Abstract

Purpose

The purpose of the chapter is to determine common regularities and peculiarities of the influence of the 2008 crisis on development of socio-economic systems in view of developed and developing countries.

Methodology

The methodology of this research includes the developed author’s conceptual model of conflict of socio-economic system as an analog of the model of economic cycle. As crisis is a manifestation/example of economic conflict, this model could be used for studying it. Also, the method of comparative analysis is used for comparing the influence of the 2008 crisis on development of socio-economic systems from various categories. The objects of the research are selections of countries according to classification of the International Monetary Fund – leading developed countries (advanced economies) and emerging market and developing economies. The studied indicator is annual growth rate of GDP in constant prices.

Conclusions

Modeling and analysis of the influence of the 2008 crisis on development of socio-economic systems of developed and developing countries are performed, with crisis considered as a wave of economic cycle. Apart from common regularities of the 2008 crisis in socio-economic systems – vivid and short negative reaction and double wave of crisis – we determined peculiarities of influence of this crisis on economies of developed and developing countries. These peculiarities are connected to the fact that the 2008 crisis was deeper in developed countries than in developing countries, but the crisis was developing according to the optimistic scenario (long waves) and was overcome in 2012. In developed countries, the crisis was developing according to the pessimistic scenario (short waves), and negative reaction renewed in 2012, with another one expected in 2021.

Originality/value

It is substantiated that insufficiently intensive and successful management of crisis in developing countries will probably become a cause of increase of differentiation of countries in the global economic system, which is expressed in growth of underrun of developing countries from developed countries.

Abstract

Purpose

The purpose of this chapter is to compile the expected scenarios of development of digital economy in modern Russia and determine the essence and peculiarities of the optimal scenario implementation.

Methodology

The research is based on the Theory of Games, which is used for comparison of expected scenarios of development of digital economy in modern Russia. A criterion of optimality of the scenario of development of digital economy in modern Russia in this work is effectiveness of its implementation, determined by comparing the results and expenditures in view of probability of each possible sub-scenario.

Results

The performed scenario analysis of development of digital economy in modern Russia showed that the most effective and, therefore, optimal scenario is the one that envisages implementation of the offered new model of a well-balanced digital economy. Despite the fact that probability was determined only for sub-scenarios, within each distinguished scenario, (for determining confidence intervals of the values of indicators) which were not compared with the level of their probability, the given optimal scenario envisages the largest changes compared to the current set course of the formation of digital economy in Russia and hence is the least probable.

Recommendations

The established optimal expected scenario of development of digital economy, which envisages application of its new well-balanced model, is recommended for practical implementation in modern Russia. The given quantitative characteristics of the optimal scenario of development of digital economy in modern Russia could and should be recommended for usage as the basis for developing practical recommendations for monitoring and control of implementation of the optimization model of digital economy in modern Russia.

The purpose of the work is to verify the offered hypothesis and to develop a new model of macro-economic balance, adapted to peculiarities of information economy.

Abstract

Purpose

The purpose of the work is to verify the offered hypothesis and to develop a new model of macro-economic balance, adapted to peculiarities of information economy.

Methodology

The methodology of the research is based on equilibrium approach to studying socio-economic phenomena and processes. According to this approach, in order to determine the balance in information economy, the methods of abstracting and modeling of economic systems are used. The theoretical basis of the chapter is the classical macro-economic balance in “AD–AS” model (aggregate demand–aggregate supply model).

Results

The research concluded that information economy envisages high specificity of the main commodity market – market of information as a product – and that behavior of sellers and buyers cannot be described correctly with the help of the classical two-dimensional model of demand and offer in macro-economics. In order to solve this problem, the author presents a new three-dimensional model of balance, which is adapted to peculiarities of information economy. This model shows that the aggregate demand and supply of information as a product in information economy depends not only on the level of market price for information but also on its value and preservation of its uniqueness. So apart from striving for lowest prices, consumers are interested in purchasing the most valuable information, which is not sold by sellers and is not available in the market. The market has only information that has no critical value for its owners and economy on the whole.

