Abstract

Purpose

The purpose of this paper is to develop an exclusive review framework for the Performance Prism.

Design/methodology/approach

An extensive literature survey on performance measurement is used to identify the main aspects of the review in such systems. Various dimensions related to the characteristics of Performance Prism are explored. All the findings are then rationally put together to develop the proposed conceptual framework.

Findings

The paper presents a conceptual model to review performance measurement systems (PMS) which are designed based on Performance Prism. The presented framework categorizes review processes and tools into two main categories; Business Performance Review (BPRw) and Performance Measurement System Review (PMSR). In BPRw, a loop is presented in three levels – with regards to the five facets of Performance Prism – which indicates the performance management process. PMSR deals with reviewing the efficiency and effectiveness of the design and implementation of the PMS itself. Several methods and tools have been gathered from the literature (e.g. relevance test, measures profile, etc) in this section to examine the relevance of measures, and some have been introduced (including a method to determine inconsistencies in organization's performance trends between stakeholder, strategic and operational level) to study and challenge the validity of strategic assumptions and strategies, and appropriateness of infrastructure. Implications of various factors such as organizational culture, change management, and characteristics of the measures (level of the measure, managers who receive reports including the measure, and supporting infrastructure) are highlighted.

Research limitations/implications

In contrast to PMS design and implementation, research on PMS review is limited. This is more evident in the literature concerning Performance Prism. The empirical evidence of usefulness is beyond the scope of this article.

Practical implications

The framework provides a procedural action for reviewing both business performance and PMS performance when applying the Performance Prism in practice and provides a foundation for further empirical research.

Originality/value

The paper adds to the body of literature, by proposing a comprehensive review framework to be used in Performance Prism.

Abstract

Purpose

This study aims to examine the potential for the Performance Prism (Neely et al., 2001) to influence the perceived outcome of a planned organizational change. General Systems Theory (Ruben, 1979; Thayer, 1968; vonBertalanffy, 1975) is used to understand the differences in stakeholder perception throughout the institution.

Design/methodology/approach

Thirty-two participants from four educational support services departments and the senior leadership group of a university were interviewed. A grounded theory, constant comparative method (Glaser and Strauss, 1967) was used to generate themes and codes from transcripts.

Findings

Findings suggest that implementers failed to adequately assess all employees’ satisfaction and contributions prior to implementation. Using the Performance Prism could have been the key to perceptions of success about the change effort.

Research limitations/implications

Research comparing the Performance Prism to implemented planned change efforts not using the Performance Prism is limited, especially in higher education. Also limited is research using the Performance Prism and General Systems Theory.

Practical implications

Understanding stakeholder satisfaction and contributions throughout the organizational system are vital to planned change efforts, especially in loosely coupled organizations (Gallivan, 2001; Neely et al., 2001; Ruben, 1979). Using the Performance Prism is valuable to further this understanding.

Originality/value

The study advances the literature about the use of the Performance Prism in higher education by providing an understanding of the implications of neglecting to consider all stakeholders at all levels of the system in planned change efforts.

Abstract

Purpose

This paper aims to propose an integrative economic model of the GRI (Global Reporting Initiative) and performance prism based on concurrent engineering and developed balanced scorecard (BSC).

Design/methodology/approach

In this paper, the supplier aspect added to the basic BSC framework, a quality function deployment (QFD) developed in four phases and the economic GRI priorities were determined. Finally, the outcomes of QFD were used in Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) for ranking the economic indicators.

Findings

The indicators of financial interpretation, risks and opportunities had the first rank in learning and growth, internal processes, customer and financial BSC aspects, and they had the second rank only in the suppliers' BSC aspect.

Research limitations/implications

In this paper, merely the economic indicators of the GRI standard was studied, and no comparison was made between the variables of the other standards and the GRI standard.

Originality/value

The most important contribution of this study is merging the supplier aspect and BSC based on the concept of suppliers, inputs, process, outputs and customers (SIPOC) in supply chain analysis. Achieving economic sustainability by a concurrent engineering approach is another novelty of this paper. The proposed model was examined in the tile and ceramic industry for the first time.

This article describes and illustrates the practical application of a new measurement framework – The Performance Prism – which addresses the shortcomings of many of the traditional measurement frameworks being used by organisations today. The Performance Prism, with its comprehensive stakeholder orientation, encourages executives to consider the wants and needs of all the organisation’s stakeholders, rather than a subset, as well as the associated strategies, processes and capabilities. DHL’s board for the UK have used this framework to re‐engineer their corporate measurement and reporting system and the article explains DHL and other firms’ experiences with the Performance Prism.

Abstract

Purpose

The purpose of this paper is to review the normative literature in regard to public-private partnerships (PPPs) and their evaluations, and attempts to investigate whether the Performance Prism is a feasible framework for effective PPP performance measurement.

