Abstract

Purpose

To address the growing pressure to foster effectiveness, sustainability and quality of life, local governments have focused on developing policies and initiatives designed to make their cities smarter. Despite the growing attention paid to this issue, an important but under-investigated issue is represented by the smart city governance. In this regard, in light of the claimed need for collaboration, the purpose of this paper is to investigate why and how different institutional works carried out by multiple actors may explain the way in which collaborative governance can be constructed in the context of a smart city.

Design/methodology/approach

A rich in-depth case study has been carried out exploring the experience of a smart city in the north of Italy. The study explores the institutional works done by multiple actors (Lawrence et al., 2013) and their influence on the governance of the smart city.

Findings

Collaboration is perceived to be instrumental in making a city smart, during the design and implementation phase, while generating new challenges that must be overcome by an integration of the political, technical and, especially, cultural work of the collective actors involved.

Originality/value

Despite governance is recognized as a crucial factor for realizing a smartness-orientation, it is scarcely investigated. The main value of the current research is thus its contribution to overcome this gap providing new empirical evidence on the role of multiple actors in the smart city context.

Abstract

Purpose

Lack of knowledge and performance information sharing between actors is one manifestation of fragmentation in public performance management. This study aims to understand what managerial means are used for connecting performance dialogues and how these means affect fragmentation in performance management.

Design/methodology/approach

In this cross-sectional research design, the authors reviewed documents, interviewed public managers, observed workshops and held thematic discussions with public managers in one Finnish municipality. To analyze the empirical data, the authors used thematic analysis and both inductive and deductive research approaches.

Findings

The analysis revealed nine managerial means that public managers use for connecting performance dialogues to decrease fragmentation. These were (1) defining the division of labor between different dialogues, (2) assigning resources for performance dialogues, (3) generating convincing narratives for promoting collaboration, (4) providing the same performance information to collaborators, (5) building joint information systems, (6) establishing integrative performance dialogue hubs, (7) naming the gatekeepers, (8) offering training for dialogues and (9) synchronizing performance dialogues. Based on our findings, most of these means can preserve, increase or decrease fragmentation depending on their design.

Originality/value

The results of the study are valuable because the performance management literature has not investigated what managerial means are used to connect performance dialogues and how these means can preserve, increase or decrease fragmentation.

Abstract

This chapter highlights ecosystem-based adaptation in coastal Bangladesh aimed at securing climate and disaster-resilient environment for safer life and livelihood for vulnerable communities in the face of changing climate. Development intervention based on the opportunities offered by the nature and adaptation management plan from the perspective of vulnerability analysis can make a substantive difference in enhancing resilience. Engagement of broad-based stakeholders at vertical and horizontal levels in building adaptive capacity can be linked through both at the policy and institutional levels as well as at ecosystem levels for effective results. Innovation in convergence of disaster risk reduction and adaptation through fish, fruit, and forest as a part of livelihood integrated into the coastal afforestation ensure better livelihood in a safer coastal habitats. Such forest-based adaptive livelihood and carbon sequestration help land development that is promising to offset the sea level rise due to higher rate of siltation. Climate resilient habitat is another innovative initiative that protects the households, and their livelihood is protected by eco-engineering structures and green defense to make it safer from cyclone and tidal surge.

Abstract

Purpose

The purpose of this paper is to analyse managerial approaches of a selective group of national library directors, examining their views and perceptions of successful library leadership in the twenty-first century in different sociocultural contexts. This study was carried out based on a series of semi-structured interviews with ten top-level directors of national libraries located on different continents.

Design/methodology/approach

The data collection method for this study consisted of the narrative analysis of the ten interviews coupled with the participative leadership theory, which highlights the leaders’ desire to create a more democratic culture within their library organisations.

Findings

The analysis of these interviews reveals that many of the directors’ responses were supportive to the concepts discussed in participative leadership. National librarians, through their participative leadership philosophies, values and beliefs, contributed to the development of an institutional culture that fostered improving trust, communications, engagement as well as promotion of inter-team relationships by breaking down the traditional “hierarchical” barriers within their organisations.

