Abstract
Under the background of rapid urbanization, all kinds of urban water problems have gradually come into being: local flooding frequently happens, water environment is deteriorated, water-supply is in tension, etc. Meanwhile, with rapid development of higher education in China, campus area and scale are gradually expanding, but traditional campus construction has many drawbacks. In order to promote sponge campus planning and construction of universities in hilly areas and provide demonstration windows for sponge city construction, based on deficiencies of campus construction of Hunan City University in the aspect of water resource utilization, we used ArcGis spatial analysis method, simulation method and comparative analysis method on Storm Water Management Model (SWMM) to establish sponge campus construction indexes, content system and optimal design strategies with objectives of campus water safety, water environment and water resource utilization. Results indicate that: difference between sponge campus planning and traditional campus planning mainly lies in rainfall management. We combed the design process of sponge campus planning in hilly areas from the perspective of rainfall management, and simulated the process of sponge facilities controlling the rainfall in the campus via computer model to verify reasonability of sponge facility planning and select the optimal planning and construction plan. This study has defined design process of sponge campus planning in hilly areas to a certain degree and provided a research basis for sponge campus planning and construction of universities, setting up a typical example and driving effects on solving urban local flooding problem and rainfall resource utilization in hilly areas.

Abstract
Purpose
India is a rapidly urbanizing developing country with a population of 1.4 Billion. Indian governments have invested USD 50 Billion) in metro rail projects in 18 cities. Metro constructions are multi-stakeholder mega-projects and are prone to a variety of risks. The purpose of this paper is to analyze the risks involved in metro rail construction projects in a densely populated developing country for two types of systems and from two perspectives. Current literature lacks an understanding of similarities and differences in the risks involved in underground and elevated metro projects from clients' and contractors' perspectives, which the paper highlights.
Design/methodology/approach
A total of twenty-five risks were identified, categorized and assessed through experts' opinions about the impact and probability of occurrence of the risks through a questionnaire-based survey. The survey respondents included experts in metro rail construction from client and contractor sides. Paper uses a Fuzzy Inference System to calibrate risk magnitude from occurrence probability and impact.
Findings
A notable difference was observed in the views of clients and contractors, except for certain common risks. Both stakeholders had different risk perceptions for the underground and elevated metro rail systems.
Practical implications
This study contributes to the risk assessment for different types of metro systems. This research can help policymakers as well as consultants in prioritizing their risk management strategies in developing countries like India.
Originality/value
Highlighting the critical aspects of risks in metro projects in a developing country, this paper also provides system-based and stakeholder-based comparative aspects of risk analysis.

Abstract
Purpose
The purpose of this paper is to analyze the relationship between Job Design, Job Commitment and Organizational Culture with Human Resource Performance: a study of the construction services provided by national consultants.
Design/methodology/approach
The research population consisted of all employees of a national company offering consultation services, from four big Indonesian State-Owned Enterprises Contractors: PT. Yodya Karya Company, PT. Hutama Karya, PT. Adhy Karya, PT. Waskita Karya Referring to the approach to SEM modeling with an average population of 600 employees for each enterprises, the sample to be used as respondents consisted of 100 employees for each enterprises, and total 100×4 enterprises=400 samples.
Findings
The variables Organizational Culture and Job Design have a significant direct effect on Job Commitment. Likewise, the effect of Organizational Culture and Job Commitment on Human Resource Performance is also significant. However, a different result is shown in the result of the direct effect of the variable Job Design on the variable Human Resource Performance, which indicates that the variable Job Design does not have a significant direct effect on the variable Human Resource Performance. In other words, the intensity of the Job Design value will not affect the intensity level of Human Resource Performance. In addition, a mediating effect of the variable Job Commitment is found on the effect of Job Design and Organizational Culture on Human Resource Performance.
Originality/value
The use of Job Commitment to exercise a mediation effect on the relationship between the effect of Job Design and Organizational Culture on Human Resource Performance, and the research site (no previous research investigating this relationship).

