Abstract

Purpose

This study aims to develop a Stackelberg Game Model for seeking the optimal subsidy plans with varying levels of government financial capability (GFC). Furthermore, the scenario-based analysis is conducted and will enable governments to identify a comprehensive subsidy plan as follows: improve project performance and optimise social welfare.

Design/methodology/approach

A Stackelberg Game Model is developed to optimise the effectiveness of subsidies on the performance of public-private partnerships (PPPs).

Findings

According to the scenarios that are generated from the model, governments that are confronting with limited public budgets could reduce the intensity of performance incentives and increase the participation-oriented subsidy. Whilst a participation-oriented subsidy can stimulate private organisations’ willingness to participate in infrastructure PPPs, a performance-oriented subsidy is capable of facilitating the projects’ performances. Intuitively, the performance-oriented subsidy enables the private entities of PPPs to improve their efforts on the projects to realise higher profits. However, the participation-oriented subsidy is unable to affect the level of their effort spent on the projects. To satisfy both parties’ expectations in a PPP, the performance-oriented subsidy needs to be prioritised for a purpose of enabling higher quality outputs.

Practical implications

The game model developed in this study contributes to the literature by offering new insight into the underlying mechanism of governments and private entities, in terms of their decision-making for subsidy planning and contributions (i.e. resource allocation and spending) during the life-cycle of PPPs. This research enriches the government subsidy model by revealing the effects of the GFC and clarifies the impacts of two different schemes of subsidy on the performance of PPPs.

Originality/value

The government has been conventionally viewed as being omnipotent to provide PPPs with a wide range of subsidies. However, the subsidies are not unlimited, due to GFC. In addressing this void, this study has modelled the impacts of government subsidy plans with a consideration of GFC-related constraints. The combined effects of the participation- and performance-oriented subsidies on the project performance of PPPs have been examined.

Abstract

Partnerships with business involvement became a key trend in development cooperation since the late 1980s. Partnerships emerged as promising governance mechanism; however, governing partnerships in practice remained challenging – promise and reality seem to diverge. This chapter scrutinizes the tension between the promises of partnerships as governance arrangements and their actual governance challenges. It disentangles the complexity of governing partnerships by developing a framework based on a continuum between efficiency- and participation-orientation. This chapter identifies partnering approaches and their governance orientations based on an extensive review of literature in diverse academic fields and grey literature on the emergence and evolution of partnerships in development cooperation since the 1980s. Examples from the Dutch development cooperation provide illustrations for each partnership approach. Efficiency- and participation-orientation highlight competing governance rationales, logics and partnership characteristics. Partnership approaches that aim to embrace both perspectives have to deal with the inherent governance paradox between control and collaboration. This chapter identifies three key implications for research and practice: exploring new governance approaches and practices, adapting development agencies towards partnering and coordinating partnership approaches at international level. Understanding the tension between the promises of partnerships as governance arrangements and their actual governance challenges does not only contribute to more nuanced conceptualizations of partnering approaches for development but has also implications on how to govern partnerships for development in practice.

Abstract

Purpose

This paper seeks to define a theoretical model for the urban regeneration of mass housing areas based on citizen initiative, self-management and self-financing in the form of the neighbourhood cooperative. This paper aims to identify mechanisms for economic resource generation that enable the improvement of the urban surroundings and its buildings without assuming disproportionate economic burdens by the local residents based on two principles, the economies of scale and service provision.

Design/methodology/approach

The research is structured in three phases: a literature review of the different trends in self-financing for urban regeneration and the conceptual framework for the definition of a cooperative model; the definition of theoretical model by analysing community ecosystem, neighbourhood-based services and the requirements for its economic equilibrium; and the discussion of the results and the conclusions.

Findings

The results show the potential of the cooperative model to generate a social economy capable of reducing costs and producing additional resources to finance the rehabilitation process. The findings show not only the extent of economic advantages but also multiple social, physical and environmental benefits. Its implementation involves the participation of multiple actors, which is one of its significant advantages.

Originality/value

The main contribution is to approach comprehensive urban rehabilitation from a collaborative understanding, overcoming the main financing difficulties of the current practices based on public subsidy policies. The model also allows an ethical relationship to be built with supplier companies by means of corporate social responsibility.

Abstract

This chapter describes the scenario technique used for the integrative methodological approach (IMA) of the German global change project GLOWA Elbe. It is outlined how regional scenarios are systematically derived to analyze water use conflicts and their resolution in the context of global change for the German Elbe river basin. Through the combination of frameworks of development and policy strategies a consistent set of developmental scenarios can be generated that makes it possible to examine the regional impact of policy strategies under conditions of different future global change development paths. The scenario analysis of the framework of development starts on the global level with qualitative IPCC storylines, translates them to the regional level, and quantifies their regional effects by means of modeling and statistical estimation methods. The policy strategies are derived in close cooperation with regional stakeholders.

