Abstract

Purpose

A threatened sense of safety in public spaces is a problem for liveable communities. For better public policies, this study investigates multi-dimensional and multi-scalar aspects of gendered perceived safety and strategies by women and men in daily public spaces.

Design/methodology/approach

A face-to-face survey with 40 men and 50 women in a public space (Izmir, Turkey) is deployed. Descriptive statistics and regression analysis compare participants' perceptions of and strategies for safety across the city, neighbourhood and the study site.

Findings

Their experienced-based familiarities in public places increase women's perceived safety. As safety strategies, different place-based and gendered-preconditions appear for women and men going “outside” especially “alone” (i.e. unaccompanied). Reaffirming female vulnerability in public places, gendered preconditions include individuals' attributes. Of place-based preconditions, crowd and police are significant mechanisms for safety but emphasized differently by women and men. Housewives' female companionship in the study site develops a class- and gender-based claim for a safe place away from their underserved neighbourhood.

Practical implications

Gendered- and place preconditions for women's safety can inform design policies about surveillance and permeability of public spaces. Lack of data about class-based differences about perceived safety is a limitation.

Originality/value

Among a few, it takes perceived safety as performative acts with learned strategies across (rather than momentary perceptions in) socio-spatial spaces and provides a research framework that considers such acts with individual and spatial dimensions across multiple socio-spatial scales.

Abstract

Purpose

The purpose of this paper is to understand how the nature of infrastructure as a public good has traditionally lent itself to state provision and to review how land-based financing (LBF) can be used to overcome the public infrastructure funding constraints in South Africa.

Design/methodology/approach

The paper is largely based on a review and analysis of the academic literature, government reports and reports from research institutions such as the World Bank, Department for International Development, Urban Land Institute and the Lincoln Institute.

Findings

The paper finds that although a number of LBF instruments are being used in South Africa, the majority of them are not suited to addressing the current infrastructure funding constraint. However, the paper finds that some LBF mechanisms, such as tax-increment financing (TIF), that are currently not used could play a role provided that certain preconditions are met.

Research limitations/implications

LBF has only partially been implemented in South Africa, thus the paper is limited to exploring the issues, challenges and necessary policy and regulatory changes needed to support LBF.

Practical implications

The review of LBF mechanisms currently being used in South Africa highlights many of their practical limitations. Furthermore, concrete proposals and legislative amendments are proposed in the paper regarding the implementation of additional funding instruments such as TIF.

Social implications

Infrastructure is regarded as a key precondition for socio-economic development. LBF offers a viable and important alternative for fiscally constraint governments in emerging economies to fund infrastructure provision.

Originality/value

The main contribution of the paper is its focus on the use of LBF in the under-researched Sub-Saharan African context.

Abstract

This article proposes the concept of web clientserver event together with its associated taxonomy which yields a formal specification for such an event. The concept, in conjunction with the concept of atomic use case (reviewed in the article), is then used as a key element for a model‐driven approach to web information system development. The outcome is a new method for web information systems development that reduces the complex web‐based hypermedia navigation behaviour to a much simpler event‐driven behaviour. On the strength of that realized simplicity, the method provides (i) a set of platform‐independent models that completely characterizes the application, and (ii) a well‐defined process to map the combined model to any chosen platform‐dependent implementation.

Abstract

Purpose

The purpose of this paper is to discuss the role of recognition in learning processes among female nurses, social and health care assistants and occupational therapists working with people with dementia and other age‐related illnesses.

Design/methodology/approach

The paper highlights the need to experience recognizing learning spaces among social and health care workers dealing with elderly care. Such learning spaces are crucial/imperative in order to come to terms with emotionally stressing experiences from daily work, and in order to be prepared for future challenges, such as new tasks or patients with a complex diagnosis. Drawing on Nordic research into health and care work, it is argued that, particularly in work fields which are mentally loaded or which are not held in high esteem culturally, this condition seems to be important.

