Abstract

Purpose

In Flanders, the subventions in the cultural sector are mainly divided and decided upon within the framework of the Arts Decree. Within this policy framework, art organizations may choose in their funding applications for “participation” as one of the five possible functions to describe their artistic and cultural practices. However, questions need to be raised about the different interpretations of the notion of participation within this policy framework. The growing trend of evidence-based policy-making implies that participation risks to become a “target” that needs to be achieved instrumentally, which paradoxically ignores the fact that participatory practices within culture and the arts are very often diverse, multi-layered and context-specific practices. Starting from this paradox, the purpose of this paper is to explore how the current policy framework is translated into different “participatoryart practices by art organizations and specifically how cultural practitioners themselves conceptualize it.

Design/methodology/approach

In this paper, the authors discuss the results of a qualitative research based on semi-structured interviews with cultural practitioners about how they grapple with the notion of participation within their organizations and practices.

Findings

The results clearly show that practitioners use micro-politics of resistance to deal with different, and often conflicting, conceptualizations of participation in relation to this cultural policy framework.

Research limitations/implications

The implications of the findings are vital for the discussion about cultural policy. These micro-politics of resistance do not only have an impact on the development of individual participatory art practices but also on the broader participatory arts landscape and on how the function of participation is perceived within the renewed policy framework.

Originality/value

The original contribution of this paper is to explore the perspective of practitioners in cultural organizations about the function of participation in the Arts Decree in Flanders and specifically how the notion of participation is operationalized in their practices in relation to this cultural policy framework.

Abstract

In this chapter we share research findings from our collaborative research project ‘PASAR: Participatory Arts and Social Action in Research’ (http://fass.open.ac.uk/research/projects/pasar), which combines participatory action research methods of participatory theatre and walking methods in order to understand the way in which racialized migrant women challenge their exclusion and subjugation in the context of the UK. The situation of migrant families in the UK is currently characterized by the ‘hostile environment’ policies. This policy ‘is a sprawling web of immigration controls embedded in the heart of our public services and communities. The Government requires employers, landlords, private sector workers, NHS staff and other public servants to check a person's immigration status before they can offer them a job, housing, healthcare or other support’ (Liberty, 2018, p. 5). The currently hegemonic political discourse, views migrants as outsiders to the nation and challenges their right to access welfare. Migrant families are cast as outsiders to citizenship, challenging the social and cultural cohesion of the nation. Indeed, UK immigration policies render it difficult for migrant families to secure their social and economic reproduction. Against this backdrop, the research explores how racialized migrant families develop their subjugated knowledges to claim belonging and participate in the society they live in. In this chapter, we share the key methodological findings, challenges and benefits of working with a PAR approach for co-producing transformatory knowledge with migrant families and advocacy organizations.

In line with the aims of this book, we reflect on the transformatory potential of research and knowledge for the common good through ‘alternative collaborative system of co-researchers and co-learners engaged in dialogue with civil society and social movements’ (Bacal, Introduction p. 1, see also Andersen and Frandsen, this volume).

Abstract

Purpose

The purpose of this paper is to explore how participation in creative arts activity can enhance public mental health and wellbeing. It is informed by both the author’s clinical practice with service users and carers and by research.

Design/methodology/approach

The approach taken is to draw selectively on research in the field of creativity, creative arts and wellbeing, focusing in particular on the use of music and creative writing, and to incorporate learning from clinical experience to explore what is understood about the health and wellbeing benefits of creative arts activity.

Findings

There is evidence that creative arts activity is beneficial to mental health and wellbeing. Arts activities that involve active participation appear to offer the greatest benefits. Creative arts participation can help people with diagnosed mental health difficulties to recover from mental illness. Moreover, creative arts activities can also promote wellbeing in the general population.

Research limitations/implications

The paper does not provide a comprehensive review of the literature in this field.

Practical implications

The paper suggests that if nurses and other mental health professionals are to play a full role in facilitating flourishing then they will need to learn more about using creative arts in practice and will need to become involved and encourage others to do so.

Social implications

The paper suggests it is important that creative arts activities should be participatory, so they become a vehicle not only for self-expression but also for participation in groups and communities, increasing connectedness and social inclusion.

Originality/value

This paper fulfils a need for a wider understanding of the health and wellbeing benefits of creative arts activity.

Abstract

Drawing on findings from the project ‘Walking around with our cameras’ (2014–16), this chapter explores educative and methodological implications of arts-based research. The project on which this chapter is based was conducted in Bilbao (Spain) by two local organizations: Sala Rekalde, a contemporary art gallery; the Institute of Human Rights of Deusto University, a local artist and a group of migrant women. Analysis of this project offers insights into the ways that artistic practices afforded unique opportunities for migrant women to reconstruct and represent their migratory experiences. This chapter sheds light on the ways that participatory arts-based research can move across disciplines and enhance effective achievement on collaborative projects that work to give voice to the voiceless.

Abstract

Purpose

The purpose of this paper is to examine the relations and processes by which creativity is assembled, and how this mode of creativity responds to tensions and difficulties in activities concerning “arts education” and “creativity” in a community arts organisation in Mexico City. It shows how ethnographic research can provide qualitative understanding about “creativity” on the ground, i.e. through people’s participation in ordinary activities and projects in arts organisations.

Design/methodology/approach

The methodological approach was ethnographic in data collection and analysis. Participant observation was conducted for 11 months (November 2011/October 2012), as well as archival research and photographs.

