Abstract

Purpose

The extreme nature of fire makes structural fire engineering unique in that the load actions dictating design are intense and neither geographically nor seasonally bound. Simply, fire can break out anywhere, at any time and for any number of reasons. Despite the apparent need, the fire design of structures still relies on expensive fire tests, complex finite element simulations and outdated procedures with little room for innovation. This paper aims to discuss the aforementioned issues.

Design/methodology/approach

This primer highlights the latest state of the art in this area with regard to performance-based design in fire structural engineering. In addition, this short review also presents a series of examples of successful implementation of performance-based fire design of structures from around the world.

Findings

A comparison between global efforts clearly shows the advances put forth by European and Oceanian efforts as opposed to the rest of the world. In addition, it can be clearly seen that most performance-based fire designs are related to steel and composite structures.

Originality/value

In one study, this paper presents a concise and global view to performance-based fire design of structures from success stories from around the world.

Abstract

Purpose

The design of buildings for fire events is essential to ensure occupant safety. Supplementary to simple prescriptive methods, performance-based fire design can be applied to achieve a greater level of safety and flexibility in design. To make performance-based fire design more accessible, a time-equivalent method can be used to approximate a given natural fire event using a single standard fire with a specific duration. Doing so allows for natural fire events to be linked to the wealth of existing data from the standard fire scenario. The purpose of this paper is to review and assess the application of an existing time-equivalent method in the performance-based design of reinforced concrete (RC) beams.

Design/methodology/approach

The assessment is established by computationally developing the moment-curvature response of RC beam sections during fire exposure. The sectional response due to natural fire and time equivalent fire are compared.

Findings

It is shown that the examined time equivalent method is able to predict the sectional response with suitable accuracy for performance-based design purposes.

Originality/value

The research is the first to provide a comprehensive evaluation of the moment-curvature diagram of RC beams using time-equivalent standard fire scenarios that model realistic fire scenarios.

Abstract

Purpose

As enterprises focus on offering integrated product/service bundles, performance‐based contracts become ever so important in ensuring effective delivery. Performance‐based contracts fall under the result‐oriented category of industrial product service systems (PSSs). The paper aims to present a conceptual framework for operations strategy in performance‐based industrial PSSs that will help manufacturing companies configure their operations to support effective delivery of integrated product/service offering.

Design/methodology/approach

This paper first develops a conceptual framework for operations strategy in performance‐based contracts by identifying the key elements after a detailed systematic review of literature. A major shift in support and maintenance logistics for complex engineering systems over the past few years has been observed in the defence and aerospace industries. Availability contracting, a special type of performance‐based contracts, is replacing traditional service procurement practices. Two exploratory case studies involving defence availability contracts are conducted for making inferences regarding the operations strategy.

Findings

The important findings of this research are a set of elements of operations strategy guiding the development of a conceptual framework, a set of operating principles and processes supporting effective delivery of performance‐based service contracts.

Originality/value

The true value of this research is to open up the novel area of result‐oriented industrial PSSs operations strategy by capturing the key characteristics of operations using both literature and empirical evidence.

Abstract

Purpose

The purpose of this paper is to explore key challenges of adopting, designing and managing performance-based contracts (PBC) for advanced logistics services, as seen by providers. The shift toward performance-based solutions has proved challenging since providers often struggle to link performance to their payment. Despite such managerial challenges, empirical research in this area has been limited.

Design/methodology/approach

A multi-case design was adopted. Three cases of logistics service providers were selected based on purposive sampling. Data were collected through 38 semi-structured interviews and review of 43 documents such as contracts and customer target letters.

Findings

Key PBC adoption challenges include customer and provider intention to align their goals and incentives as well as their views on risk and reward sharing. Contract design challenges center around performance metric definition and weighting, designing performance monitoring systems that consider service co-production effects and help improve customer relationship and designing incentives with appropriate intensity levels. Contract management challenges include fostering provider pro-activity, provider changes in terms of processes and resource investments, perceived fairness of designed incentives and contract re-design to allow for win-win relationship outcomes.