Abstract
Purpose
The purpose of this paper is to evaluate the effectiveness of implementing the Last Planner System (LPS) to improve construction planning practice and enhance site management in the Saudi construction industry.
Design/methodology/approach
LPS was implemented in two large state-owned construction projects through an action research process. The data collection methods included interviews, observations and a survey questionnaire.
Findings
The findings identify benefits including improved construction planning, enhanced site management and better communication and coordination between the parties involved. The paper describes the critical success factors for LPS implementation. The paper also describes barriers to the realisation the full potential of LPS, including the involvement of many subcontractors and people's commitment and attitude to time.
Research limitations/implications
The work reported in this paper is limited to two case studies.
Practical implications
The study has thus contributed to improving management practice and may aid the establishment of a basis for the development of further research in the area of lean construction. The research outcomes can inform practitioners of the opportunity to implement alternative management methods in construction, and give a good account of the opportunities and challenges. Beside the direct benefits to managerial practice, the study also contributed to practice by offering practical recommendation that can assist in the achievement of the full potential of lean and LPS in Saudi Arabia.
Originality/value
This is the first comprehensive academic study in the Saudi construction sector concerning the application of lean construction principles and techniques. The study has thus contributed to practice and developed a basis for the development of further research in the area of lean construction. It may help construction organisations to establish a new strategy and policies to improve their managerial practice. The outcomes of the case studies can be used as a reference for organisations seeking to improve their managerial practice.

Abstract
Purpose
The prominent role of traditional contract and design‐build methods in the procurement of projects and the importance of planning in the success of the projects prompt this study. The study evaluates the levels of use of project documents and their influence on the outcome of projects procured by the two methods. The purpose of this paper is to assist stakeholders in comparing the documents prepared and the performance of projects procured by traditional contract and design‐build methods.
Design/methodology/approach
The study adopted a questionnaire survey approach to achieve its purpose. A field survey of 84 projects made up of 42 traditional contract projects and 42 design‐build projects selected by purposive sampling was conducted. Three categories of variables namely: procurement method, project planning and project outcome were used. Data were collected with the aid of structured questionnaires and analysed to derive and compare the levels of use of selected project plans, levels of project inception, design, tendering, construction and overall planning in projects procured by traditional contract and design‐build methods using percentage, mean and t‐test.
Findings
The results reveal that the levels of project stage and overall planning in projects procured by the two methods investigated are the same. However, the levels of use of specific plans and project outcome in the two categories of projects are significantly different. The study considers the difference in the levels of use of project plans to be responsible for the lower delivery time and cost of projects procured by traditional contract method and higher quality standards in projects procured by design‐build method.
Originality/value
The paper has revealed the level of efforts put into the planning of projects procured by traditional contract and design‐build methods and their influence on the performance of the projects. The results will make project stakeholders aware of how to improve their efforts, thereby improving the outcome of the projects.

Abstract
Traditional cost management systems adopted by construction firms have many problems, which are widely discussed in the literature: the information provided by them is usually too late, and tends to be too aggregated and too distorted to be relevant for production management. The main objective of this research work is to propose a project cost planning and control model for construction firms. This model aims to support the development of production management systems, in which cost management and production planning and control can be gradually integrated, in order to overcome the existing limitations of cost accounting systems. The scope of the model was limited to building projects carried out by small and medium sized companies, involved in both product development and production. The development of the model was based on the literature review and also on the results of nine empirical studies conducted in four different Brazilian construction firms. The model suggests the integrated application of three fairly well known cost management techniques: operational cost estimating, S‐curves and target costing. By using this set of tools, it is expected that cost management will become more proactive, and able to deal with the dynamic, uncertain and complex construction environment that exists in most projects. The model was partially tested in two case studies, in which it provided key information for supporting decision making related to design, production planning and contracts with suppliers.