Findings

The findings of this research highlight how, in the face of personal difficulties and tensions people respond creatively through collaboration. The former refers to people’s difficulties to gain control over their lives, e.g., finding a stable job. The latter refers to people’s tensions to produce an artistic project, where they negotiate with institutional expectations about the project and their own experiences and reflections.

Originality/value

While there is an increasing interest of policy makers for fostering “arts education” and “creativity” in an instrumental way, this paper shows how creativity emerges through the intensity of their personal ideas, experiences and solidarity.

Abstract

Recently in the fluid space between Art and Architecture new innovative projects have emerged using informal and playful forms of social engagement to facilitate community led design. This paper shows the difference between a participatory project commissioned within the arts and a participatory project commissioned within architecture. Two projects carried out by the practice of public works will be explained to show how art and architecture working together can reach beyond temporary social events to support community led projects in the medium to long term. The first project ‘Lay-out’ commissioned by Gasworks Gallery was a residency over a 3-month period, which examined how the gallery is perceived and used by its audiences. The second project shows work with the residents of two housing estates, Braithwaite House and Quaker Court in Bunhill Row - Old street - London. The project was derived from the public realm strategy for EC1, commissioned by EC1 New Deal for Communities and was to create an active public and social space to be shared by two rather conflicting communities.

Abstract

Purpose

Community arts practice gives voice to a younger generation, who must be studied as part of the development process from commencement, to accomplish building sustainable destination development in the direction of future prosperity for the rural community.

Design/methodology/approach

This paper challenges a relatively weak critical practice of the community-based tourism (CBT) by introducing community arts methodologies as a research approach in the context of tourism, the opportunity is created to give voice to a younger generation that must also be included in the development aims of the CBT to achieve sustainable community tourism development.

Findings

The CBT aims to support access to quality participation in the development process. However, investment in education and building tourism entrepreneurs is not inclusive of the future generations beyond the original generation. Consideration of the desires and imaginations of the future generations must be part of the CBT project for tourism development sustainability. Building awareness of the fragility and value of tourist attractions and resources, in a younger generation that never experienced the original attractions of the traditional village, is critical to achieving the objectives of the CBT.

Research limitations/implications

The paper is not yet attempting to examine the empirical data of this research. Rather, it challenges current CBT research processes as having a narrow reach into a community.

Practical implications

Tourism developers and local communities should include an understanding of what directions and what opportunities the next and future generations will have to continue sustainable development. Including children’s imaginations into a community’s tourism development plans will benefit awareness of the present context and assist locals in forecasting the next stage of village development. The present tourism planners would then have a holistic vision for a design strategy sustaining rural livelihoods that acknowledge the limits of nature-based resources and cultural resources.

Social implications

Community arts research offers the possibility of inclusive participation of community members. Arts methodology attempts to articulate ideas in visual form, for the aim of discussion, reflection and realization of the desires and concerns of the community in terms of lifestyle, environment and cultural heritage, in preparation for the future generation taking control of tourism development. The process aims to impact future decisions effecting the course of tourism development in rural Thailand.

Originality/value

The paper discusses the potential contribution of community arts practice as a complementary tool by taking into account different aspects of sustainable tourism into CBT concept. The paper evaluates what has been missing in advancing our understanding of sustainable rural tourism development in Thailand. It fills the gaps with a methodological approach that gives voice to the local community. The purpose of this paper is to rethinking the ideology and approach of CBT to be inclusive of all demographics of society for the goal of achieving sustainable tourism and sustainable community development in Thailand context.

This chapter analyzes a specific form of contemporary art, the one that is created and exhibited in the community, conceived and visualized outside of the art market and independent of the agenda of creative industries and art galleries. The motivation, purpose and meaning of such art practices, for both the artists and the community, are discussed and examples of community art projects are analyzed in order to understand how art became, in this first quarter of the twenty-first century, such a valued collective asset, so accessible and present in the daily life of the common man. Two Portuguese case studies have been chosen as illustrations: the first one is a funding programme of projects focussed on artistic practices for inclusion (the PARTIS programme, by the Calouste Gulbenkian Foundation) and the second is a self-financed and self-curated artistic collective, Pescada nº 5.

Purpose

The COVID-19 lockdowns (2020–2021) disrupted all aspects of usual functioning of the criminal justice system, the outcomes and impact of which are largely still unknown. The pandemic has affected individuals across the wider society, this includes a negative impact on the social circumstances of children and young people involved within youth offending services (YOS) (Her Majesty’s Inspectorate of Probation, 2020; Criminal Justice Joint Inspectorates, 2021). This population frequently represents those from marginalised circumstances and are rarely given the opportunity to participate meaningfully in the services they are involved in. The purpose of this study was to explore the experiences of the young people serving orders with the YOS during Covid19 lockdowns and requirements.

Design/methodology/approach

This paper outlines a creative methodology and method used to uncover the experiences and perceptions of young people undergoing an order within a YOS during the COVID-19 lockdowns. The arts-based approach entailed a novel and creative method using a lyric artist to engage with young people through a virtual platform, supporting them to create lyrics about their experiences of the YOS during this time.

Findings

The artist developed a successful rapport with young people based on familiarity with, and passion for, music. He promoted their strengths, improving their confidence which was perceived to elicit more in-depth perspectives that might not have otherwise been obtained using more traditional methods. As such, the method and methodology outlined developed the young people’s social and communicative skills whilst producing meaningful feedback that can contribute to the YOS recovery plan and thus future of the service.

Practical implications

This paper reports on a novel arts-based research methodology, implemented to capture meaningful data from participants during the COVID-19 pandemic.
