Abstract
Purpose
The purpose of this chapter is to document the use of Participatory Action Research methods as an effective approach for community empowerment and strategies for more inclusive public policy.
Design/methodology
The methodology draws on a “participatory video” project with recycling cooperatives in São Paulo, Brazil, and documents the process, benefits, and challenges of using action-oriented methods and tools as an approach to build capacity for political and social change. The authors provide a step-by-step process of facilitating a PV project, its application for policy engagement, and some of the major dilemmas in using PV, including representation, power, and vulnerability.
Findings
The research findings conclude that the application of Participatory Action Research as a research method in social entrepreneurship, contributes significantly to build transformative capacity in participating members, in addition to creating new spaces for inclusive policy.
Originality/value
The research is unique in that it points to creative and transformative methods of engagement for inclusive governance, embracing multiple forms of personal identity, knowledge and creative expression in moving toward new solutions for equal opportunities and possibilities for change. Participatory video is argued to be an innovative avenue for the inclusion of multiple voices in these arenas, voices of people otherwise left on the margins. Participatory video is an approach that has the potential to transform the way we (local and global) move toward greater social equity, human compassion, and environmental flourishing.

Abstract
The global call to ‘leave-no-one behind’ cannot be achieved without tacking the intractable social issues faced by the most excluded people. There is increasing interest in using visual methodologies for participatory research in contexts of marginalisation, because they offer the potential to generate knowledge from people’s lived experience, which can reveal subjective, emotional, and contextual aspects missed by other methods; alongside the means for action through showing outputs to external audiences. The challenge is that the perspectives of those in highly inequitable and unaccountable contexts are – by definition – rarely articulated and often neglected. The author thus begins by assuming that there are unavoidable tensions in using visual methods; between perpetuating marginalisation by inaction, which is ethically questionable; and the necessary risks in bringing unheard views to public attention. Many experienced practitioners have called for a situated approach to visual methods ethics (Clark, Prosser, & Wiles, 2010; Gubrium, Hill, & Flicker 2014; Shaw, 2016). What is less clear is what this means for those wanting to apply this practically. In this chapter, the author addresses this gap through the exemplar of participatory video with marginalised groups. Drawing on cases from Kenya, India, Egypt, and South Africa, the author contributes a range of tried-and-tested strategies for navigating the biggest concerns such as informing consent; and the tensions between respecting autonomy and building inclusion, and between anonymity and supporting participant’s expressive agency. Through this, the author provides a resource for researchers, including prompts for critical reflection about how to generate solutions to visual ethical dilemmas in context.

Abstract
The chapter aims to reflectively discuss a participatory research project concerning the future of higher education in Hungary. This project can be understood as an ongoing methodological experiment which attempts to engage teachers and students, in order to reveal how key stakeholders think about the future of higher education. In line with this, this methodologically oriented chapter shows how different participatory methodologies can be combined in a so-called backcasting framework. This approach starts by describing the present situation, then moves beyond the present conditions so as to identify the cornerstones of an ideal future state. On the one hand, the chapter gives a detailed introduction to how our participatory research process was set up and what particular methodologies we used during this process. On the other hand, it critically reflects on the methodological and ethical challenges involved.

Abstract
Purpose
The phenomenon of wicked problems is inextricably associated with a design process, especially participatory design. The management of wicked problems in participatory design, however, remains largely unexplored. The purpose of this paper is to explore the use of the choosing by advantages (CBA) decision system to manage wicked problems in participatory design.
Design/methodology/approach
Two case studies, involving the application of CBA to make typical participatory design decisions, are evaluated to establish how responsively the CBA decision system operates in the midst of wicked problems in participatory design.
Findings
Findings point to the exploitability of some elements and attributes of the CBA process to manage wicked problems in participatory design, to some extent. The observed collaborative attributes of CBA is particularly helpful and play a key role in mitigating the adverse effects of wicked problems on collaboration in this regard.
Practical implications
The recommendation of the paper is the incorporation of CBA in the development of stakeholder involvement frameworks for a design process.
Originality/value
This paper contributes to knowledge on relying on elements and the attributes of a decision-making system, such as CBA, to manage stakeholder involvement in the design process, particularly focussing on wicked problems. The CBA decision system still remains emergent regarding its application and research in the AEC industry.

