Abstract

Purpose

This paper aims to highlight lessons from the COVID-19 pandemic for planning for the future of our ageing society. It looks at trends, changes in our society and implications for people of all ages. It focusses on the importance of planning and whether COVID-19 will lead to long-term changes.

Design/methodology/approach

This paper draws on the author’s experiences running an intergenerational organisation during the pandemic and other work associated with ageing well.

Findings

This paper highlights some of the risks and unknowns we face going forwards and points to lessons and opportunities for “building back better”.

Research limitations/implications

This paper is based on a review of published articles and viewpoints.

Practical implications

The COVID-19 pandemic has challenged people of all ages in different ways, some of which have tested intergenerational solidarity. At the same time, the pandemic has raised issues which we must all address going forward: planning for future pandemics, planning for an ageing society and ensuring that future planning works for all generations. This paper explores all these themes in the light of lessons from COVID-19. Firstly, despite much risk assessment and scenario planning, we were not well placed in the UK or across the world to respond to the multiple challenges of COVID-19. Have we learned the lessons to be able to deal better with the inevitable pandemics that will follow in the future? It is also well documented that the pandemic has exacerbated existing inequalities in our society. What will the long-term impact be for longevity and will less healthy lives reverse the trend of increasing life expectancy? Secondly, what are the lessons for our ageing society? As life expectancy rises, what will the quality of life be like in those added years? Many of today’s babies can expect to have a 100-year life. What does that mean for the way we lead our lives and can we ensure that everyone can age well? Third, these are not just issues for older people, but for people of all ages and generations. The Covid-19 experience has been different for younger and older people – whether it has been health or job security, income, taxation or housing. Questions of intergenerational fairness have again raised their heads, alongside the longer term impact for future generations.

Social implications

It is also well documented that the pandemic has exacerbated existing inequalities in our society. As life expectancy rises, what will the quality of life be like in those added years? Many of today’s babies can expect to have a 100-year life. What does that mean for the way we lead our lives and can we ensure that everyone can age well? Thirdly, these are not just issues for older people, but for people of all ages and generations. Measures that bring older and younger people together and encourage meaningful mixing will help increase understanding and awareness between generations. This has huge implications for our society and communities.

Originality/value

This paper reaches two main conclusions. Firstly, the well-known saying: “failing to plan is planning to fail”. This applies to all the issues discussed in this paper re future pandemics, our ageing society and future generations. Secondly, the experience of the COVID-19 pandemic should be the catalyst for changing the way we live and lead to new beginnings. We cannot just carry on as before.

Abstract

Purpose

This paper examined the impact of the novel coronavirus pandemic (known as COVID-19) on Jamaican academic libraries, during the first six months, with an emphasis on revealed library strengths, biggest impact, lessons learned and plans for library business continuity.

Design/methodology/approach

The local academic libraries in higher education in Jamaica (also referred to in this paper as university libraries) were surveyed.

Findings

The coronavirus pandemic revealed strengths in the areas of staffing and library modality and had the biggest impact on the latter. Lessons were learned in preparedness, communication, documentation, collaboration, staffing, library modality, and infrastructure/systems, which together shaped plans for library business re-opening/continuity.

Research limitations/implications

This paper captures the initial response of Jamaican Academic Libraries (JAL) to the first six months of the COVID-19 pandemic. Information on COVID-19 is rapidly evolving, and the preliminary initial response of Jamaica is neither the final nor complete response to the pandemic. As such, a follow-up survey of months 7–12 would be useful. Also, a survey of all English-speaking Caribbean academic libraries would be of value to library evidence and practice.

Practical implications

The COVID-19 pandemic has revealed a gap in the literature on library disaster management in general but also specifically on pandemic preparedness and management, and library business continuity during a pandemic. Using JAL' response, this paper proposes: “A Pandemic Preparedness Business Continuity Planning Checklist for Jamaican Academic Libraries”, which can be adopted/adapted in other Caribbean/developing country academic libraries, as well as other library types in Jamaica, which currently look to the understudied university libraries for leadership.

Originality/value

This paper is the first scholarly paper on the impact of the COVID-19 pandemic on university libraries in the Jamaican / English-speaking Caribbean, with a focus on revealed strengths, biggest impact, lessons learned, plans for library business re-opening/continuity. As the scholarly literature on pandemic management in Caribbean academic libraries is non-existent, this paper seeks to fill this gap, albeit incrementally. Additionally, the findings can inform the Latin America and Caribbean section of international library papers on COVID-19 impact on academic libraries globally.

Purpose

Responding to the needs of homeless and marginally housed persons has been a major component of the Canadian federal and provincial responses to the COVID-19 pandemic. However, smaller, less-resourced cities and rural regions have been left competing for limited resources (Schiff et al., 2020). The purpose of this paper is to use a case study to examine and highlight information about the capacities and needs of service hub cities during pandemics.

