Abstract

The problem of urban drainage has become more serious with the rapid development of urban construction. The idea of combining geographic information system (GIS) technology with flood control in solving the urban drainage problem has received increasing attention. The idea and process of GIS as the key technology in vertical planning were analyzed in this study based on the GIS technology characteristics. This paper presents the new idea of integrating flood control and drainage mode into vertical planning and the optimization method in vertical planning. Taking the vertical planning of the north shore of Xiaoqing River in Ji'nan as an example, the model of the present scenario and the corresponding terrain model of the different flood control drainage standards were established. The standard model of the flood control and drainage of Xiaoqing River was determined through comparison. The relationship between vertical planning, flood control, and drainage mode was analyzed and optimized on the basis of the practical engineering results. Improving the optimization measures can result in the good convergence of vertical planning and drainage content, which is conducive to the development of urban flood control.

Abstract

Involvement in the effective design and use of computer‐based information systems is essential for the manager of the 1990s. To be most effective, systems must be designed for the requirements of the manager‐user. Too often there is a communication gap between managers who are too busy, uninterested or unwilling to become directly involved, on the one hand, and on the other, the consultant who is more usually engrossed in the special nature of the system. The author aims to provide an up‐to‐date and integrated treatment of organisation and management, as well as to emphasise the utilisation of management information systems to improve the art of managing.

Abstract

Purpose

The purpose of this paper is to study the information support technologies of integrated production planning control for OEM (original equipment manufacturer) driven networked manufacturing systems, and offer implications to firms for implementing networked manufacturing.

Design/methodology/approach

OEM driven networked manufacturing and its operations modes and support technologies are first discussed. Then, integration framework of production planning and control is proposed and relative technologies are discussed. Finally, a case of the application of information support technologies in networked manufacturing is illustrated.

Findings

Both theory analysis and case experience show that information integration and sharing are critical for effective operations of OEM driven networked manufacturing and an integrated production planning and control system can benefit firms for successfully operating a networked manufacturing system.

Practical implications

It is valuable to develop and apply integrated production planning and control systems in OEM driven networked manufacturing, Firms should pay more attention to information sharing and communication with partners and utilize advanced information technologies to synchronize the operations of partners.

Originality/value

Integration framework of production planning and control proposed in this paper has originality and the technology strategies are also practical. Managerial ideas, technology framework and application strategies of integrated production planning and control are helpful for firms to implement OEM driven networked manufacturing.

Abstract

Purpose

The purpose of this paper is to empirically investigate an effective project management practice focusing on planning and control. By doing so, it contributes to the debate on rethinking traditional project management practices and accentuates the need for adjustments based on the project context.

Design/methodology/approach

This paper extends the project management theory by proposing a lean project planning (LPP) and control framework, developed and tested in collaboration with ten engineer-to-order (ETO) companies. By following a design science research approach, elements from lean thinking and current project planning and control practices are combined into a maturity model (MM).

Findings

ETO project characteristics are identified, and their implications for planning and control are discussed. Nine enablers that transform current project planning and control approaches into a lean approach are defined, allowing the analysis of the underlying complexity of planning and controlling ETO projects and thus facilitating the determination of the actions required to improve project performance.

Research limitations/implications

Once fully embedded in an organization, the presented MM can provide a safe framework for self-criticism and can be used to conduct self-assessments without the need for an external facilitator. Thus, this paper is of particular interest to practicing project managers who aim to implement LPP and control.

Originality/value

To the authors’ best knowledge, this paper is the first to empirically examine the journey toward LPP and control from a MM perspective. This research attempts to describe the enablers of LPP and control.

Abstract

Purpose

The purpose of this paper is to examine the system of development controls in the Offinso South municipality. It investigates the challenges to the development control regime.

Design/methodology/approach

The paper reviews the land use regulation system in the municipality. The municipality was clustered into four for data collection. Eight neighbourhoods (two from each cluster) were selected from the municipality for the study. In all, 15 properties were sampled via purposive sampling techniques from each of the selected neighbourhoods for data gathering. Self-administered questionnaires were relied on to gather data from the 120 respondents. The property owners were the unit of enquiry.

Findings

The paper finds that socio-cultural factors, delays in the planning approval process, negative public perceptions about the planning process and planning officials, lack of official support to developers in curing identified defects in their proposed developments, and unrealistic building regulations are partly responsible for the large-scale violations of development controls in the municipality.

Practical implications

It is noted that the planning authority should focus more on strategies that will facilitate voluntary compliance and less on enforcement. It also notes the need for a review of the building regulations and the purging of the planning system from negative public perceptions and processing delays.

Originality/value

The paper identifies the constraints on the Ghanaian development controls regime.

Abstract

The organization of production processes is becoming increasingly complex. Begins with some observations of non‐linear dynamic effects and uncontrolled self‐organization in production, which back this statement. This leads to the demand for organization forms in which distributed decision making plays a crucial role. Against this background, however, a new conception of planning and control is necessary. The main question is how an overall corporate objective can be achieved, while the sub‐systems pursue their individual objectives and can only be controlled in a limited manner. The application of recent research results from systems theory can help in understanding the problem and concepts like interventionist and experimental planning are powerful expedients to describe the remaining rules of planning and control specialists. With regard to the decision‐making processes on the shopfloor, suggests a reliance on the laws of the market, which therefore have to be transferred to production systems.

Abstract

Strategic adaptation in complex environments with frequent changes must balance the search for innovative opportunistic ventures and conscious pursuit to achieve established goals and outcomes. This creates a tension between attempted efficiency gains from tight strategic controls that avoid diversion of corporate resources and the facilitation of dispersed initiatives in search for business opportunities. To assess this conundrum, the authors present an interactive strategic control model that combines planning and participative strategy-making with interactive control processes. This combination of management practices arguably creates an adaptive system that drives the upside performance outcomes from a guided adaptation of opportunistic insights. Various hypotheses are developed and tested based on survey data from among the 500 largest firms in Denmark. The results suggest a direct relationship between interactive controls, strategic planning, and participative leadership on upside performance outcomes. Moreover, the positive effect from interactive controls on the upside potential is enhanced by participative decisions.

Abstract

Flood season in our country is characterized by frequent heavy rains, and flood problems are becoming increasingly serious. The uneven distribution of water resources causes conflicts in the occurrence of floods and droughts. Implementing effective flood control planning and solving drought and flood disasters are the research highlights of relevant institutions both domestic and abroad. This study develops a multiscale method of urban flood control planning based on microcirculation. A microcirculation water ecosystem, which consists of six elements, namely, collecting, interacting, precipitating, reserving, storing, and purifying, is introduced. This study investigates precipitation; peak shaving; recycle mode of filtration at the macro level in different regions; “hierarchy” in rainwater ecosystems in rain parks, heavy rain garden parks, and wetland parks at the meso level; and the concept of zero-emission rain in residential areas and roads at the micro level. Finally, this study analyzes a rain garden and its domestic application. A conclusion is drawn that the flood control planning model based on microcirculation can effectively reduce rain runoff. Empirical measurement proves that the proposed multiscale model for city flood control planning based on microcirculation promotes flood control and effectively reduces the occurrence of droughts and floods.

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.
