Abstract

Purpose

The purpose of this paper is to describe the forms of coordinating transactions used by a large beef slaughterhouse and processing companies and their suppliers of beef cattle, and to identify the reasons for the adoption of plural forms of governance for their transactions with cattle suppliers.

Design/methodology/approach

A case study format was selected for this investigation. The focal company selected offers a large number of products derived from beef for different commercialisation channels in the domestic and foreign market. A non-probability sample of 30 suppliers (cattle farmers) of the focal company provided data on finished steers sold in 2010, according to the three types of governance used in the transactions (spot market, forward contracts and long-term contracts).

Findings

The simultaneous use of more than one type of governance structure to coordinate similar transactions has been termed plural forms of governance in the literature. In Brazil, new forms of governance, such as formal and informal contracts, have been adopted for transactions between beef processing companies and cattle farmers, in addition to the use of spot market and vertical integration. It has been shown that the adoption of plural forms reduces the risk of complex transactions; and is a strategy to deal with unpredictable institutional environments and high heterogeneity of both suppliers and distribution channels.

Research limitations/implications

The research provides empirical evidence of plural forms of governance, as well as the reasons for the adoption of this strategy by firms, which contributes to the ongoing theoretical discussion on this subject.

Practical implications

The paper has implications for company supply chain management.

Originality/value

This paper presents theoretical review on plural forms of governance, new empirical evidence and determinant factors for their adoption.

Abstract

Purpose

The purpose of this paper is to show the motivations for the existence of plural forms in the sugarcane agribusiness in the western region of São Paulo state, Brazil, particularly in the supply of sugarcane to sugar and/or alcohol plants.

Design/methodology/approach

This research was conducted by applying interviews with the individuals in charge of the supply from a group of ten plants in this region that compete both for land for planting and for sugarcane itself.

Findings

The findings show that plurality was observed in different levels of analysis (clusters): first, the plurality of transactions of sugarcane with different agents; second, plurality in hybrid arrangements or contracts; and finally, plurality in the same transaction. The reasons for the maintenance at Level 1 are various but, balancing the risks of the structures was an important motivator for this decision, while at Levels 2 and 3, the plural forms proved transitory, given the time of the contract and payment methods.

Originality/value

One of the contributions of this study is to determine that generalizations about the transience or stability of plural forms are not appropriate. Another contribution of the research is the observation that in São Paulo’s western region the singular forms of governance in sugarcane supply are not the most common for entrepreneurs who wish to work in sugar and/or alcohol production. Plural forms, as previously postulated in the literature, are more common.

Abstract

Purpose

The complexity of supplier-partner networks in the information technology (IT) sector where large suppliers utilize thousands of authorized partners requires that organizations reconsider their approach to governing and managing the relationships involved. Traditional dyadic approaches to governance are likely to prove inadequate. The purpose of this paper is to investigate the relationship between network governance mechanisms and relationship performance. Specifically, the authors examine the contingent effect of certification of partners and the use of partner communities (as formal and informal mechanisms of network governance, respectively), on complex and embedded networks of relationships.

Design/methodology/approach

A model examining the effect of formal and informal network governance on the relationship between embeddedness (structural and relational) and relationship performance is developed. Data were collected from a sample of partners of leading IT suppliers in the UK and Ireland. Three-way interactions assess the contingent effect of certification and partner communities on the relationship between embeddedness and relational performance.

Findings

Results support the use of a combination of certification and partner communities to strengthen the link between network structure (structural embeddedness) and relational embeddedness, as well as relationship performance. Certification requires the sharing of explicit knowledge with partners whereas partner communities aid the creation and dissemination of more tacit, contextual knowledge. Furthermore, partner communities reinforce positive perceptions of fairness in suppliers’ network management practices, overcoming any perceptions of lock-in or coercive control that certification may suggest.

Practical implications

Certification, despite all its procedural and reputational benefits, damages partner relationships and needs to be supported by partner communities, which themselves show particularly strong benefits in enhancing network relationships.

Originality/value

Despite the emerging prevalence of certification and partner communities in business-to-business relationships, to date there is a paucity of research on their effects on partner relationships and performance. Organizations with an extensive network of similar partners may suffer network overload. This research shows that such organizations can manage their partner network more effectively through network governance mechanisms, thereby addressing the challenge of overload.