Design/methodology/approach

The authors draw on the experience of Thunder Bay – a small city in Northern Ontario, Canada which experienced a serious outbreak of COVID-19 amongst homeless persons and shelter staff in the community. The authors catalogued the series of events leading to this outbreak through information tracked by two of the authors who hold key funding and planning positions within the Thunder Bay homeless sector.

Findings

Several lessons may be useful for other cities nationally and internationally of similar size, geography and socio-economic position. The authors suggest a need for increased supports to the homeless sector in small service–hub cities (and particularly those with large Indigenous populations) to aid in the creation of pandemic plans and more broadly to ending chronic homelessness in those regions.

Originality/value

Small hub cities such as Thunder Bay serve vast rural areas and may have high rates of homelessness. This case study points to some important factors for consideration related to pandemic planning in these contexts.

Abstract

Purpose

There are many differences in how authorities handle the dead during mass death incidents involving disasters and pandemics. These differences would suggest that planning for a disaster death and planning for a pandemic death should be done separately. This may be true to some extent, however, there are many similarities between the two that this article will seeks to examine. The main objective of this study is to show that planning for both disasters and pandemics should either be done by a single entity that coordinates both types of responses, or by agencies that communicate closely and frequently.

Design/methodology/approach

This study compared mass death incidents predominantly within the Canadian historical record, including disasters and pandemics. It took a specific look at the influenza pandemic of 1918 in North America and how the dead were handled.

Findings

Both disasters and pandemics offer unique challenges in handling the dead and documenting the incident. In a pandemic the cause of death is usually clear, while in a disaster it is not always understood. However, the similarities they hold in common must not be overlooked. They will involve immense and complicated amounts of paperwork, cause a shortage of supplies (be it medical, food or otherwise) and create the need for assistance.

Originality/value

The research finds that though disasters and pandemics are often handled differently by the various agencies involved, they should be treated alike and dealt with in the same manner.

Abstract

Purpose

The SARS epidemic in 2003 and the COVID-19 pandemic had a disruptive impact on countries around the world and highlight the importance of using scientific evidence to inform policy decisions and priorities during crises. The purpose of this article is to reflect upon the term “following the science” and examines the differences between SARS in 2003 and COVID-19.

Design/methodology/approach

This study is exploratory, adopts a qualitative approach and reflects on the synthesis of scientific evidence into advice informing government decisions on health interventions. Random sampling of the literature was used to avoid bias and was guided by the keywords.

Findings

It considers preparedness activities and the need for these to be integral in the design of future planning. It argues that simulation exercises be intrinsically linked to all aspects of crisis management and provide the opportunity to use the scientific evidence base as part of preparedness planning. The article concludes that more transparency in the use of scientific advice in strategic decision-making would support building more resilience into health emergency preparedness through an integrated systems approach.

Originality/value

This article contributes to the literature on the evaluation of the “following the science” approach and its implementation. It also contributes to the limited literature on simulation exercising to deal with health crises, like pandemics and identifies potential areas for further research or work on developing an integrated systems approach to pandemic preparedness.

Abstract

Purpose

The coronavirus disease 2019 (COVID-19) pandemic unveiled resilience deficits in supply chains. Scholars and practitioners aim to identify supply chain resilience (SCRES) measures suitable for this unique disruption; however, empirical evidence on a pandemic's specific characteristics, resulting challenges, and suitable countermeasures is scarce.

Design/methodology/approach

A single-case study on an automotive supply chain network (ASCN), including eight nodes, was conducted. Based on current research and interviews with 35 experts, characteristic pandemic challenges for the ASCN were identified. Moreover, promising SCRES measures were determined along the most prominent SCRES levers. The findings lead to five central propositions and advance organizational information processing theory in the context of SCRES.

Findings

This study’s results confirm unique pandemic characteristics along the supply chain disruption's duration, severity, propagation, and volatility. The resulting unprecedented challenges made the ASCN apply novel SCRES measures, particularly regarding collaboration and risk management culture. However, well-known visibility and flexibility strategies were also suitable. Overall, agility and collaboration measures showed the highest capacity to address characteristic pandemic challenges. A lack of preparedness impeded some measures' application, calling for enhanced proactive risk management following the pandemic.

Originality/value

This paper addresses several research calls by providing in-depth empirical evidence on hitherto conceptually researched pandemic characteristics, challenges, and suitable SCRES measures from a network perspective. The study uncovers the different perceptions of individual tiers, emphasizing the need to analyze supply chain disruptions from multiple angles.