Recommendations

The author’s three-dimensional model of balance, adapted to peculiarities of information economy, is recommended for application.

Abstract

Purpose

The purpose of the research is to determine peculiarities of development of modern “conflict-free” and socio-economic systems before, during, and after the 2008 financial crisis and to determine signs of “conflict-free” socio-economic system by the example of modern Turkey and Japan.

Methodology

The methodology of the research is based on the method of regression analysis, which is used for studying dependence of the indicators that characterize the peculiarities of the process and consequences of the 2008 global financial crisis in various socio-economic systems on the indicators that reflect observation of the principles of “conflict-free” development as of 2018.

Conclusions

Signs of “conflict-free” socio-economic systems could be formulated in the following way: high quality of institutes, high ecological effectiveness, moderate digital competitiveness, moderate innovational development, low balance of the federal budget, and moderate globalization.

Originality/value

It is substantiated that a universal formula for high-precision determination of signs of “conflict-free” socio-economic systems cannot be created, as these signs are manifested differently in each country. That’s why during evaluation of the level of “conflict-free” nature of a socio-economic system, it is necessary to take into account specifics of its functioning and development. The determined signs allowed showing that observing the principles of “conflict-free” development of socio-economic systems does not mean achievement of global leadership in the corresponding directions of economic activities (and this is accessible for all countries of the world), but requires original solutions and balancing the existing alternatives in each separate case.

Abstract

Purpose

The purpose of this work is to determine the key barriers on the path of information economy’s formation in modern Russia and to determine the possibilities and perspectives of overcoming them.

Methodology

In order to determine weak spots in the Russian practice of information economy’s formation, the values of the indicators that reflect the corresponding progress in technosphere, sociosphere, economic sphere, and target result in Russia are compared to average values for the leading countries of the world that achieved the largest success in the formation of information economy. For that, the method of comparative and problem analysis is used.

Results

In the course of the research, the institutional barrier, which is related to the limitation of acceptance of priorities of information economy in the national strategy; structural barrier, which is based on insufficient development of the ICT spheres; and investment barrier, caused by deficit of investments in the ICT spheres, were found.

Recommendations

The determined barriers do not correlate with the national peculiarities of the socio-economic system of modern Russia. In particular, despite the incompleteness of market reformation, the level of informatization of the Russian economic system is very high. Despite the traditional public mode, sociosphere is the sector of the largest success in Russia in information economy’s formation, and the directive character of modernization of the socio-economic system stimulates quick formation of information economy due to timely establishment of the corresponding strategic course and implementation of state initiatives in the direction of its practical implementation.

Abstract

Purpose: The purpose of the chapter is to study the process of evolution of modern business systems, to distinguish its main stages, and to determine the peculiarities of the modern stage of this process. For compiling a fuller dynamic model of evolution of modern business systems, this research is performed by the example of modern Russia – which is one of the most vivid representatives of countries with transitional (forming) economy and which is thus peculiar for very intensive transformation processes in business as compared to the countries that implement the concept of market economy.

Methodology: The methodology of the research is based on the method of logical analysis (analysis of causal connections) and the method of comparative historical analysis, with the help of which regularities of development of modern business systems are distinguished and stages of their evolution are determined. The method of formalization is used for graphic presentation of genesis of modern business systems.

Conclusions: As a result, four stages of evolution of modern business systems are distinguished: paternalism (1991–1997), commercialization (1998–2007), balancing (2008–2017), and technologization (since 2018). Each of the distinguished stages has its peculiarities, and the following regularities and tendencies of development of modern business systems are observed in the process of their evolution: increase of competition in business environment, increase of regulation of business from the state and society, and growth of size of business systems, which leads to complication of their structure, with increase of flexibility of business culture. Sufficiency of adaptation means with modern business systems is substantiated.

