodology/approach

This paper proposes a questionnaire containing 20 values that are characteristic of police culture (e.g. masculinity, loyalty, solidarity). In an online survey, 153 German police officers described their last workgroups in terms of how typical these values are. Besides conducting item and factor analyses, multiple regression models were tested to explore the effect of group characteristics on police culture.

Findings

A four-factor solution, comprising (1) conservative-male culture, (2) institutional pride culture, (3) team culture and (4) diligence culture, seems to fit the data best. Significant predictors of the police culture total score are percentage of male officers, average age of the group and service in a problematic district.

Research limitations/implications

Overall, the results indicate that police culture is a measurable multidimensional construct, which substantially depends on the composition and the operational area of the workgroup. A limitation of the study is the retrospective and subjective assessment of cultural values.

Originality/value

The questionnaire presented in this paper depicts the culture of police workgroups in a differentiated way and is able to detect cultural variation within the police. Future research could draw on the questionnaire to investigate determinants and consequences of police culture.

Abstract

Purpose

There has been a growing trend recently to examine individual‐level values in order to better understand the attitudes and behaviors of employees in the workplace. This paper aims to continue this trend by examining the relationship between individual values, using Schwartz's basic human values theory, and psychological well‐being (PWB) and affective organizational commitment. It also seeks to examine whether demographic variables control the relationship between individual values and the two dependent variables.

Design/methodology/approach

The sample is comprised of 271 police officers enrolled in an undergraduate program in an Israeli university.

Findings

As expected, the regression analysis showed a positive relationship between PWB and the values of benevolence, self‐direction, and achievement, and a negative relationship between PWB and the values of power and tradition. Surprisingly, organizational commitment was negatively related to achievement and positively related to power – the reverse of their relationship with PWB. The results also revealed a negative correlation between PWB and commitment.

Originality/value

The findings encourage future research on the relationship between individual values, PWB, and organizational commitment among police officers.

Abstract

This paper examines evidence of value change among police officers in a medium‐sized police department which has been selected as a demonstration site for community‐oriented policing (COP). Relying primarily upon two survey data collections with a period of three years’ separation, the aim of this paper is to provide a follow‐up to a previously published article in this journal to investigate two issues. First, was there a change in the value orientations among police officers between 1993 and 1996?; and second, was any change noted favorable to the COP organizational culture that the department is attempting to promote? The primary findings of this paper strongly suggest that the value orientations among police officers did indeed change over this time period. However, the direction of the change noted may not be consistent with the goal of enhancing COP organizational culture. These findings help explain how the institutionalization of COP is properly seen as a very difficult, long‐term task facing American police today.

Abstract

Purpose

Little research has been conducted which assesses the impact of the police self-identity on burnout. The purpose of this paper is to assess how identification with the police role, work centrality, policing values and perceived dissonance in values contributes to emotional exhaustion across the police career.

Design/methodology/approach

Conjunctive analysis of case configurations (CACC) is utilized to examine how various factors conjunctively interact to influence the probability of burnout among officers at various career stages. This method allows for the examination of more complex interactions than traditional statistical methods.

Findings

The findings suggest that the interaction between police values and professional identity is complex and neither completely supportive nor unsupportive of existing identity theories. Specifically, strong identification with the police role has both positive and negative effects over the course of the police career.

Practical implications

Understanding how the police professional identity changes over the course of the police career can help to inform more deliberate and targeted training to help officers avoid burnout and improve the quality of policing for both citizens and police.

Originality/value

The present research applies an emerging statistical method, CACC, to an important but understudied question – the impact of the police professional identity on burnout throughout the career. In doing so, the present research illustrates that the effects of the professional identity on burnout are both complex, with significant ramifications for the practice of policing.
