Abstract

The objective of this study is to investigate how country risk, different political actions from the government and bureaucratic behavior influence the activities in industry supply chains (SCs) in emerging markets. The main objective of this study is to investigate the influence of these external stakeholders’ elements to the demand-side and supply-side drivers and barriers for improving competitiveness of Ready-Made Garment (RMG) industry in the way of analyzing supply chain. Considering the phenomenon of recent change in the RMG business environment and the competitiveness issues this study uses the principles of stakeholder and resource dependence theory and aims to find out some factors which influence to make an efficient supply chain for improving competitiveness. The RMG industry of Bangladesh is the case application of this study. Following a positivist paradigm, this study adopts a two phase sequential mixed-method research design consisting of qualitative and quantitative approaches. A tentative research model is developed first based on extensive literature review. Qualitative field study is then carried out to fine tune the initial research model. Findings from the qualitative method are also used to develop measures and instruments for the next phase of quantitative method. A survey is carried out with sample of top and middle level executives of different garment companies of Dhaka city in Bangladesh and the collected quantitative data are analyzed by partial least square-based structural equation modeling. The findings support eight hypotheses. From the analysis the external stakeholders’ elements like bureaucratic behavior and country risk have significant influence to the barriers. From the internal stakeholders’ point of view the manufacturers’ and buyers’ drivers have significant influence on the competitiveness. Therefore, stakeholders need to take proper action to reduce the barriers and increase the drivers, as the drivers have positive influence to improve competitiveness.

This study has both theoretical and practical contributions. This study represents an important contribution to the theory by integrating two theoretical perceptions to identify factors of the RMG industry’s SC that affect the competitiveness of the RMG industry. This research study contributes to the understanding of both external and internal stakeholders of national and international perspectives in the RMG (textile and clothing) business. It combines the insights of stakeholder and resource dependence theories along with the concept of the SC in improving effectiveness. In a practical sense, this study certainly contributes to the Bangladeshi RMG industry. In accordance with the desire of the RMG manufacturers, the research has shown that some influential constructs of the RMG industry’s SC affect the competitiveness of the RMG industry. The outcome of the study is useful for various stakeholders of the Bangladeshi RMG industry sector ranging from the government to various private organizations. The applications of this study are extendable through further adaptation in other industries and various geographic contexts.

Abstract

This chapter enquires into the political struggles that have led to the gradual institutionalization of neoliberal policies in India. As India witnessed a surge in democratization since the 1980s, the state sought to implement a policy regime of privatization and liberalization, albeit with mixed success. This chapter's contribution is to focus on the party-movement relationships that were integral to establishing this new political economy. To this end the chapter undertakes an “event-centered” analysis of the failed authoritarian interlude of 1975–1977 (the Emergency) and its aftermath. Subsequent to this turning point, the chapter argues the two key political parties – the Bharatiya Janata Party (BJP) and Congress – converged upon and shaped support for a neoliberal project. In particular, the chapter traces the mechanisms by which the BJP seized the political opportunity opened during the wave of democratization that occurred from the Emergency period onward, gradually constructing a political bloc in opposition to socialism. Together with Congress Party policies “from above,” the populist mobilization led by the Hindu Right sought to embed neoliberalism by eroding the disciplinary power of the middle classes. In making this argument, the chapter offers a theory of neoliberalism as a political project that, even as it is led by particular agents such as sections of the capitalist class, technocrats, and/or organized global interests, nevertheless must be embedded through democratic processes.

Abstract

Purpose

The purpose of this paper is to report how a small, family‐owned children's play centre can achieve competitive advantage by developing a differentiated service. The aim is to show how this differentiation strategy is operationalized in a small family business using safety critical and work critical regulatory practices, and to examine their impact on operations and customers.

Design/methodology/approach

A case study approach was taken, collecting data through observation over a 24‐month period from design, through construction, to the first 18 months of operations. A survey of customers was undertaken after the centre had been open for 12 months.

Findings

From startup in 2005, the centre has attracted between 1,500 and 2,000 children per week. It charges premium admission prices (twice those of competitors) and also charges for accompanying adults. Customers travel up to 20 miles to the centre, extremely high customer satisfaction levels are achieved, over 99 per cent of customers would recommend the centre to others and repeat visits are the norm.

Research limitations/implications

The research covers a single case and therefore is only generalisable back to theory rather than to the population of free‐standing children's soft play area businesses.

Practical implications

When organizations within a particular industry sector operate within the confines of that industry's legal requirements, it is the voluntary practices that are likely to lead to differentiation of the service.

Originality/value

The paper provides a detailed case study on how a small family business achieves competitive advantage by utilising safety critical and work critical practices to strategically differentiate its service offering.

