Abstract
This paper proposes a costing framework with the objective of providing reliable, relevant, and timely information about the actual costs and the cost efficiency of planned maintenance jobs. The proposed framework includes direct materials, direct labor, and support services costs. The traceability criterion is used for assigning direct materials and direct labor costs to planned maintenance jobs. However, support services costs are allocated to planned maintenance jobs using the concepts and techniques of activity‐based‐costing (ABC). The proposed framework provides a complete audit trail of planned maintenance costs. It also provides a functionality that could be added to enterprise resource planning (ERP) systems.

Abstract
Purpose
In the present-day context of a sharp decrease in economic and ecological resources, planned conservation and community empowerment are key strategies for sustainable heritage management, because of their cost effectiveness, increased preservation of authenticity and socially development. However, there are still very few practical implementations, so the purpose of this paper is to present applied research to real case studies, as well as to demonstrate that preventive-planned conservation is increasingly successful when linked with the empowerment of local communities and users.
Design/methodology/approach
This paper proposes a methodology that focuses on two complementary aspects: planned conservation (material component) – undertaken directly on buildings, through inspection, monitoring, maintenance and repair activities; community empowerment (intangible component) – afforded indirectly to users, through participatory strategies and training in prevention, maintenance and use.
Findings
Based on an estimation of costs, this paper suggests that preventive-planned conservation strategies (pre-damage) can be one-third cheaper than the reactive and interventionist approach (post-damage). Moreover, this study also develops innovative ICT tools for the planned conservation of the built heritage, namely a specifically designed computer software/App (“MPlan”) that can be used to compile maintenance plans.
Originality/value
The case studies are among the first applications of preventive-planned conservation strategies to the built heritage in Portugal. Different types of case studies are provided to better illustrate the methodological approach adopted and the results obtained. Special attention is given to the Romanesque Route, a cultural itinerary with 58 monuments (monasteries, churches, bridges, towers and a castle). illustrated manuals contribute to the empowerment of local communities and users.

Abstract
Purpose
The purpose of this paper is to investigate the impact of early-stage maintenance clustering. Few researchers have previously studied early-stage maintenance clustering. Experience from product and service development has shown that early stages are critical to the development process, as most decisions are made during these stages. Similarly, most maintenance decisions are made during the early stages of maintenance development. Developing maintenance for clustering is expected to increase the potential of clustering.
Design/methodology/approach
A literature study and three case studies using the same data set were performed. The case studies simulate three stages of maintenance development by clustering based on the changes available at each given stage.
Findings
The study indicates an increased impact of maintenance clustering when clustering already in the first maintenance development stage. By performing clustering during the identification phase, 4.6% of the planned work hours can be saved. When clustering is done in the planning phase, 2.7% of the planned work hours can be saved. When planning is done in the scheduling phase, 2.4% of the planned work hours can be saved. The major difference in potential from the identification to the scheduling phase came from avoiding duplicate, unnecessary and erroneous work.
Originality/value
The findings from this study indicate a need for more studies on early-stage maintenance clustering, as few others have studied this.

Purpose
The boiler pressure parts are a major asset of a power station, and the maintenance cost is often accountable for a huge portion of the annual budget. In the power generation industry, the outage costs due to loss of production, both planned or forced, are very significant and thus it is of interest to seek for a meaningful approach to the management of boiler pressure parts maintenance such that the enterprise performance is optimised. This paper aims to do this.
Design/methodology/approach
This paper proposes a framework that introduces the division of the enterprise objectives into the three decision dimensions. The framework is applied to the case of power station boiler pressure parts maintenance to optimise maintenance outages decisions for Loy Yang, a power station in Victoria, Australia.
Findings
The study finds that the framework provides meaningful approach to optimising maintenance decisions and is generic for application in different cases.
Originality/value
The paper provides a new insight and integrated approach to optimising asset maintenance for an enterprise with the use of a case study.

It provides recommendations and identifies critical issues for a successful implementation.

Purpose
The planned maintenance service, conducted within the scope of the Great Pompeii Project, presents a high degree of complexity. The purpose of this paper is to describe the methodological choices and operational practices which are being put into place, in order to allow a gradual transition from works of an extraordinary nature to a continuous and planned conservation initiative.
Design/methodology/approach
In line with changing perspectives on approaching maintenance, which have gained traction in Italy through research conducted over the last decade, the maintenance service of Pompeii has been proposed as a permanent “project site”, with the aim of presiding over the entire maintenance process (inspections, planning, checks in the execution phase, documentation and the organisation of feedback information).
Findings
Although the conservational benefits of the planned maintenance have become apparent with a long-term vision, the service has improved the accessibility and respectability of the ancient city in just a short time, enhancing the enjoyment of it, safety and the conservation of visitor routes. The domus and visitable building complexes are constantly monitored, and in many of them have already borne witness to short- and medium-term maintenance programs.
Originality/value
The service of maintenance which has been set up at Pompeii today constitutes an innovative experimental model, potentially replicable in other sites of archaeological heritage with wide room for improvement.

Abstract
Purpose
The purpose of this paper is to identify maintenance improvement potentials using an overall equipment effectiveness (OEE) assessment within the manufacturing industry.
Design/methodology/approach
The paper assesses empirical OEE data gathered from 98 Swedish companies between 2006 and 2012. Further analysis using Monte-Carlo simulations were performed in order to study how each OEE component impacts the overall OEE.
Findings
The paper quantifies the various equipment losses in OEE, as well as the factors availability, utilization, speed, quality, and planned stop time. From the empirical findings, operational efficiency losses are found to have the largest impact on OEE followed by availability losses. Based on the results, improvement potentials and future trends for maintenance are identified, including a systems view and an extended scope of maintenance.
Originality/value
The paper provides detailed insights about the state of equipment effectiveness in terms of OEE in the manufacturing industry. Further, the results show how individual OEE components impact overall productivity and efficiency of the production system. This paper contributes with the identification of improvement potentials that are necessary for both practitioners and academics to understand the new direction in which maintenance needs to move. The authors argue for a service-oriented organization.

Purpose
Opportunistic maintenance (OM) policy is a prospective maintenance approach that instigates for a more effective and optimized system. The purpose of this paper is to provide the steps and methods used in model development processes for the application of the OM policy.
Design/methodology/approach
Dubbed as opportunistic principle toward optimal maintenance system (OPTOMS) for OM policy toward optimal maintenance system, the model is devised as a decision support system model and contains five phases. The motivation and focus of the model resolve around the need for a practical framework or model of maintenance policy for the application in an industry. In this paper, the OPTOMS model was verified and validated to ensure that the model is applicable in the industry and robust as a support system in decision making for the optimal maintenance system.
Findings
From the verification steps conducted in a case study company, it was found that the developed model incorporated simple but practical tools like check sheet, failure mode and effect analysis (FMEA), control chart that has been commonly used in the industry.
Practical implications
This paper provides the general explanations of the developed model and tools used for each phase in implementing OM to achieve an optimal maintenance system. Based on a case study conducted in a semiconductor company, the OPTOMS model can align and prepare the company in increasing machine reliability by reducing machine downtime.
Originality/value
The novelty of this paper is based on the in-depth discussion of all phases and steps in the model that emphasize on how the model will become practical theories in conducting an OM policy in a company. The proposed methods and tools for data collection and analysis are practical and commonly used in the industry. The framework is designed for practical application in the industry. The users would be from the Maintenance and Production Department.
