Abstract

Purpose

This paper aims to explain how peace research has influenced a re-conceptualization of the international relations (IR) notion of security and conflict, the nature of the global arena, how to effectively negotiate conflict resolution and strategies for peacebuilding. The paper argues that – although peace research had contributed to reducing the threat of interstate conflict – IR scholars have failed to recognize the need for a more inclusive theoretical strategy for dealing with the new challenge imposed by intrastate conflict.

Design/methodology/approach

The paper uses Cyprus as a case to compare the conflict management strategies of the liberal peace agenda and the integrative, multi-level, multi-dimensional approach to peacebuilding that is proposed by peace research. The Cyprus case is also used as an example of how the alternative approach to participatory political communication has moved the Cyprus situation off deadlock and in the direction of more promising outcomes.

Findings

The research reveals that although the liberal peace agenda (i.e. the state-centric and established diplomatic approach to conflict management) is effective in getting the two sides of the conflict to the negotiating table, it is inadequate in addressing the underlying cause of conflict; thus, in many instances, there is a reoccurrence of conflict and violence.

Research limitations/implications

The paper is limited in its ability to place peace research within the context of theoretical developments in the field of IR (e.g. this is even more-so true in regard to researching international politics). Although peace research has made enormous contributions in reducing the threat of interstate conflict (e.g. it is acknowledged that peace research contributed to ending the Cold War, thus bringing about new perspectives on how the global arena is defined, the nature of conflict and the role of communicative action in global relations), there has not been a corresponding development in the theory and practice of IR.

Practical implications

The paper explains how recent developments in communication theory and information communication technology have altered the nature of the global arena and the factors impacting global social movements. Thus, the paper indicates factors that are vital to cross-border interactions, cross-border social movements and alternative approaches to interstate social-political activities that deserve further research.

Social implications

The research analyzes the contribution to participatory political communication in conflict management, reconciliation and peacebuilding processes. The paper also highlights the role of alternative media as a component of the infrastructure for peace (e.g. in the Cyprus context, it provides a forum in which agents from an otherwise divided community can participate in establishing shared values and common objectives).

Originality/value

Cyprus represents one of the longest running conflicts and, in addition, one of the longest running peacekeeping missions of the UN. This paper explains how unique features of the peace research approach to peacebuilding contributes to producing more positive results in what has heretofore been a deadlock in the divided community of Cyprus. Thus, this paper provides an indication of how the lessons learned by peace researchers in the Cyprus micro context contribute to addressing macro-level IR challenges (e.g. north-south and east-west challenges that occur because of outlooks in the proverbial other).

Purpose

This study aims to advance theory on business in conflict zones (often termed “business for peace”) so as to enable the categorization of empirical work testing the field’s assertions.

Design/methodology/approach

In this conceptual paper, the authors present an assessment framework for categorizing research on the peace impacts of business entities, as suggested by Oetzel et al. (2009). This framework allows researchers to make comparisons across methodologies and fields on whether particular business actions contribute to peace.

Findings

Drawing on peace and conflict research, this study proposes a three-stage process in response to the presence of violence and its level of intensity, identify applicable research methods to assess the impact of business actions on peace at each of the three stages and offer suggestions for future research.

Social implications

Categorizing research impacts in the business for peace field will allow societal actors to evaluate the efficacy of claimed business for peace efforts. This is particularly true for those in within international organizations and non-governmental organizations (NGOs) who work with the private sector and for those in the private sector whose work attempts to enhance peace.

Originality/value

As a societal actor, business has a key role to play in peacemaking. The past decade has seen a proliferation of qualitative research work surrounding this theme. In a seminal work, Oetzel et al. (2009) suggested a research framework building on the theories of Fort and Schipani (2004) and suggested five actions that businesses could take to promote peace. To the best of the authors’ knowledge, this paper is the first one to respond to that suggestion by proposing a means of categorizing the impacts of business actions.

Abstract

Purpose

Extensive empirical evidence suggests that procedural justice (PJ) and distributive justice (DJ) are key success factors for achieving durable peace negotiations. This paper aims to investigate how complexity affects these factors and the outcomes in negotiations.

Design/methodology/approach

The qualitative study is based on an examination of the peace negotiations that led to the 2016 agreement between the Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo and the Colombian Government. Based on document analysis, the authors examined in detail how and where in the process the principles of PJ and DJ were applied. The authors then examined the implementation progress after 2016 and placed the peace process in the overall context of the Colombian conflict.