Abstract

Legislative action was historically the means by which U.S. states abolished capital punishment, but such action ceased for decades following the Supreme Court's 1976 Gregg decision that reaffirmed the constitutionality of the death penalty. Despite the fact that several legislatures have considered abolition bills in the modern era, only three states successfully enacted such legislation. It is my purpose in this study to analyze why states are currently struggling to pass abolition legislation and to determine which factors contribute to success. I conduct a comparative, qualitative case study of New Jersey, the first state to legislatively abolish since 1976, and Maryland, a similar state whose abolition effort recently failed. I analyze the content of legislators’ debates about the abolition bills in committee and on the legislature floor, as well as news coverage of the abolition efforts in each state's largest newspapers. I reach two primary conclusions. First, an abolition bill is more likely to be passed by Democrats than Republicans, but unified Democratic control of the government is not a sufficient condition for abolition. Second, arguments about the risk of wrongful executions and the deleterious collateral consequences of the death penalty process on the family members of murder victims are powerful sources of political support for abolition, especially where doubts about the deterrent effect of the death penalty are widespread. This study reaffirms the central importance of the innocence frame in the modern death penalty debate, and it presents the first scholarly analysis of the collateral consequences frame. These findings may help activists in the abolition movement more effectively frame their arguments to appeal to legislators.

Abstract

Purpose

What are the mechanisms through which Chinese municipal leaders overcome implementation breakdown? This study, through process tracing, archival work and semi-structured interviews, examines the implementation of three sub-municipal-level railway projects involving the same principals and agents over the same period of time.

Design/methodology/approach

The analysis was guided by the hypothesis that political coordination and the exercise of political and Party leadership played an indispensable role in the two cases of successful policy implementation, and its absence accounts for the case of implementation breakdown.

Findings

The principal finding is that an informal “strategic group” was created to “herd” cadres to overcome the problem of implementation. Herding here refers to the idea that Party leadership, through the use of moral persuasion, encourages cadres moving towards a desired common goal and direction.

Research limitations/implications

This study is limited in the number of secondary resources (government documents and government and media releases) available to the field interviewees, which the author heavily relied on to complete the study.

Originality/value

Building on the conceptual work of “strategic groups” by Thomas Heberer, Anna Ahlers, and Gunter Schubert, this study makes an empirical contribution by tracing the process through which an informal strategic group exercises its power to overcome implementation breakdown.

Abstract

Purpose

Motivated by the scant available evidence, this paper explores the relationship between government political party orientation and infant mortality.

Design/methodology/approach

A panel quantile methodology is applied to a data set that consists of 15 countries of the G20 group over the period 2000–2018. The authors control for heterogeneous parameters across countries and quantiles and obtain estimates across the different points of the conditional distribution of the dependent variable.

Findings

The findings support the hypothesis that political party orientation has a significant effect on a population health indicator such as infant mortality. The analysis suggests that, to a great extent, left-wing government parties contribute to better health outcomes – when compared to right and centre political parties – both individually as well as interacted with government health expenditure. Moreover, the impact of redistributing policies appears to be of a paramount importance in alleviating infant mortality, while more education and lower unemployment can also contribute to better health outcomes.

Originality/value

The authors explore the relationship between the nature of government political party orientation (i.e. right, centre and left) and infant mortality whilst at the same time gauging the mediating effect of party orientation via government health expenditure on infant mortality. Additional aspects of the impact of other control variables, such as income inequality, unemployment and education on infant mortality are also investigated.

Abstract

Purpose

The purpose of this paper is to provide evidence regarding the selection procedures for and characteristics of senior officials in supreme audit institutions (SIAs).

Design/methodology/approach

This study follows a quantitative approach using original data collected for presidential elections of SIAs in the 16 federal states in Germany. A fractional logit model is calculated to test different theoretical assumptions in relation to structural, political and individual factors.

Findings

The descriptive results confirm the findings of prior research that presidential candidates are elected with very high approval rates. The main determinants are the vote share of the ruling coalition and the executive experience of the presidential candidate.

Research limitations/implications

This study focuses on 16 federal states in Germany, but an international comparative perspective covering subnational levels would further augment analysis through the variance of selection procedures and electoral outcomes.

Social implications

Independence of auditors is a fundamental issue for the control of the executive, but it seems that there are inevitable trade-offs therein, such as between knowledge of the auditing objects or the politicization of the election process and the independence of the auditor.

Originality/value

This study provides novel empirical insights into the election and selection procedures for senior SIA officials at the subnational level, and shows that the executive exerts strong, but functionally reasonable, influence on candidate selection.

Abstract

Purpose

This study examines whether various judicial demographic and political characteristics have an influence on case outcomes in transgender employment discrimination cases. Specifically, it assesses whether the race, sex or political party of federal judges result in significantly different employment case outcomes for transgender employees in the US district courts.

Design/methodology/approach

Utilizing a legal database of all federal employment discrimination cases over the past five decades, the study ultimately identified 97 cases with transgender plaintiffs. Chi-square and frequency analyses were employed to test the hypotheses regarding the effect of race, sex and political party of federal judges on transgender employment case outcomes.

Findings

The results intimate that both the political party and sex of the judge have an effect on case outcomes. Specifically, the transgender plaintiffs in employment discrimination cases have a greater chance for success when such cases are presided before Democratic and female judges.

Practical implications

The study's findings of significant differences in case outcomes suggest that characteristics of judges should be taken into account by potential plaintiffs and defendants, as they consider if/how to proceed with their cases.

Social implications

Such research focuses more attention on the fair and equal treatment principle of the American judicial system due to the significant differences found in case outcomes as a result of judges' characteristics.

Originality/value

No research till date has examined the outcomes of transgender employment discrimination cases in the US despite national surveys indicating the pervasiveness and severity of such discrimination.
