Abstract

Purpose

The purpose of this paper is to describe the state of police education in California. There is limited national data on the topic and this study aims to improve our knowledge by studying the state with the highest number of law enforcement officers in the USA.

Design/methodology/approach

A total of 162 local law enforcement agencies (police and sheriffs’ departments) in California completed a 32-question electronic survey about police education and training.

Findings

Findings reveal that California agencies are more likely than agencies nationwide to offer incentives to encourage officers to pursue higher education. Although most departments require only a high school diploma, 35 percent of sworn officers are college graduates. Most college-educated officers are employed by medium and large sized agencies in urban counties which pay above-average salaries.

Research limitations/implications

This paper demonstrates how the prevalence of educated police officers varies and that higher education requirements do not adversely affect the hiring of female officers. It also provides insight from police managers regarding their concerns about requiring a four-year degree and perceptions of whether college-educated officers are actually better officers than non-college-educated officers.

Practical implications

Research findings may be instructive to police managers wanting to increase the number of sworn officers in their agency who hold a college degree.

Originality/value

It adds to the literature by describing the education level of police officers in California and providing information about the educational requirements and incentives offered to officers by law enforcement agencies. No previous study has addressed this topic, even though California employs 12 percent of all sworn peace officers in the USA.

Abstract

Purpose

The purpose of this paper is to compare the social background of Norwegian and Swedish police students. Are there differences in the students’ social background, and if so, are such differences reflected in different attitudes and career plans among the students?

Design/methodology/approach

The questions are explored on the basis of survey data on all Norwegian and Swedish police students who started their education in 2009 (n=737). The methods employed are cross-tabular analysis and multivariate linear regression.

Findings

The results show that a larger proportion of Norwegian police students have highly educated parents, compared to the Swedish. However, students’ social background does not seem to be important for their orientation towards theory and knowledge or their plans for doing operational police work.

Practical implications

An important question for the future's police educators is whether a study with a formal bachelor status will attract a different type of students. These results show that the Norwegian police education with a formal bachelor degree attracts more students with highly educated parents, but the importance of attracting students with a given social background to the police profession seems to be limited.

Originality/value

There are no previous comparative studies on recruitment to police education, or studies of police recruitment that focus especially on the importance of social background.

Abstract

Purpose

The object of this research is the reconstruction of the existing legal response by European Union states to the phenomenon of immigration. It seeks to analyse the process of conferral of protection.

Design/methodology/approach

One main dimension is selected and discussed: the case law of the national courts. The study focuses on the legal status of immigrants resulting from the intervention of these national courts.

Findings

The research shows that although the courts have conferred an increasing protection on immigrants, this has not challenged the fundamental principle of the sovereignty of the states to decide, according to their discretionary prerogatives, which immigrants are allowed to enter and stay in their territories. Notwithstanding the differences in the general constitutional and legal structures, the research also shows that the courts of the three countries considered – France, Germany and Spain – have progressively moved towards converging solutions in protecting immigrants.

Originality/value

The research contributes to a better understanding of the different legal orders analysed.

I. The Gendarmerie: Historical Background The Gendarmerie is the senior unit of the French Armed Forces. It is, however, difficult to give a precise date to its creation. What can be asserted is that as early as the Eleventh Century special units existed under the sénéchal (seneschal), an official of the King's household who was entrusted with the administration of military justice and the command of the army. The seneschal's assistants were armed men known as sergents d'armes (sergeants at arms). In time, the office of the seneschal was replaced by that of the connétable (constable) who was originally the head groom of the King's stables, but who became the principal officer of the early French kings before rising to become commander‐in‐chief of the army in 1218. The connétable's second in command was the maréchal (marshal). Eventually, the number of marshals grew and they were empowered to administer justice among the soldiery and the camp followers in wartime, a task which fully absorbed them throughout the Hundred Years War (1337–1453). The corps of marshals was then known as the maréchaussée (marshalcy) and its members as sergeants and provosts. One of the provosts, Le Gallois de Fougières, was killed at Agincourt in 1415; his ashes were transferred to the national memorial to the Gendarmerie, which was erected at Versailles in 1946.

Abstract

Purpose

This article aims to examine male and female police officers' perspectives concerning women participating on special weapons and tactical (SWAT) teams. The study seeks to explore differences in opinions on a woman's ability to gain entrance and perform in a traditionally male‐dominated subculture.

Design/methodology/approach

A self‐report survey was distributed to a purposive sample of 202 police officers in the US. Male SWAT officers and females from seven agencies responded to 13 Likert‐type items and provided demographic information on years of experience, rank, and race.

Findings

The results show that male SWAT members are somewhat receptive to a woman becoming a team member; however, they are more likely than women to believe that females lack the needed strength and skills. Female officers perceive themselves as competent and valuable additions to SWAT.

Research limitations/implications

Although the research is exploratory and the findings are difficult to generalize, the results suggest that law enforcement's militaristic nature and role specialization continue to impede integrating female officers into SWAT subcultures.

Originality/value

This study is the first to employ quantitative methods to explore police officers' attitudes and gender's role in SWAT assignments.

Abstract

Previous models apply general social and psychological theory to police suicide. Presents a specific psychosocial model which attempts to clarify the impact of the police role on the potential for suicide. The model is based on the premiss that socialization processes strongly influence officers to adopt the police role as a principal mode for dealing with psychological strain. This process likely involves a complex interaction of the individual, police organization, social relationships, and society. Dominant use or perhaps overlearning of the police role constricts cognitive coping style and impacts the use of other roles to deal with life strain. As a result, the potential for suicide may increase. Discusses suggestions for the prevention of police suicide.

Abstract

Purpose

This article contributes the following: First, it argues along previous works that rites of passage include continuous testing, which needs to be passed in order to gain a certain level of acceptance within the research field. Here besides the emotional effort, researchers have to position themselves and are confronted with questions of trust. Second, it is argued that the collected and analysed data on the rites of passage enable us to make sense of street-level bureaucrats' work and functioning of state institutions, especially in a police context. Reflections on research negotiations drew the author's attention to how mistrust towards the “other”, here defined as migrant other, prevails the migration regime. This mistrust is later transferred onto the researcher, whose stay is deemed questionable and eventually intrusive.

Design/methodology/approach

The collected data include semi-structured interviews, as well as several months of participant observation with street-level officers and superordinate staff, deepening previous discussions on research access and entrance. It further allows understanding street-level narratives, especially when it comes to the culture of suspicion embedded in police work, connecting the experienced tests with the everyday knowledge of police officers and case workers.

Findings

The analysis of rites of passage enable us to make sense of street-level bureaucrats' work, especially in a police context, since we find a specific way of suspicion directed towards the researcher. It is based on a general mistrust towards the “other”, here defined as migrant other, whose stay is deemed illegal and thus intruding. In this context, the positionality of the researcher becomes crucial and needs strategical planning.

Research limitations/implications

Accessing and being able to enter the “field” is of crucial relevance to researchers, interested in studying, e.g. sense-making and decision-making of the respective interlocutors. Yet, ethnographic accounts often disclose only partially, which hurdles, limiting or contesting their aspirations to conduct fieldwork, were encountered.

Originality/value

The personal role of researchers, their background and emotions are often neglected when describing ethnographic research. Struggles and what these can say about the studied field are thus left behind, although they contribute to a richer understanding of the functioning of the chosen fields. This work will examine how passing the test and going through rituals of “becoming a member” can tell us more about the functioning of a government agency, here a Swedish border police unit.