Findings

The authors found that the principles of PJ and DJ were present in both the negotiation process and the agreement. The negotiations were successful and satisfactory solutions could be found for all issues. The complexity of the conflict is reflected in the limited coverage of the peace negotiations. Not all groups, interests and subconflicts could be included in the negotiations. This limits their contribution to a durable peace in Colombia. Conflicts that remain unresolved also have a negative effect on the implementation of the agreement.

Practical implications

For conflict management, this implies that the negotiations should not be viewed as “one-and-done” but rather as a progressive, ongoing process. The agreement is only the nucleus for achieving total peace. It must be actively advanced and defended.

Originality/value

This study offers new qualitative insights into how PJ and DJ function in negotiations. It also establishes a systematic connection between PJ and DJ and complexity, introduces the notion of coverage and, thereby, opens a new perspective on the management of conflict complexity.

Abstract

Purpose

The purpose of this paper is to address the issue of security challenges in the selected states in Eurasia and Central and Eastern Europe from the perspective of peace and politics. Since the security situation differs significantly across the sub-regions under scrutiny, the main objective of the current research is to establish and test a theoretical model of relevant combinations of political factors and their relation to peace. The theoretical framework has been designed by following Fukuyama’s idea of political order and upgraded with the newly constructed index of social exclusion.

Design/methodology/approach

According to the objective and methodological gaps in this field, the paper applies comparative fuzzy set analysis. The method relies on the theoretical framework and empirical data and allows a constant communication between the two. It has allowed the research to focus on what conditions are necessary and/or sufficient for peace in the selected countries.

Findings

It is evident there are several different paths to achieve peace. However, the rule of law clearly constitutes both the necessary and sufficient conditions for peace in the selected regions. Moreover, the results of the research reveal that the concepts of interest are highly interlinked with each other, especially when it comes to the rule of law, state, and democratic accountability. Thus, further research should focus on in-depth analysis of each particular case to explore which conditions or combinations are decisive in particular setting.

Originality/value

Such findings can contribute to improving the areas where Eurasian countries are still lagging behind. Further research should focus on small but significant differences within these four groupings of countries, to improve the understanding of prerequisites for peace and contribute to the development of state and human security in the EU neighborhood.

Abstract

The study of arms control and disarmament is a subject of renewed interest in the United States. The attention of academicians, politicians, and average citizens, focused by a fear of nuclear holocaust, has turned to questions of how best to seek peace and safety in the nuclear age. Courses and programs devoted to arms control and disarmament and methods of achieving peaceful resolution of conflicts in today's world are offered at all educational levels, and the general public, aware of the necessity of being well‐informed on such an important topic, is looking for ways to obtain factual and reliable information to help sort out the conflicting claims of political spokespeople. Such material does exist and should be available to researchers, professors, students, and citizens, so that they can form opinions and attempt to influence policy on the basis of a sound understanding.

Abstract

Purpose

The purpose of this research was to study the manifestation of peace and war in the poems included in the new literature curriculum for the junior high school students in Israel.

Design/methodology/approach

Content analysis.

Findings

The results of the research, comprised by the content analysis methodology, showed that only three poems could be attributed to the category of war theme. Most of the poems fit to the category of didactic war motif; namely, they describe and refer to wars but are aimed at socializing the readers to peace by presenting them the vainness of wars.

Research limitations/implications

The brief review addresses only canonic poems and not popular songs.

Practical implications

The brief review will be directed to decision-makers in author’s country.

Social implications

Literary works have the ability to play a key role in peace education. Political behavior studies show that patterns of political behavior, such as support for a certain political party, tolerance of minorities and support for human rights are formed and internalized by the individual during childhood and adolescence.

Originality/value

This research produces a new and sophisticated approach towards the process of political socialization. This brief paper also conveys the new term of “didactic war theme”.

Abstract

Purpose

The purpose of this paper is to examine peace as a paradigm for promoting peace culture.

Design/methodology/approach

The paper amalgamates paradigmatic concepts, insights and analytical writing while building on existing literature.

Findings

The findings of this research suggest that the paradigm of peace can be used as a model to promote peace culture and harmony in the 21st century, which is characterized by “hyper” and “super” diversity. Diversity is everywhere, including schools, workplaces and marketplaces. Diversity is very complex and encompasses nearly every element of human life. Diversity should not only be based on the race, culture, ethnicity, religion or gender of an individual. Diversity should be based on the uniqueness of an individual. The fact that we live in a diverse world does not mean that we cannot coexist harmoniously. This paper explores the paradigm of peace research by focusing on how it enhances peace culture to thrive amidst diversity. This study also illustrates that peace and conflict studies cannot be restricted to the resolution of war, violence and conflict. It can likewise aid us in addressing cultural, racial, religious and ethnic concerns. In addition, this research demonstrates that encouraging positive peace (and discouraging negative peace) can be used as a deterrent against violence, including war and conflict. Furthermore, this paper demonstrates the significance of personal peace and some other types of peace. It demonstrates that inner peace combined with external peace yields personal peace. Therefore, an individual may not be able to enjoy the holistic values of personal peace without inner and external peace. Also, this research indicates that encouraging a daily culture of peace can assist us in becoming quotidian agents of peace.

