Abstract

This article gives an overview of education and training of records managers in anglophone Africa and then focuses on standards for training of archivist and records managers. Using South Africa’s National Qualifications Framework and the South African Qualifications Authority guidelines, a training model that can be used elsewhere in Africa with some adjustments is suggested. The article recognises that there can be no one set of universally standard desirable outcomes for all educational institutions, as the outcomes must depend on the institution’s nature and mission. Whilst the teaching and learning processes may differ between countries, there should be a substantial commonality in the outcomes achieved. Thus it would be possible to have generic processes of assessment and accreditation. Adherence to standards is key to the generic process of accreditation and professional mobility.

Abstract

Purpose

The purpose of this study is to assess access to and use of agricultural knowledge and information in the rural areas of Tanzania.

Design/methodology/approach

Mixed quantitative, qualitative and participatory methods were deployed. Semi‐structured interviews were used to collect qualitative and quantitative data from 181 farmers in six districts of Tanzania. Focus groups and participatory techniques (i.e. information mapping and linkage diagrams) were also used to collect qualitative data from 128 farmers in the same districts.

Findings

The results showed that deep, rich and complete data can be collected through the mixed quantitative, qualitative and participatory techniques. The findings demonstrated that the knowledge and information needs, and information‐seeking patterns of farmers were location specific. The major sources of information for farmers were predominantly local (neighbours, friends and family), followed by public extension services. Apart from radio and cell phones, advanced technologies (i.e. internet and e‐mail) and printed materials were used at a low rate despite their existence in the communities.

Research limitations/implications

The study necessitates a need to conduct regular studies on information needs, map communities' knowledge and information sources, create awareness of information sources and knowledge culture, use participatory methods in design and development of technologies and use multiple sources of knowledge and information (such as print and technologies) to deliver relevant information to farmers.

Originality/value

The study provides a deep understanding of access to and use of agricultural knowledge and information in the rural areas, which necessitates a need for demand‐led and client‐based knowledge and information services in order to meet the disparate farmers' needs. These findings can serve as an example for the increasing use of mixed quantitative, qualitative and participatory methods in information behavior research.

Abstract

Purpose

This study aims to assess the status of the digital records preservation practices in the South African public sector at the national department level. It set out to establish to what extent digital preservation policies have been implemented in South Africa’s public sector, to determine the related skills and competency of public sector staff, and to make any necessary recommendations of the basis of the results.

Design/methodology/approach

A content review of Southern Africa literature dealing with the preservation of digital records, its importance and related factors over the past 20 years was conducted.

Findings

The current state of preservation of South African digital records suggests serious consequences of existing knowledge and training gaps. Addressing those gaps may provide the knowledge needed to support new ways of working. Records management professionals in the South African public sector at the national department level are currently ill-equipped to adequately preserve digital records. This complicates the application of tools offered by the information and communication technologies that have resulted in increased creation of digital records.

Research limitations/implications

The study was limited to only the public sector of South Africa.

Practical implications

The study makes practical implications concerning the policy framework for improving the state of digital preservation in South Africa so as to ensure long-term preservation of digital records. For instance, government departments are recommended to formulate and implement in-house policy frameworks, guidelines and plans that address digital preservation of records.

Social implications

Sufficient funding and resource allocation ought to be provided to advance electronic records management programmes. In addition, the formulation of proper strategies needed to preserve digital records should incorporate technological tools and media software in the existing operations for the creation, capturing, appraising and preserving of digital records.

Originality/value

This study offers informed recommendations to address the challenges of preserving digital records in South Africa so that future losses may be avoided and allow readers to see changes over the 20-year period.

Abstract

Purpose

The purpose of this paper is to examine critically the history of Records Management Journal on its 20th anniversary; it aims to review and analyse its evolution and its contribution in the context of the development of the profession and the discipline of records management. The paper seeks to provide the context and justification for the selection of eight articles previously published in the journal to be reprinted in this issue.

Design/methodology/approach

The paper utilises the contents of Records Management Journal (1989 to date) to present a thematic analysis of topics covered and their development over time, and statistical data (from 2002 to date) provided by the current publisher to assess quantitatively the use and impact of the journal worldwide. The paper then compares this with a series of key turning points in the records management profession.

Findings

There is evidence that the initial aspiration for the journal to make an important and long‐lasting impact on the field of records management in the UK has been exceeded because its readers and contributors are global. The volume of downloads has continued to increase year‐on‐year and the journal appears to be the only peer‐reviewed journal in the world in the records management discipline. The journal has responded to and kept abreast of the records management agenda.

Research limitations/implications

The analysis is based on the work of the current and immediate past Editor and did not seek the views of its Editorial Board members, readers or contributors to the journal.