Research limitations/implications

The participants were predominantly from Europe; only one participant represented the USA, Middle East (Israel) and Northern Africa (Egypt). As a result, there are not many diverse viewpoints from national library directors outside of Europe. Further studies would be needed to obtain a more international perspective in the national library sphere. Furthermore, this study only examines the views and attitudes of ten different library directors. In comparison with the totality of national library directors across the world, this is a relatively small sample. This study may not be representative of all national library directors around the world.

Originality/value

The results of this study would be of interest to library professionals and educators interested in management, as well as Library and Information Science students who want to understand how national library directors view successful traits of participative leadership in different sociocultural contexts.

Abstract

Presents a case description of a non‐profit educational agency whose organizational culture is based on the feminist values of caring, voice and self‐reflection. Grounded theory analysis of intensive interviews, focus groups, observations and organizational documents reveals how these values are embodied in the organization′s management practices and change processes. The case strongly suggests that a commitment to feminist values can prove highly generative of a wide range of desirable organizational competences.

Abstract

Purpose

The main aim of this paper is to determine how well the UNESCO 2011 Recommendation on Historic Urban Landscape (hereafter, the HUL approach) is understood by the academic community today. It will review relevant research, highlight shortcomings regarding the HUL concept and approach and explore how well the six proposed steps are being considered when implementing the HUL approach.

Design/methodology/approach

This paper presents and discusses the results of a systematic review of 140 peer-reviewed publications, published in international academic journals between 2008 and 2019 and available in databases such as WoS and Scopus, such as journal articles, book chapters and books. More specifically, this research takes the six-step process as its theoretical framework in order to understand if the six steps are being followed in the case studies where the HUL approach has been implemented. Following this, it assesses gaps in the HUL concept and approach. The paper explores the HUL implementation management process, investigating what is being done, how it is being done and who is involved.

Findings

The concept ‘Historic Urban Landscape’ has been used in research since 2008. However, the first case studies implementing the HUL approach were not published until 2013. While there is an abundance of theoretical research in relation to the HUL concept and approach from different perspectives and to varying degrees of depth, the case studies which practically demonstrate the HUL approach and its six steps are scarce. This paper will also show how feasible the steps are and which are used the most.

Originality/value

This research demonstrates if the HUL approach is being understood in the academic field and if the implementation of the six steps is being reflected in the literature. This approach will reveal how these steps are being implemented and if this is having an effect on the heritage planning process.

Abstract

Purpose

This study aims to structure a model for integrating social value into strategic management based on identifying the critical success factors (CSF) for such integration in the investigated companies.

Design/methodology/approach

This research was based on the actor–network theory. Through a rigorous approach to the case study methodology in a two-stage process lasting 21 months, we carried out this study.

Findings

Companies that use the polyhedral social accounting model in their strategic management processes do so without a reference model. We identified CSF for integrating social value, which was incorporated into a protocol model based on stakeholder theory and the use of social accounting.

Practical implications

Practitioners can use the proposed model to maintain the alignment of strategic performance and purpose. Using social accounting based on indicators and financial proxies allows managers to incorporate social value into strategic management in terms of financial value.

Social implications

The institutional demand for social information is based on the growing sensitivity of companies. Aligning social values with business strategies contributes to social sustainability.

Originality/value

This study focuses on an unresearched emerging phenomenon. Since the first approach to stakeholder theory, the development of a stakeholder-oriented strategy has faced the lack of a stakeholder accounting system. The polyhedral model of social accounting could help overcome this problem as it provides information that allows a novel and innovative method to make a stakeholder-oriented strategy effective.

Abstract

Purpose

The purpose of this paper is to assess the inherent adaptive capacities of multilevel flood management institutions in England that are necessary to espouse the concept of Ecosystem-based Adaptation (EbA).

Design/methodology/approach

This paper is based on an extensive assessment of flood management literature including European and English flood management policies, strategies, regulations and reports. First, an assessment protocol was developed from systematic literature search and, second, multilevel flood management policies and organizations were evaluated. A qualitative scoring method was applied at the assessment stage.

Findings

The protocol included 18 major assessment criteria under seven EbA principles. Application of the protocol showed that English national flood policies showed comparatively greater adaptive capacities than European- and local-level policies and local organizations. Specialized flood management policies such as Catchment Flood Management Policies at the local level and European Policies such as flood directives are among the lowest-scoring policy institutions. It was also identified that there is an emerging trend of stakeholder participation, catchment-based approach and knowledge-based adaptation planning at the national level which potentially can be the entry points of wider-scale EbA implementation. This paper recommends proactive roles of local executive organizations through improving institutional communication, consideration of catchment-scale planning with clear adaptation goals and valuing local knowledge base.