Research limitations/implications

The study empirically contributes to extant logistics service provider literature by identifying specific challenges that extend also beyond PBC adoption and design and cover contract management (and potential contract re-design). It also unpacks the notion of performance attributability by analyzing its role also in terms of contract and performance management as well as its potential effects on customer relationship management.

Practical implications

The study presents implications for logistics provider managers regarding how the observed PBC challenges can be overcome.

Originality/value

The study unearths several challenges of PBC for advanced logistics services, particularly in connection to contract management and re-design.

Abstract

This paper focuses on the World Bank's emerging experience with a promising application of performance-based contracts: Output-Based Aid (OBA) subsidies. OBA is the provision of subsidies for the delivery of and access to social or infrastructure services. Under OBA, subsidy payments are tied to measurable performing outputs, leaving the specific methods of achieving these outputs to the service provider's discretion. While creating better risk allocation, more value for users and contracting agencies, and fewer opportunities for corruption than traditional methods, OBA schemes raise new procurement issues that need to be reconciled in order to achieve optimal results. An issue this paper explores is the tension between the need that contracts be "expenditure-based" with the "performance-based" nature of OBA subsidies.

Abstract

Purpose

The current fire protection measures in buildings do not account for all contemporary fire hazard issues, which has made fire safety a growing concern. Therefore, this paper aims to present a critical review of current fire protection measures and their applicability to address current challenges relating to fire hazards in buildings.

Design/methodology/approach

To overcome fire hazards in buildings, impact of fire hazards is also reviewed to set the context for fire protection measures. Based on the review, an integrated framework for mitigation of fire hazards is proposed. The proposed framework involves enhancement of fire safety in four key areas: fire protection features in buildings, regulation and enforcement, consumer awareness and technology and resources advancement. Detailed strategies on improving fire safety in buildings in these four key areas are presented, and future research and training needs are identified.

Findings

Current fire protection measures lead to an unquantified level of fire safety in buildings, provide minimal strategies to mitigate fire hazard and do not account for contemporary fire hazard issues. Implementing key measures that include reliable fire protection systems, proper regulation and enforcement of building code provisions, enhancement of public awareness and proper use of technology and resources is key to mitigating fire hazard in buildings. Major research and training required to improve fire safety in buildings include developing cost-effective fire suppression systems and rational fire design approaches, characterizing new materials and developing performance-based codes.

Practical implications

The proposed framework encompasses both prevention and management of fire hazard. To demonstrate the applicability of this framework in improving fire safety in buildings, major limitations of current fire protection measures are identified, and detailed strategies are provided to address these limitations using proposed fire safety framework.

Social implications

Fire represents a severe hazard in both developing and developed countries and poses significant threat to life, structure, property and environment. The proposed framework has social implications as it addresses some of the current challenges relating to fire hazard in buildings and will enhance overall fire safety.

Originality/value

The novelty of proposed framework lies in encompassing both prevention and management of fire hazard. This is unlike current fire safety improvement strategies, which focus only on improving fire protection features in buildings (i.e. managing impact of fire hazard) using performance-based codes. To demonstrate the applicability of this framework in improving fire safety in buildings, major limitations of current fire protection measures are identified and detailed strategies are provided to address these limitations using proposed fire safety framework. Special emphasis is given to cost-effectiveness of proposed strategies, and research and training needs for further enhancing building fire safety are identified.

Abstract

Purpose

This paper aims to investigate the potential role of the Emergency Department (ED) layout in enhancing its functionality. It applies a performance-based building design (PBBD) approach to evaluate emergency department functionality and efficiency as the most important criterion behind the success of the hospital service.

Design/methodology/approach

A quantitative approach based on space syntax theory was adopted through four syntactic maps (isovist, axial, convex, and visibility graph analysis VGA), to depict three case studies in Erbil city hospitals by analyzing three different layout typologies of ED such as Podular, Ballroom and Linear through measuring wayfinding, accessibility, privacy, visibility, time spend-length of stay and corridor circulation as layout factors.

Findings

This paper provides empirical insights on how the ED layout typology factors significantly affect producing functionally efficient EDs, whereas the Ballroom ED layout typology is the most effective compared to others. Given the importance of ED in enhancing a healthy environment for patients and staff, study findings are valuable resource for health designers, who play a critical role in ensuring patients enjoy a healthy and safe environment.