Abstract
Purpose
The purpose of this paper is to identify how the newly emerging UK practice of “collaborative planning” (CP) for construction project delivery aligns with the advocated principles of the global last planner system (LPS) of production planning and control.
Design/methodology/approach
A mixed, qualitative, exploratory approach was adopted for the study. This entailed qualitative data through three techniques, namely: semi-structured interviews, documents analysis, and structured observation. In total, 30 in-depth interviews were conducted over a 12 month period with lean construction consultants, clients, main contractors, and subcontractors drawn from the building, highways and infrastructure and rail sector. In all, 15 projects were visited where practices were observed.
Findings
The study reveals that the current practice of CP in the UK partially aligns with the LPS principles. Where practitioners have heard of the LPS they believe it to be the same practice as CP.
Research limitations/implications
This study is limited to 30 interviews, observation of 15 projects and document analysis. The aim of the study is not to generalise the findings, however, since the study examined top construction companies and practitioners in the UK and the findings were consistent across the sample, some conclusions could be made. The study is also limited to examining the construction phase only, future studies should incorporate the design phase.
Practical implications
A clear identification of the elements of current practice compared to the components of the LPS provides a contribution to the future practice of project production planning and management in the construction industry.
Social implications
The study highlights a continuing resistance to collaboration within the industry. This resistance is subtly embedded within implemented practices even though they are based on collaborative working for their success.
Originality/value
This is among the first studies in the UK that comprehensively examines and reports the application of LPS/CP practice in construction across the major construction sectors. Future studies could build on the findings from this work to develop an approach/methodology to improve the current practice.

Abstract
Purpose
The construction industry has actively attempted to tackle the low-productivity issues arising from inefficient construction planning. It is imperative to understand how construction practitioners perceive technology integration in construction planning in light of emerging technologies. This study intended to uncover unique experimental findings by integrating 4D-building information modelling (BIM) to virtual reality (VR) technology during construction planning among construction professionals at light steel framing (LSF) projects.
Design/methodology/approach
The building industry participants were invited to provide inputs on two different construction planning methods: conventional and innovative methods. The conventional method involved the participants using traditional platforms such as 2D computer-aided design (CAD) and physical visualisation of paper-based construction drawings for the LSF assembly process with a Gantt Chart tool to complete construction planning-related tasks for the targeted project. Comparatively, participants are required to perform the same tasks using more innovative platforms like 4D-BIM in a VR environment.
Findings
A Charrette Test Method was used to validate the findings, highlighting an improvement in usability (+10.3%), accuracy (+89.1%) and speed (+30%) using 4D BIM with VR compared to the conventional paper-based method. The findings are also validated by a paired t-test, which is supported by the rationality of the same findings. This study posits positive results for construction planning through the utilisation of modern practices and technologies. These findings are significant for the global construction industry facing low productivity issues, delays and certainty in terms of building delivery timelines due to poor construction planning.
Originality/value
This new blend of technologies—combining 4D BIM and VR in industrialised construction projects—potentially directs future initiatives to drive the efficiency of construction planning in the building lifecycle. The interactive BIM-based virtual environment would purposefully transform construction planning practices in order to deliver modern and more certain building construction methods with a focus on prefabrication processes.

Abstract
Purpose
Dynamic planning and scheduling forms a widely adopted smart strategy for solving real-world problems in diverse business systems. This paper uses deductive content analysis to explore secondary data from previous studies in dynamic planning and scheduling to draw conclusions on its current status, forward action and research needs in construction management.
Design/methodology/approach
The authors searched academic databases using planning and scheduling keywords without a periodic setting. This research collected secondary data from the database to draw an objective comparison of categories and conclusions about how the data relates to planning and scheduling to avoid the subjective responses from questionnaires and interviews. Then, applying inclusion and exclusion criteria, we selected one hundred and four articles. Finally, the study used a seven-step deductive content analysis to develop the categorisation matrix and sub-themes for describing the dynamic planning and scheduling categories. The authors used deductive analysis because of the secondary data and categories comparison. Using the event types represented in a quadrant mapping, authors delve into where, when, application and benefits of the classes.
Findings
The content analysis showed that all the accounts and descriptions of dynamic planning and scheduling are identifiable in an extensive research database. The content analysis reveals the need for multi-hybrid (4D BIM-Agent based-discrete event-discrete rate-system dynamics) simulation modelling and optimisation method for proffering solutions to scheduling and planning problems, its current status, tools and obstacles.
Originality/value
This research reveals the deductive content analysis talent in construction research. It also draws direction, focuses and raises a question on dynamic planning and scheduling research concerning the five-integrated model, an opportunity for their integration, models combined attributes and insight into its solution viability in construction.