Design/methodology/approach

An in-depth and critical literature review is conducted in this study. Discussion concentrates on PPP features, performance measurement in PPPs, performance measurement in construction, and characteristics of the Performance Prism.

Findings

The Performance Prism exhibits a strong ability to capture the distinct features of PPP infrastructure projects and can be considered as a framework suitable for effective and efficient performance measurement.

Practical implications

It is essential that stakeholders have a feasible performance measurement framework to effectively measure performance as they embark on PPP infrastructure projects. This paper can be used as a theoretical base and conceptual framework capable of assisting in the design and selection of effective performance measures for PPPs.

Originality/value

Many governments across the world use PPPs to procure public assets owing to the scarce funds available for infrastructure development. Effective performance measurement is critical to the successful delivery of a PPP project. Conventional ex post evaluation that solely focuses on meeting budget and predetermined project duration is being widely used to measure PPPs in practice. PPPs are more complicated than traditional procurement due to their multiple stakeholder integrations and long-term processes. However, the research on effective PPP performance measurement is limited for addressing such vital issues, and this paper attempts to bridge this knowledge gap.

Abstract

A large number of taskforces and other quality improvement teams have been set up to achieve change in recent years, both in health and elsewhere, but there has been relatively little systematic evaluation of the benefits obtained. This paper discusses alternative methodologies and frameworks for assessing the value of taskforces and other quality improvement teams in the public sector and concludes that the Performance Prism, used in conjunction with the public sector scorecard, a variant of the balanced scorecard, is most appropriate. The paper then describes a case study on the evaluation of a UK health service taskforce using the recommended approach and reflects on its successes and limitations.

Abstract

Purpose

The purpose of this paper is to provide a literature review of the performance measurement (PM) in maintenance. The authors aim to discuss the background and development of the PM for maintenance, besides defining the concept of performance measures for maintenance and the frameworks developed.

Design/methodology/approach

A detailed and extensive literature search and study was undertaken by the authors on the concept and definition of PM, performance indicators (PIs), maintenance performance indicators and various performance frameworks. The history and theory of PM over different phases of business and technological developments have been critically examined and analysed in this review paper.

Findings

This paper reviews and presents the different PIs and PM frameworks like; balanced scorecard (BSC), performance prism, performance pyramid and performance matrix, etc., and identifies their characteristics and shortcomings. After considering related issues and challenges, frameworks and approaches for the maintenance performance measurement (MPM) are also presented, where the emerging techniques like; emaintenance have also been discussed amongst others. More and more industries are applying the balanced and integrated MPM frameworks for their competitive survivability and sustainability.

Practical implications

The concept, issues and approaches considered for the MPM frameworks can be adapted by the practicing managers, while trying to define and develop an MPM framework for the operation and maintenance activities. The considerations of the advantages and limitations of different frameworks can provide insights to the managers for implementation.

Originality/value

Some literature reviews on MPM and MPM frameworks are available today. This paper makes an attempt to provide a detailed and relevant literature review, besides adding value in this new and emerging area.

Abstract

Purpose

The purpose of this paper is to examine current performance management practices, identify potential areas of improvement and recommend appropriate interventions. Developing economies continue to intrigue in light of the promise they hold for future growth markets. Existing studies tend to focus on macro-economic factors and to concentrate on a few regions. Few studies have looked at the lesser developed Middle-Eastern regions, such as Palestine. This study seeks to address that deficit; it examines firm-level factors relevant to the competitive performance of enterprises in the Palestinian stone and marble industry, one of the most important industries in the region.

Design/methodology/approach

The study utilizes a mixed-methods exploratory qualitative and quantitative approach that probes operational and strategic performance factors. Interviews and insights derived from a survey-based research data from 45 respondents representing a sampling of 36 enterprises form the basis of the analysis.

Findings

Findings suggest that the majority of performance measures employed by the firms investigated rely primarily on traditional financial indicators. Although some progressive metrics including those targeting measures of productivity and process efficiency are being adopted by firms in the sector, measures that focus on long-term strategic growth promoters such as innovation and organizational learning are largely not yet employed.

Originality/value

The paper concludes with recommendations for how firms competing in such environments might enhance and improve their performance management.

This is a conceptual paper that focuses on the model for developing, implementing and evaluating performance management systems by public universities in developing countries.

Findings

As the focus is on a conceptual model for performance management systems in public universities in developing country, it is yet to be empirically tested.

Research limitations/implications

The conceptual model is limited to developing, implementing and evaluating performance management systems by public universities in developing countries.

Practical implications

The implementation and evaluation of performance management systems by public universities in Jordan and developing countries will ensure successful achievement of their set goals in the competitive dynamic environment.

Originality/value

The originality of the paper lies in its methodology. In this paper, an innovative conceptual model is proposed for developing, implementing and evaluating performance management systems by public universities in developing countries.