Practical implications

Looking to the future, the journal must seek to widen its impact on other key stakeholders in managing information and records – managers, information systems designers, information creators and users – as well as records professionals. It must also continue to develop the scope of its content, whilst maintaining its focus on managing records, and must keep pace with technology developments. It should try to influence the professional agenda, be controversial, stimulate debate and encourage change. And it should remain a quality resource.

Originality/value

The paper provides a unique critical analysis of the journal, its history and contribution to the development of records management, on its 20th anniversary of publication.

Abstract

Scholars in the field of higher education take many approaches to apply theory in empirical research. However, this wide array of theoretical applications has prompted confusion among scholars who seek to integrate and understand how theory is situated in higher education research. This chapter explores the conceptualization, application, and visibility of theory in higher education research by presenting discourse from field leaders and discussing methodological definitions of theory, theoretical frameworks, and conceptual frameworks. Additionally, we conducted a summative content analysis of 239 empirical articles from the Review of Higher Education over a 10-year period, with the goal of understanding how theories were framed and applied in a subset of research. We conclude by reiterating the importance of theory in the study of higher education and providing strategies for effective theory application.

Abstract

Purpose

The purpose of this paper is to look at the prospects and challenges of digitising library resources and building digital repositories in the University of Malawi Libraries.

Design/methodology/approach

Data collected through online questions sent to college librarians, ICT director and systems administrator (Chancellor College and Bunda College) and assistant librarians or repository co-ordinators in the constituent colleges of the University of Malawi (UNIMA) coupled with technical reports on digital and institutional repository projects in the UNIMA Libraries.

Findings

The results of the study have indicated that the UNIMA Libraries are digitising library resources and building digital repositories though the pace is very slow. Bandwidth has increased though accessibility of the resources is hampered by its inadequacy. The databases are frequently attacked by viruses and are locally available through intranet. Policy statements were not drawn for the projects, instead an insertion was done in the research and publications rules and regulations on copyright for theses and dissertations. The majority of the projects lack technical skills, especially running the systems in secure operating Linux-based system environments. Three of the five colleges adopted Greenstone, two adopted DSpace and one adopted Procite depending on the training received and the source of funding. The initial projects relied on external funding for their roll out.

Practical implications

The study recommends that college librarians should lobby for training in ICT skills in order to sustain the projects. Funding for digital repositories should be included in the annual budget estimates of the college libraries. Librarians should draw policies specifically for digitisation of library resources, copyright and building of digital repositories in the UNIMA Libraries. ICT department should assist in migrating the repositories to Linux-based environments.

Originality/value

There is little researched information on digitisation of library resources and building digital repositories in Malawi, yet there is quite a variety of rare information about the country. This research will add some information on the progress made in digitising Malawiana collection which has cultural heritage, educational and research value.

Abstract

Purpose

This study aims to examine the pattern of publications, using a bibliometric analysis, of the African Journal of Library, Archives and Information Science (AJLAIS) for the period between 2000 and 2012.

Design/methodology/approach

The study uses appropriate measures and techniques of bibliometric analysis. Keeping the objectives of the study in mind, the data were collected from the AJLAIS covering the 13 identified years. The analysis covers mainly the number of articles published per volume in each of the specified years, the authorship patterns, the subject areas covered, the length of articles, the citation pattern of articles and the article types.

Findings

The results of the study reveal that a total of 218 articles were published in the 13-year period, with 21 (9.63 per cent) articles being the highest total in the year 2002. The study showed that the majority of the articles, i.e. 126 (57.8 per cent), were published by single authors, out of which, a large number were on information retrieval. Of the total number of articles published, 86 (39.4 per cent) were 6-10 pages in length. Volume 19 in 2009 had the highest number of citations with a total of 451 (12.4 per cent). In addition, the study revealed that the majority of the articles were theoretical papers, with a total of 108 (49.5 per cent), while the others were empirical papers, book reviews and short communications.

Practical implications

This bibliometric study will enlarge the knowledge base of information professionals on the present condition of library and information science (LIS) research in the current African context and provide some basis for future projections of the discipline. The study will also be helpful for librarians in the process of collection development. This is because, due to increased journal costs and slim budgets for libraries, collection development specialists must make careful selections based on the qualities and standards of journals.

Originality/value

Researchers who shy away from this particular type of research owing to its rigorous and time-consuming nature should gather the courage to do so. Further studies should focus on analysing journals that are published in the field of librarianship in Africa, as it will create more awareness of the field of study among other professionals or researchers who are yet to know about it. The study has also revealed AJLAIS as one of the LIS standard journals in terms of its wider citation by contributors in the broader LIS literature.
