Abstract
Important evaluation criteria as they are perceived by quality managers in American and US‐based Japanese firms are examined. For this study, three different groups of companies contained within four industries were considered. They included American firms using a traditional approach to manufacturing management, Japanese firms operating in the United States, and American firms attempting a Japanese approach to manufacturing management. This study identified price, on‐time delivery, and the supplier′s product quality as the three major criteria for evaluating vendors. The attitudes of quality managers concerning the importance of these variables were counter to the impressions portrayed in the academic and managerial press. Also differing from the literature was how much the managers in these different types of firms linked the evaluation criteria and overall organisational performance.

Abstract
Purpose
Hospital structures serve to protect and improve public health; however, they are recognized as a major source of environmental degradation. Thus, an effective performance evaluation framework is required to improve hospital sustainability. In this context, this study presents a holistic methodology that integrates the sustainability balanced scorecard (SBSC) with fuzzy Delphi method and fuzzy multi-criteria decision-making approaches for evaluating the sustainability performance of hospitals.
Design/methodology/approach
Initially, a comprehensive list of relevant sustainability evaluation criteria was considered based on six SBSC-based dimensions, in line with triple-bottom-line sustainability dimensions, and derived from the literature review and experts’ opinions. Then, the weights of perspectives and their respective criteria are computed and ranked utilizing the fuzzy analytic hierarchy process. Subsequently, the hospitals’ sustainable performance values are ranked based on these criteria using the Fuzzy Technique for Order of Preference by Similarity to Ideal Solution.
Findings
A numerical application was conducted in six public hospitals to exhibit the proposed model’s applicability. The results of this study revealed that “Patient satisfaction,” “Efficiency,” “Effectiveness,” “Access to care” and “Waste production,” respectively, are the five most important criteria of sustainable performance.
Practical implications
The new model will provide decision-makers with management tools that may help them identify the relevant factors for upgrading the level of sustainability in their hospitals and thus improve public health and community well-being.
Originality/value
This is the first study that proposes a new hybrid decision-making methodology for evaluating and comparing hospitals’ sustainability performance under a fuzzy environment.

Abstract
Purpose
Technical education plays an important role in the development of a country in this age of knowledge economy. Indian technical education system is facing many opportunities and challenges, one of which is how to assess the performance of technical institutions based on multiple criteria. The purpose of this paper is to describe and illustrate an application of a structured approach to determine relative efficiency and ranking of a set of private engineering colleges under multi-criteria environment.
Design/methodology/approach
To cater to the increasing need of technical manpower, a very large number of private engineering colleges have been established in the state of West Bengal of eastern India within a very short period. Uniform and acceptable quality of the graduates from many of these private engineering colleges is a concern today and therefore the need for performance evaluation and ranking of these colleges is paramount. For the proposed framework a comparatively new multiple criteria decision-making tool, multiple objective optimization on the basis of simple ratio analysis (MOOSRA) is applied for performance evaluation of eight private engineering colleges taking into account some selected criteria. The subjective weights of the criteria are determined using fuzzy analytic hierarchy process (AHP).
Findings
For the analysis, the required data have been provided by the management of the colleges for the academic year of 2011-2012. Based on request of the management identities of these institutes are not disclosed. The institutes are considered as anonymous institute and coded as A, B, C, D, E, F, G and H, respectively. The result of the study reveals that E is the best and the ranking the authors get is in the order of E > F > A > H > D > C > G > B. The result shows that composite performance scores of institutions A, E and F are above the mean performance score value. Therefore these three institutions can be considered as the benchmark or peer group for the remaining five institutions which lie below the mean line of the performance score value.
Originality/value
This paper provides a comprehensive yet detailed methodology for performance evaluation of academic institutions. The novelty in the approach is that fuzzy AHP and MOOSRA are being used as a benchmarking technique in a simple methodology which is generic in nature. It is one of the few studies that evaluate the performance of technical institutions in India.