Findings

The main argument is that learning is related to recognition – especially when it comes to groups of professionals, who are low ranked in the workplace hierarchy and therefore seldom experience recognition in their daily work. According to interviews with members of the mentioned professional groups, learning spaces, in which the medical and professional hierarchies are suspended, promote learning processes.

Originality/value

Axel Honneth's critical theory of recognition is used as the theoretical framework for understanding more generally the relational nature of human learning processes and the need for recognizing contexts. The paper concludes that this need is particularly imperative in health and care work for the elderly, but may also promote learning more generally.

Abstract

It has become generally accepted that “people and not capital add the competitive edge” (The Sunday Times, 17 November 1996). This belief is often put into practice through the use of frameworks of organisational learning and the concept of the learning organisation. These are invariably packaged as initiatives which promise competitive advantage through people. Within this context the paper considers the rhetoric associated with the learning organisation and other frameworks of organisational learning. The research confirms the hypothesis that reliance on rhetoric alone can be dangerous and costly and identifies the problems associated with this approach. The paper recommends a solution which is embodied in the Molecular Development Model together with the “Learning” checklist. Together they enable organisations to become more effective in transforming themselves into learning organisations as well as providing a theoretical and conceptual tool useful in the education and development of managers.

Abstract

The global financial crisis has magnified the role of Financial Sector Surveillance (FSS) in the International Monetary Fund's activities. This chapter surveys the various steps and initiatives through which the Fund has increasingly deepened its involvement in FSS. Overall, this process can be characterised by a preliminary stage and two main phases. The preliminary stage dates back to the 1980s and early 1990s, and was mainly related to the Fund's research and technical assistance activities within the process of monetary and financial deregulation embraced by several member countries. The first ‘official’ phase of the Fund's involvement in FSS started in the aftermath of the Mexican crisis, and relates to the international call to include financial sector issues among the core areas of Fund surveillance. The second phase focuses on the objectives of bringing the coverage of financial sector issues ‘up-to-par’ with the coverage of other traditional core areas of surveillance, and of integrating financial analysis into the Fund's analytical macroeconomic framework. By urging the Fund to give greater attention to its member countries' financial systems, the international community's response to the global crisis may mark the beginning of a new phase of FSS. The Fund's financial sector surveillance, particularly on advanced economies, is of paramount importance for emerging market and developing countries, as they are vulnerable to spillover effects from crises originated in advanced economies. Emerging market and developing economies, which constitute the majority of the Fund's 187 members, are currently the recipients of over 50 programmes of financial support from the Fund (including those of a precautionary nature), totalling over $250 billion.

Abstract

Purpose

In the two consecutive surveys conducted by the authors in 2015 and 2018, it was found that out of a total of 810 and 1008 Indian higher educational institutions, only 54 and 63 institutions (6.67 and 6.25%) were led by women, 725 and 934 institutions (89.51 and 92.7%) were led by men and 31 and 11 (3.83 and 1.1%) were reported to either have no information about their leaders or those posts were vacant (Banker and Banker, 2017; EduShine Report, 2015 and 2018). The current study is a follow-up attempt so that the knowledge around the status of women academic leaders in Indian higher education (2021) can be upgraded. This paper aims to discuss the aforementioned issue.

Design/methodology/approach

The qualitative exploratory research approach was followed for conducting the study.

Findings

It was found that out of the current total of 1151 Indian higher educational institutions, still only 110 (9.55%) are led by women, 1031 (89.57%) are led by men and for 10 institutions (0.86%) data on leadership is unavailable. Important contextual inferences have been made in the discussion section followed by the concentrated literature around the possible reasons for such low representation of women leaders in the global higher education sector.

Research limitations/implications

One possible limitation of this study is that it does not provide an idea about why there is the highest women leadership in central institutions and the lowest in INIs. Taking the contextual factors into consideration, an extended exploration could have been made of different facilitators and barriers for each type of Indian HEI. The author invites future researchers to conduct this inquiry and come up with certain remedies, which is also one of the limitations of this study. Different enablers and disablers can be found through different primary and secondary research.

