The purpose of this paper is to reconstruct and analyze the long history of Tourism Review and try to outline the future of this journal.

Abstract

Purpose

The purpose of this paper is to reconstruct and analyze the long history of Tourism Review and try to outline the future of this journal.

Design/methodology/approach

The authors show that Tourism Review has been a good example of multiple life cycles over time and of survival by adaption.

Findings

The authors illustrate also how this journal has seen decline, as well as revival, and stagnation, as well as innovation.

Originality/value

It is also a proxy of the state and issues of tourism research and publication over 75 years.

Abstract

Zusammenfassung Die vorliegenden Ergebnisse des “Workshop 2” verdeutlichen, daß intensiv nach einem gemeinsamen Verständnis zur strategischen Tourismuspolitik in Abgrenzung der Felder Tourismuspolitik (policy) und — Strategie gesucht und dieses Verständnis in den genannten Modellen festgehalten wurde. Trotzdem haben gerade die Fallbeispiele gezeigt, daß jede spezifische Situation verschieden handzuhaben ist und deshalb auch unterschiedliche methodische Ansätze zur Analyse der Fallstudie herangezogen worden sind. Auch konnte die Begriffsverwendung von Tourismus‐politik und Strategie nicht immer eindeutig zugeordnet werden. Ein allgemein gltiges Rahmenmodell — wie in Kapitel 3 und vier aufgezeigt — ist deshalb nur erschwert im Detail darstellbar. Zur Notwendigkeit einer strategischen Tourismuspolitik ist insgesamt eine große Übereinstimmung festzuhalten.

Abstract

The fast changes of the tourism markets make it necessary to adapt destination management organisations, their functions and financing. The paper tries to develop a model for an optimal, efficient destination management system, especially to cope with the problem of limiting the necessary government influence and transfer as many decisions as possible to the individual private entrepreneurs. In this model the two tasks of destination management organisations — product development and marketing — are separated and are financed by two different taxes or levies, which are necessary for the function of producing public goods on the one side and internalizing external effects on the other side. The distribution of the levy payments to the different purposes is left to a large extent to the free choice of the individual levy‐payer, the entreprises profiting from tourism. This will induce a competition process between different destination management organisations to find the most efficient system.

International integration in tourrism is increasing at a steady pace. This has meant a corresponding growth in the number of problems facing the community of nations. At the dawn of a new millennium the intergovernmental tourism policy agenda now includes such thorny questions as the dismantling of barriers to travel, finding ways to ensure the safety and security of tourists, and the promotion of sustainable development in areas devoted to tourism. What the intergovernmental tourism network really needs, to allow it to rationally plan and implement international ground rules and promotional programmes is a greater degree of institutionalised co‐operation at the operational level of tourism. This in turn would lead to more efficient integration of the world economy, to the benefit of both prosperity and world peace.

Die touristische Beherbergung ist für die Immobilienbranche ein Geschäft. Begrifflich kann im Tourismus Beherbergung nur über die Nachfrage definiert und erfasst werden. Wenn ein Tourist eine Beherbergung benützt und übernachtet, handelt es sich um eine touristische Beherbergung. So betrachtet, sind etwa Alterssiedlungen in Tourismusgebieten keine touristischen Immobilien. Die Weltorganisation für Tourismus (WTO) hat eine Typologie der Beherbergung aufgestellt. Sie zeigt wie vielfältig die touristischen Beherber‐gungsformen sind. Die WTO unterscheidet insbesondere die kollektive und die private Beherbergung. Zur ersten Kategorie gehört die kommerziell genutzte Hotellerie und die Parahotellerie, zur zweiten Kategorie die eigengenutzten Zweit‐wohnsitze und auch gratis Verwandten und Bekannten zur Verfügung gestellte Unterkünfte.

In many tourism country destinations the dominant structure is that of small‐to‐medium enterprises (SMEs). They are prevalent for example in the hotel trade, travel agencies, tourism transport systems and the many tourism‐related attractions. In contrary, in new destinations in emerging economies and developing countries that have strong tourism sectors the big corporations and chains are particularly well represented. Each of these sectors — the big corporations and the chains that operate on an industrial scale on the one hand, and the smaller type of business on the other — has its own characteristic structural advantages and disadvantages.

1. L'hébergement touristique est un genre d'affaires pour la branche immobilière. Sur le plan conceptuel, on ne peut, dans le cadre du tourisme, définir et recenser l'hébergement qu'en passant par la demande. Lorsqu'un touriste utilise un hébergement et y passe la nuit, il s'agit d'un hébergement touristique. Dans cette optique, les résidences pour personnes âgées situés dans des régions touristiques ‐ entre autres exemples ‐ ne sont pas des immeubles touristiques. L'Organisation mondiale du tourisme (OMT) a établi une typologie de l'hébergement. Cette typologie montre combien sont diverses les formes d'hébergement touristique. L'OMT distingue en particulier l'hébergement collectif de l'hébergement privé. Font partie de la première catégorie l'hôtellerie et la parahôtellerie à usage commercial, tandis que la seconde catégorie comprend les résidences secondaires utilisées par leurs propriétaires ou mises gratuitement à la disposition de parents ou de connaissances.