Purpose
Understanding the significance of supply chain, demands need of multiple criteria for its performance evaluation. The aim of this paper is to propose an approach to evaluate the performance of supply chain using multiple criteria.
Design/methodology/approach
A multi‐criteria decision making tool, like analytic hierarchy process is used to develop an eight step methodology for performance evaluation. The proposed methodology is also elucidated with an illustration and a case from Indian chemical company.
Findings
Supply chain performance number is computed, suggesting the present performance status of the supply chain. The methodology also helps rank the various links according to its performance. The analysis leads in computation of supply chain performance number (SCPN): the value lies between 0 and 1.
Research limitations/implications
The methodology can be suitably modified to accommodate any number of criteria and supply links, given the structure of the supply chain.
Practical implications
A case from an Indian chemical industry is presented in this paper. The findings of which, are encouraging and have benefited the practicing mangers in various ways.
Originality/value
This paper presents a unique approach for supply chain performance evaluation considering multiple criteria, with a flexibility to modify and analyze using the available data sets.

Abstract
Purpose
The purpose of this paper is to propose the application of a decision-making tool for performance evaluation of Indian Railway zones. It basically seeks to analyze the effects of various evaluation criteria on the performance of Indian Railways using a combined multi-criteria decision-making approach which employs decision-making trial and evaluation laboratory (DEMATEL) and “VIse Kriterijumska Optimizacija kompromisno Resenje” (VIKOR) methods.
Design/methodology/approach
The performance of 16 Indian Railway zones is first evaluated using DEMATEL method which addresses the inter-relationships between different criteria with the aid of a relationship structure. The VIKOR method which is a compromise ranking approach is then adopted to rank those candidate railway zones. Pareto analysis is also carried out to identify the benchmark railway zones for the under/poor performers so as to improve their operational excellence.
Findings
A numerical example from Indian Railways is illustrated and solved for better understanding of the integrated decision-making tool in which the relevant information for the considered railway zones with respect to different evaluation criteria are collected from various websites and Indian Railways annual statistical report. Western and North-Eastern zones, respectively, take the first and the last positions in the derived ranking list. The relevance of selecting different performance indices/evaluation criteria is also discussed.
Practical implications
The application of this integrated methodology would serve as a systematic approach for measurement of the aggregate operational performance of Indian Railway zones so as to gain valuable academic and practical insights. It is also expected to provide an insightful guidance to the railway administrators in taking valuable strategic decisions in promoting the service of Indian Railways.
Originality/value
The integrated DEMATEL-VIKOR method is conceptually simple and easily comprehensible which can consider numerous attributes simultaneously. This paper enables the readers to gain some valuable inputs from a managerial perspective for Indian Railways to formulate strategies for its zones to foster better performance.

Abstract
Purpose
Existing supply chain (SC) performance models are not able to cope with the potential of intensive SC digitalisation and establish a relationship between decisions and decision criteria. The purpose of this paper is to develop an integrated knowledge-based system (KBS) that creates a link between decisions and decision criteria (attributes) and evaluates the overall SC performance.
Design/methodology/approach
The proposed KBS is grounded on the fuzzy analytic hierarchy process (fuzzy AHP), which establishes a relationship between short-term and long-term decisions and SC performance criteria (short-term and long-term) for accurate and integrated Overall SC performance evaluation.
Findings
The proposed KBS evaluates the overall SC performance, establishes a relationship between decisions (long-term and short-term) and decision criteria of SC functions and provides decision makers with a view of the impact of their short-term or long-term decisions on overall SC performance. The proposed system was implemented in a case company where the authors were able to develop a SC performance monitoring dashboard for the company’s top managers and operational managers.
Practical implications
The proposed KBS assists organisations and decision makers in evaluating their overall SC performance and helps in identifying underperforming SC functions and their associated criteria. It may also be considered as a tool for benchmarking SC performance against competitors. It can efficiently point to improvement directions and help decision makers improve overall SC performance.
Originality/value
The proposed KBS provides a holistic and integrated approach, establishes a relationship between decisions and decision criteria and evaluates overall SC performance, which is one of the main limitations in existing supply chain performance measurement systems.