Originality/value

The research is important to identify the institutional aspects of adaptive capacity that require attention for promoting alternative adaptation measures such as EbA.

Abstract

Purpose

The paper aims to study the role of local institutions in the establishment of fast-food outlets in urban districts of Peru. In most urban districts, there are no fast-food outlets. The authors, therefore, study the effect of institutional quality on the presence or absence of these outlets and the number of outlets if these are present.

Design/methodology/approach

The theoretical framework in which this paper is based on is the theory of agglomeration, which establishes that firms benefit from being close to each other. In particular, the paper builds on a model of market entry and competition in geographically independent local markets. An explicit expression was found for the equilibrium number of outlets (including zero) as a function of exogenous determinants of the demand for fast-food in each market, available infrastructure and institutional quality of the district’s government. Principal component analysis was used to construct measures of institutional quality based on administrative and organizational characteristics of district’s municipalities. These measures were incorporated as explanatory variables in a zero-inflated Poisson model, which is appropriate to handle count data and to accommodate excess zeros and which also allows the specification of different models for the zero part and the positive part.

Findings

Institutional quality mainly affects the presence of fast-food outlets in a district. The quality of urban development management and use of information systems are relevant. An institutional variable particularly relevant in explaining the number of outlets is the presence of an investment programming office in the municipality. The authors confirm the general hypothesis of the paper: institutions have a role in explaining both the presence and number of fast-food outlets in a district. Overall, the results of this paper suggest that institutional quality of a municipal district is related to better infrastructure, which lowers the costs of establishing outlets.

Research limitations/implications

Limitations in the availability of data at the regional and urban district level did not allow the authors to analyze other factors that affect entry decisions in the fast-food industry in Peru, such as controls to prevent corruption, legal uncertainty or crime. Another limitation was the lack of data on entry costs for each franchisee in each urban district. This forced the authors to use public infrastructure characteristics of the district as (imperfect) proxies of the entry costs.

Practical implications

The instruments of urban development management and information systems can be effective at attracting investment to a district. These tools operate partly through an indirect effect, namely, the improvement of district infrastructure, which is necessary to reduce the costs of establishing companies. There is also synergy between national government’s programs to attract investment and the good institutional quality in local governments. On the contrary, poor local institutions can be an obstacle to the successful implementation of those national programs.

Social implications

Foreign direct investment has a positive impact on the economic development of a country through knowledge spillovers. Therefore, any administrative reform to make local government practices more efficient can have an indirect impact on development.

Originality/value

Principal component analysis is a statistical tool that can be important in building good measures of institutional quality by allowing the combination of different observable characteristics into one component that can be interpreted as an operational restriction. The count model allows the use of the primary, easily observable, dependent variable, namely, the number of outlets. Finally, the two-part model makes it possible to discern the effect of institutional quality on the presence or absence of outlets and the number of outlets if these are present.

Purpose

The quantity and quality of available water resources have been recognized limiting factors in development of most of the arid and semi arid regions. The purpose of this paper is to evaluate the efficiency, for water users' associations (WUA), of irrigation project Samrat Ashok Sagar (Halali) in India, using benchmarking by data envelopment analysis as the performance evaluation tool and to integrate the outcome of the benchmarking process for planning, design and effective management of available water resources.

Design/methodology/approach

To collect information or data required to calculate indicators, there was personal interaction with water users and executive engineers in‐charge of the project, and competent authority for WUA (sub‐engineers), with other technical staff and with establishment staff and the purpose of the study explained. In the analysis, the performance gap was compared within the scheme. The causes of the performance gap and the action required for closing the performance gap were explored. Data envelopment analysis was done for different sets of input output by input‐oriented model through software. The data collected were real time and validated from Samrat Ashok Sagar Irrigation and Drainage Project Authority.

Findings

It was found that the majority of WUAs as per model I to model VI had efficiency below 70 per cent, which is a matter of serious concern. It is evident that considerable variations occur amongst the various WUAs in terms of the operational characteristics reflected by the independent variables.

Originality/value