Abstract

Purpose

This paper aims to argue that innovation system foresight (ISF) can significantly contribute to the third mission of universities by creating an active dialogue between universities, industry and society.

Design/methodology/approach

This paper’s approach is conceptual. The authors analyse the third mission and relevant literature on innovation systems and foresight to explain how and why foresight contributes to the third mission.

Findings

The authors propose that foresight contributes to the third mission of universities, particularly to the research and development and innovation dimensions through the development of joint understanding of the agendas and future needs of stakeholders. In addition, foresight enables education to be designed to address identified needs.

Research limitations/implications

The findings are both conceptual and exploratory in nature. Thus, the argument needs further examination through a broader study on foresight in the university–industry context and/or longitudinal research on the outcomes and impact of foresight in this context.

Practical implications

The findings highlight the importance of understanding the systemic nature of innovation and its role in economic development. Universities must understand their role within the larger innovation system to fulfil the potential of economic development and by extension, their third mission.

Originality/value

The paper outlines a novel approach of using ISF to promote university–industry partnerships and the growth of innovation systems. The paper also contributes to the discussion of the third mission by outlining that mission in practical terms.

Abstract

Purpose

Governments around the world engage in digitalization projects to improve their internal functioning and the delivery of information and services to their users, including citizens. There are several ways to implement this digitalization and, therefore, different roles for citizens, who can be considered as customers, as participants and as coproducers in a digital government. The purpose of this study is to identify which factors influence the roles citizens are willing to take in a digital government.

Design/methodology/approach

This paper conducted an exploratory survey in Belgium. This paper examined which factors among age, gender, occupation, education, digital literacy, government level and frequency of use of other e-services influence citizens’ roles.

Findings

Through a statistical analysis conducted on data collected from 203 citizens, this paper identifies 25 relationships between the aforementioned factors and expectations mapped to the citizens’ roles. This paper has identified relationships between expectations and government level, gender, age, occupation, use frequency of other e-services and digital literacy. On the other hand, this paper found no influence for the education level and for working in an administration.

Research limitations/implications

This study contributes to the research field by providing insights into what citizens expect from digital government and exploring several relationships to be investigated in further research.

Originality/value

No previous work has asked directly to citizens which role they would be willing to take and, consequently, what expectations they have towards digital government. This paper contributes a usable survey instrument to achieve this and has demonstrated how it can be used to collect data from citizens. In doing so, this paper contributed valuable findings supporting Belgian policymakers in developing digital government policies that are aligned with citizens' expectations.

Abstract

Considering in one side, the differences between the non-profits and profits entities and, in other side, given the importance of governance to monitoring the protection of the interests of the different stakeholders, this literature review aims to identify the special features of the social economy entities and its effects in the principles and guidelines of an adequate governance model for these entities.

An important conclusion after the analysis of several frameworks is that the latest approaches place less importance on formal aspects such as the governing body roles or composition. Nowadays the concerns are increasingly focused in the best ways to adopt viable strategies and business models that will ensure survival and growth of non-profit entities.

In Portugal we identified the specificities of the Portuguese third sector that is limited to the fulfilment of the legally imposed requirements to these organizations. Regarding governance aspects, Portuguese organizations are not subject to codes of good practice or if they follow them, they are designed for the for-profit sector and do not address the main concerns of the non-profit sector.

Abstract

Purpose

Scholars have examined the relationship between sports and urban development and proposed to use sport programs and events as a catalyst to revitalize communities, upgrade urban infrastructure, promote city image, shift economic structure, nurture an active lifestyle, and enhance societal harmony and solidarity. Yet, previous studies were usually focused on mega sport events and were typically conceptual, theoretical and lack of practical applications. This study was designed to attain in-depth understanding on how a specific sport, table tennis, can be systematically organized and utilized to influence urban development through a qualitative research injury.

Design/methodology/approach

This investigation was carried by conducting in-depth interviews of the executive director of the Shanghai Table Tennis Association, on-site observations and comprehensive review of literature. Development of interview questions took into consideration the conceptual framework postulated by Preuss (2007) that contains six structures of urban development through sports. Triangulation analyses were conducted to cross validate the three information sources to generate themes and assertions.

Findings

While the identified practices were consistent with Preuss' (2007) framework, specific management activities earnestly practiced in Shanghai are centered on utilizing cultural and historical heritage, star power, branding strategies, staging tournaments, hallmark events, technical innovation and government relations to achieve the objectives of table tennis as a sport and the objectives of urban development through table tennis.

Originality/value

The findings of this study help fill the void that a theory usually cannot specify, namely, detailed, unambiguous practices. While table tennis may be a viewed as a small sport in many parts of the world, it has a strong, unprecedented historical heritage in Shanghai. This city has made a prudent choice and investment in this sport, which has proved to be effective. Other cities in the world should look into their own social, cultural and historical heritage and develop sport strategies, operations and programs accordingly.