Practical implications

Increased women leadership will bring diversity in the institutions' modus operandi and impact their culture in a great way. It is the prime responsibility of women to break the glass ceiling and come out of their shells. Family responsibilities contribute to their career stress in a great way, and women may balance their personal and professional lives by creating a sound support system in their family. Utilizing domestic help services will liberate them partially from their routine and unimportant duties. This will allow women to focus on more important work related to their careers. Trending nuclear families is also one of the major contributors to low women leadership; joint family pattern may benefit women to nurture and build their career keeping their sanity intact. Institutional decision makers and other stakeholders at work will be sensitized toward different barriers experienced by not only women leaders but also women in lower positions. Men at work across the levels are responsible for creating a more inclusive and conducive workplace for women. Inclusive workplace policies will render women equal opportunities and fair rewards. Ensuring unbiased and prejudice-free work culture will have a positive impact on the self-efficacy level of women which can be validated through their performance.

Social implications

Slow and steady efforts consciously made by both men and women in the workplace for the betterment of women may progressively help overcome the social preconditioning at a macro level.

Originality/value

All the studies reported in this paper have been sequentially conducted and are unique in the Indian higher education system.

Abstract

Purpose

Although place branding is increasingly popular in research as well as in local, regional and national political agendas, the theoretical foundations of the place branding discipline are still underdeveloped. By embracing the stream of identity-based studies, this paper aims to attempt to demonstrate that place brands can be usefully approached through an emphasis of their cultural traits and the practical connection between culture, identity and image.

Design/methodology/approach

In constructing its theoretical arguments, the paper challenges the place branding model propounded by Kavaratzis and Hatch (2013), and uses practices as units of analysis. The paper conducts a brief review of the principal tenets of practice theory(IES) and uses structuration theory as a theoretical device to demonstrate how this theory can provide a (still lacking) theoretical anchorage for the place branding process.

Findings

The usefulness of structuration theory for understanding the place branding process is analysed at both the strategic and tactical levels by means of two illustrative examples. Structuration theory proves to be a solid theory which links the constitutive elements of the place branding process, i.e. culture, identity and image, and to inspire further theoretical elaborations and empirical efforts grounded on this theory.

Originality/value

This is the first paper which uses practice theory(ies) in general and structuration theory in particular to explain the place branding process. The theoretical arguments advanced provide valuable guidance for further theoretical elaborations and empirical applications.

Abstract

Purpose

This study describes how maintenance capability should be created during the design and construction phases of construction projects. Purpose of the abstract to define the elements for creating the maintenance capability and the process to be used in construction life cycle projects for buildings.

Design/methodology/approach

An inductive and qualitative research method was used to construct the proposed process based on the literature and 18 interviews in two large construction companies.

Findings

The results indicate that the maintenance phase is usually overlooked during the design and construction phases, and capabilities are not systematically built. In particular, processes are lacking in data management, causing severe problems in maintenance.

Originality/value

This study presents a process including key requirements and activities for creating maintenance capability in conjunction with the design and construction phases, which is novel to the literature. The validated process can be adapted based on the needs of the construction company.

Abstract

Purpose

The war in Iraq raises questions about the global world order and this article aims to suggest the need for us to awaken to fresh thinking on the problems facing the world.

Design/methodology/approach

A brief analysis of the global problematic is presented. Next, the article concentrates on some of the ways in which futurists can respond. The third section takes up the theme of what it means to “wake up” at the cultural level. Finally the paper considers some examples of “post‐conventional” futures work.

Findings

The article describes advanced forms of futures enquiry and action that are being developed to help people to engage in‐depth with the multiple crises that threaten the world and its nascent futures.

Originality/value

The article provides a basis for futurists and foresight practitioners to find the “levers of change”, the strategies, the enabling contexts and pathways to social foresight.
