Abstract
The computerisation of a government department is a very challenging process as it involves multiple stakeholders and power centers. Stakeholder identification as well as designing a system specific to the needs of a particular department can be a complex process. The computerisation of a police department in ASWI was initiated in the mid 90s but had not been a success. The case illustrates the challenges of the computerisation process in a bureaucratic environment. With multiple touch points and interdependent processes, designing and successfully implementing a technology solution for such an environment could be a major challenge. The case provides an opportunity to understand the reasons for IT project failures. The managerial strategies that can make an IT project successful and the situations in which these strategies can also be discussed.

Research methodology
This secondary source case is based mainly on three documents: the 20-page report by a labor union, Unite Here, titled “One Job Should Be Enough: Inequality at Starbucks”; and two reports by former U.S. Attorney General Eric Holder Jr. and Covington & Burlington, LLP.
Case overview/synopsis
In February 2020, Unite Here, a labor union, released a damming report about employment practices at the airport Starbucks stores operated by licensee, HMSHost. Among other charges, the report identified several instances of racial and gender discrimination that HMSHost dismissed as a ploy by a union intent on organizing its employees. The adverse publicity, however, put Starbucks Corporation in the spotlight because of the company’s publicly stated commitment to workplace equality. The recently hired Nzinga Shaw, the company’s first-ever Global Chief Inclusion and Diversity Officer, had to address the issue at HMSHost lest it adversely affect Starbucks’ reputation as a progressive employer.
Complexity academic level
The case is best suited for a graduate or undergraduate course in human resource management or labor relations. As diversity is typically covered in the first third of such courses, the ideal placement of this case would be in the early part of the course. As Starbucks is a well-known name, and it is very likely that students have had their own experience with Starbucks, as either a customer or an employee, the case is likely to draw their interest.

The case can also be taught in MBA/postgraduate in management programmes in general management or HR classes to give a lesson in organizational conflict and resolution, negotiation skills (strategies, tactics and power in negotiation) towards the middle or end of the course. The course can also be taught in MBA/postgraduate in management programmes in business ethics classes to make students appreciate the various approaches to ethics – end-results, duty, social contract and personalistic ethics. It also helps students learn how to institute ethics into the cultural fabric of the organization. In public policy programmes, it could be taught to illustrate the crucial role and at times unintended outcomes of actions of street level bureaucracies in policy implementation. The course can also be taught in refresher training programmes for executives to give lessons in conflict management, mediation strategies, union negotiations and ethics.
Case overview
This teaching case is based on a real incident that took place in a defence production factory of India in the year 2009. It succinctly unfolds a small showdown between two officers that acquires a disproportionate size and explosive dimension and vitiates the environment of the entire organization. The case is a narration of a small row that in no time became a full-blown organizational dispute with layers of issues. Two officers, one very senior and the other influential, got entangled in a conflict, unfortunately in the presence of a large audience; dissatisfied workers and officers fanned the sentiments and encouraged them to unethically leverage legal privileges by gaming in the name of caste and sexual harassment to gain power in the messy dispute. The protagonist Ram Sharma, the General Manager (head) of the factory, is in a precarious situation as the conflict not only puts his managerial skills but also his moral standards and ethics to test.
Expected learning outcomes
After discussion and analysis of this case, the students should be able to: appreciate and evaluate the complexities and multiple facets of an organizational conflict including ethical challenges faced in a real life situation, recommend the options and course of action a manager could resort to in a high stake and time bound situation, learn to develop a basic framework for analysing, negotiations and strategize to resolve a conflict as a manager-mediator in such a situation, learn to handle difficult negotiation bound by complexities of unethical and legal disputes, answer to themselves the criticality of ground level bureaucracy's role in implementation of public policies (optional if the faculty decides to discuss the part provided in the teaching note). For international students, this is a case to learn dynamics of “negotiations in Indian context”. Overall development of critical thinking and analytical skills.