Abstract
In 1989, the Brazilian city of Porto Alegre initiated a model of budget participation known internationally as "participatory budgeting." In this process of diagnosis, deliberation and decision-making, city residents directly decide how to allocate part of a public budget, typically at the level of municipal government. During the past two decades, hundreds of cities in Latin America, Europe, Asia, and Africa have adapted this model of participatory democracy to their own contexts. In this article, we explore one of the first Canadian experiments of participatory budgeting. In Guelph, Ontario, a civil society organization called the Neighbourhood Support Coalition uses participatory budgeting to allocate of public and private funds. We discuss the Canadian context for this experiment, as well as the history and evolution of participatory budgeting in Guelph. Based on four years of interviews, ethnographic observation, and primary and secondary literature, we identify several lessons learned through the Guelph process, as well as the conditions that have enabled its development and posed challenges for its success.

Abstract
Purpose
Although the place stakeholders play a key role in participatory place branding, surprisingly little interest has been shown in the people involved in participatory place branding initiatives. The purpose of this study is to explore place stakeholders’ perceptions of the meaning and scope of place branding.
Design/methodology/approach
This paper is based on two cases of participatory place branding, and the research design is inspired by participatory action research. The empirical material comprises observations, qualitative questionnaires and interviews.
Findings
This study identifies and describes four paradoxes in place stakeholders’ perceptions of the meaning and scope of place branding, embracing the target group (internal vs external), the objective (explore vs exploit), the stakeholders’ role (active vs passive) and the main value of place branding initiatives (process vs outcome). Furthermore, in this study, the place stakeholders’ paradoxical perceptions of place branding meant that, during the participatory processes, the authors encountered and needed to manage various opinions and behaviours, for example, “critics”, “innovators” and “relators”.
Originality/value
This paper contributes with a new perspective on participatory place branding. By capturing place stakeholders’ perceptions and understanding of place branding, this paper develops our knowledge and understanding of the starting point of participatory processes.

Abstract
Purpose
This paper aims to explore a case of customer and user participation in an agile software development project, which produced a tailor‐made information system for workplace support as a step towards a theory of participatory design in agile software development.
Design/methodology/approach
Based on an integrated framework for user participation derived from the participatory design literature the research was performed as a case study and semi‐structured, open‐ended interviews were conducted with about a third of the development team and with a representative sample of key players and future users in the customer organization. The interview data were supplemented with company and project documents.
Findings
The paper found genuine customer and user participation carried out by onsite customers and by other operational staff in the form of direct and indirect participation and with functional and democratic empowerment. The onsite customers played informative, consultative and participative roles. The analysis revealed that planning games, user stories and story cards, working software and acceptance tests structured the customer and user participation. This form of user participation supported a balance between flexibility and project progress and resulted in a project and a product which were considered a success by the customer and the development organization. The analysis showed that the integrative framework for user participation can also fruitfully be used in a new context to understand what participatory design is and how, when and where it can be performed as an instance of a design process in agile development. As such the paper contributes to an analytical and a design theory of participatory design in agile development. Furthermore the paper explicates why participatory design contributes to the successful completion of the investigated project. By drawing on innovation theory it was found that participatory design in agile development bears the characteristics of a successful organizational innovation. Grounding further explanations in complex adaptive systems theory the paper provides an additional argument why participatory design despite some identified challenges fosters project staff to successfully carry out the agile development project.
Originality/value
The paper presents an exploratory, empirical study of an understudied phenomenon and contributes to theory building.