Originality/value

Most publications focused on peace and conflict but made no connection between peace and culture. In addition, the majority of publications did not discuss peace as a paradigm that can aid in promoting a culture of peace and nonviolence. In addition, most papers did not link peace culture with diversity. Moreover, the majority of studies did not connect peace with the environment. This study addresses these gaps by introducing peace as a paradigm for fostering a culture of peace amidst diversity in the 21st century. This paper introduces peace as a paradigm for promoting nonviolence, peace culture and harmony. This study also emphasizes the need for environmental peace, thereby increasing awareness of the problems that affect the planet. This study also includes a discussion of positive and negative peace, as well as other definitions and viewpoints of peace. It also underlines the importance of establishing positive peace. This paper can be used as an introductory pathway to understanding the intriguing aspect of peace that fosters a peace culture if practiced adequately and why a peace culture is important in a world of diversity.

Purpose

The purpose of this paper is to better understand the factors that may improve or hinder the impact of sport for development and peace projects. Sport for development and/or peace (SDP) has been described as an emerging, yet under-theorized research field (Schnitzer et al., 2013). As such, few authors have analyzed the conditions, best practices and processes needed for achieving impact on context through SDP. The purpose of this paper is to address this gap in current knowledge.

Design/methodology/approach

A literature review was chosen to analyze the focus and findings of the related body of work.

Findings

A conceptual model of the dominant SDP process serves as a framework to identify and analyze concepts that may influence SDP impact on context. Moreover, this conceptual model provides insight about an apparent empirical incongruity between the theoretical and practical impact of this dominant SDP process on the ground.

Practical implications

This paper opens a debate around the process currently deployed by SDP agencies to influence peace and/or development. Specifically, we question if indoctrinating sport-related values into child athletes, who then somehow influence their communities, is the most cost effective process for sport to contribute to development and/or peace.

Originality/value

This paper addresses the paucity of insight about concepts that SDP agencies should implement to impact context. This contribution appears significant in a context of increased competition for funding. As growing number of SDP agencies operating in emerging markets compete for rarifying corporate funding, deploying cost-effective projects for development and peace may provide SDP agencies with a competitive advantage.

Researchers are aware that their work might contribute to an understanding of the sources of conflict, and to the peaceful resolution of international issues. Interest in the field is rapidly expanding both in the United States and abroad, but there has been little agreement on the direction research should take. Research institutes, think‐tanks, and university programs around the world are devoting an increasing amount of time to the study of arms control, international security, and peace.

Abstract

Purpose

This comparative case study looks towards the diverse approaches of higher education to support peacebuilding, from policy and philosophy to pedagogical practices, in conflict-affected and post-conflict settings. The achievement of global development goals is dependent on addressing access to quality education in conflict-affected contexts, including higher education. However, in settings affected by conflict, higher education is often perceived to be a luxury, not a necessity. This study, then, explores whether and how higher education might support peace and development through the unique perspective of the “three faces” of higher education in conflict contexts.

Design/methodology/approach

The paper is designed as a qualitative comparative case study. The research examines the work of university educators in two institutions in Afghanistan and Somaliland, highlighting the challenges and opportunities they face working in conflict-affected societies and their pedagogical responses to conflict. Data for the research were collected through in-depth interviews, documents, and digital artifacts with 12 university educators across the two institutions. The faculty teach a wide variety of subjects in the social sciences and humanities, subjects including and in addition to those specific to peace and development studies. To strengthen the interpretation of data, multiple coders were involved and intercoder reliability was conducted.

Findings

Findings indicate a number of challenges and opportunities that university lecturers and their institutions face in teaching for peace in conflict-affected contexts, particularly as it relates to the “three faces” of higher education to support, impede, or reveal the complicated nuances of peacebuilding in conflict settings. Member-checking was employed with participants to enhance the reliability of the analysis.

Originality/value

In the end, the paper contributes new empirical insights into higher education in conflict-affected contexts, particularly from the standpoint of faculty. Critical perspectives and implications for curriculum, pedagogy and research are offered.