Originality/value: The determined outlines of the current stage of evolution of modern business systems allow compiling two following forecast scenarios of their further development, oriented at the period until 2025: scenario of well-balanced development of modern business systems and scenario of increase of disproportions in development of modern business systems. Implementation of these scenarios is possible in any socioeconomic system. Depending on strategic goals and priorities, each system may select the most optimal scenario and conduct the corresponding management of development of modern business systems.

Abstract

Purpose: The purpose of the chapter is to study the peculiarities of making of managerial decisions in modern business systems in countries of Asia and to compile an Asian model of this process, as well as to determine the possibilities and perspectives of making of optimal decisions according to this model.

Methodology: The chapter is devoted to studying the microeconomic aspect of economic development of countries of Asia; it is based on the methods of logical and systemic analysis, modeling of socioeconomic processes and systems, and formalization.

Conclusions: In the course of studying the practice of making of managerial decisions in modern business systems in countries of Asia, an Asian model of this process is compiled – it has the following features: independent making of tactical decisions by linear managers, foundation on model decisions, strong control, marketing only at the level of top management, and feedback with linear managers. The determined peculiarities are oriented at maximum acceleration of the process of making of managerial decisions in business systems. Another aspect of this advantage is insufficient consideration of internal (due to absence of involvement of employees into the process of discussion of decisions) and external (due to weak marketing support) possibilities of the business system.

Originality/value: It is substantiated that Asian model is most adapted and fitting for making of managerial decisions in the conditions of dynamic business environment, when the most important criterion of optimality is the speed of decision making.

Abstract

This chapter presents an understanding of the nature, peculiarities and factors that influence decision-making by executives and managers across the various sub-regions of Africa. Focusing on factors such as culture, faith, ethics, information paucity and institutions, the chapter examines the prevailing nature of decision-making in West Africa, East Africa, Northern Africa and Southern Africa. Interestingly, decision-making in these regions is characterised by unique features and peculiarities. The Ubuntu African philosophy was used to illustrate the traditional African lifestyle and decision-making practice. Drawing from both traditional and contemporary decision-making approaches, it identifies similarities as well as differences in the approach employed by decision-makers across the various sub-regions of Africa. To clearly articulate the similarities and differences, interviews and surveys were used to gather data from managers operating in these regions. Factor analysis enabled the description of underlying factors that drive decision-making within each region. The chapter further illustrates a framework for decision-making practice in Africa, which shows the dynamics and important features of decision-making among executives in Africa. The author describes decision- making as an essential competence for managers and posits that being cognisant of the factors that influence decision-making significantly improves organisational performance. In conclusion, it recommends suitable strategies that enhance the quality of decision-making for both managers and educators.

Abstract

Purpose

The purpose of this chapter is to develop a framework strategy for implementing the optimization model of information economy in modern Russia, aimed at its adaptation to the peculiarities of the Russian economic practice.

Methodology

The methods of induction, deduction, synthesis, and systemic analysis are used, as along with goal-oriented approaches, such as the method of modeling of socio-economic systems, and the method of formalization.

Results

The authors develop the framework strategy of implementing the optimization model of information economy in modern Russia that takes into account specifics of socio-economic development and informatization of the Russian economic system at the modern stage. This strategy differs from the strategy of formation of an information economy implemented in modern Russia. The most important difference is a wide and comprehensive balance, while the Russian economy is tolerant toward imbalance. The offered strategy allows refusing from copying economic practice implemented by other countries and determining own path of formation and development of information economy. This envisages the Russian treatment of the principles of implementing the innovational model of a well-balanced information economy. This treatment is based on the current possibilities of the Russian economy and on the set goal within the formation of an information economy. Due to this, the possibilities and needs of strategic development of information economy in modern Russia are balanced.

Recommendations

The developed framework strategy of implementing the optimization model of information economy in modern Russia is recommended for usage in the domestic economic practice.