Abstract
Purpose
The purpose of this article is to explore the concept of co-governance and its implications on public value, with particular reference to local authorities in the Italian context.
Design/methodology/approach
The research aim is pursued by means of a literature review and an empirical research. The empirical research is developed through a questionnaire, sent to the 119 municipalities of the Italian provincial capitals. The overall response rate was 41.18% (49 responses).
Findings
In Italian local authorities the process of increasing citizens’ participation and citizens’ involvement as co-producers of public value by means of co-governance and participatory governance tools is still ongoing. More than 50% of the local authorities of the research sample have introduced co-governance or participatory governance tools and activities but they are still facing problems in implementing them.
In general, the level of citizens’ participation seems not to be fully developed.
Research limitations/implications
The empirical part of the research focuses only on the application of co-governance and participatory governance tools in the Italian context, therefore the main limitation lies in the difficulties of extending their application to the international context. In addition, the questionnaire was designed only for medium- to large-sized local authorities. Thus, the research does not consider the possible implications for small municipalities.
Practical implications
This article considers some of the possible difficulties of implementation of co-governance and participatory governance tools.
Social implications
This article highlights the link between the creation of public value and the adoption of public policies based on citizens’ involvement and consultation.
Originality/value
This article underlines the link between public value creation and co-governance. It also offers a broad empirical survey on the presence of co-governance and participatory governance tools and activities in the Italian context; this topic was not examined in prior studies.

Purpose
Research literature presents lively debate about whether research approaches traditionally belonging to distinct paradigms can be combined (Creswell, 2011). While much of this discourse has focussed on mixed methods studies that combine quantitative and qualitative data (Morgan, 2007), there has been less discussion of the implications and benefits of combining different approaches from two “alternative” paradigms. The purpose of this paper is to discuss the confluence of constructivist grounded theory as detailed by Charmaz (2006, 2011, 2014) with participatory research.
Design/methodology/approach
The authors discuss points of tension and convergence between the constructivist and participatory paradigms that underpin these approaches, and consider how the differences might be reconciled through a notion such as critical grounded theory. The authors illustrate these points through examples from the research practice in youth mental health.
Findings
The authors propose that incorporating some of the critical aspects of participatory philosophy into constructivist grounded theory offers a useful strategy for generating local theory in mental health research informed by social action agendas.
Originality/value
This paper extends thinking in the field of participatory and grounded theory research and offers new concept for researchers engaging in critical inquiry.

Abstract
This paper focuses on an Egyptian experience of participation in the design of a vegetable and fruit market. In 1999, the re-design of the Tablita Market based on community participation was proposed as one of the components of a larger encompassing project aiming at the economic revitalization and environmental upgrading of Al-Darb Al-Ahmar; a physically deteriorating district located in the medieval city referred to as Historic Cairo. The idea was that the upgrade of this major local market would serve in promoting comprehensive environmental and physical upgrading of the whole Al-Darb Al-Ahmar. The funding for upgrading the Tablita Market required the vendors’ participation in the new design.
This paper presents the participatory design process that we initially designed as well as its development and adjustment during implementation. The aim is to discuss to what extent the conflicts of interest and power relations among actors, inflamed by the historic dimension of the place, affect the process of participatory design. What type of reactions did the participatory design process provoke among the vendors and other actors including the local government authorities? Are there winners and losers in participatory design?
In preparation for the community participation workshops, the findings from the Needs Assessment research were analyzed using the concept of Functional Opportunities (Shehayeb, 1995) to show the relation between the advantages and disadvantages, problems and concerns expressed by the different actors. These were then summarized into six categories of Functional Opportunities that represent the Goals of the vendors. The means of achieving these goals were to be explored in a series of workshops with different groups of vendors. The criteria for selecting each group was to mix in awareness levels, but not power, so as to give an opportunity for the less influential vendors to express their opinion and not be dominated by the more powerful leaders of the vendor community. A scaled model of the existing Tablita Market was constructed as an aid to help the participants spatially represent their ideas. After implementing the first and second group workshops, the reactions to those events necessitated a revision of the process as well as a readjustment among ourselves as to the goals and impacts of this process. It turned out to be much more than a process involving a group of vendors in the re-design of a market place.