The purpose of paper is to develop a performance evaluation framework for manufacturing industry to evaluate overall manufacturing performance.
Design/methodology/approach
The best-worst method (BWM) is used to aid in developing a performance evaluation framework for manufacturing industry to evaluate their overall performance.
Findings
The proposed BWM-based manufacturing performance evaluation framework is implemented in an Indian steel manufacturing company to evaluate their overall manufacturing performance. Operational performance of the organization is very consistent and range between 60% and 70% throughout the year. Management performance can be seen high in the 1st and 2nd quarter of the financial year ranging from 70% to 80%, whereas a slight decrease in the management performance is observed in the 3rd and 4th quarter ranging from 60% to 70%. The social stakeholder performance has a peak in first quarter ranging from 80% to 100% as at start of financial year.
Originality/value
This paper utilized BWM, a MCDM method in developing a performance evaluation index that integrates several categories of manufacturing and evaluates overall manufacturing performance. This is a novel contribution to BWM decision-making application.

Abstract
Purpose
This study aimed at developing and testing a model to evaluate employee performance in Isfahan municipality.
Design/methodology/approach
A mixed-method design is applied in this study. To extract the model, a semi-structured interview based on the thematic analysis approach was employed. The qualitative data were obtained using a researcher-made questionnaire from a sample of 12 municipal experts selected based on purposive sampling. In the quantitative phase, the sample consisted of 76 managers and interim managers. The validity of the questionnaire was determined by the content validity index, while the structural validity was tested based on structural equation modeling using SmartPLS software. The reliability of the questionnaire was confirmed using Cronbach's alpha and composite reliability indices.
Findings
The factors obtained in the qualitative model included performance evaluation criteria, the desired time interval for performance evaluation, results announcement, performance evaluation approach, performance evaluation method and evaluator-related variables. There should have been an agreement between evaluators and those who were evaluated in all components of the model. In the quantitative section, performance evaluation criteria, evaluators, the evaluation method and time interval were confirmed with coefficients of 0.871, 0.815, 0.646 and 0.615, respectively.
Practical implications
The novelty of this study is that it uses a mixed-method research approach to extract a performance evaluation model that is specific to the Isfahan municipality.
Originality/value

Purpose
The purpose of this paper is to adapt integrated hierarchical evaluation platform (associated with “green” performance indices) toward evaluation and selection of alternative suppliers under green supply chain (GSC) philosophy.
Design/methodology/approach
In this context, incompleteness, vagueness, imprecision, as well as inconsistency associated with subjective evaluation information aligned with ill-defined suppliers’ assessment indices has been tackled through logical exploration of fuzzy set theory. A fuzzy-based multi-level multi-criteria decision-making (FMLMCDM) approach as proposed by Chu and Varma (2012), has been case empirically studied in the context of green suppliers selection.
Findings
Result obtained thereof, has been compared to that of fuzzy-TOPSIS to validate application potential of the aforementioned FMLMCDM approach.
Originality/value
The proposed method has been found fruitful from managerial implication viewpoint.

Abstract
Purpose
Supplier selection along with continuous evaluation of their performance is a crucial activity in healthcare supply chain management for effective utilization of scarce resources while providing quality service at an affordable price, and minimizing chances of stock-out, avoiding serious consequences on the illness or fatality of the patients. Presence of both qualitative and quantitative evaluation criteria, set of potential suppliers and participation of different stakeholders with varying interest make healthcare supplier selection a challenging task which can be effectively solved using any of the multi-criteria decision making (MCDM) methods.
Design/methodology/approach
To deal with various qualitative criteria, like cost, quality, delivery performance, reliability, responsiveness and flexibility, this paper proposes integration of grey system theory with a newly developed MCDM tool, i.e. mixed aggregation by comprehensive normalization technique (MACONT) to identify the best performing supplier for pharmaceutical items in a healthcare unit from a pool of six competing alternatives based on the opinions of three healthcare professionals.
Findings
While assessing importance of the six evaluation criteria and performance of the alternative healthcare suppliers against those criteria using grey numbers, and exploring use of three normalization procedures and two aggregation operations of MACONT method, this integrated approach singles out S5 as the most compromised healthcare supplier for the considered problem. A sensitivity analysis of its ranking performance against varying values of both balance parameters and preference parameters also validates its solution accuracy and robustness.
Originality/value
This integrated approach can thus efficiently solve healthcare supplier selection problems based on qualitative evaluation criteria in uncertain group decision making environment. It can also be deployed to deal with other decision making problems in the healthcare sector, like supplier selection for healthcare devices, performance evaluation of healthcare units, ranking of physicians etc.