Abstract

This chapter is interested in the challenge of governing beyond crime, surveillance and control. It argues for the need to re-imagine the governance of security in ways designed to both build and enrol the capacities of different actors. The authors draw on regulatory theory and the ideas developed in the areas of ‘responsive regulation’ and ‘nodal governance’ to explore the opportunities for, and the challenges associated with designing governance institutions and processes that serve to de-centre hierarchy, command and interventionism as essential rationalities and practices. Its empirical focus is on the case of child protection, where the authors argue for the importance of nurturing the capacities of families and communities to govern both beyond and in tandem with hierarchical modalities. It is hoped that the theoretical issues raised and the agenda articulated can be engaged with across a variety of empirical domains.

In the present study a model based on trust relations and transaction cost analysis has been applied to explain the make‐or‐buy decision for accounting services. The present model of efficient boundaries, which combines the focus on trust relations with the transactional focus on frequency and asset specificity, has predictive power of the governance of accounting services. The effects of asset specificity on the make‐or‐buy decision of accounting services were substantially overshadowed by the relational attribute of trust and the transactional attribute of frequency. The study reveals strong support for the hypothesized positive link between trust and the buy alternative and the negative association between frequency of accounting transactions and the buy alternative. The present model has predictive power for an overall correct classification of the make‐or‐buy decision for accounting services.

Abstract

Purpose

The environmental management of supply chains has become increasingly relevant in the recent era. Extant research proposes two main forms of mechanisms – collaboration and evaluation – for environmental supply chain management. Despite the wide use of these mechanisms and the empirical insight into the fact that they could be adopted simultaneously, it is unknown if, and, at which levels, environmental collaboration (EC) and environmental evaluation (EE) could be complementary or substitutionary in nature. Therefore, the purpose of this paper is to gain a clear understanding into the plural forms of these mechanisms.

Design/methodology/approach

The transaction cost economics and relational exchange theory are used to ground the research hypotheses. The results are based on survey data collected from 145 US manufacturing firms. The authors employ polynomial regression as well as the response surface methodology to test the proposed hypotheses.

Findings

The results suggest that EC and EE can have an intriguing effect depending on the outcome measure. Specifically, the authors find the effects in the economic and the environmental/social domains to be significantly different.

Originality/value

While scholars acknowledge that collaboration and evaluation could act as complements, extant research does not propose and test models that specifically capture complementary and substitutionary nature of these mechanisms. Accordingly, the study makes the first attempt to empirically test for the effects of the simultaneous pursuit of EC and EE.

Abstract

Purpose

The purpose of this paper is to investigate an underexplored aspect of outsourcing involving a mixed strategy in which parallel production is continued in-house at the same time as outsourcing occurs.

Design/methodology/approach

The study applied a multiple case study approach and drew on qualitative data collected through in-depth interviews with wood product manufacturing companies.

Findings

The paper posits that there should be a variety of mixed strategies between the two governance forms of “make” or “buy.” In order to address how companies should consider the extent to which they outsource, the analysis was structured around two ends of a continuum: in-house dominance or outsourcing dominance. With an in-house-dominant strategy, outsourcing complements an organization's own production to optimize capacity utilization and outsource less cost-efficient production, or is used as a tool to learn how to outsource. With an outsourcing-dominant strategy, in-house production helps maintain complementary competencies and avoids lock-in risk.

Research limitations/implications

This paper takes initial steps toward an exploration of different mixed strategies. Additional research is required to understand the costs of different mixed strategies compared with insourcing and outsourcing, and to study parallel production from a supplier viewpoint.

Practical implications

This paper suggests that managers should think twice before rushing to a “me too” outsourcing strategy in which in-house capacities are completely closed. It is important to take a dynamic view of outsourcing that maintains a mixed strategy as an option, particularly in situations that involve an underdeveloped supplier market and/or as a way to develop resources over the long term.

Originality/value

The concept of combining both “make” and “buy” is not new. However, little if any research has focussed explicitly on exploring the variety of different types of mixed strategies that exist on the continuum between insourcing and outsourcing.