Abstract

Purpose

The aim of the study is to determine the perception of general public on the Serbian police behaviors in combating COVID-19 pandemic, as well as the perception of the citizens how successful the police units were in fulfilling their tasks.

Design/methodology/approach

Due to the state of emergency declared due to COVID-19 pandemic, in particular the restriction of movement and the need for social distance, the data collection for this study had to be conducted via the online survey platform (Google.doc). The study was conducted during March–April 2020, only four weeks after the state of emergency was declared. The participants were invited to complete the online questionnaire in their native language by using the snowball sampling strategy focused on recruiting the general public via social media tools.

Findings

Considering the fact that police officers are not sufficiently prepared and trained to respond in these specific circumstances, it is necessary to improve their engagement in the future by conducting appropriate training, procuring adequate resources, implementing adequate planning activities, etc. The results of the multivariate regressions of public perception preparedness subscale show that the most important predictor is gender and it explains 23.6% of the variance in preparedness subscale. The remaining variables did not have significant effects on preparedness. This model with all mentioned independent variables explains 6.1% of the variance of preparedness subscale.

Originality/value

Bearing in mind that there were no completed studies on public perception of police behaviors about the COVID-19 disaster in Serbia, the research has a considerable scientific and social importance.

Abstract

Purpose

The study aims to determine the extent of COVID-19’s impact on the libraries and information centers within Benguet. It identified the key differences in the effect of the pandemic on each type of library: public, special, school and academic. It recalled and documented the challenges faced by libraries and librarians. It determined which aspects of their library were affected and how they were modified in terms of their policies, personnel, physical space, services, collection, infodemic response and marketing.

Design/methodology/approach

The study used the qualitative descriptive method approach, specifically narrative research design and conducted online focus group discussions in which 14 librarians with managerial or supervisory functions participated. This method was used to explore the topic holistically by using qualitative inquiry. It best suited the purpose of fully understanding the experiences of libraries during the pandemic. The recorded online focus group discussions conducted through Zoom were reviewed and analyzed to identify key themes and responses from the participants. The themes identified from the thematic analysis were further validated with the participants through correspondence, chats or e-mails.

Findings

The findings showed that libraries were faced with challenges brought on by the lack of a written policy for the pandemic response, a lack of information communication and technology skills and resources, strict requirements on physical setup for pandemic compliance, budget cuts or realignments and delayed procurement, misinformation and users’ lack of awareness of the new services offered by the library.

Research limitations/implications

The study focused on the pandemic experiences of libraries and information centers in Baguio-Benguet, which was hailed as a model for local pandemic response, through the lenses of librarians with supervisory roles or functions.

Practical implications

Libraries could reflect on their experiences in this pandemic to plan for future strategies that would be best implemented in situations where face-to-face services are not allowed.

Originality/value

This study presented various best practices from different library institutions that could be emulated in the future. Many of these are still relevant regardless library services are going back to normal.

The purpose of this viewpoint essay is to examine deathcare leadership during the COVID-19 pandemic and recommend innovations to employ a more human-centric approach.

Design/methodology/approach

This viewpoint essay uses scholarly and popular literature to explore deathcare practices during the ongoing COVID-19 pandemic and to identify limitations of existing mass fatality management policies.

Findings

Deathcare leadership in the USA lacks a human-centric approach. Rationalistic mass fatality management during COVID-19 left families struggling with grief and mourning because many burial rituals could not take place. This essay suggests a humanistic approach to death management through leadership innovations as a remedy to this problem. Such leadership innovations can improve responses to deathcare during this ongoing pandemic and future public health emergencies.

Originality/value

This essay offers practical improvements to make deathcare more human-centric.

Abstract

Purpose

The purpose of this paper is to understand the key challenges, approaches and lessons of the higher educational institutions (HEIs) in the context of COVID-19.

Design/methodology/approach

A survey was conducted to understand the key challenges being faced by the HEIs around the world during the ongoing COVID-19 pandemic. A total of 150 responses were collected from 65 universities, located in 29 countries.

Findings

The results show that 47% of respondents with defined universities believe their institutions lacked a permanent or dedicated emergency management office, and 41% said their HEIs lacked a general business continuity plan for an emergency. In universities with BCPs, 33% of the plans do not cover biological hazards and pandemic risk management, and 60% of the plans did not include conducting any advanced simulation exercises. More than 70% the responded said their instruction, information sharing and decision-making process were timely and open. The major challenges identified were a lack of adequate preparedness for pandemic and of pandemic-specific advanced simulation exercises. The next major challenges were the change in the mode of teaching to online lectures and working from home. Based on these challenges, a set of short- and long-term recommendations were proposed.

Originality/value

This was the first survey in academic institutions in post COVID-19 context. The findings will be useful for preparing for biological and other related hazards.