Originality/value

This paper has attempted to identify the appropriate layout of ED for effective functional performance in hospitals. A syntactical analysis between three different ED layout typologies based on the layout variables has been analysed using the PBBD approach. There has been no attempt carried out so far to analyse the functional performance of the PBBD approach in different ED layouts using layout variables.

This chapter presents five differentiated models of curriculum, each designed with templates created from learning theories. The discipline of distributed leadership is chosen to develop a cognition-based curriculum, a behavior-based curriculum, a performance-based curriculum, a values-based curriculum, and collectively arranged into a competency-based curriculum. The research literature frames the attributes of a competency-based curriculum on psychological competence.

In this chapter, curricula are developed to demonstrate the process of adapting theories of learning, instruction, and environment into design templates with which to differentiate the dimensions and components of a curriculum. In these curricula, multiple conceptual frameworks are employed to translate the content and structure of the discipline into instructional objectives, instructional engagement, instructional experience, and instructional environment to align the instructional processes with the intended learning. For these demonstrations, the discipline of organizational leadership is chosen due to the multidimensional structure of this discipline and the opportunities it presents to differentiate the curriculum and learning. Each component of the curriculum adapts an appropriate framework to align and interconnect the instructional processes into an optimized learning experience. The result is curricula that have a coherent flow horizontally across the components for each outcome as well as interconnectedness vertically between the outcomes. This approach creates coherence, alignment, and interconnectedness to the curricula and order to the learning process for the learners.

This methodology is applied to design the curriculum for five instructional modules. Module 1 focuses on dualistic thinking developed through a cognition-based curriculum. Module 2 presents a multiplistic learning experience through a behavior-based curriculum. Module 3 presents relativistic learning through a performance-based curriculum. Module 4 delivers complex learning through a values-based curriculum. Module 5 compiles these four modules into a competency-based curriculum model.

Each of these modules employs a unique set of theories to configure the components of the curricula to reflect the structure of each discipline. The use of each theory is explained and demonstrated in the design process.

Abstract

Purpose

This paper aims to improve the seismic building design (SBD) work process for Malaysian Government projects.

Design/methodology/approach

Semi-structured interviews were virtually conducted to a small sample size of internal and external stakeholders from the Malaysian Government technical agency. There were seven of them, comprising Structural Engineers, an Architect, a Quantity Surveyor and consultants-linked government projects. The respondents have at least five years of experience in building design and construction.

Findings

The paper evaluates the current SBD work process in the government technical agency. There were four main elements that appear to need to be improved, specifically in the design stage: limitations in visualization, variation of works, data management and coordination.

Research limitations/implications

This study was limited to Malaysian Government building projects and covered a small sample size. Therefore, further research is recommended to extend to other government agencies or ministries to obtain better results. Furthermore, the findings and proposal for improvements to the SBD work process can also be replicated for other similar disasters resilience projects.

Purpose

Traditionally, buildings are designed in accordance with prescriptive building and fire codes. Rapid urbanization causes an increase in urban population and commercial activities, and an increase in demand for large and complex buildings. Buildings that have been constructed in accordance with the old prescriptive requirements may not have the same fire safety level as the standard enforced today, even if all fire safety items are maintained at the original design standard. It is the usual practice that any upgrading or alteration works to be carried out in an existing building are required to comply with the requirements currently enforced. The demand for using a performance‐based approach for designing large complex buildings as well as alteration works in existing or historical buildings is increasing. The paper aims to discuss the issues involved

Design/methodology/approach

This paper presents a brief comparison of the use of performance‐based fire safety design in three locations and presents the use of a system dynamics model to examine how the technological investment will affect the use of performance‐based fire safety design.

Findings

The model predicts that increased investment by the Hong Kong authorities would see a rise in the number of building projects using a performance‐based approach within a few years.

Originality/value

The research in this paper provides guidance to the building control regime in Hong Kong on how to achieve an increase in the use of a fire‐engineered approach to enhance fire safety design in buildings.