Research methodology
This case is written with the information collected through interviews, over three months from March 2020, with Ms Ranjana Chopra (Indian Administrative Services), a senior civil servant working for the Government of Odisha, who was associated with the event in the case. Secondary sources, including newspaper reports and meteorological bulletins from the Indian Meteorological Department, is also made use of.
Case overview/synopsis
Anupama Gowda was the District Magistrate of Kalinga in the state of Odisha, in the Eastern coast of the Indian peninsula. In April 2019, when the meteorological department issued a cyclone warning, she had to take a call on how to go ahead. Her team did not seem too enthused as Kalinga was away from the coast and meteorological warnings were taken as routine. The case discusses Gowda’s dilemma on whether to push for full-fledged preparations or a limited preparation at least or leave it laissez-faire. She made the decision by 24th April and “what happened” serve as Case B.

This case is intended to cover two key competencies: decision-making in ambiguity for public service professionals or bureaucrats and disaster response within a limited time period and resources. Several theories emerge in a reading of this case; however, the primary or overarching focus of the case is the role of communication and how ineffective or non-existent communication during training, coordination and follow-up of a critical incident can impact officers, departments and communities. Furthermore, this case provides valuable insights for civilian businesses on the importance of formal and informal communication.
Research methodology
The case was based upon extensive interviews with a police officer involved in a shooting. In addition to extensive semi-structured interviews, research for the case also included review of psychological evaluations of the officer involved, journalism pieces and blogs written about the shooting under study, and reports from the Attorney General’s investigation of this shooting.
Case overview/synopsis
Detective Keith Casey, an undercover Narcotics Officer for 12 years, had trained and served as a member and point person for the Emergency Response Team (i.e. Special Weapons and Tactics (SWAT) team) for seven years. On April 25, 2010, Casey was working on an electronic surveillance (i.e. a wiretap) out of the FBI office when he received the call about a barricaded suspect in Hammonton, New Jersey. The barricaded suspect had pulled a gun on an EMT in Deptford New Jersey and threatened to kill himself and others. At approximately, 4:10 a.m. because he was perceived to be a danger to himself and others, the SWAT team was sent into the home where the suspect was barricaded. After ignoring repeated commands to drop his weapon, the barricaded suspect was struck down by cases moments after the SWAT team entered the home. Preparation and training on intervention and team management has become increasingly more important for police departments around the world. In recent years, a great deal of attention has been placed on officer bias; however, little attention has been placed on officers who pull the trigger and the events that follow. This case offers a first-hand account of how communication, between all players, before, during and after an officer involved shooting impacts all phases of the critical incident.

This case is designed to enable students to understand the role of women in artificial intelligence (AI); understand the importance of ethics and diversity in the AI field; discuss the ethical issues of AI; study the implications of unethical AI; examine the dark side of corporate-backed AI research and the difficult relationship between corporate interests and AI ethics research; understand the role played by Gebru in promoting diversity and ethics in AI; and explore how Gebru can attract more women researchers in AI and lead the movement toward inclusive and equitable technology.
Case overview/synopsis
The case discusses how Timnit Gebru (She), a prominent AI researcher and former co-lead of the Ethical AI research team at Google, is leading the way in promoting diversity, inclusion and ethics in AI. Gebru, one of the most high-profile black women researchers, is an influential voice in the emerging field of ethical AI, which identifies issues based on bias, fairness, and responsibility. Gebru was fired from Google in December 2020 after the company asked her to retract a research paper she had co-authored about the pitfalls of large language models and embedded racial and gender bias in AI. While Google maintained that Gebru had resigned, she said she had been fired from her job after she had raised issues of discrimination in the workplace and drawn attention to bias in AI. In early December 2021, a year after being ousted from Google, Gebru launched an independent community-driven AI research organization called Distributed Artificial Intelligence Research (DAIR) to develop ethical AI, counter the influence of Big Tech in research and development of AI and increase the presence and inclusion of black researchers in the field of AI. The case discusses Gebru’s journey in creating DAIR, the goals of the organization and some of the challenges she could face along the way. As Gebru seeks to increase diversity in the field of AI and reduce the negative impacts of bias in the training data used in AI models, the challenges before her would be to develop a sustainable revenue model for DAIR, influence AI policies and practices inside Big Tech companies from the outside, inspire and encourage more women to enter the AI field and build a decentralized base of AI expertise.