Abstract

Purpose

This paper seeks to study how interorganizational governance mechanisms within mobile eco‐systems are affected by the end of the walled gardens and what this implies for developing mobile internet services.

Design/methodology/approach

Starting from concepts on interorganizational governance, the paper conducts an extensive case study on how the Dutch walled garden i‐mode portal evolved in an open WAP‐based portal.

Findings

The transition of walled garden to open portals dramatically changes governance mechanisms between operator and content providers. Authority‐based governance in the form of operator rules, contracts‐based governance in the form of formalized agreements, and trust‐based governance in the form of close collaboration all reduced following the end of the walled garden.

Research limitations/implications

The author demonstrates that theoretical concepts of interorganizational governance are relevant for actors within the mobile ecosystem to understand, next to regulatory, technical and market mechanisms, if they are to provide value to the customers as well as to the eco‐system itself.

Originality/value

Although scholars often agree that the choice between walled gardens and open models will influence service innovation, existing studies do not systematically study how governance between operators and content providers changes when the mobile eco‐system is transforming from walled gardens to open models. Although this paper focuses on the relation between operators and content providers, the power shift to hardware and platform providers implies that governance is still highly relevant. As walled gardens also emerge in other areas of ICT‐enabled services, for instance in the Smart Living domain, the insights will be valuable for studies on ICT‐enabled service industries as well.

Abstract

Purpose

With the growing trend of digital technology in global supply chains, how to manage global supply chain relationships under digital transformation becomes a critical issue. However, academic research in this area is sparse. This study develops and tests a theoretical framework of the moderating effect of virtual integration on interorganziational governance in international customer supplier relationships.

Design/methodology/approach

We chose to examine the specific cross-border relationships between Taiwanese suppliers and their international OEMs because Taiwanese suppliers tend to be smaller than their international OEM customers, and thus their relationships usually show power asymmetry. Furthermore, the Taiwanese electronics industry offers a valuable empirical context because its industry members have served as pioneers in information technology development, have championed cross-border relationships with US and European industry leaders and are actively participating in the world economy

Findings

Our empirical findings indicate that virtual integration will strengthen the effect contractual governance on relationship performance. However, the moderating effect of virtual integration on relational governance is not significant. The paper discusses the theoretical and managerial implications in the end.

Originality/value

This study contributes to interorganizational governance literature in international contexts. Previous work on international relationship management has focused much on MNE buyers' perspectives and paid little attention to the suppliers' perspectives. This study extends this stream of research by empirically examining how suppliers can govern their MNEs' customers via different governance mechanisms. The findings extend literature on virtual integration and show that virtual integration can complement detailed contract and safeguard opportunism, which in turn, enhance relationship performance in international customer–supplier relationships.

Abstract

Purpose

The purpose of this paper is to establish what is known regarding how supply network governance leads to network outcomes, what mechanisms underlie this relationship, and how context impacts it.

Design/methodology/approach

A systematic literature review identified 44 conceptual and empirical studies. Purely dyadic studies were excluded. Synthesis used the context‐intervention‐mechanism‐outcomes (CIMO) logic.

Findings

From a categorization of contexts, governance instruments, mechanisms and outcomes a contingent conceptual framework is developed in the paper relating governance instruments to network outcomes dependent on the context. In general, formal instruments are adopted in dynamic and unstable circumstances defined as risky, uncertain, unpredictable or during organizational change. These instruments can result in coordination, control, viability and performance outcomes. Informal instruments tend to be adopted in contexts where prior relationships exist between actors.

Research limitations/implications

Arising from the conceptual framework three robust propositions are developed. A more nuanced view of power and trust is proposed to augment the explanations provided by transaction costs and social embeddedness. This provides opportunities for further research, including longitudinal and comparative studies.

Practical implications

The conceptual framework provides three propositions suggesting that in dynamic or unstable circumstances formal governance instruments can provide viability, control, coordination or performance outcomes. Informal governance instruments are more effectively used in established relationships to improve performance, control and viability.

Originality/value

The synthesis reveals contingencies in the appropriate governance modes of supply networks for desired outcomes in specific contexts, resolving apparent inconsistencies between prior studies.