Case overview
Shraddhanand Mahila Ashram completed 83 years of its existence in 2011. Sharadhanand Mahila Ashram has been managed by the Hindu women's welfare society. The organization for the last eight decades has been caring for destitute women, orphans up to six years old, and caring for girls till they reached 18 years of age. The Ashram has also been taking care of mentally and physically challenged orphans. The Ashram over the years changed its policies and practices to be in tune with the social requirements in the changing environment. Up to the close of the first decade of the 21st century the Ashram had been providing traditional training to the young ladies and then subsequently would marry them. In the last two decades beginning 1991, because of the economic development of India and the economic integration of India with the West, cultural changes had transpired in Indian society. Women in general have been becoming more empowered and economically independent. Given this context the committee members of the Ashram were contemplating on the future guidance to the girls of the Ashram for making them empowered and independent individuals. This would shift the established policies and practices of the Ashram and lead to a new vision.
Expected learning outcomes
The case would help students to reflect on the significance of mission and vision statement of an NGO. The case would further help students to understand the day to day working practices of an NGO as derived from mission and mission statements. The students will be able to comprehend the need for review and change in mission and vision statements. The target audiences for the case study are undergraduate and postgraduate (e.g. BSc, MSc as well as MBA) students and also management trainees and executives who are interested in understanding the social capital enhancing practices, policies and strategies adopted by the world’s largest commercial employer to ensure complete satisfaction and contentment of 1.7 million employees and their family. Even senior management teams could be targeted in executive education programs, as this case discusses time tested practices, policies and strategies which have been sparsely discussed so far and hence can be expected to provide insights to senior corporate managers. The case also demonstrates the application of different frameworks on social capital and corporate social responsibility which can be used by the participants in their firms to assess the social capital.
Case overview
Indian Railways (IR) remains the world’s largest commercial employer, with approximately 1.7 million employees, which conveys the huge magnitude of social capital inventory accrued. This social capital, especially people side of IR, played a very crucial role in running the organization successfully for more than a century. As an organization, IR has guaranteed heavy importance for its employees while making decisions on strategic level. But recently, IR was moving towards automation and was cutting on cost incurred for its employees. IR was already exhibiting decreasing trend in the number of employees employed in the organization. These initiatives were resisted by IR employees due to fear of job losses and insecurity. In 2013, Chief Personnel Officer’s (CPO) of different zones have to rethink about their HR practices to assure confidence for employees on the security of their jobs and sustain the social capital accrued by IR over years. The objective of this case study is to describe the social capital accrued by IR over the years by offering livelihoods for nearly 1.7 million families across the country. Teaching note applies the frameworks on social capital in literature in the context of IR. Teaching note also discusses how CPOs of IR can pursue the change initiatives among the employees without affecting the social capital accrued so far.
Expected learning outcomes
Case study’s primary objective is to apply frameworks available in literature on social capital and corporate social responsibility to understand the social capital accrued by IR over decades. The case study attempts to answer the following assignment questions which forms the learning objectives of this case study: How do the existing frameworks on social capital measurement explain the social capital accrued by IR over decades? How can a firm assess its accrued social capital? How can one demonstrate the same using the case of IR? How can IR pursue change initiatives when it comes to its employees without affecting the social capital accrued over time?

Sri Yadav, the Secretary, Department of Sports wants to understand the key drivers of success behind organizing the event. He also wants to understand how the success of Indian athletes at SAG could be leveraged for success at larger events.
